DK Shivakumar calls urgent press meet, accuses Centre of using CBI to target him

Congress MLA DK Shivakumar and his brother and Congress MP DK Suresh claimed that the BJP was using the Central Bureau of Investigation (CBI) to conspire against them in an emergency press conference called on Thursday morning.  Shivakumar is credited as the man who kept the JD(S) and Congress MLAs together after a fractured mandate in the Assembly elections sparked a game of horse-trading and resort politics in the state earlier this month. He claimed that he had heard from reliable sources that the CBI has applied for a search warrant against him. “The CBI has applied for a search warrant and at 11 am it will be granted. The warrant is against me, my brother and nine other associates,” DK Shivakumar said speaking to reporters. He revealed that the BJP's central leaders were hounding him and his brother to leave the Congress and jump ship to the BJP. “The BJP central leadership has been hounding my brother and I to join their party. We have never been scared of their threats and never will be. We will fight this legally. The central agencies must keep in mind that they should not give into political pressure,” DK Shivakumar added. He also said that he won't be intimidated by the threat and will fight the issue legally. “We are not scared of any of these threats. There is no way they can make us bow down to their demands. Once we came into the political field, we have also been smart enough to know what they will throw at us and how to handle it,” he said. He also added that he was shocked when he heard of the news on Wednesday. "In the past too they have filed false cases against us and we have fought it. This is not a new tactic. They are just following the old method. Remember that no government is permanent. Not even us. They have given you certain respect so don’t be a puppet in their hands and cause harm to others," he said in apparent reference to the CBI. 

Cattle trader found dead in Udupi, family alleges Bajrang Dal hand

A 61-year-old cattle trader, Hussainabba, was found dead, in Udupi on Wednesday, under mysterious circumstances. While the police claim they received a tip-off of a cattle trader illegally transporting animals, and then later in the day discovered his corpse, the family claims the Bajrang Dal had a hand in his death. According to Hussainabba’s family, the Bajrang Dal had been keeping an eye on him for a long time, even forcing him to drink cow urine once in 2015. The police said that they received a tip-off at around 4.30 am on Wednesday that 12 calves were being illegally transported in a Scorpio, from Perdoor to Udupi. They set out to catch the vehicle at Shenarbettu, near Perdoor. “But upon spotting the police, the driver of the car got nervous. He started driving in reverse, and then lost control of the vehicle, before pulling to an abrupt halt. All four occupants of the car jumped out and began running - while three took off in one direction, Hussainabba started running in a different direction,” a police official said. The police also claim to have found 12 cattle inside the vehicle, of which two were dead. Later on Wednesday, at around 11 am, the Hiriyadka police was informed of a corpse lying at Shenarbettu. The police rushed to the spot and shifted the body to Kasturba Medical College, Manipal, where the body was identified as Hussainabba. But the victim’s family has dismissed the police version of events. Hussainabba’s brother-in-law, Shekunhi, said said that the deceased was a well-known cattle trader in Jokatte and Surathkal, and had a license for his trade from the village panchayat. According to Shekunhi, both cattle rearers and buyers coordinated with Hussainabba for their businesses. "But he has been on the Bajrang Dal's radar for a long time. Two years ago, Hussainabba was tied-up and forced to drink cow urine by the same group," Shekunhi alleged. He further alleged that Hussainabba’s vehicle was probably detained by Bajrang Dal activists. “Later, the police and the Bajrang Dal activists must have beaten him up to death. How else can one explain the injuries around his eyes and head? Since he already had a heart problem, he might have died while attempting to escape from his attackers,” he added. While the Hiriyadka police have registered a case for illegal cattle trading, acknowledging the family allegations the officials have also registered a case of murder. Bengaluru’s Baldwin schools directed to stop sale of books by child rights commission

The Department of Public Instruction listed the officials who will stay on school’s premises to ensure that the sale does not take place.
Days after parents whose children study at the Baldwin group of schools in Bengaluru protested against the exorbitant rate of books, the Karnataka State Commission for Protection of Child Rights (KCPCR) directed the school to stop the sale. One of the parents, who has been fighting to ensure that the books aren’t sold at sky-high prices, confirmed that the sale of books has been stopped. “The respondent schools is directed to stop selling of books immediately till further orders. The DDPI and BEO is directed to ensure the respondent school follows the direction and report compliance forthwith (sic),” the interim order signed by chairperson Kripa Alva stated. According to Deccan Herald, the Department of Public Instruction also listed the officials who will stay on the school’s premises to ensure that the sale does not continue. A probe was launched by the Deputy Director of Public Instruction (DDPI) after the parents complained to the Education Department. A probe was also launched by the District Education Regulatory Authority (DERA), which called the institution for a hearing on May 23. As the school didn’t send any representative other the advocate, the next hearing was posted for June 2. DERA had asked the school management and the parents to resolve the manner in which the books would be sold by the next hearing, but a parent said that there has been no communication as of Thursday morning. The parents had protested outside the school’s campus in Rajarajeshwari Nagar on May 21. The school had allegedly asked students to submit demand drafts for the books for the next academic year, but had not even prepared the book list. The parents who paid were forced to go to a hotel to collect the books. “I inspected the premises. They are booking convention halls outside to sell the books. I have deputed my team to ensure the school follows the KCPCR orders. If the school is found to sell books, an FIR will be lodged,” Ashwathanarayana, DDPI South, told Bangalore Mirror. Congress’ sitting MLA Munirathna Naidu emerged victorious at Rajarajeshwari Nagar seat in Bengaluru on Thursday winning 1,08,064 votes, increasing his party’s tally to 79 MLAs in the 224 seat assembly. The party’s decision to go with the ‘tainted’ Munirathna paid off, as at the end of counting, he secured the victory with a margin of 25,492 votes. BJP’s Muniraju Gowda came a distant second with 82,572 votes while JD(S) candidate Ramachandra got 60,360 votes. Voting at RR Nagar took place on Monday, more than two weeks after the rest of the state had gone to the polls. The Election Commission had pegged the voting percentage to be 54% which is almost consistent with the average voter turnout across Bengaluru. Elections were postponed in RR Nagar after large scale seizures of voter ID cards ahead of the polling from an apartment in the area. Police are probing the incident and in fact, have named Munirathna as the 14th accused in the case. The Election Commission had announced that the 9,700 odd seized voter IDs have been returned to the respective owners.    Since, the elections were held after the post-poll alliance, there was pressure from the JD(S) too, to withdraw his candidature given that a Congress corporator from the area openly backing the JD(S) candidate R Ramachandra. ‘Maasti Gudi’ tragedy: FIR registered against Duniya Vijay for helping accused escape

Over one-and-a-half years after the Maasti Gudi tragedy led to the deaths of Sandalwood actors Uday and Anil, actor Duniya Vijay has been booked for obstructing the police from arresting the accused — the film’s producer P Sundar Gowda. Although no arrest has been made in relation to the incident which led to the deaths of the actors, the Channammanakere Achukattu Police in Bengaluru has registered an FIR. FIR against Duniya Vijay On Wednesday, the court of the Ramanagara judicial magistrate first class (JMFC) had issued a warrant to arrest P Sundar Gowda, the film’s producer. The Tavarekere Police, equipped with the warrant, arrived at P Sundar Gowda’s home located within the limits of the Channammanakere Achukattu Police Station late at night. “When the Tavarekere Police arrived at Sundar Gowda’s house, Duniya Vijay and the accused were discussing the plan of action. Sundar Gowda told the officers that he would go in and put on different clothes. Within minutes, he had escaped from the house,” the police said. Channammanakere Achukattu Police Inspector Sharanappa told TNM that Duniya Vijay had helped Sundar Gowda escape from his residence and avoid arrest. “He told the Tavarekere Police that Sundar Gowda’s mother’s health condition was deteriorating and that he would personally hand over Sundar Gowda to the police in a day’s time. According to the Tavarekere Police, Duniya Vijay assaulted one of the police officers on duty. The Tavarekere Police had, by then, figured out that Duniya Vijay was the one who helped Sundar Gowda escape,” Inspector Sharanappa said. At around 3.00 am on Thursday, the Tavarekere Police filed a complaint with the Channammanakere Achukattu Police against Duniya Vijay. An FIR was registered under IPC sections 353 (assault or criminal force to deter a public servant from discharging duty) and 225 (resistance or obstruction of lawful apprehension of a person). Inspector Sharanappa said that Duniya Vijay is also absconding, and that the police are looking for him as well. The Maasti Gudi tragedy In November 2016, the film crew of Maasti Gudi had gone to the Thippagondanahalli Reservoir to shoot the climax of the film. The stunt, which was being performed featured three actors —  Duniya Vijay, Uday and Anil — jumping off a helicopter from a height of 100ft. In videos that have surfaced since the incident, Vijay is seen wearing safety gear while the other two actors don't have any harness. Minutes before the stunt was attempted, Anil and Uday had told a news channel covering the shooting that they did not know swimming. After jumping into the water, the actors began to struggle. While Vijay, who was wearing protective gear, managed to reach a coracle and get rescued, the other two actors drowned. Following the incident, there was public outcry regarding the lack of safety measures and proper procedures for shooting dangerous stunts. Many also condemned the film unit for its callousness towards the safety and well-being of junior artists. According to sources, the chargesheet, filed earlier, lists 78 names as accused. This includes director Naga Shekhar, producer Sundar P Gowda, stunt director Ravi Varma, assistant director Siddharth, unit manager Bharath and the helicopter pilot Prakash Biradar. Interestingly, actor Vijay’s name has been not been listed among the accused. He is the prime witness.   

Fight for K’taka cabinet berths: JD(S) to retain Finance, Cong to get Home Ministry

After five rounds of talks held between senior leaders of both parties regarding the power-sharing agreement, the other cabinet posts will be finalised by Saturday.
After days of political tug of war between the Congress and JD(S) in Karnataka regarding cabinet berths, the two parties have finally come to a decision on the most contested portfolios - the Finance and Home Ministries. Highly placed sources in the Congress said that the JD(S) will retain the Finance portfolio, while the Congress would bag the Home Ministry. “As the Chief Minister oversees the Intelligence wing and also the personnel department, hence, these two departments will be with the JD(S). The Home Minister will be able to issue transfers only for those police officers who hold the post equivalent to that of DySP. The remaining powers will remain with the CM,” the source said. Congress leader Danish Ali, who spoke to the media in New Delhi, said he would be flying to Bengaluru on Thursday afternoon to hold talks with Congress leaders regarding portfolio sharing. He also confirmed that the JD(S) would retain the Finance portfolio. After five rounds of talks held between senior leaders of both parties regarding the power-sharing agreement, the other cabinet posts will be finalised by Saturday, the source added. “We are waiting for Rahul Gandhi to give his opinion on what has been decided. Only then will the cabinet expansion happen,” the source added. Sources in the JD(S) said that the Congress is likely to get the IT-BT, Energy and Education portfolios, while the JD(S) wants to retain the Revenue portfolio. “Both sides want to keep Bengaluru Development, PWD (Public Works Department) and Urban Development Departments. The other cabinet berths have not yet been decided but discussions are going on,” the JD(S) source said. The Congress and JD(S) formed a post-poll alliance on May 15 after the BJP had staked claim for forming the government, considering that it had emerged as the single largest party. However, after several days of high drama, the Congress-JD(S) combine managed to retain their MLAs and proved majority on the floor of the House.   

CBI says raids against DK brothers' associates related to old demonetisation case

Early on Thursday morning, DK Shivakumar had accused the I-T department and CBI of harassing him and his associates.
Hours after DK Shivakumar accused the BJP of misusing central authorities like CBI and Income Tax Department for harassing him and his associates, the CBI on Thursday announced that it is carrying out raids at five properties connected to the politician. In a press conference called early on Thursday morning by the DK brothers, Shivakumar said, “The CBI has applied for a search warrant and at 11 am it will be granted. The warrant is against me, my brother and nine other associates.” “The BJP central leadership has been hounding my brother and me to join their party. We have never been scared of their threats and never will be. We will fight this legally. The central agencies must keep in mind that they should not give into political pressure,” he added. The CBI in a statement said all these raids were related to an ongoing investigation relating to demonetisation case (registered in November 2016) against the former Karnataka Energy Minister's brother and MP, DK Suresh. These properties however do not belong to Suresh or his brother. An FIR was also registered against Corporation Bank manager B Prakash and others with regards to the case. The CBI claimed that it was during interrogation that Prakash said he was working on behalf of Suresh. “Searches are being conducted in Bengaluru, Kanakapura and Ramanagara at the Kanakapura Taluk Office, an office at Ramanagara and three residences of the Election Cell-In-charge Sri Shivananda, Election Cell clerk Sri Nanjappa and one Shri Padmanabaiah. Sri Padmanabaiah (former PA of Shivakumar) had allegedly exchanged the SBN notes in the bank.,” the CBI said in a statement. The CBI said that they had search warrants for 11 properties issued by the 47th Special CBI court Judge Pushpanjali Devi. These latest raids from the CBI come after DKS got conditional bail on Rs 1 lakh personal bond and Rs 25,000 sureties by two persons from a special Economic Offences Wing Court in connection with three tax evasion cases. The I-T raids across the country on properties owned by him and his associates incidentally came just after DK Shivakumar successfully prevented the horse-trading of 44 Gujarat MLAs ahead of the Rajya Sabha polls. The I-T raids came after the Department reportedly found torn notes suggesting crores of rupees of unaccounted financial dealings at the posh Eagleton resort where the Gujarat MLAs were housed. The Congress has maintained that this was nothing but political vendetta by the BJP-ruled Centre.  

K'taka farmer groups want more than just loan waivers from Kumaraswamy

“We have to take steps to ensure that we don't reach a point where we need a loan waiver,” said one farmer leader.
On Wednesday, Karnataka Chief Minister HD Kumaraswamy revealed a two-phase plan to waive loans of farmers in the state after a meeting with farmer group leaders from 30 districts in the state.  Almost all farmer group leaders present at the meeting unanimously lobbied for a waiver of all farmer loans irrespective of the amount of the loan and size of land ownership. However, few farmer group leaders are now worried that the other demands of the community will be overshadowed by the demands for the waiver of loans.  Kurubhara Shantakumar, President of the Karnataka Sugarcane Growers Association, speaking to TNM, contended that waiver of loans was just one of the demands of farmer groups in the state. "A loan waiver alone is not enough. It will not solve the issues of any farmer in the state. We have to take steps to ensure that we don't reach a point where we need a loan waiver," he said. He further added that farmer groups had four broad demands that they communicated to CM Kumaraswamy. "The first of course is the waiver of loans of farmers. The second is the need for the government to give a good Minimum Support Price (MSP) to crops grown by farmers. For instance, if farmers spend Rs. 1,000 for a crop, they should get Rs 1,500 in return for it. The third is that the government should ensure crop insurance for all crops if they fail. The fourth is if the price of the crops sold in the market drops, then the government should purchase the crops themselves," he said.  Shantakumar, however, added that the waiver of loans of farmers should remain the priority for the government. "A steel bridge flyover in Bengaluru is sanctioned Rs 15,000 crores but when 3.5 crore farmers in Karnataka are demanding farm loan waiver of Rs 53,000 crore, it suddenly becomes a burden to the government. Is the government for the people of Bengaluru city alone?" he questioned.  Meanwhile, Shobha Chaluvadi, District President of the Dharwad Raitha Sangha, also contended that waiver of farmer loans will not make a big difference to lives of women farmers in the state. "A loan waiver will not be helpful for many women farmers I know who have not taken loans from nationalised banks but have taken loans from small institutions like cooperatives or private moneylenders. They have taken the loans because crops fail or their husband has passed away. In this situation, their loans should also be waived off by the government." A farmer group representative from Kodagu also raised the plight of coffee growers in the state. “In the districts of Kodagu and Chikkamagaluru coffee growers are suffering since crops have been affected by pests. The government should look into this issue and help coffee growers,” he said.  Several farmers also raised alarm bells about the severe water shortage in many parts of the state and urged the government to ensure enough water for irrigation.  With pressure from farmer groups and opposition leaders growing, and with the shadow of his own pre-poll promise hanging over him, Kumaraswamy will next meet general managers of nationalised banks and discuss the issue of waiving loans of farmers with them.  The CM also promised that he would meet farmer group representatives every month at the Vidhana Soudha and appealed to farmers to not resort to extreme measures.  

Karnataka CM urges US to open consulate in Bengaluru

Karnataka Chief Minister HD Kumaraswamy on Thursday urged the US to open its consulate in this tech city at the earliest."The US should open its consulate in Bengaluru at the earliest to facilitate, among other things, granting of its visas to the citizens of our state," Kumaraswamy told US Ambassador to India Kenneth Juster who called on him in Bengaluru. The US has consulates in Chennai, Kolkata, Mumbai and Hyderabad besides its embassy in New Delhi but not in India's technology hub."The Chief Minister has assured Juster infrastructure, including land, building and support system to enable the US set up a consulate in the city, which has the largest number of American firms," said the Chief Minister's office in a statement. Referring to the warm and long-standing relations between Karnataka and the US, the Chief Minister told the US envoy that hundreds of Kannadigas were working at top positions in the US and a growing number of citizens from across the state visit America as tourists through the year."A consulate with facilities to process and issue visas will help our people to save time, energy and cost as most of them go to Chennai or Hyderabad for visa interviews and collecting their passports or travel documents in person," the statement said. Responding to the Chief Minister's plea, Juster said he would convey the state's request to the US Administration for setting up a consulate in Bengaluru soon."About 370 US companies operate from Bengaluru and contribute significantly to the state's economy. They, however, face infrastructure problems in the city, which needs to be addressed on priority," Juster told Kumaraswamy. The Chief Minister directed the officials concerned to meet the heads of US firms and resolve the issues at the earliest. Chennai-based US Consul General Robert G. Burgess, US Economic Officer Joseph Bernath and US Public Affairs Officer Lauren Lovelace participated in the meeting Juster had with Kumaraswamy at the state secretariat in the city centre. Karnataka bans govt teachers from using mobile phones during school hours

The Department of Public Instruction has issued a circular calling for a ban on the use of mobile phones by government school teachers in the state during school hours. The circular comes amid rising concerns over the rampant use of mobile phones by teachers. While the order is not new, it has been updated to hold headmasters and headmistresses of government schools responsible for ensuring that teachers do not use phones during school hours. The circular issued earlier this month stated that mobile phones will be banned to create an ideal environment in schools.  "We have observed that teachers and workers using mobile phones while working has caused problems. Hence, we have decided that to create an ideal atmosphere in schools, the use of mobile phones should be banned. In this regard, the use of mobile phones in schools will be strictly banned," reads the circular. The circular further puts the onus on school headmasters and headmistresses to discipline teachers if they are found using mobile phones in school hours. "Any teacher who is observed using mobile phones will be disciplined. The headmistress will be tasked with taking appropriate action to ensure that no teacher uses mobile phones in schools", the circular states."In spite of warning headmasters/mistresses, if they do not ban the use of mobile phones in their schools and if the use of mobile phones is observed during school hours, the headmaster/mistress will be held responsible," the circular further reads. Officials at the Education Department explained that the order is not new and has been implemented in the past, but admit that the growing nuisance of teachers using mobile phones during school hours was a problem reported in many areas. "Ideally, we should not be passing an order for school teachers to not use mobile phones during school hours. It is extremely distracting and does not set a good example. We have observed this is happening and have decided to come out with the order in which headmasters and headmistresses have to take responsibility for this," said an official. She further stated that students will now be able to raise a complaint to the Block Education Officer (BEO) when they see a teacher using their phones in the classroom. They can also report to their respective headmaster or headmistress when they observe someone breaching the rule.

Bengaluru Metro employees renew call for June 4 strike after talks with management fail

Three months, three court hearings and several conciliatory meetings later, the impasse between the Bangalore Metro Rail Corporation Limited (BMRCL) and the Bangalore Metro Rail Corporation Employees Union (BMREU) seems no closer to resolution. The failure of the two sides in reaching a consensus following the latest round of talks has prompted the union to stick to its call for an indefinite strike starting June 4. Whether they actually go ahead with the strike or not, however, may depend on the outcome of a High Court hearing on June 4. Third time’s a charm?  On May 29, hall number 6 of the Karnataka High Court saw scenes of anticipation as representatives of the BMRCL and the BMREU argued their cases. What loomed large was the June 4 strike notice that had been served by the employees’ union on May 19. The counsel representing the metro management sought legal means to defer the strike, the third such attempt since the union’s first strike call in March. A determined counsel for the union, meanwhile, raked up issues that they claimed warranted the need for a walkout in the days to come.  The court’s directive for further talks the next day, the continuation of a practice that is yet to bear fruit, seemed like a last-ditch attempt to diplomatically resolve the union’s longstanding issues. As it stands, nearly 900 employees, who are part of the BMREU, plan to go on an indefinite strike as soon as the next court hearing winds up on June 4. The Bengaluru Metro is staffed by 1,500 employees. The latest court-mandated push for dialogue took place at the office of the Regional Labour Commissioner (Central) on May 30. Both sides clashed once again and as the day progressed, chances of a consensus seemed slim. Suryanarayana Murthy, Vice-President of the BMREU, revealed to TNM that almost 30 points were touched upon in two sessions of the meeting, but no resolution was reached. The Regional Labour Commissioner (Central) stated that the conciliation procedures ended in a failure. The management, however, has indicated that it is prepared to speak to the union in the event that the strike is called off. The result of this meeting is to be presented in the Karnataka High Court on June 4, following which the union plans on beginning the strike. Although BMRCL has previously maintained that back-up plans would be in place, the union remains sceptical over who exactly would fill their roles should they walk out on June 4. Their scepticism boils down to the issue of contract employees, or as Murthy puts it, “backdoor recruitments”. “There is a huge conspiracy that has been going on with regards to contract employees,” says Murthy. “People with influence come here and make money out of it. We pass the recruitment exam, we qualify and get trained in Delhi, but we do not get proper salaries and promotions. The contract employees get promotions without effort,” he says, expressing concern over untrained employees taking over operations during the strike. In the days following the union’s first strike call in March, the BMRCL management drew staff from other departments, passing orders for emergency duties. Mistrust runs deep While the three court hearings and talks have so far touched upon some of the major issues revolving around union recognition, improved financial remuneration and abolition of the contract labour system, documents accessed by TNM highlight a possible deep-rooted mistrust between the union and the management. One such document, a letter dated March 16, 2018 from the union to the Assistant Labour Commissioner, underlines these concerns. Apart from terming the organisation’s grievance procedures “namesake”, the letter goes on to state that Metro workers are scared of expressing grievances because a “memo is issued to the said worker warning him of disciplinary action”.  Repeated failures of the numerous bilateral talks have not helped the situation. “During meetings held between March and April, the management threw their hands up and said they couldn’t solve our problems,” said Murthy. ESMA invocation imminent? Amidst reports of the central government’s push to bring Metro services under the Essential Services Maintenance Act (ESMA), it remains to be seen if the Act is imposed in the event of the strike starting on June 4. ESMA mandates the continuation of certain essential services without disruptions and legally prohibits employees from going on strike. Murthy, for his part, maintains that the union is unperturbed even if the Act is imposed. Previously, the Karnataka ESMA was notified by the state government on March 21, a day before the union’s first call for strike. At the time, the union claimed that imposition of the state’s ESMA was improper, as the BMRCL is a joint undertaking of both the state and the centre. Despite repeated attempts to contact representatives of the BMRCL for their views, no response has been received at the time of writing. Chief Minister HD Kumarasway met Infosys founder NR Narayana Murthy to discuss infrastructure development issues in Bengaluru.  The Chief Minister sought Narayana Murthy's guidance on forming an expert committee to look into the problems related to infrastructure and waste management in the city.  The proposed committee will meet once every two months to review their progress.  CM Kumaraswamy met Narayana Murthy at his residence for a detailed discussion on the topic of Bengaluru's development. "I have been keenly following you and I appreciate your concern for the welfare of the society and farmers in particular," he said referring to Kumaraswamy's visit to Israel to learn about successful farming techniques in the country. Narayana Murthy also urged the Chief Minister to take the large number of NGOs operating in the city on development issues into confidence while planning and implementing urban development projects. This is not the first time a Chief Minister has sought help in urban governance. Agenda for Bangalore's Infrastructure and Development Task Force (ABIDe), an initiative of the Yeddyurappa government was constituted in 2010 and worked in conjunction with the Bengaluru Development Authority (BDA) and the Bruhat Bengaluru Mahanagara Palike (BBMP) to design and implement civic and infrastructural projects.  Though the committee was chaired by the Chief Minister, activities were planned by ABIDe. It had formulated several draft reports and blueprints in the areas of governance, road traffic management, transportation, urban poor, and public security. The meeting with Narayana Murthy comes amid a slew of meetings held by CM Kumaraswamy. A meeting with farmer group leaders across the state on Wednesday was followed by meeting with government officials from various departments on Thursday.  This comes even as CM Kumaraswamy is yet to reach a consensus on the cabinet portfolios including the post of Bengaluru Development Minister that the Congress is reportedly eyeing.

On Monday morning, Congress leader and MLA DK Shivakumar called a press conference and dramatically declared that the centre was using the CBI to target him for being the one who herded Congress and JD(S) MLAs during the recent political crisis. A few hours later, there were raids at five places including the residence of Padmanabiah, the personal assistant of Congress Member of Parliament, DK Suresh, who is also DK Shivakumar's brother. Though DK Shivakumar alleged that he would be targeted, the raids were related to a case that was first registered in April 2017. The case implicated DK Suresh’s PA along with certain bank officials as the accused.   According to the CBI, DK Suresh allegedly enlisted the help of his personal assistant Padmanabaiah to exchange Rs 10 lakh of unaccounted black money during the initial phases of demonetisation. On November 8 2016, Prime Minister Narendra Modi declared that 500 and 1000 rupees notes would be rendered ineffective, until new 500 and 2000 rupees were to be circulated in their place. In the initial weeks, each individual was allowed to exchange up to 4000 rupees at the bank, which was increased to 4500 rupees, and then again reduced to 2000 rupees per person. International airports allowed for an amount of up to 5000 rupees to be exchanged during this time period for those traveling to and from the country. According to the CBI, Padmanabhaiah had exchanged the unaccounted notes using photocopies of about 120 voters IDs and driving licences without the knowledge of their owners. But this was done in connivance with bank and district officials, says the CBI. Officials from the CBI alleged that the 120 copies of voter IDs were “fraudulently” printed without the knowledge of the voters on November 10 and 11, 2016 using holograms machines or projectors. The fake ids were procured by misusing the login ID of the Tahsildar and facsimile stamp of the ERO at the Election Cell office of Tahsildar of Kanakpura. In addition to Padmanabaiah, Corporation Bank Manager B Prakash, Later Election Cell-In-charge Shivananda and Election Cell clerk Nanjappa were also listed as the accused. The residences of the accused and the Election Cell of Kanakapura Tahsildar office and the Ramanagara District office on Thursday The copies of these voter IDs were allegedly handed over by Padmanabhaiah to Prakash to cover up the unauthorised exchange. “During the searches [duplicate] voter ID cards used for illegal exchange of SBNs (specified bank notes) were collected along with the hologram stock register. The suspected hard disk is imaged and seized,” the Superintendent of Police, CBI ACB, Bengaluru said in a statement on Thursday. The CBI also concluded that Shivananda and Nanjappa misused their official positions for the said process. The CBI further stated that Prakash prepared fabricated requisition slips based on the photocopied voter ID cards submitted by Suresh’s PA. DK Shivakumar earlier alleged that the CBI was working at the behest of the BJP to carry out the raids.

A week after Karnataka Chief Minster HD Kumaraswamy won a floor test, the allocation of portfolios between the two alliance partners Congress and JD(S) were finally announced on Friday. The ministers will take oath on June 6. In a press conference called after a meeting between leaders of both parties, it was also announced that the JD(S) and Congress will jointly contest the 2019 Lok Sabha polls as pre-poll alliance partners."Congress and JD(S) will fight the next Lok Sabha election as pre-poll allies. The exact distribution of seats will be worked out and announced later. both the congress and JD(S) will work to ensure that the coalition government headed by Kumaraswamy will complete it's five year term," AICC Karnataka-in-charge KC Venugopal said. Ex-CM Siddaramaiah has been made the head of the joint co-ordination team  of the Congress and JD(S) and will oversee the working of the coalition. As earlier speculated, the JD(S) has managed to get the Finance portfolio with CM Kumaraswamy himself touted to retain it. KC Venugopal told reporters that the Finance portfolio had been the bone of contention between the two parties. “Rahul Gandhi gave a directive— this alliance is the need of the hour of of the country and Congress decided to give finance portfolio to JD(S). Today morning too there were few issues pending. I met HD Deve Gowda, Kumaraswamy and Danish Ali and we settled everything,” Venugopal said. Deputy CM Parameshwara is likely to be allotted the Home Ministry portfolio. He had held the same portfolio for a brief period during Siddaramaiah’s tenure as Chief Minister. As expected, Congress has got the lion’s share of portfolios. The Congress will retain Home; Irrigation; Bengaluru City Development; Industry and Sugar Industry; Health; Revenue; Urban Development; Rural Development; Agriculture; Housing; Medical Education; Social Welfare; Forest and Environment; Labour; Mines and Geology; Women and Child Welfare; Food and Civil Supplies; Haj, Wakf and Minority Affairs; Law and Parliamentary Affairs; Science and Technology; Youth, Sports and Kannada Culture; and Ports and Inland Transport Development. The JD(S) has bagged a handful of ministries, including a few powerful ones. The JD(S) is set to get the ministries of Finance and Excise; Information and Planning; Intelligence; Energy; Co-operation; Tourism Education; Animal husbandry; Horticulture and sericulture; Small scale industry; Transport and Minor irrigation. These announcements come after at least five rounds of talks between senior leaders of both parties. The announcements were made In a joint press conference addressed by CM Kumarswamy, KC Venugopal, former CM Siddaramaiah, DK Shivakumar and Congress Lok Sabha leader Mallikarjun Kharge.  

‘Why security guards for Church Street?’: Bengaluru activists protest privatisation

Streets and pavements are for everybody. But in Bengaluru’s Church Street, which recently got a multi-crore face lift, some fear that this fundamental right maybe in jeopardy. Armed with placards, a group of activists took to the streets on Friday to protest the BBMP’s decision to “privatise” this stretch at the heart of Bengaluru. The BBMP had recently called for a tender for the maintenance of the street which includes washing it with detergent water and also employing two security guards at the both ends of the stretch. The tender, however, got a meek response with only one company applying for the work. “BBMP has called for a tender to privatise this road. Now the security guards will decide what is encroachment and what is not on behalf of the BBMP. That means people who make a livelihood out of this road will be driven out. They (contractor) will decide who has a right on the street or not,” said Raghavendra, an activist from the Forum for Urban Governance and Commons. Tara Krishnaswamy, an activist who co-founded citizen collective Citizens for Bengaluru, echoed, “The street belongs equally to a beggar living in HSR Layout as well as anybody. The police and authorities have every right to take action against illegal activisties here as well as any part of the city. But why do we need private security guards only for this street which already has so many CCTV cameras?” The issue brought up by the activists is that the upkeep of streets is essentially the duty of the government and should not be outsourced. “The very idea that a private company is taking up a project is to make profits. Why is the BBMP allowing profits out of public taxes?” she questioned. Other than the primary aspect of outsourcing a core government function, activists raised questions about how environmentally feasible it is it to wash the roads given Bengaluru already suffers from acute water shortage. There were others too, who termed building the stretch at an exorbitant price of Rs 14 crore, a “misuse of public money”, while many of the city’s road remain in a sorry condition. Geeta Menon, another city-based activist, said, “Why don't they use the same amount of money to make better roads in DG Halli, KG Halli and other areas? There are no roads, in spite of these areas being part of the city. We also pay taxes to the BBMP. Is it only the elite that matters?” She also questioned the need for projects like TenderSURE roads which are allotted without the traditional tendering process, calling for further transparency. The demonstration on Friday prompted Bengaluru Mayor Sampath Raj to meet the protesters. He assured them that the protesters need not worry and further decisions will be taken following a public consultation. “BBMP is here to do what the people want. When the CM (Siddaramaiah) came to inaugurate, he told me that we should do what the public desires. People said they want a walking street without vehicles. As a pilot project, we decided to go ahead. We stopped it after they (people) said we needed vehicles,” the Mayor defended. An all stakeholders meeting will be held in the coming weeks between the general public, street vendors, shop owners and the BBMP. Naresh V Narasimhan, the architect of the road called the protests unnecessary arguing that outsourcing maintenance is necessary as the BBMP is ill-equipped to maintain the road. “I don’t understand these selective protests. This is not privatisation but an outsourcing tender. There is no transfer of asset. This is not like Air India where the airline is sold to a private company.” “Why are the protesters not protesting BBMP outsourcing most of its waste management functions? Isn’t that also a core function,” he asked.

Activists in Mangaluru on Friday raised alarm bells over the discharge of blackish water from Mangalore Refinery and Petrochemicals Limited (MRPL) into a storm-water drain in the refinery area. The company, however, refuted the claims, saying that the discharge was water mixed with oil and that measures have been taken to extract the oil. Democratic Youth Federation of India (DYFI) State President Muneer Katipalla, who visited the area on Thursday, accused the MRPL of discharging blackish water into the storm-water drain passing through the facility, leading to Thokur stream and, eventually, the Phalguni River. Officials at the Karnataka State Pollution Control Board (KSPCB) admitted that an oil leak occurred at the MRPL on Tuesday night. "When there was heavy rains on Tuesday, an oil catcher collapsed and crude oil leaked outside the drain. Next day, we controlled it by deploying oil booms. The MRPL, meanwhile, deployed suckers to extract the oil from the water wherever it is there," said Rajashekar Puranik, a Senior Environment Officer at the KSPCB. Puranik played down concerns surrounding the leak and stated ."If it was on a bigger scale, it might be a major public concern. But we observed that the oil reached up to the pond in the MRPL premises and has not come out from there. We need to find out how much quantity of oil has leaked and we have issued a notice to MRPL regarding this week," he said. However, Muneer said that the water leading to the Thokur stream was still appearing blackish. "The report prepared by the Pollution Control Board appears to overlook the company's mistakes. They should have informed the media and the public if it had come to their notice and they had visited the spot saying this has happened. Even the district authorities have given a statement that appears to downplay the issue," he claimed. He added that this is not the first time the issue is surfacing. Previously in 2014, residents of Jokatte near the premises of MRPL had protested against the discharge of oil and waste by the plant. "Even then, it was only after residents protested that the Pollution Control Board issued notices to MRPL," said Muneer.

The man starts pushing the robbers out the front door. Suddenly he is joined by two women. One of them fall trying to chase the robbers but together they shove the men successfully out of their shop, preventing the heist from taking place. The above incident happened in Bengaluru’s Jayanagar. The two women are the store owners’ daughters, who with this act of courage have prevented their father’s store from being robbed. The entire incident was captured in the store’s CCTV camera. The jewellery store on Ashok Pillar road is connected to his house, which is at the back of the store, through a door. The owner’s two daughters stay with him in the house along with their husbands. They assist their father in the jewellery business. According to the store owner, his daughters rushed in to help him on hearing him and his assistant cry after the robbers demanded that they hand over the jewellery. On witnessing their courage, the south division police applauded them, stating that these women showed extreme courage despite the robbers brandishing knives at them. The police are also conducting investigations on the attempted heist and suspect that the men were amateurs. Their investigations are reportedly heading in a few directions, the police told DH.

The SIT has arrested three more people in connection with the Gauri Lankesh murder.
The Special Investigation Team (SIT), which is probing the murder of slain journalist Gauri Lankesh, has revealed the progress made in the case thus far.  In June 2017, two men with affiliations to Sanathan Sanstha - Amol Kale and Dada (an alias) - had allegedly summoned one of their foot soldiers to a hotel in Belagavi. Amol Kale, who is originally from Pune in Maharashtra, and Dada were reportedly scheduled to meet Manohar Edave, another member of a pro-Hindutva group, at Hotel Sweekar in Belagavi. Edave was allegedly tasked with finding out more about journalist Gauri Lankesh and also conducting a detailed reconnaissance of her house in Bengaluru’s Rajarajeshwarinagar, SIT sources revealed. “Amol and Dada are believed to have told Edave that Gauri Lankesh had been making statements against Hindutva groups and wanted to know more about her. The planning for Gauri Lankesh’s murder began then. The meeting at the hotel in Belagavi may be the beginning of the conspiracy hatched to kill her,” an investigation officer said. On May 29, the SIT tasked with tracking down Gauri’s killers arrested three more persons in connection with her murder. The SIT had reason to suspect that Amol Kale, Amit Degvekar and Manohar Edave, were involved in Gauri Lankesh’s murder after the Upparpet police arrested the trio on charges of gunrunning. Hence, on Thursday, the SIT had filed for the custody of Amol, Amit and Manohar. Now the trio are in 12-day police custody. “A diary was seized from Amol Kale alias Bhaisab. In the diary, he had highlighted one name – Dada and also had written down several phone numbers in it. There is also a map of the locality Gauri lived in which was drawn in the book,” the officer added. The SIT, which has conducted searches of the homes of Amol Kale in Pune, Amit Degvekar in Goa and Manohar Edave in Bijapur, have reportedly recovered evidence, which they believe tie them to the conspiracy hatched to kill Gauri. The SIT had also arrested Sujeet Kumar alias Praveen on May 18, who they believe is the handler of another accused in the case KT Naveen Kumar. Naveen is a resident of Mandya and founder of Hindu Yuva Sene, which is affiliated to Sanathan Sanstha. “A diary has been recovered from Sujeet Kumar alias Praveen, in which there is a sketch of Gauri Lankesh’s house and the roads surrounding it. In the diary recovered from Manohar Edave, there is a list of items which were procured as precautionary measures. They have noted the presence of CCTV cameras. There are mentions about helmets, the entry and exit points and also certain elements meant to carry out a brutal act. The drawings, maps and other elements in Edave’s book match the directions given to him by Amol and Dada when they met in Belagavi,” SIT sources said. The SIT is also going to perform a handwriting analysis to see if these diaries belong to the suspects in the case. As many as 22 mobile phones were allegedly recovered from Sujeet Kumar, 21 mobile phones from Amol Kale and one from Edave. Totally there are about 74 SIM cards which have allegedly been seized from all the five accused. There is suspicion that these phones were used for hatching the plan to kill Gauri Lankesh. Also, the chargesheet filed against accused KT Naveen Kumar states that Gauri Lankesh was killed as those behind the murder believed she held “anti-Hindu views” and “criticised Hindu gods”. “When Amol, Amit, Manohar and Sujeet Kumar were arrested, several bullets were recovered. There is also suspicion on whether the source of the bullets recovered from the Upparpet police station may be the same ones used for the murder,” SIT sources added. The SIT is questioning the suspects on the various locations in which they allegedly met before the murder, what vehicles they used and also how they hatched the conspiracy to kill Gauri Lankesh. Karnataka CM bans officials from carrying mobiles to meetings to avoid distraction

Within days of taking charge as the Chief Minister of Karnataka, H D Kumaraswamy has banned state government officials from carrying mobiles to his meetings. The state government said that this was done to enforce discipline and avoid diversions."The Chief Minister has directed to ensure that the officials do not carry mobile phones to the meetings to avoid distractions and to enforce discipline," state's Chief Secretary K. Ratna Prabha told IANS in Bengaluru. Calling it a welcome move, the Chief Secretary said the decision to ban mobile phones will ensure that the officials contribute effectively to the meetings."It is a welcome step by the Chief Minister as distractions through mobile phones will be removed during crucial meetings," she added. The Chief Minister's decision came 10 days after he took charge on May 23 and held only a few meetings with the officials. A senior officer of the Indian Administrative Service (IAS) rank in the state, however, declined to comment on Kumaraswamy's order. This development also comes days after the Department of Public Instruction issued a circular calling for a ban on the use of mobile phones by government school teachers in the state during school hours. "We have observed that teachers and workers using mobile phones while working has caused problems. Hence, we have decided that to create an ideal atmosphere in schools, the use of mobile phones should be banned. In this regard, the use of mobile phones in schools will be strictly banned," reads the circular. The circular further puts the onus on school headmasters and headmistresses to discipline teachers if they are found using mobile phones in school hours."Any teacher who is observed using mobile phones will be disciplined. ‘Lucky that bullets hit the table’: Bengaluru businessman shot at in broad daylight

Chirag Agarwal is still reeling under the shock of witnessing his father being shot at by masked assailants. His father, Kannaiah Lal, 55 years old, was shot at by three men wearing helmets on their faces. Both Kannaiah and Chirag survived the attack. The incident, which took place in broad daylight and in Bengaluru’s upscale Koramangala, has left the city stunned. Fielding calls from the media and the police, Chirag says, "We got lucky. All three bullets hit the table under which my dad was crouching.” Kannaiah is still in hospital, recovering from the ordeal. At 1.55 pm on Saturday, when the employees of Farm India Impex Private Ltd. – of which Kannaiah is the owner – had stepped out for lunch, three masked assailants barged into the office and opened fire. "I think they knew that the staff would leave at 2 pm for lunch and hoped to surprise us then," says Chirag. According to him, the men gained entry to the office by saying that they were there looking for jobs: "They went straight to my dad's cabin. When the receptionist and other staff asked them what they wanted, they claimed that they wanted jobs. As a commotion erupted outside, my brother and I went to talk to them. That was when we realised one of them was completely drunk.” While employees at the office immediately called for security, one of the men pulled out a pistol he was carrying in his pocket. "He walked up to dad's cabin and started shooting at my dad. He took four shots, one of which broke the glass down and then took three shots at my dad, who crouched under the table. All three shots luckily hit the table, but one of them caught him in the head over the ear,” says Chirag. Another assailant also opened fire outside, in the meantime. Seeing Kannaiah collapse, the attackers escaped on motor bikes. Deputy Commissioner of Police (Southeast) MB Boralingaiah and Additional Commissioner of Police (East) Seemanth Kumar Singh rushed to the spot after they were alerted by the police control room. The investigation into the case has begun and Chirag suspects that the assault might be linked to his father’s business interests. Kannaiah, a resident of Koramangala, is a trader in maize and other farm products. He purchases maize from different parts of the country and exports it. "We've been having issues. We are basically maize traders. We work out of Karnataka and Bihar as maize is grown here in India. We've had a bit of issue with one of the local agents in Hasanpur," says Chirag. He also alleges that Rajendra Agarwal, a local agent in Hasanpur in Bihar, had previously threatened Kannaiah in the last five years. According to him, Rajendra had sent his aides to ask Kannaiah to pay a commission to him for any purchases he makes in Hasanpur, a threat Kannaiah did not pay heed to. "Last year, we worked there and there was no problem. Then, at the start of this year we started work and he sent somebody to threaten us saying if we want to work in that area again we will have to do it only through him. In March again, he sent two people to threaten us and since this had already happened once before, I took out my phone and took a recording of the threat. It has been submitted to the police," he claims.   He further alleges that another trader, Vikas Gupta, had called them up on Saturday saying he was being threatened by Rajendra too. The police are yet to make an arrest in connection with the case and are analysing CCTV footage at the business complex to identify the assailants.
