Countering the BJP's charge of corruption by the Congress in the run up to elections in Karnataka, Congress president Rahul Gandhi on Tuesday slammed Prime Minister Modi for his silence on Nirav Modi, and claimed that Finance Minister Arun Jaitley's daughter worked for Nirav.   The Congress president was speaking at an election rally, during his fifth visit to Karnataka ahead of the state Assembly Elections on May 12."Nirav Modi has run away with 30,000 crores from the Indian public. Arun Jaitley, who is the Finance Minister... his daughter works with Nirav Modi and the PM doesn't say anything," he said speaking at a rally in Shivamogga. The statement comes at a time when the BJP is spearheading a campaign accusing the Congress government in the state of corruption. A combative Rahul further called out BJP National President Amit Shah for corruption in his 30-minute address. “Jay Shah, Amit Shah's son turned Rs 50,000 into Rs 80 crore in 3 months and Modi has not said a word. He has also taken the Rafale contract away from Karnataka's HAL and given it to his friend. He has given three times the money UPA  government was giving. He has given friends 40,000 crores and Modi has still not spoken about this," he said. Amit Shah like Rahul has been extensively touring Karnataka ahead of the Assembly elections on May 12. The Congress chief's visit to Shivamogga comes on the heels of Shah's visit to the district on March 26. Shivamogga is also the home district of BJP Chief Ministerial candidate BS Yeddyurappa, and the saffron party is looking to bounce back from an embarrassing result in the district in the last Assembly Elections, when the party failed to win a single seat in the district. Congress and JD(S) won three seats each while Yeddyurappa, who contested independently, won in Shikaripura constituency. Rahul also questioned Prime Minister Modi for his silence on the alleged 'dilution' of the SC/ST Prevention of Atrocities Act."Atrocities on Dalits and Adivasis has increased in the country. Modi has not uttered a word on the dilution of SC/ST Act. The amount of money Modi government gives Dalits and Adivasis in the country, the Congress party gives half of that money in one state alone in Karnataka," he said speaking at an election rally in Shivamogga.   His words came in the backdrop of violence in northern parts of the country during Monday's protests against the Supreme Court’s order on ‘misuse’ of the SC/ST (Prevention of Atrocities) Act. Rahul was accompanied by Chief Minister Siddaramaiah and Karnataka Pradesh Congress Committee president G Parameshwara at the rally which followed a road show that commenced from Ashoka circle and passed through through Nehru Road and Amir Ahmed Circle before culminating at Gopi Circle. Due to the model code of conduct taking effect on March 26, there were no banners or flex boards announcing the Congress party's event.

If you are a woman or a person with disability and are yet to register yourself in the electoral rolls for the Karnataka Assembly polls, mark April 8 (Sunday) on your calendars.   The Karnataka Election Commission has announced a special drive — Minchina Nondani (quick registration) — for women and persons with disabilities to register for the elections in all polling stations of the state. “The special one-day camp will be organized from 10 am to 5 pm this Sunday,” Karnataka Chief Electoral Officer (CEO) Sanjiv Kumar told the media. The documents required for applying for the voter cards are — one proof of age, one document for address proof and a colour passport size photo (3.5 x 3.5cm). To know your polling station you can send an SMS “KAEPIC XX” to 9731979899 where XX is the voter ID number.   The Election Commission has urged all voters in the state — and not just new registrations —  to verify their polling booth and confirm if their names appear correctly on the draft electoral rolls.  The last date of registering for the elections otherwise is on April 14. In the run-up to the elections, many have pointed out that the polling booth mentioned on the State Election Commission web portal and the National Voter Services Portal is often different. This has led to the disappointment of eligible voters often heading to a wrong booth and returning home disappointed. To check if your name is in the draft electoral rolls is correct, review the draft electoral rolls here or visit the BBMP ward officers, BangaloreOne offices and all BBMP offices. If there is an error in your name or if any details in the electoral roll are wrong, you can fill an application (Form 8) to correct the mistakes. This can be done online here. If you can’t find your name in the polling station you last voted in, it can be because your polling station has changed. BJP President Amit Shah was in for a surprise on Tuesday when Election Commission officials searched his private aircraft on landing in this Karnataka city for party events ahead of the May 12 assembly poll."A team of our officials searched the chartered aircraft in which Shah arrived here from New Delhi for party activities, to ensure the Model Code of Conduct is being observed," a poll official told IANS over phone. Shah, who is on a two-day visit to the was accompanied by two more party leaders. The search was carried by three poll officials, though nothing "unusual" was found in the aircraft."It was a routine check. Found nothing. It's part of our drill under the MCC, in force since March 27 when the election was announced," noted the official. Party's Lok Sabha member from Dharwad Prahlad Joshi received Shah at the airport and accompanied him to Kaginele in Byadgi taluk of Haveri district for addressing a convention of Other Backward Classes. Asserting that the Bharatiya Janata Party (BJP) was going to form the next government in the state, Shah said the party would fulfil the demand of the OBC community for constitutional status to the OBCs."Though the BJP-led NDA government has formulated 116 schemes for the OBCs across the country, unfortunately, they have not been reaching the intended beneficiaries in Karnataka due to non-cooperation of the state government," charged Shah without naming the ruling Congress. Later, the party chief visited Badami in the state's northwest Bagalkot district for an interaction with seers of religious sects and mutts.

'Wrong drug led to cardiac arrest': 2-yr-old's parents accuse B'luru hospital of negligence

It was the November of 2016. Bengaluru based Manoj MV and his wife, Lini, were slightly worried. Their seven-month-old son, Niranjay, seemed to have caught a stubborn cold which showed no signs of relenting.  But when they took him to People Tree Hospital in Dasarahalli on the morning of November 13, they did not anticipate that in a few days, they would have to watch Niranjay suffer a cardiac arrest which would impair him for life. Manoj alleges that what happened in the hospital has left Niranjay, now a two-year-old, speech impaired and has also affected his motor skills."He had reached all his development milestones until then. Now, he is like a 3-month-old child. He needs support to even sit up, and struggles to wrap his fingers around things. He can only make sounds, but cannot speak," Manoj says. What happened at the hospital The first time Manoj and his wife took Niranjay to the hospital was on November 13, 2016. He was examined by the duty doctor and sent home. But when the medication did not help, Niranjay was admitted to the hospital on the advice of Dr SA Reddy on November 22. He was shifted to the hospital’s Goraguntepalya branch the next day for further treatment. Niranjay was in the pediatric ICU for two days, and was shifted to a ward on November 25 after his condition improved.   Manoj says that until November 28, Niranjay was being administered antibiotic injections. However, Dr Supraja Chandrashekhar, the doctor they had been consulting, said on that day that he would no longer need injections. The same evening, Niranjay also underwent an echo test (echocardiogram) which uses frequency of sound waves to project a picture of the heart and its arteries and valves. The report was found to be normal. It was on the morning of November 29 that everything went wrong. A hospital staff, Chiranjeeth Debnath, came into the ward around 6.20 am, Manoj narrates. “He had an injection. We enquired with him whether this was for nebulisation. He said, 'Madam has said it is injection'. We thought that it was a medicine for the cough.” Much to their horror, Manoj and his wife saw their infant’s eyeballs rolling backwards, mouth and lips turning white, and his jaw contorting to one side. Before they knew it, Niranjay was unconscious. A terrified Manoj ushered in the head nurse, who then questioned Chiranjeeth about the injection. “He held up two 1 ml bottles of adrenaline. The senior nurse just looked at him in shock, placed her hand on her head and started calling the doctor in charge,” Manoj recounts. By this time, Niranjay had begun frothing in the mouth. Manoj picked him up in panic and as directed by a doctor at the nursing station, rushed him to the casualty ward. There, he was told that his baby was suffering a cardiac arrest. A doctor then performed CPR on his small body. Niranjay was next shifted to the ICU, where he stayed in a critical condition on the mechanical ventilator for two days. Meanwhile the couple tried to reach out to Dr Supraja. “She pretended that she was always busy,” Manoj says in his complaint. After two days, Niranjay’s condition stabilised. “But all his abilities like his neck control, rolling, crawling, sitting … etc already lost due to this incident (sic),” Manoj alleges in the complaint. Manoj has now filed a complaint against the hospital to the Karnataka Medical Council, a copy of which is with TNM. He has also made a representation against Dr Chandrashekhar Chikkamuniyappa, Dr Supraja Chandrashekhar, Chiranjeeth Debnath, Sudheer KA and Dr Harish Kumar H of the hospital before the Additional Chief Metropolitan Magistrate in Bengaluru. When this reporter reached out to People Tree Hospital for a response, they did not take questions. They merely gave a statement which makes no mention of the injections. Confirming that the child’s condition deteriorated thrice, the final time being requiring resuscitation and ventilator support, the statement says, “The parents were requested to bring the child for regular follow up, initially they were coming but later lost for follow up for more than a year. We are unaware of the various modes of treatment they have taken in this period.” The hospital added that they would cooperate with the ongoing investigation into the matter.  Finding out what happened to their child Manoj writes in his complaint that when he asked the doctors to include administration of the wrong medicine in the discharge summary on December 14, 2016, Dr Supraja told him that they did not know what happened to Niranjay except that he had no pulse when he was brought to casualty.  “We will only mention it was respiratory arrest in the discharge summary,” she allegedly told him. The discharge summary, a copy of which is with TNM, mentions as one of the diagnosis, “respiratory arrest, shock, and secondary sepsis”. Manoj was billed for Rs 2,91,000, of which his insurance covered Rs 1,73,000. When Manoj said that the hospital should give the insurance amount back as Niranjay needed further treatment, Dr Supraja allegedly accused him of lying and trying to take money from the hospital. “On 16/12/2016, Dr Supraja Chandrashekhar gave a cheque of Rs 1,79,000 to me and waived the rest of the remaining amount,” Manoj says in the complaint. People Tree Hospital meanwhile has made no mention of the payment issue in their statement and say that their doctors are the ones being harassed by Manoj and his family. “We only came to know [about the case] recently when they are coming and harassing our doctors and other staff along with some unknown people and with media.” Manoj says that while the doctors at the hospital assured him that Niranjay could recover from the damage his brain suffered due to the arrest, he found out after consulting another institute that his young son had developed a blood clot in his brain, had epileptic abnormalities and suffered damage to his right eye. Unable to live as a family Manoj tells TNM that the incident has shattered both him and his wife, but it’s the latter who has taken it very hard. Their older son of eight years often asks what is wrong with his brother, but they do not have answers. “My elder one says that when Niranjay is able to run and walk, they will play,” Manoj shares, the sadness apparent in his voice. In February last year, his family made the decision to live separately because Niranjay needed more care. “My wife and sons are living in our native place in Kannur. Niranjay has been going for physiotherapy and has been taking some Ayurvedic treatments. The improvement is very little – he tries, for example, to hold something now. He isn’t able to, still, but at least he is trying,” Manoj says. Manoj says that while Niranjay’s mental faculties seem to be unaffected, they worry that he will not be able to lead a normal life. “Till we are there, we will take care of him of course. But all our dreams for his future have been dashed. We worry about what will happen if we are not around,” he says. Working as a senior executive at a garment manufacturing company, Manoj says that he would like to live with his family again. “I am only able to visit them once in one or two months. But I cannot stop working now. I have to do it so we can continue taking care of Niranjay,” he says.

Will Amit Shah’s hint at Centre’s stand on Lingayat issue end up helping the Congress?

With Bharatiya Janata Party National President Amit Shah speaking out on the Lingayat issue, sources say the saffron party is trying to downplay his comments as the BJP has not yet taken a stance on the issue."We will not allow the division of Veerashaiva-Lingayat communities.Do not worry, seers … We will not allow the use of religion for politics. I am not here to do politics. I am here to take your blessings,” Shah said during an interaction with Veerashaiva seers in Badami on Tuesday. “I want to assure you that there won’t be any success in dividing the religion. This responsibility is not yours, but ours. As long as the BJP is there, irrespective of which government is in power that there will not be any division in the society. The party is committed to it,” he added. This is the first time that the BJP has been vocal on the issue. Otherwise, BJP chief ministerial candidate BS Yeddyurappa (himself a Lingayat), who is never shy to lambast the ruling Congress over any issue, has remained rather evasive on this issue. Even on Wednesday, when the media asked Yeddyurappa about the Lingayat issue, he said, “I don't want to comment ... From today, in each district and concerned Assembly constituency, we will discuss the issue by taking everyone's opinion and then the party president will take a call." Incidentally, when the Karnataka High Court sought the Centre’s decision on the matter on Tuesday, Additional Solicitor General of India Prabhuling K Navadgi said that he was yet to receive instructions on the issue. The Centre has been asked to make its stand clear by April 13. Sources in the state BJP say that opposing the minority tag now might antagonise the party's primary votebank. A BJP leader hinted that in all likelihood the Centre won’t take a stand citing the model code of conduct, like it has on the Cauvery issue. They are trying to play down Amit Shah’s statement and propagate the BJP as a party against the division of society in general, and nothing about the Lingayat issue in particular. “The official line of the party is that the ‘Lingayat controversy was created to deny Yeddyurappa the chance of becoming CM in Karnataka. Siddaramaiah, for his selfish ends, divided Lingayats and Veerashaivas’,” sources said. According to political observers, Veerashaivas and Lingayats traditionally form the BJP vote bank, especially in the northern districts of the state bordering Maharashtra. And the special minority status for Lingayats, is likely to reap political dividends for the ruling Congress. Veerashaivas, who are considered more affluent and an ‘upper’ caste, are likely to continue voting for the BJP, while the Lingayats will add to the Ahinda (minorities, backward classes and Dalits) votebank of the Congress, they claim. “Now, for the first time, the BJP has been forced to take a stand. This is, in a way, going according to the script where Siddaramaiah can say it's not me but them (the Centre). He can say that it was a demand by the people and he took care of it,” says Narendar Pani, professor at the National Institute of Advanced Studies. Similarly, Harish Ramaswamy, professor at Karnatak University says, “Now things are getting clear slowly, The calculations suggest that Lingayats are in majority. Many of the mutts actually working under the sub-caste groups even in central Karnataka have made it clear they want the Lingayat minority tag.” In a contentious decision, the Siddaramaiah-led government had sought a Central nod for the religious minority tag for Lingayats in March. Siddaramaiah has maintained that the government's decision was based on the demands from within the community. 

Standing 12-ft tall, Gauri becomes Bannerghatta Biological Park’s first giraffe

After talks lasting over five years, the Bannerghatta Biological Park in Bengaluru received its first giraffe from the famed Sri Chamarajendra Zoological Gardens in Mysuru. The giraffe, named Gauri, is just two years and two months old and currently stands at a little over 12 feet. A Mysuru native, she was born to Krishnaraja and Lakshmi, two other giraffes that inhabit the zoo. However, Gauri was not the zoo’s first choice to be sent to Bannerghatta. "We were initially supposed to give another four-year-old giraffe – Babli – but she was not comfortable," said C Ravishankar, executive director of the Mysuru Zoo. According to The Times of India, Gauri was transported to Bannerghatta in a 12-wheel low-bed trailer in a journey that covered nearly 200 km and took close to eight hours. Prior to this, the zoo conducted road surveys to ensure the giraffe’s unencumbered and safe passage. Branches along the way were cut wherever necessary and the electricity department was requested by the zoo to switch off power during the journey. The giraffe was accompanied by veterinarians from the Mysuru Zoo as well as the Bannerghatta Biological Park. "This giraffe is small compared to Babli so she was easy to transport," Ravishankar added. The Bannerghatta Biological Park had requested for another male giraffe as well, but the Mysuru zoo is currently unable to meet this need. As of now we have planned for only one giraffe. They [the Bannerghatta Biological Park] are asking for another male giraffe. But we have only one here, which we have kept for breeding purposes. So we cannot fulfil their demands," said Ravishankar. For now it may be a while before Gauri finds herself some company. 

VIP treatment at Parappana Agrahara jail: IPS Roopa files reply in defamation case

According to sources, Roopa, in her reply, has maintained that she has not defamed Rao as she has never mentioned that it was he who took the bribe money.
In the latest development in the defamation case against former DIG Prisons D Roopa by her then superior officer ex-DGP Prisons H Satyanarayana Rao, the former has filed her reply to the court. According to sources, the current IGP (Home Guards and Civil Defence) Roopa, in her reply, has maintained that she has not defamed Rao as she has never mentioned that it was he who took the bribe money. IPS Roopa in mid-2017 had grabbed headlines after she unearthed a nexus between VIP prisoners like VK Sasikala, Telgi and prison officials for preferential treatment at Bengaluru’s Parappana Agrahara central prison.   Read: ACB to probe VIP treatment to Sasikala, Telgi at Bengaluru prison  In a report in July to Rao, Roopa had pointed out irregularities inside the prison and mentioned talks of Rs 2 crore being paid to unnamed prison officials as a quid pro quo measure. After the report was leaked in the media, the state government decided to transfer both the officers and instituted an enquiry by retired-IAS officer Vinay Kumar. HS Rao who retired the same day he took his new charge, filed a Rs 20 crore defamation suit against Roopa based on two media reports. The source also confirmed, “The newspaper report in question also does not mention that it was HNS Rao who took the money. It is only the other media report, (which is also a party to the case) which is problematic.”  The source close to Roopa revealed that in her reply to the Rs 20 crore defamation, she had reiterated all the points included in her two reports to Rao himself. She had also mentioned about her submission in the Vinay Kumar investigations.    Based on the Vinay Kumar report, the state government has asked the Anti-Corruption Bureau to further investigate the matter.  The ACB, which reports to the CMO had filed an FIR against Rao based on the report in March.  In a submission to the Karnataka High Court, Rao has alleged that he was only following orders given by Chief Minister Siddaramaiah in providing special privileges to Sasikala. Actor Prakash Raj files complaint against Postcard news for derogatory articles on him

Police have registered an FIR under the provisions of the IT Act.
Actor Prakash Raj has filed a complaint against Postcard news accusing the online portal of publishing derogatory articles against him.  The actor who went to Cubbon Park police station in Bengaluru on Wednesday, lodged a formal complaint stating that the website carried articles against him in the past few months that were defamatory and derogatory in nature.  He said that the website had started publishing the derogatory articles after he started criticising the PM for his alleged silence on the murder of journalist Gauri Lankesh. Police have registered an FIR under the provisions of the IT Act. “The articles became very personal in nature. I was unable to file a complaint as their website gave no clarity on who was authoring these articles. Now that the police have arrested one of the co-founders, there is some hope,” said Prakash Raj speaking to The Hindu.   The complaint comes less than a week after the Central Crime Branch arrested Mahesh Vikram Hegde, the owner of the website, for allegedly promoting communal enmity and trying to tarnish the Congress government in Karnataka. The arrest was made following a complaint that the website had spread false news that a Jain Muni, who was injured in a road accident, was attacked by a Muslim youth. The arrest comes at a time when Karnataka is all set for the assembly elections amid a deluge of fake news. Postcard News has come under fire from Congress leaders and many others in the state for deliberately exaggerating or reporting false news stories, especially on communal events.

Surveillance teams of the Election Commission (EC) seized unaccounted cash amounting to Rs 4.60 lakh, vehicles valued at Rs 42.75 lakh and unspecified quantity of rice worth Rs 3.45 lakh during the last 24 hours in poll-bound Karnataka, an official said on Wednesday."With the latest crackdown on offenders, our teams have cumulatively seized Rs 1.63 crore in cash and vehicles and other items valued at about Rs 3.5 crore so far for violation of the model code of conduct," said the Karnataka Chief Electoral Officer Sanjiv Kumar in a statement. The poll code has been in force since March 27 for the May 12 Assembly election in the state."An FIR (First Information Report) has been lodged for misuse of government vehicle, and five others for inducements to voters in the last 24 hours," the statement said. The Excise Department has seized over 250 litres of liquor in the past 24 hours. Since the enforcement of the code of conduct, 3,433 litres of liquor was seized and 218 heinous cases were lodged. The Department so far seized liquor and vehicles valued at Rs 1.32 crore. A total of 1,156 squads and 1,255 surveillance teams have been put in place to ensure the code of conduct is followed in the state. As the code also bans carrying of licensed firearms, as many as 46,235 arms from across the state have been deposited with officials so far.

Despite being rapped by the Karnataka High Court, the BBMP continues to be lackadaisical in its approach to rectify its waste management measures. In an embarrassment for the civic body, the Karnataka High Court on Tuesday cautioned that the current scenario of landfills in Bengaluru may create another tragedy like the one that happened in Bhopal. The High Court was hearing a case pertaining to the city’s garbage problems. The court observed that in case of a fire in a landfill (similar to the one that occurred in Bellandur lake), there would be a major catastrophe due to the emanating gases. The court directed the BBMP to ensure that the seven solid waste processing plants are fully operational. After setting them up 18 months ago at a cost of Rs 350 crore, they are defunct now. Kathyayini Chamaraj, an activist who conducts workshops on tackling the garbage problem, said, “It is only for the fear of the court’s orders that there is some participation. BBMP remains reluctant in solving the garbage problem and holding ward committee meetings.”  “We have conducted three sessions so far across BBMP zones, but attendance was very low. At the most 20% of the nominated members of the ward committees attended the workshops. On rare occasions, the corporators came,” she said.  She added, “Currently, most nominated members are friends/families of the corporator. Just like the corporators they are also not interested. Even when the members are interested, the ward engineers do not inform on time.”  Read: Nepotism in Bengaluru ward committees? Recently, multiple BBMP corporators, including the Mayor, ward engineers and the Commissioner, were fined by the HC for not drawing out areas within wards to set up waste processing plants through these meetings. Read: Bureaucratic apathy: BBMP workers left unpaid for months in B’luru Kathyayini, along with other civic activists, has been conducting ward committee workshops in all the BBMP zones in consultation with the BBMP Commissioner to discuss best practices across the country and the world to tackle the waste management problem.  Coming down heavily on the BBMP, a division bench comprising Justice BS Patil and Justice BV Nagarathna said that all concerned officials would be held responsible if the orders were not carried out. A war of words erupted between the BJP, Congress and Karnataka Chief Minister Siddaramaiah on social media on Wednesday over lemons and its superstitious connections. Bengaluru-based techie sentenced to 10 years in jail for possession of hard drugs

Bengaluru-based techie, who used to work in Accenture, and was arrested for possessing hard drugs in 2015, was convicted on Wednesday by the sessions court in Bengaluru. Additional City Civil and Session Judge and Special Judge for Narcotics cases DY Basapur convicted Venkat Subramaniam to 10 years rigorous imprisonment with a fine of Rs 1,85,000. Venkat had come to Bengaluru from Coimbatore in 2007, and was working in Accenture at the time of his arrest in 2015. Venkat’s home in Vijaynagar was raided by the Narcotics Control Bureau on June 23, 2015, and a huge cache of psychotropic substances, including marijuana, cocaine, LSD (Lysergic Acid Diethylamide), crystal meth and MDMA (Methylenedioxy-N-Methylamphetamine) was seized. He was found guilty of charges under various sections of the Narcotic Drugs and Psychotropic Substances Act. Venkat was sentenced to one-year imprisonment after being found guilty under Section 20(a) for cultivation of cannabis and was fined Rs 10,000. Venkat was also found guilty under section 22(b) for contravention of quantity of psychotropic substances lesser than commercial quantity but greater than smaller quantity and fined with Rs 75,000. Venkat was imposed with an additional fine of Rs 1,00,000 for the contravention of commercial quality psychotropic substances. According to senior police officials, one gram of LSD or MDMA would be sufficient to prepare around 30,000 doses. LSD is a hallucinogen used as a recreational party drug. “These drugs make people undergo intense emotional changes, ego distortions and consumption of larger quantities of these drugs can lead to cardiac arrest and also death,” the officer added. As per the provisions of Narcotic Drugs and Psychotropic Substances Act (NDPS), 0.1 gm of LSD and MDMA is considered to a commercial quantity. Upon interrogation, it was revealed that Venkat became addicted to drugs and psychedelic substances after multiple trips to Goa, where he was introduced to these drugs. Reports say that Venkat had developed a network of dealers where he sold these drugs to clients at rave parties in Tamil Nadu’s Kodaikanal. He is said to have sourced the drugs from Nigeria and had kept in touch with the dealers there through social media. When the NCB raided his residence, they had found 3.4 g of cocaine, 0.9 g of LSD crystals, LSD blots, 0.52 g of MDMA, 2.5 g of hashish, 40 g of ganja and Rs 3.45 lakh in cash.

All’s not well in the Bharatiya Janata Party’s Vijayapura unit. The saffron party’s State President BS Yeddyurappa’s long-time friend Rajugouda Patil and 400 cadre tendered a collective resignation on Thursday. On Wednesday, Rajugouda Patil and hundreds of party workers protested outside the party office in Vijayapura against Devar Hippargi Congress MLA AS Patil and Basanagouda Patil Yatnal’s induction to the party. Yatnal, who was part of the party earlier, had been dismissed from the BJP for making anti-party statements in 2010. He had joined the JD(S) but had quit in 2013 and contested as an Independent and won from the Bijapur constituency. The protestors alleged that BJP state President BS Yeddyurappa had not consulted local leaders before inducting them into the party. “I have always been loyal to Yeddyurappa. Over the past five years, party workers and local leaders, including me, have done a lot of ground-level work. Without consulting any of us who have worked so hard and built up the party image, Yeddyurappa took the decision to bring in Yatnal and AS Patil, two leaders whom we have campaigned against. We are opposed to this,” Rajugouda told TNM. Rajugouda and his followers have now announced that they will collectively join the Janata Dal (Secular) on April 8 during State President HD Kumaraswamy’s rally in Basavanabagewadi. “When Yeddyurappa formed Karnataka Janata Paksha, I too went with him without questioning him. He betrayed me and all who were loyal to him. Hence, we have decided to join JD(S),” he said. BJP insiders say that the high command is unhappy with Yeddyurappa about the turn of events and the national leadership has decided to hold a meeting in Bengaluru on Thursday in this regard. The national leaders in-charge of elections are slated to meet with AS Patil and Basanagouda Patil Yatnal in the city to put an end to the rebellion in the party. “AS Patil and Rajugouda were associates 20 years ago, and ever since Rajugouda joined BJP back then, the two have become bitter rivals. The national leaders will hold talks with Rajugouda and AS Patil, and try to mend their differences between the two and Yeddyurappa will also be present during the meeting. Rajugouda wanted the Devar Hippargi ticket and now that it is being given to AS Patil after his defection. So he is not happy about the turn of events,” the source added.

Congress president Rahul Gandhi was put to a brief test on Wednesday on Karnataka government’s decision to give minority status to Lingayats. But Rahul evaded the question put forward by a student deftly and told the audience in an auditorium in Davengere that since the question was state-specific, the best person to answer would be CM Siddaramaiah. Rahul Gandhi who was on his fifth campaign tour in the the state and was addressing a group of students, small traders at Davanagere. “Well, what you have asked is a Karnataka-specific question and the gentleman you have to ask is sitting behind me,” Rahul said, calmly while passing the microphone to Siddaramaiah amid loud cheer. Siddaramaiah to whom the mic was handed over said, “The demand for Lingayat as a separate religion is not new. Lingayat religion was established by Basavanna about 850 years ago. About six months back, Mr Shivashankarappa arranged a meeting to felicitate me... in that he made a request ... “ Shamanur Shivashankarappa is the All India Veerashaiva Mahasabha President and his son SS Mallikarjun, who is part of the Cabinet, had vociferously opposed the decision.   It was at this moment when there were jeers from the crowd, after which the CM gestured and asked them to calm down. He continued, “Please listen please sit down. I have no objection. Allow me to speak first. You ask me after I speak. Shall I speak in Kannada?” He then speaks in Kannada, and the jeering reduces. “This issue was not initiated newly by my government. Mr Shivashankarappa had called me for an event to felicitate me. Before that meeting, Mate Mahadevi (a Lingayat leader) had already held a convention in Bidar demanding separate religion status for Lingayats. She had sent me a representation. During the event, Shivashankarappa said Veerashaiva-Lingayat should be a separate religion. I advised Shivashankarappa to hold talks with those demanding a separate Lingayat religion.  The Virakta Mutts, Shivashankarappa's Veerashaiva-Lingayat Mahasabha, several Lingayat seers, Mate Mahadevi, the Pancha Peeta and retired IAS officer Jamdar sent me separate representations for their causes,” the CM said. “I was under a lot of pressure to decide and hence formed the expert committee. After that we took a decision and sent it to the Central government. The Centre has to take the final decision,” the CM added. The cabinet decision to recommend a separate religion tag for Lingayats has flared up into a contentious pre-poll issue with the both the Congress and the BJP launching an extensive drive to woo Lingayats who are numerically and politically strong in the state.

On Wednesday, the Karnataka High Court directed the Banashankari police and IDBI Bank to defreeze the joint bank account held by badminton champion Prakash Padukone and his family. In return, Padukone was directed to pay a Rs 20 lakh bond before the city sessions court, which is currently hearing a case involving Vikram Investments - a firm that got embroiled in the Ponzi scheme earlier in March this year, TOI reported. At least 800 people, including prominent sportspersons, film professionals and doctors, were cheated in the scam. The firm’s owner, Ragavendra Srinath, and his associates, Narasimha Murthy, Prahalada, KC Nagaraj, and Sutram Suresh, were arrested when the scandal came to light. The case was filed against the firm by a businessman, PR Balaji, owner of the Balaji Agarbathi Company. Police claim that Padukone and his family received a sum of Rs 20 lakhs in excess of the investment they made in Vikram Investments. Counsel for the family informed the HC that they were ready to pay an amount of Rs 19 lakhs, after which Justice Raghvendra S Chauhan passed the order. “Prima facie, there is no allegation made by Balaji (the complainant) against the petitioner. In fact, Balaji doesn’t even name the present petitioner in the complaint filed with the police. The Rs 19 lakh may belong to either Balaji or other investors. This court is of the opinion that unless there is a strong suspicion against the petitioner, police wouldn’t be justified in freezing their account. For, it adversely affects the right to life under Article 21 of the Constitution,” the court observed. Additional Advocate General (AAG) AS Ponnanna had earlier informed the court that Padukone had obtained Rs 40 lakh against the Rs 21 lakh he had invested. A sum of Rs 400 crore had been invested by 1,500 people, of which only Rs 350 crore had been repaid. Additionally, only 500 investors received more than they had initially invested including Padukone. The AAG further alleged that the firm had collected money without investing it, instead depositing it into the accounts of different individuals, including Padukone. He noted that 140 accounts had been frozen as a result. The counsel for the Padukones denied any wrongdoing from the family’s side, citing that there was no oral or documentary evidence to prove any relationship between the family and the alleged offences committed by the company. The counsel further complained that the freezing of Padukone’s account was “too drastic”. The account was frozen on March 16, following directions by the Banashankari police, which reportedly came as a shock to the family. Padukone further claimed that he had withdrawn his investment the same month on the advice of an investment agent he consulted.

In the past few weeks, there have been reports of various Indian states including Bihar, Andhra Pradesh and Telangana facing cash crunch. Latest to join these distressed states is Karnataka, with the state’s rural districts bearing the worst of the brunt. This reporter travelled across districts in Karnataka and found that ATMs were running dry, leaving people upset as their daily lives got disrupted and businesses affect. Facing the cash crunch In border districts like Bidar especially, local traders complain that business is down by 70% in the absence of cash-availability and poorer penetration of POS machines (for card swiping) in rural areas. "There are these street-vendors and flea-markets near old RTO office and other areas who don't have access to POS machines, unlike those in Bengaluru or other cities. It has been over a year but this district has not yet recovered from the brunt of demonetization. And now, this," said Santhosh, a bakery owner in Bidar. According to Gulbarga-resident Rammanna, either the ATMs are running dry or shut. "It’s my money, why can’t I take it? Like cattle, people go in a herd to Asian Mall here and all they get is Rs 2000. But no one has the change for it! If we ask the bank officials, they blame their Bengaluru headquarters for not releasing money. What are we supposed to do?" he argues. This reporter also spoke to people from Hassan, Raichur, Bagalkot, Bijapur, Belgaum, Gadag, Haveri and other places in Karnataka-Hyderabad region. They were found to be facing similar issues, and strongly criticized the government for poor cash management. Hassan-resident Mohan, however, offered a silver lining – he said the cash flow from nationalized banks had improved this week in the city.  Meanwhile, at ATM outlets across these districts, scores of transaction slips saying bearing 'Unable to dispense cash' messages were found lying around. Pre-poll precautions to blame? Incidentally, Deputy Commissioner of Kalaburagi, R Venkatesh Kumar had said directed the bank managers to give details of the transaction above one lakh rupees by 7pm everyday as long as Model Code of Conduct (MCC) is in place. While people have been presuming pre-election measures to be the immediate reason for cash-crunch, a banker from Haveri said that the end of the financial year is also the reason."We sympathise with the people, we understand that during summer a lot of weddings and events are held. But we ourselves are running short on over-the counter cash for couple of months. There has been no fresh currency infusion from RBI," Ramakanth Kini* said. In a casual conversation, an official at an Election Commission checkpoint told this reporter that installing CCTVs at check-points and cash monitoring movement has aided their effort in curbing 'creative' illegal transaction preceding polls."In one case we came across a candidate who had dispersed unspecified amount in several of his supporters account and had directed them to retrieve it as per his direction from ATMs and distribute it to voters,” the official said.  “It would be good if the people if they could briefly tolerate some inconvenience for the sake of fair elections," he added. Last month, ECI data revealed that the Commission had seized hard cash of Rs 9.9 lakh, over 18 litres of liquor and 2.4kg gold. Besides, EC officials are also keeping a tab on the inventories of local traders for bulk movement of items such as pressure cookers, mixers, gas stoves, saris, jewellery that are commonly used by the candidates to woo the voters. One of the most revered Lingayat seers in Karnataka's Gadag district, known for his powerful oratory skills, has landed in controversy after making a transphobic statement. Hitting out at Veerashaiva-Lingayat seers for opposing the Karnataka government’s decision to grant minority status to Lingayats, the pontiff of the Tontadarya Mutt in Gadag, Siddalinga Swami said, “Just like the Jogappas and Jogavvas in Savadatti, even they will be cast out”.   Jogappas and Jogavvas are transgender persons, who are married off to Goddess Yellamma in the temple at Savadatti in Belagavi. Dedicating themselves to Goddess Yellamma, jogappas make a living by begging (joga), singing and dancing.  Jogappas and Jogavvas are considered holy persons and in the Yellamma jatre at Savadatti, thousands flock to get their blessings every year in the month of November. Siddalinga Swami’s transphobic statement was made at the Jatre Mahotsava in Gadag on Thursday. His speech comes came as a reaction to 150 Veerashaiva-Lingayat seers meeting BJP President Amit Shah in Badami on Tuesday, requesting him not to grant Lingayats the minority religion status. The Karnataka government has sought the Centre’s nod for granting Lingayats a separate religion status. “They have lost their mind and resorted to such a low level and are campaigning against Siddaramaiah. We do not support one political party. We want the support of all. The jogappas and jogavvas at the Yelamma temple in Savadatti are neither men nor women and are cast out. Just like them even they will be cast out,” the seer said. The seer was responding to a question asked by the media regarding the seers of the Veerashaiva-Lingayat Mutts requesting Amit Shah not to grant the Lingayat community separate religion status. The pontiff is one of the most revered seers in Gadag district and was also one of the pontiffs who supported the movement for a separate Lingayat religion. Speaking at a convention of around 150 Veerashaiva seers in Badami on Tuesday, Amit Shah hinted that the Centre would not divide Lingayats and Veerashaivas.  “We will not allow the division of Veerashaiva-Lingayat communities. Do not worry, seers … We will not allow the use of religion for politics. I am not here to do politics. I am here to take your blessings,” Shah had said during an interaction with Veerashaiva seers in Badami on Tuesday.

Karnataka Agriculture Minister Krishna Byre Gowda announced that he will be representing the state at a meeting called by Kerala Finance Minister Thomas Isaac in Thiruvananthapuram on April 10 over the 15th Finance Commission. Kerala Finance Minister Thomas Isaac had called for a meeting of his counterparts from the southern states to deliberate on the issue. The 15th Finance Commission is a body that determines how much tax money collected by the Centre is allocated to various states in the country.  The reason why south Indian states are opposing the Commission is because the Terms of Reference has recommended using the 2011 Census to calculate the population as against the 1971 Census, which was used by previous commissions.  Southern states, which have controlled their population over the years, argue that changing the baseline will affect them. Though on the face of it looks like a progressive measure, this provision excludes states that have already brought population rate down. So all the progressive states had gone ahead in using their own resources in order to achieve this national goal. Progressive states are punished for doing right things and delivering national duty," he said. Byre Gowda however, clarified that this opposition was not ‘sub-nationalistic’. "We are true nationalists through our deed and not merely by our words. Reducing the population was the national objective.”  He reiterated, "We are not against helping out our poor brothers, Karnataka stands for social equity. We are only saying do not disincentivise us for our good work and fiscal prudence." "We believe for a stronger India, we need a stronger Karnataka, a stronger Gujarat.....every state has to strong.. we want to ensure that the concerns of the progressive states are also  taken care of." MHA forwards Karnataka's Lingayat proposal to Minority Affairs Ministry

The Home Ministry has forwarded the Karnataka government's recommendation to grant religious minority status to the Lingayats to the Ministry of Minority Affairs, saying the issue is beyond its jurisdiction, an official said on Thursday. “The proposal to grant the minority status on Lingayats and Veerashaivas in Karnataka has been sent to the Ministry of Minority Affairs. The matter is now being dealt by it," the Home Ministry official said. The Home Ministry had put up the proposal to the Registrar General and Census Commissioner for detailed examination and suggestions and it was later decided to sent it to the Minority Affairs Ministry, he added. The official said the issue was "beyond the MHA jurisdiction and hence was forwarded to the Ministry of Minorities Affairs, which is the competent authority to take a decision." According to the official, a decision on the issue is not expected soon as the Model Code of Conduct has come into force in Karnataka, where Assembly elections are due on May 12. On March 19, the Karnataka government had decided to declare the Lingayats as a religious minority, as well as include Veerashaivas who follow Basava tatva as a group within the community. The state then forwarded the proposal to the Centre for approval and notification under the National Commission for Minorities Act.  The Lingayats and Veerashaivas follow 12th century social reformer Basavanna or Basava's ideology and teachings.  They make up around 17% of the state population and can influence outcome on nearly 100 seats in the 224-member Assembly. They are traditionally supporters of the BJP, especially in northern Karnataka. Karnataka Law Minister TB Jayachandra had said the decision was based on the recommendations of the Karnataka State Minorities Commission.  The recommendation for a separate religion status for the Lingayat community was also made by a seven-member committee headed by retired High Court Judge HN Nagamohan Das, set up by the Siddaramaiah government in December 2017. The committee submitted its report on March 2. The Bharatiya Janata Party and several sections of the Hindu community have maintained a cautious stance on the issue, while accusing the Siddaramaiah government of dividing the society to draw political mileage ahead of the Assembly elections.

Chief Election Commissioner Om Prakash Rawat and Election Commissioners Sunil Arora and Ashok Lavasa on Thursday launched three mobile applications for voters ahead of the May 12 Karnataka Assembly elections. The applications -- Election Officers' Directory, Model Code of Conduct Reporting and Election Quiz -- would allow the voters to find the contact numbers of the poll officers, report any violations of code of conduct and get information on the polls."Our aim is to ensure that no voter is left behind, as every vote is valuable and counts," said Rawat on the occasion. The poll panel had declared the assembly elections on March 27. The vote count will take place on May 15. On the second day of the poll panel's visit to the state, its members reviewed arrangements for the polling with the Deputy Commissioners (DCs) and Superintendents of Police (SPs) of the 30 districts across the state, an official statement said."All the District Electoral Officers were appraised of the use of VVPAT (Voter Verifiable Paper Audit Trail) counting booth model prepared by the state's Chief Electoral Officer (CEO) Sanjiv Kumar," it said. With a theme for the assembly election, "Inclusive, Accessible and Ethical Elections", the poll panel has been working on educating the voters in the city and across the state. Through its Systematic Voters' Education and Electoral Participation (SVEEP) programmes, the poll panel aims to push the citizens for better participation in the electoral process and to voluntarily register and ethically vote in the elections. In a bid to educate voters, the city's civic corporation has put up about 100 hoardings across the city bearing messages on electoral participation. The poll panel is also holding various Electronic Voting Machine (EVM) and VVPAT awareness campaigns in the state. Rawat on Thursday flagged off eight vehicles that will travel through the state with election awareness content. A photo exhibition displaying the evolution of electoral process in the country has also been unveiled at Chitrakala Parishad in the city centre.
