Bengaluru driver who fled with over Rs 1 cr in cash van nabbed

The Bengaluru police arrested Dominic Roy, the van driver accused of fleeing with a cash van carrying Rs 1.37 crore in cash on November 23, in the wee hours of Tuesday near Tin Factory. DCP (West), M N Anucheth, told TNM that the police had been watching Dominic’s usual haunts, one of which is a shed near Tin Factory, where he was nabbed early this morning. “His friend Gerald, who had been informing the police regarding his whereabouts, told the police that Dominic had called him from a coin booth as he wanted to meet his wife and son. Gerald told Dominic, who was in Salem, to come to Bengaluru. The police were waiting for him at the Tin Factory bus stop and later nabbed him from a shed,” the Upparpet Inspector told TNM. Dominic is currently being interrogated regarding the details of the heist, the DCP said. Dominic’s wife, Evelyn Mary Roy, had surrendered to the Banaswadi police on Sunday night with Rs 78 lakh in cash. “Evelyn Mary had packed all their belongings and had told her son that they would be travelling. No photos or evidence of the family living there has been found as she confessed to cleaning up the house in Lingarajpuram,” DCP Anucheth said. On November 23, after Dominic had stolen one trunk of money containing Rs 92 lakh from the van, he went to Krishna Flour Mill in Banaswadi and broke open the lock there. He then called his wife, where she and their son met Dominic, the DCP said. “The trio then hailed an auto to the Shantinagar bus stand and boarded a bus to Vellore. From Vellore, they travelled to Coimbatore, Dominic’s home town and later to Chennai, where Evelyn’s sister lives. They met the sister, who, at the time, did not know about the theft,” he added. The family then travelled to Thrissur, went back to Coimbatore and then to Vijayawada. On November 27, Dominic dropped off his wife and son at KR Puram and went to Salem, saying he had to take care of a few things. He was nabbed in the early hours of Tuesday morning, DCP Anuchet said. While Dominic and his family had been on the run, they were spotted in CCTV footage in a few places, but were gone before they could be nabbed. “The trio had boarded a train from Charlgudi in Kerala and had got off at the Coimbatore station, when they were first captured by CCTV camera,” the Inspector said.  “We had informed the Tamil Nadu and Andhra Pradesh police. They were spotted at the Thrissur and Vellore bus terminals as well. Every time, we located him, the trio would have left the spot,” he added. Dominic has been booked under sections 381 (theft by clerk of employer’s possession) and 120b (punishment for criminal conspiracy), while Evelyn has been booked for abetment in addition to the above-mentioned sections.

Former Karnataka’s Lokayukta granted ​bail in corruption case

The Lokayukta Special Court in Bengaluru granted interim bail to the former Lokayukta, Y Bhaskar Rao, on Monday. Rao is accused in a case of corruption and extortion. The Lokayukta Special Investigation Team had filed a chargesheet against Rao and his son Y Ashwin in the bribery scandal in August.  According to The Hindu,  Rao appeared before the court where his advocate filed a bail petition so that he could attend his mother’s annual death ceremony.  The Public Prosecutor granted him an interim bail and asked Rao to deposit a surety bond of Rs 1 lakh. The surety bond was reportedly paid by a person named Helen, who is his maid’s relative.  The court will be hearing the case on November 30 when the SIT can file its objection to the bail application.  According to the chargesheet, the former head of the watchdog, has been booked under Prevention of Corruption Act and for destroying evidence. Rao has been charged with attempting to cover up his son’s extortion ring although he was aware of it. The SIT also pointed out that Rao’s official residence was also misused for extorting officials.

Not only does it make specialty products of Karnataka origin available all over the world, it also gives small, medium and rural enterprises a boost by providing access to increased sales through online business. What makes the enterprise remarkable, is that its founders Chandrashekar Kakal, a start-up coach, and Lakshmikanth V, a software engineer-turned-entrepreneur, built the website merely as the platform for buyers and sellers to meet.  “The logistics,” Lakshmikanth says, “have been set up in such a way that when we receive an order, we pass it directly to the manufacturers. The products are shipped directly from them to the customers. And even in case of returns, the items are sent back to the craftsmen.” Total Karnataka gets 30-40 orders a month, most of which come from Karnataka, parts of Maharashtra, Pune, Chennai, Hyderabad, Dubai and Singapore.  Chandrashekar Kakal (left), and Lakshmikanth V The site currently has 800 products across nine categories which includes jewellery, handicrafts, wood products made of rosewood and sandalwood, bidriware, Kinnal handicraft, paddy handicraft, Channapatna toys, food products such as millets (barnyard, foxtail and kodo millets are a staple in many parts of Karnataka), and north Karnataka specialties like gulladaki laddu and jowar kadak roti.  The idea for the business came up when Lakshmikanth met Chandrashekar last year at a function. For the past 10 years, Lakshmikanth has been running totalkannada.com, a website for Kannada books and movies. During discussions, the pair hit upon the idea “To Online the Un-onlined”.  “We decided to take Total Kannada to the next level. We wanted to cover small, medium and rural enterprises in the state. These enterprises are just into manufacturing and usually sell their products to wholesale dealers. They aren't tech savvy, or cannot go to Flipkart and Amazon,” Lakshmikanth says.  And so, they built their own version of OLX. They eventually want to expand their product range to include 3,000 products from more regions in the state.  While many of the products are culturally rooted in the state, there’s also a section of "Kannada T-shirts" with Kannada slogans, pictures of famous personalities or the state map printed on them.  While they may seem a little out of place, Lakshmikanth says that there’s an increasing demand for such T-shirts. "These are very popular in Bengaluru and other parts of the state. They are locally designed and printed and so we decided to include it.”

Ex-servicemen may be roped in to spot those carelessly dumping garbage in Bengaluru.
Bengaluru, which was once known as the garden city is now garbage ridden. While those who strew waste on the streets might be oblivious to the garbage build up, it’s time to stop and think. The city may now have a marshal-style garbage management programme to weed out offenders and impose penalties on them. The Sainik Welfare and Resettlement Board’s director, Brigadier (Retd) SB Sajjan, has submitted a proposal to the Bruhat Bengaluru Mahanagara Palike (BBMP) to rope in ex-servicemen to spot those carelessly dumping garbage and help enforce the amendments to the Karnataka Municipal Act introduced in 2013. “The BBMP has mapped the entire system of garbage collection and disposal including the routes taken by each garbage collection van and which street each pourakarmika (sanitation workers in Kannada) has to clean up. Despite this, the garbage menace has not stopped. This plan has proposed the introduction of marshals as enforcers. They will man the wards and impose fines on offenders,” said BBM Commisioner, N Manjunath Kumar. The proposal has been sent for approval to the standing committee for health, after which it requires the BBMP Council’s nod. Once these approvals are obtained, the plan will be implemented, he added. The News Minute procured a copy of the proposal submitted to the BBMP, which is based on a Karnataka HC directive of employing marshal service dated June 23, 2016, and here’s what it states: As many as 198 marshals (all ex-servicemen) will be deployed across the city’s wards and each ward will have one marshal. They will report to eight of BBMP’s junior commissioners acting as supervisors for the programme, who will in turn report to two retired colonels, who will be appointed as the chief and deputy officers. “The plan proposes a contract for a period of two years but BBMP is considering revising it to five years,” the Commissioner said. Marshal duties The marshals will take preventive measure to check littering, open defecation and urination, spotting and marking prominent dumping spots in various wards, and imposing fines on offenders. They will also help enforce the recent amendments to the Karnataka Municipal Act in 2013. This will include monitoring the waste management systems at wedding halls, restaurants, eating joints and apartment buildings. "The new act states that they have to segregate their own waste or ask BBMP service providers for help. The marshals will monitor these activities and impose fines on offenders. Also, the act bans the use of plastic bags and individuals or shops using them will be identified and fined appropriately,” the proposal states. They will also be involved in raising awareness about keeping the city clean in schools and colleges. The marshals’ working hours will be from 5 am to 9am and 10 pm to 2 am when garbage dumping takes place at various dump sites. Projected cost According to the proposal, the project is estimated to cost Rs 7.66 lakh per annum. The proposal requests that every marshal be given 2 litres of petrol to travel 100km per day; the junior commissioners be given 1.5 litres of petrol to travel 100km per day and the chief and deputy officers together get 5 litres of petrol to travel 100km per day. It also requests a sum of Rs 500 – 1,000 be given to the personnel as funds for mobile phone expenses per month. The proposal also contains estimated salaries for the marshals as Rs 25,000 per month, Rs 40,000 for junior commissioners and Rs 90,000 for the senior officers. Marshals will get two pairs of uniforms every year. The uniform will be grey-coloured shirt and trousers along with a black belt, black shoes and a black baret with ‘marshal’ printed on the upper arm. The job will include preventing littering and defecation/urination in public; undertaking educative measures for the placement of suitable signage; and selecting and earmarking proper garbage dumping points.

Trimming the frills? What Karnataka's new bill on wedding expenditure is all about

In the wake of Gali Janardhana Reddy’s daughter’s wedding vulgarity, attention has once again been focused on the Karnataka government’s move to regulate wedding expenditure. While there has been a furore each time the proposed bill comes up, what has gone almost unnoticed, is that such a law already exists, and the government has proposed an overhaul, with one of the amendments focused on levying a luxury tax on lavish weddings. In 2014, MLA KR Ramesh, a vocal critic of Reddy’s extravagant wedding for his daughter, introduced a private member bill, which was put on hold due to strong opposition from sections of society. Following this, the Law Ministry, which had been tasked with looking into a draft law, submitted its report in January 2015 recommending amendments to the existing Karnataka State Marriages (registration and miscellaneous provisions) Act 1976, which is largely unimplemented. Karnataka State Marriages (Registration and Miscellaneous Provisions) Act. “This act has to be amended as most of its provisions are out dated,” said Uma Mahadevan, Principal Secretary to Government, Department of Women and Child Welfare. So, what did the Law Commission recommend?  The proposed bill has updated its definition of a simple wedding to reflect existing financial realities. In the existing 1976 Act, the expenditure cap is Rs 5,000, which is a grossly outdated figure in today’s economy.  Under the amendment, a “simple marriage” would be one where the expenditure does not exceed Rs 5,00,000 and restricts the number of guests to 1,000, including the families of the couple. The new bill states that expenses must be filed if the wedding expenditure exceeds the said amount, which is as follows: 10% of the amount exceeded for expenditure between Rs 5-10 lakh Rs 50,000 penalty plus 25% tax on expenses between Rs 10-20 lakh. Rs 3 lakh penalty plus 40% tax on expenses between Rs 20-50 lakh Rs 15 lakh penalty plus 60% tax on excess expenditure above Rs 50 lakh Through the “luxury tax” so collected, the draft proposes the creation of the “Mangalya Nidhi” fund, through which mass marriages and inter-caste weddings would the luxury tax on extravagant weddings. The “Mangalya Nidhi” would be monitored by the Director of the Department of Women and Child Welfare. The bill also proposes the creation of an inspecting force to oversee the marriages performed in the state and report any violations to the Registrar of Marriages. “Establishment of such an inspecting force is absolutely necessary because thousands of marriages take place all over the state daily and if such an inspecting force is not established, it is trite, that the intendment of law cannot be translated into reality,” the recommendation states. The bill also defines the functions of the inspecting force which includes collection of evidence during the ceremony itself as it is possible that the parties who breach the provisions of the act may destroy evidence after the ceremony. The decision on the strength of the force and the financial aspects are not mentioned in the bill as it vests the responsibility in the hands of the state government. Why was the bill opposed? The bill intended to levy taxes on weddings and make it mandatory for wedding hall owners to obtain licenses. It also proposed that wedding halls cannot charge more that Rs 50,000 per day and expenditure on Invitations cannot exceed Rs 7,000. “However, the recommendations made by the Law Ministry, had scrapped the compulsion on wedding hall owners to obtain licenses, the debate had led to the bill being put on hold,” Uma said. However, on November 25, after the flak faced by the Reddy wedding, the Law and Parliamentary Affairs Minister TB Jayachandra had said that the government is considering reviving the bill as the government believed that the public was against lavish spending on weddings. “As the winter session is still in progress, it remains uncertain whether the bill is on the government’s agenda. Once the session is over, we will know for sure,” Mahadevan added.

Students molested, but it was not addressed: Vickramm Sampath accuses Symbiosis of irregularities

Author Vickramm Sampath has accused the management of Symbiosis School of Media and Communication (SSMC), Bengaluru, of grave irregularities.  In a Facebook post on Monday, the author, who also served as the institute’s director for a period of 15 months till November this year, revealed that the management was least bothered about academic excellence. He accused the management of inaction, even when some students were molested by a few ‘visiting eminences’.  “Students danced at marathons, did menial jobs, some even got sexually molested by a few visiting eminences ---but none of this was ever addressed by the management in the Institute or her bosses...All that mattered was how much revenues were brought in, how much intake would be increased each year,” Sampath wrote.  In the rather confessional post, Sampath elaborated on his efforts to focus on academic excellence, in the period that he served as the institute’s director and the events that led to his resignation.  Saying that the Director was only a “Powerless Puppet” in the hands of the management, he wrote that his “duties” entailed far more than what he had expected.  “Little did i know, that my job description also meant handling murky land deals of the management, hiding their crimes of encroachment of valuable lake land in the city and standing in humiliating long queues in the houses and offices of local politicians. I confess that i played along for a while, but frustration kept building up,” Sampath wrote.  Sampath said in the post that his revolt against the management that tending to such tasks were not part of his job description, led to a show-cause notice coming his way. In return, he resigned from the institute.  Saying that he had faced insult and humiliation at the institute, he wrote, “I got no reply (for the resignation letter) . Within 12 hours a team was sent which blandly told me that I had crossed the line and hence my resignation is accepted. I had a bright future in the place ONLY if i remained servile and I had been the blue eyed boy of the management so far and had ruined my own career. Then in classic Cyrus Mistry style, I was asked to pack up within an hour and leave the place. They would throw some money at me to buy out my notice period, rather than have me for even an extra day at the place i toiled my life out to build, brick by brick….”  Sampath added that he was also not given a chance to speak to any faculty or staff member and his students before leaving the institute.  After his laptop and email ID card were confiscated, it was conveyed to the students and others that he was so terribly ill and had to leave the institute.  While a few of his students shared their respect and gratitude for having exposed the management, Vidya Yervadekar, principal director, Symbiosis Society denied all allegations.  Yervadekar told The Times of India that Sampath was never regular on campus and that his “unauthorized absence” had led to his resignation in November.  Expressing shock and ignorance of the molestation charge raised by Sampath, Yervadekar said that Sampath was supposed to take action at the time.  Yervadekar maintained that raising such allegations now was only a manner to damage the reputation of the institute.   “He used to travel a lot without the approval of the vice-chancellor of Symbiosis University. After his long, unauthorized absence on several occasions, the university registrar asked for his explanation. Karnataka govt wants to increase caste-based reservation to 70%

Days after BJP’s OBC rally was held in Bengaluru, Karnataka Chief Minister Siddaramaiah said in the legislative assembly that efforts to increase caste-based reservation up to 70% will be initiated.  Increasing reservation in education and employment from the current 50% to 70% will make the reservation quota in Karnataka 1% more than that of its neighbouring state Tamil Nadu, CM said on Tuesday.  The report of the socio-economic and educational census, conducted by the Karnataka Backward Classes Commission is expected to be submitted to the state government by December or January, post which the process of increasing the quota will begin.  “If Karnataka has to increase the reservation, which is 50% now, someone has to move a resolution in the legislature. I will take this initiative and move the resolution which has to be then Constitutionally amended in Parliament as the apex court has put a cap of 50% on reservation,“ the CM said in response to a calling attention notice by Congress' V S Ugrappa.  Saying that he had proposed the caste survey in 2004 during his tenure as the state’s deputy CM, he added that his subsequent dismissal had stalled the process.  The caste survey report will ensure proportionate reservation to communities based on their population size. The move was in response to the Supreme Court asking what the basis of deciding quantum of reservation to different communities was. The proposal is likely to come up in the next legislative session.  “Since the amendment needed the approval of the Union government, I urge the Opposition BJP to take up the matter with the Centre,” CM said.

"Thirteen years ago, Akshay was just like these cadets," says Major Arvind Kumar, Company Commander, 7 Karnataka Battalion, NCC, Jain University. He was referring to a group of young NCC cadets putting the national flag at half mast inside the university campus in Jayanagar.  On Wednesday morning, Arvind Kumar, who was supposed to leave for an expedition with his students to Gujarat, was supervising preparations for a condolence ceremony. The service is being conducted in remembrance of Major Akshay Girish Kumar, an alumnus of Jain University, who lost his life in a terror attack near Jammu on Tuesday. Akshay was among the seven soldiers, including two officers, who were killed after suicide bombers armed with guns and grenades stormed a military base in Nagrota sector on Monday. Security forces near the International Border with Pakistan later gunned down three militants and four attackers. The son of a former Air Force pilot, Akshay is survived by his wife, Sangeetha, and their two-and-a-half-year-old daughter, Naina.  Akshay hailed from Koramangala in Bengaluru, and it was in 2003, when he was pursuing BSc from the VV Puram campus of the university, that Arvind first met him. "He was both my student and cadet. I taught him in the classroom and trained him in the field for NCC. He was with us for one year," Arvind says sitting in his office. "He was very keen to join the Army. It could be because of his background. His father was in the Air Force I believe."  Major Arvind Kumar Arvind remembers Akshay as a "good, disciplined student" who was also a "dedicated, sincere, hardworking, and focused cadet".  After completing his graduation, he cleared the NDA and in 2007 he got commissioned to the 51 Engineers Regiment. He then completed his engineering from the College of Military Engineering, Pune after which he cleared the Services Selection Board (SSB) in his first attempt, Arvind recollects proudly.   Akshay's name on a list of cadets commissioned in the armed forces in Arvind's office Like many of his students, Akshay too kept in touch with Arvind Kumar long after leaving college. Even though they could not meet personally too often, they spoke to each other over the phone or WhatsApp. "In October, I had messaged him asking if he could make it to a reunion programme that we were organising. He wasn't able to come because his leaves are not in his hands," he says showing his phone.  On September 23, Arvind received the last message from Akshay. "A very happy Diwali to u sir Regards (sic)," the message reads.  Reflecting on the loss of a young and courageous life, Arvind, who calls himself a "father of 25 officers", has just one thing to say, "There's pride, but there's also sadness." People who have known the late Major personally also have similar things to say about him.  Major Abhinav Kumar, who is currently posted in Odisha and was Akshay's junior in the Indian Military Academy, has fond memories of his senior. "We both were from Jain University, but we had never met in college. After knowing that we were from the same college, he approached me in IMA. He came across as a jovial, supporting and encouraging person. He looked forward to life and was enthusiastic about the armed forces."

Spanish midfielder Alvaro Rubio called time on his short Bengaluru FC sojourn after seeing out his contract that ended on November 30. Brought in by coach Albert Roca in July to add experience to Bengaluru's Asian Football Confederation (AFC) Cup campaign, 37-year-old Alvaro was a vital factor in the team reaching the final, where they lost 0-1 against Iraq's Air Force Club. The former captain of Spanish club Real Valladolid came to Bengaluru having played more than 300 La Liga games."I had a stupendous experience at BFC. Personally, it was a positive development for me and I am very grateful to the players, management, fans and everyone associated with the club. I wasn't from the country but they always made me feel at home," said Rubio, according to a press release."I am sure that this club has a great future ahead. I would like to thank everyone again and I hope we meet soon.""Alvaro was brought with a specific plan in mind for the AFC Cup and he leaves having done everything that was asked of him. He's been a great professional and in a short time has managed to be an influence on the youngsters in the team who I believe, have learned much from him. We wish him luck and thank him for his time with Bengaluru FC," said Roca. The club also parted ways with midfielder Darren Caldeira and right-back Vishal Kumar who, like Rubio, were on short-term deals.

Farmers ‘auction’ off Vijay Mallya’s UB City, urge govt to waive farmers’ loans

Over 100 Karnataka farmers symbolically ‘auctioned off’ UB city, a landmark building in Bengaluru. The building that belongs to billionaire Vijay Mallya was attached by the Enforcement Directorate in June this year. On Wednesday, members of Karnataka Rajya Raitha Sangha (a leading farmer's organisation) and Karnataka Jana Shakti protested at UB City, demanding that the government should write off farmers’ loans, just like the Vijay Mallya's loans were written off by SBI. The city police detained 80 protesters and released them in the evening.  “The state government just watched while the ‘proclaimed offender’ lived a tension-free life,” says Vasu, head of Karnataka Jana Shakti. The protesters conducted a mock auction of UB city and other properties of the liquor baron, which are together being valued at Rs 12,000 crore by the Enforcement Directorate. “Data from Enforcement Directorate shows that the three towers of UB City, the commercial area and parking area are valued at around Rs 7,000 crore. Mallya also owns three apartments in Richmond Town that are valued at Rs 5,000 crore. This totals to Rs 12,000 crore, which is almost equal to co-operative loans of farmers,” Vasu said. “RBI approved the write off of corporate loans to the tune of Rs 1.14 lakh crores. This included the loans of a person who has put liquor in people’s bellies. And all option that central and state government gives the farmers is suicide,” Vasu said. Vasu adds that farmers’ loans with co-operative banks have piled up to Rs 12,000 crores, and loans from nationalised banks over three years has run up to Rs 35,000 crore. In November, a sanitation worker from Maharashtra wrote a letter to State Bank of India demanding the bank to write off his loan of Rs 1.5 lakh just like it did with Mallya. When the story on Vijay Mallya was first written by DNA newspaper, Finance Minister Arun Jaitley had told Parliament, "Bad loans write-off doesn’t mean we won’t pursue it

GE to hire 1,000 techies for digital hub in Bengaluru

US multinational General Electric (GE) on Wednesday said it will hire about 1,000 techies to ramp up technology workforce at its new digital hub in Bengaluru."We will add 1,000 information technology and software professionals over the next two years to and accelerate the digital transformation for industry," GE's digital arm said in a statement here. Farmers and villagers in Kundagol taluk of Hubballi have locked up the grameena bank since the last two days as they could not withdraw amounts stipulated within the limits set by RBI, the Times of India reported. The Karnataka Vikas Grameena Bank in Ingali village had been rationing cash to farmers queuing up for money and a source from the bank told TOI that they had not been receiving new currency notes, adding that they had set a limit of Rs 2,000 against the stipulated Rs 24,000 due to shortage of cash. The bank services about 15 villages in the Kundagol taluk and Dharwad district including Ramapur, Hanumanalli, Tarlaghatta, Nalagudda and Kubhihal. After a long wait, angry farmers locked up the bank after sending away the bank staff, the TOI report said. Villagers need cash to buy fodder, pay farmhands and construction labourers, buy construction material and for marriages. Also, there are medical emergencies and funerals. A source said the bank is so starved of new currencies that the maximum amount allowed to be withdrawn is Rs 2,000, against the RBI-stipulated amount of Rs 24,000. This has left the farmers fuming. Bank manager Basavaraj Akki told TOI that the villagers had deposited about Rs 6 crore into the bank after the demonetization move. “The bank should have received Rs 1.2 crore fresh currency but we are receiving only Rs 2 lakh a day. This is not enough to meet the growing need of farmers. We need at least Rs 10 lakh a day,” the TOI report quoted him. Ingalagi gram panchayat president Prabhugowda Shankagoudashani said that they would allow the bank management to reopen the bank only after it gets enough cash, the report said. The shortage of funds in rural banks is being faced not just in Hubballi but other areas also. The News Minute had earlier reported on cash shortage at banks in Mandya villages. There are two banks that cater to more than 40 villages in the surrounding areas.  With multiple banks to cater to, banks in Besagarahalli and Keelara had also introduced the rationing system. The bank manager had told TNM that each person was allowed to withdraw Rs 5,000 only. Also, post offices had stopped exchanging currency and were only allowing account holders to withdraw money. This had angered the villagers, however, they did not resort to shutting down the bank.

The JP Nagar police picked up two associates of retired DySP Babu Noronha and initial investigation revealed that Noronha was part of a larger network that exchanged old currency for a commission. This led to Noronha’s arrest, the report said. The DySP and his accomplices had allegedly taken Rs. 83 lakh in new currency from a realtor after promising to give him Rs one crore in old currency, the report said. The modus operandi of Noronha’s gang was to identify businessmen and traders, having money that was accounted for. They were offered 20 per cent commission if they took old notes from people who have unaccounted cash, a senior police officer told the Times of India. Last Thursday, three persons approached realtors Shivaram and Satish with an offer to exchange currency. The trio took Rs 80 lakh in Rs 2,000 and Rs 100 notes and promised to hand over Rs crore old currency, the Hindu reported. The trio told Shivaram and Satish that they were CCB sleuths after reaching an isolated spot. They flashed their IDs and demanded to question the realtors about the source of the money, however, they later fled with the money, the TOI report said. Babu Noronha had given them the idea of posing as CCB cops and helped them prepare fake ID cards, an investigating officer told The Hindu. On Wednesday, a constable from the Central Crime Branch, Bengaluru, and four of his associates were arrested for extorting Rs 25 lakh from a shopkeeper, The Hindu reported. The 43-year-old constable, B Shesha, G Byresha, 37, of KP Agrahara, P Vijay, 27, of Gopalapura, K Mannivannan, 36, of Bhuvaneshwari Nagar and Pavan were booked for abducting and robbing Jaishankar, who owns an electrics shop in Jayanagar and his friend Umesh, the report said. The suspects had allegedly abducted Jaishankar and his advocate-friend near SJR College on November 2. They had released him after robbing him of Rs 20.20 lakh Jaishankar was carrying, the Deccan Herald reported.  Jaishankar had offered his friend Rs 5 lakh for helping him exchange old currency notes worth Rs 30 lakh. Umesh, who knew Pavan, discussed the idea with Jaishankar and roped in the others, the DH report said. It was decided that Jaishankar and Umesh would inform Pavan after they collected Rs 25.2 lakh new currency notes, a report by Deccan Chronicle said. On November 26, the duo reached SJR College around 9 am. Shesha and two others intercepted the duo, assaulted them and drove the car to Madanayakanahalli, the Deccan Herald report said. The suspects then snatched Rs 21.5 lakh from Jaishankar and fled the place after threatening to kill him if he informed the police, The New Indian Express reported. On Tuesday night, Jaishankar filed a complaint with the police. Based on information furnished by Jaishankar, the police traced the owner of the vehicle in which they were abducted, the DH report said. The vehicle owner, Manivannan is said to have confessed to the police and given them the details of the plan and the suspects’ names, the TNIE report said.

Braving the morning chill, hundreds of people, young and old, queued up at ATMs and banks across Bengaluru on Thursday to withdraw cash at the earliest. Anticipating a heavy rush on the month's first day, banks filled up their ATMs with Rs 2,000, Rs 500 and Rs 100 currency notes during the night to ensure that customers could withdraw cash directly rather than queuing up at the branches. Similarly, hundreds of customers without debit or credit cards queued up at bank branches in residential and commercial areas with cheques and passbooks in hand more than an hour before they opened for transaction to avoid delay in getting cash across-the-counter on salary day."Expecting more withdrawals on this day, we have not only filled all our ATMs in the city with cash, but also kept more cash ready to refill them soon and ensure that those with debit or credit cards do not crowd our branches," said Shridar Murthy, a state-run bank branch official here. With the daily withdrawal limit of Rs 2,500 from ATMs and Rs 10,000 per day or Rs 24,000 a week from counters to each customer in force, banks have braced themselves to disperse the permitted amount to as many of their customers as possible."We are doing our best to ensure that all our savings and current account customers are able to draw cash up to the limit they are entitled to through ATMs and across counters, as they need more cash in the first 10 days of the month to meet their requirements," said Murthy. As the largest state-run bank with about 2,000 ATMs and 200 branches across the city, the State Bank of India (SBI) has collected about Rs 100 crore from the regional Reserve Bank of India (RBI) to stock its ATMs and branches with enough cash to allow its customers draw cash for salaries and other expenses during this week."In view of our large customer base, with more accounts of government agencies, private organisations and companies and pensioners, we have roped in about 100 of our retired officials to help the staff in handling the rush," said SBI's Bengaluru circle's General Manager Rajni Mishra. According to a report by the Times of India, printing presses, two owned by RBI at Mysuru and Salboni, and two government-owned ones at Nashik and Dewas, which were oper ating two shifts, have now started working three shifts to augment the supply of Rs 500 notes. The report also said that the effort over the last couple of days had been to stock the banks run by the state with cash where government employees have accounts and salaries are paid on the 1st or 2nd of the month.  The RBI has increased the supply of cash to nearly four times of what banks received last week and the situation at banks and ATMs is expected to improve substantially on December 1, the reports said.  (With IANS inputs)

Family feud, warring managements put B’luru’s Alliance University students in impossible bind
Imagine studying in a university that has two “official” websites and two managements. One day you receive an email telling you to attend special classes on certain dates. Few days later another circular cancels these, and tells you exams will be held a few weeks later. Soon another email follows telling you those exam results will not be counted.  This is the horrible mess that students face at Alliance University, thanks to a feud between members of the Angur family that own the university.  The university has over 7,000 students and offers over 30 courses in business, law, engineering and design and performing arts. The trouble started when allegations were made in 2015 against Madhukar Angur, the founder-director and university’s chancellor. After cases of rape were slapped against him, he was replaced by his brother Sudhir Angur as the university’s chancellor in March 2015. Several students alleged that virtually no classes have resumed since the college was shut for Dasara vacations on September 30.“On September 28, Madhukar Angur stormed the gates of the varsity and forcefully resumed office as the university’s chancellor. All the teachers were dragged out of the campus and new teachers were brought in. Policemen as well as goons were roaming around in the campus,” alleged one of the varsity’s students. After the ruckus, classes never resumed, allege students. On the eve of November 14, Alliance University students had staged a protest at the campus in Anekal, demanding that classes be resumed and the old faculty members be reinstated. A law student said that the protestors were at the college gate and had barricaded themselves. “There were a few security guards as well. We were just holding placards and sitting there. A few senior students and some of their friends came in and demanded that the barricades be removed. We were scared as they were really drunk and wanted to pick a fight. The guards pulled down the barricades although we begged them not to. They came in and started beating us,” the student alleged. Two other students alleged that Madhukar Angur had given an assurance to waive backlogs (pending exams) and year-backs (years students had to repeat) of those who stood to support his return as Chancellor of the university. “After the protests happened, I kept getting calls from unknown numbers. No one would talk on the other end. I have also been warned by many people that I am being watched as I was a part of the protest and my friends have told me to be careful. This kind of situation is scary,” a student alleged. The university has two registrars, one appointed by each brother. Madhusudhan Mishra, the registrar appointed by Sudhir, told TNM that the rumor regarding waiving of backlogs was true. However, the Registrar appointed by Madhukar Angur was not available for comment despite many attempts by The News Minute to contact him. Other members of this faction of the management did not respond either.  The college now has two websites and students say that the confusion is growing greater as they have been receiving contradictory emails about their schedules, dates of attendance, placements, holidays and even exams. The News Minute has obtained copies of circulars and emails sent to students by both management factions of the varsity, which paint a confusing picture.   (Madhukar Angur and Sudhir Angur) The college management run from Sudhir Angur’s end had sent students emails in October stating that special tutorials would be held in November for students who missed classes held in October at the BTM Layout campus. These tutorials would only be held at the city campus and not the Anekal one. A circular issued by Madhukar Angur dated October 30, 2016 stated that the college website had been compromised and hence the new website would be considered the official one.  It stated that classes would resume from November 2, and dismissed any announcements regarding special tutorials. Students say that this faction of the management has also announced examinations to be held from December 7 to 19. They have been given 20 questions in each subject, eight of which they would have to answer during the exams. After this announcement was made, they received an email from Sudhir Angur’s management faction that any exam conducted by Madhukar Angur’s staff would be considered invalid. “How can an examination be conducted in such an unprofessional manner? It is not how the education system works. We have told the students that they would have to write another exam even if they sit for this one,” said Madhusudhan Mishra, the Registrar appointed by Sudhir Angur. Some students said that they would not attempt the paper at all and that they are mulling over withdrawing from the course itself, while a few others do not want to risk failing the course and are willing to attempt both examinations. “We have sent our marks sheets to various colleges. Since it is the middle of the year, it is difficult,” said a law student. How did this mess begin? Media reports say that Madhukar Angur lodged a complaint with the police accusing his brother, sister and nephew of conspiring to take over the management of the university and his position as the Director and Chancellor. His detractors, led by Madhukar’s brother-in-law, GB Chebbi, a retired Deputy Commissioner of Police, levelled allegations of misconduct against Madhukar. Madhukar shot back, in turn, with accusations that his family members and the varsity’s finance officer, Prakash Budur, had siphoned off huge sums of money and were trying to illegally take over the university management. He refused to accept Sudhir as the chancellor. The case is still underway and the government of Karnataka had recently told the media that they were looking to amend the Alliance University Act 2010 and insert a provision authorising a Group-A level officer of the government to exercise powers and discharge functions necessary for the smooth running of the university.  The proposal was mooted when a one-man inquiry commission had unearthed an alleged Rs 96-crore scam at the Alliance University. While the family struggles over the legal charges and countercharges, students are caught between two entities trying to manage the college. "We want our old faculty back and classes to resume. We want one concrete management to be established and the confusion caused because of the family fight to end. We are tired of two sets of faculty, two college websites and two exam time tables to end. We want them to stop putting our careers at risk," said a student from the varsity.

Planting love: How two Bengaluru women are feeding the poor healthy food

Bengaluru-based Mahita Fernandez woke up around 3 am one night, with her stomach growling with hunger. Feeling too lazy to get up and fix herself a bite, Mahita was suddenly struck by a realisation: there are hundreds out there without a roof over their head and for whom a hungry, sleepless night is a daily affair. This is how the idea for Feed Your Neighbour took root in Mahita’s mind around Dasara last year. The non-profit charitable trust was registered in June this year, after a few successful community feeding drives around festivals when people were encouraged to cook a few extra meals to give to the poor, needy and homeless.  Now, Feed Your Neighbour has collaborated with Puja Gurung who runs the Honey Bees Nature Club and started "Harvesting Love" to encourage organic consumption as well as combat hunger. Here, volunteers and community members are given a set of three pots with three types of seeds - methi, coriander and spinach – for Rs 200 in total. The buyers will receive regular emails from Puja about how to care for the plants.  Mahita and Puja then collect the harvest from these plants, mix it with approximately a kilo of rice and distribute the meals. One harvest mixed with the said quantity of rice can feed close to four adults, Mahita estimates.  So far, about 200 sets have been bought. Each plant can give 3-5 harvests and will require a longer engagement period, enabling the duo to build a more involved and sustainable community to achieve their goals. The plants have been chosen strategically because if they all harvest at a different time, collecting the produce would turn out to be a major hassle. Mahita explains that all the plants harvest at three-week intervals: methi at 4 weeks, coriander at 7, and spinach at 10. “We distributed the first installment of pots on November 19 and 20. Now, when we go to collect the methi produce, we will deliver the second set of pots,” Mahita explains.     And while now more people are talking about the project and want to become a part of it, Feed Your Neighbour began with a simple Facebook post after Mahita’s sleepless night. She invited people to cook five extra meals a day in the ten days leading up to Dasara, which she would pick up and then distribute to the homeless and needy. The goal was to feed one lakh people. Screenshot of Mahita's orignial post The post went viral and was shared by hundreds of people, Mahita recalls: Bengalureans settled abroad, restaurants and even a few people who were traveling but wanted to contribute. “Since they couldn’t cook meals, they offered to send supplies and asked if I could make and distribute meals on their behalf,” Mahita narrates. This meant that her original plan of collecting meals didn’t work out. In fact, she had to hire a wedding caterer and set up a kitchen in her house in Langford Town to cook food with all the supplies that people had sent her. While they distributed 600 meals the first day, the numbers doubled and tripled in the coming days. On the final day alone, the number was over 19,000.  While Mahita’s idea worked well around festivals, she wanted to make it more sustainable. Another problem was the logistical constraints she faced in terms of picking up and delivering food across the city because there was no one else involved full-time. So, after brainstorming over it for a few months, Mahita came up with another model: she began approaching supermarkets and retail stores with their own brands of groceries. “All of these have expiry dates and when they don’t get sold, the food simply goes into the landfills. I rescue this food about two weeks before the expiry date,” Mahita says.  20% of the 8 tonnes she receives on average each fortnight, is repackaged and given as supplies to the poor who have the means to cook. But 80% of it goes to institutions like orphanages, old age homes, homes for the destitute as fortnightly rations, all free of cost. Distributing cooked meals is something she does occasionally now, around festivals, or when someone approaches her for occasions like birthdays and anniversaries.  Over time, she has come to learn of the layers of poverty that exist in the city. “There are those who are homeless, those who live in slums in mud and brick houses and those who live in tents. There’s no one kind of poor and they all have different needs You cannot give the homeless rations because they cannot cook, so you have to give them cooked meals,” she explains. Mahita eventually wants to start a nutrition program for the recipients of the ration and food as well. For this purpose, she is trying to get the recipients to fill a form with questions about their age, family, diet, work and so on. “They are very reluctant to give out personal details, so I usually talk about the form after one or two rounds of meals. So far, we have about 2,000 registered recipients,” Mahita says. It is difficult for Mahita to arrive at an exact number of community members. She says around 4,000 people participate and volunteer regularly. And while she faces logistical issues, she understands she cannot expect everyone to have the same enthusiasm. “There are many egos involved in social work, and many people want to do it for personal glory. My philosophy is to not expect, but continue doing what I do. But I’ve been really lucky to find so many like-minded people,” Mahita says. She also believes that local efforts like these may encourage people who want to do their bit for the society but without taking too much responsibility. “I think we’ve successfully demonstrated how you can make a difference without deviating too much from your personal schedule,” she adds.

Rs 934 crore pocketed using fake sanitary worker profiles, new scam hits Bengaluru civic body

While Bengalureans continue to suffer the onslaught of demonetization, the city is caught in yet another storm of a high-profile scam. Shockingly, the Bruhat Bengaluru Mahanagara Palike (BBMP), the city’s civic body which has allegedly misappropriated Rs 934 crore. It does not end there. The civic body has allegedly fabricated the existence of 6,600 pourakarmikas (sanitary workers) by creating ghost accounts, to whom BBMP has been paying salaries for the last 10 years and have pocketed the money. These funds include the shareable amount set aside for Insurance and Provident Fund of its existing employees, that was not credited by them. The scam surfaced after the Karnataka State Commission for Safai Karmacharis (KSCSK) submitted a report earlier this month, after which the home department conducted an inquiry into the matter. This brought to light that 87 officials and contractors associated with the city’s waste management are being investigated. Home Minister G Parameshwara addressed a letter to the top police official on 11 November, stating that the case is being taken very seriously. He added that the Criminal investigation Department (CID) would probe the case as “an independent agency”. “The workers have been cheated of almost Rs.384 crore by the contractors. This has been going on since 2005, whereby the fund was used to pay salaries of the pourakarmikas but without the employer's contribution toward Provident Fund and insurance. There has been no ESI coverage for them. They should have been credited to the employee’s contribution to insurance(ESI) of 1.75%, along with the employer’s part of 4.75%, in their insurance accounts. But nothing of that sort has been done. This has resulted the workers to lose coverage worth Rs 15 crore,” Narayan’s letter says. BBMP’s books show that salaries are being paid to over 19,000 sanitary workers. However, after the inquiry, it was revealed that only 12,400 sanitary workers have been appointed and that 6,600 workers, and documents have been fabricated and added to the system, to whom the payments are being made, the letter says. As per reports from the home ministry, a CID inquiry has been sought.

While most us were standing in queues to withdraw money, two government officials had stashed away new currency worth crores. In an operation carried out by the Income Tax Department, Rs 4.7 crore cash in new denominations of Rs 2,000, Rs 30 lakh in smaller denomination were unearthed from premises owned by two senior government officials from Bengaluru. A source said that the money belonged to the Chief Project Officer with the Public Works Department, and a senior official with the Cauvery Neeravari Nigama Ltd. The IT dept is yet to officially disclose names of these officers. The money stored in bundles was recovered from the house of the son of the PWD chief project officer. Apart from the Rs 5 crore in cash, the I-T Department also recovered 7 kg bullion worth Rs 2 crore. A picture released by the department shows wads of Rs 2,000 notes and other currencies spread out on a mattress in the house. The Bangalore Mirror reported that one of the raids was conducted in the house of Trijesh Jayachandra, son of SC Jayachandra, the chief project officer of the PWD. The sleuths also found a Porsche and a Lambhorgini at Trijesh’s house. The I-T Department says the raids were conducted in various premises at Bengaluru, Chennai and Erode. The network of these people included top government officials, a manager of a private sector bank and touts, who were exchanging cash they had for new currency. The I-T Department says that the exchange to the new currency notes was based on a certain commission. With such large amounts being converted into new currency notes, the department recieved tip-offs from a source who knew about the clandestine operation. The raids are on-going in all the three cities and I-T Department sources say that they expect the recovery to go up.

“When I first met him, six years back, I was so impressed to see how optimistic and full of life he was”, remembers Vithal S, Major Akshay Girish Kumar’s uncle. Having dedicated his life to serve the nation at a very young age, Major Akshay Girish Kumar had emerged as a hero for hundreds who gathered at Jade gardens in Bengaluru. He, along with other officers and soldiers were killed while sheltering the lives of 16 individuals during the Nagrota terrorist attack in Jammu and Kashmir. On Thursday, his mortal remains were brought to his hometown, Bengaluru. From close friends and family to people who didn’t know him, many gathered at the Jade Garden residence in Devanahalli to pay their last respects to the army hero. Along with the army personnel, Girish Kumar, Major Akshay’s father arrived with the coffin. It was placed before people for them to pay their respects. As condolences poured in, his father, a retired IAF pilot remained stoic throughout the ceremony, standing beside the coffin of his beloved son. Individuals of all ages, including school children gathered at the ceremony. Deepak, a college student, had arrived after reading about it in the newspapers, said, “He gave up his today, for our tomorrow. I don’t know much about him, but what he did for his country is unmatched. My heartfelt condolences to his family.” Major Akshay is survived by his wife and a two-and-a-half-year-old daughter, who are now residing in Bengaluru.

The Mysuru police have busted a child trafficking gang and arrested 11 persons who sold children to childless couples in places including Karnataka, Kerala, US and Kenya.  According to a report by Deccan Chronicle, the racket was busted a month after it came to light and as many as 16 children, aged between 25 days and 6 years, have been rescued so far.  Parents of seven children have been identified through DNA tests, say reports.  The police say that the gang had been functioning for the past six years and lured vulnerable and poor people into selling their children. Hospital staff of four hospitals were also found to have assisted the gang.  A police official told TOI that the hospital authorities declared the children as dead, and later gave them for adoption. Usha, Superintendent at Naseema hospital; a fake doctor Anusha; Soumya, staffer at Cheluvamba hospital; another staff nurse at KR hospital Mohan’; a nurse named Renuka and CJ Francis of Naseema hospital are those identified to be involved in the crime.  “Children were sold for prices ranging between Rs 1 lakh and Rs 4 lakh. Higher rates were there for good-looking babies,” police said on Thursday. Three children including one given to a US-based software engineer, a couple in Kenya and a third to the owner of a textile showroom in Mysuru are reportedly yet to be traced.  SP Ravi Channannavar told journalists that the gang had made use of stringent adoption procedure in the country to run their racket. He added that the gang wanted to live a lavish life and earn quick money.
