A woman from Udupi district’s Kundapur taluk in Karnataka has filed a complaint against her husband under the triple talaq law, the first recorded case in the district. 27-year-old Alfiya Akhtar and 30-year-old Hanif Sayyad were married earlier this year on July 4. According to reports, Hanif and his family wanted dowry amounting to Rs 5 lakh. Alfiya’s parents had given Hanif and his family Rs 2 lakh at the time of the wedding, but after she went to his house in Hiriyadka village following the wedding, he demanded more money. He also reportedly assaulted her and hurled abuses at her. As per her complaint to the police, Alfiya also stated that she was mentally and physically tortured by her in-laws who demanded that she give them more dowry, after the consummation of the marriage. On August 15, around noon, he reportedly shouted ‘talaq’ at her three times and then left her at her parents house two days later. Hanif also allegedly threatened to kill her if she returned, according to Alfiya’s complaint. Alfiya recorded the incident on her mobile phone, which she produced in front of the police. A case has been filed under the Dowry Prohibition Act, Section 4 of Muslim Women (Protection of Rights on Marriage) Bill, 2019. This bill defines talaq as talaq-e-biddat or any other similar form of talaq as the practice under Muslim personal laws where pronouncement of the word "talaq" thrice in one sitting by a Muslim man to his wife results in an instant and irrevocable divorce, and it makes the declaration of such talaq a cognisable offence. Based on Alfiya’s complaint, police have arrested Hanif and produced him before the court. The court remanded him to judicial custody for 15 days.

VP Ashwani Jhunjhunwala has been accused of logging on to computers belonging to his juniors and carrying out these illegal transactions.
A Vice President of Goldman Sachs in Bengaluru was arrested on Tuesday on charges of insider fraud and allegedly attempting to swindle Rs 38 crore ($5.4 million) from the company. Ashwani Jhunjhunwala, the vice-president (Foreign Exchange and Equity Settlements) of the investment company’s Bengaluru office has been accused of logging on to computers belonging to his juniors and carrying out these illegal transactions. The company’s legal head in Bengaluru Abhishek Parsheera lodged a complaint with the Marathahalli Police on September 8 against Ashwani. According to the FIR, a copy of which is with TNM, Ashwani allegedly accessed the computers of his juniors – Gaurav Mishra, Abhishek Yadav and Sujith Appaiah on the pretext of training them.  Jhunjhunwala had incurred debt of over Rs 50 lakh by playing online poker and he had also taken private loans from people. He told the police that he wanted to clear these debts Speaking to TNM, the Marathahalli Police said, “On September 4, Ashwani Jhunjunwala approached his juniors on the pretext of training them and made them log into their computers. He then kept sending them out on errands to get water, food and such. During this time, in a matter of minutes, he used their computers to transfer the money belonging to the company into a private bank account.” Investigating officers also said that Ashwani Jhunjhunwala asked his junior employee Gaurav to set up a settlement reconciliation service to recall payment. “This employee did not know how to do it and so Jhunjhunwala showed him how to do it. When Gaurav was going through the transactions, he found that there was money transferred to Synergy Wisdom Ltd's account in Hong Kong with the Industrial and Commercial Bank of China. The transaction showed that Gaurav had transferred the money, but the transaction had failed. The money was reverted to Goldman Sachs,” the police added.   Gaurav then informed his colleagues Abhishek Yadav and Sujith Appaiah about the irregular transactions. They then decided to approach the legal team, the police said. Police said that the legal team questioned Gaurav, Abhishek and Sujith regarding the irregular transactions, which led them to suspect Ashwani’s involvement. The police have also accessed the CCTV footage inside the office, which showed that Jhunjhunwala was using Gaurav’s system, when he was not around. “He transferred Rs 38 crore in two instalments to Synergy Wisdom Ltd’s bank account,” the police added. “Ashwani told us that there was a former employee named Vedanta, who was terminated from employment because of insider fraud too. Jhunjhunwala got information about how Vedanta had siphoned off money and used the knowledge to siphon the funds,” the FIR in the case said. DCP Whitefield MN Anuchet said that Ashwani will be produced before the magistrate today on Tuesday. Ashwani Jhunjhunwala has been booked under sections 34 (common intention), 408 (criminal breach of trust), 419 (cheating by impersonation), 420 (cheating) and 409 (criminal breach of trust by a banker) of the IPC. When TNM reached out to Goldman Sachs’s Abhishek Parsheera, he declined to comment. At the time of publishing the story, TNM had not received a response from the company.

Union Minister for Coal and Mines and Karnataka MP Pralhad Joshi on Wednesday said that the BJP government in Karnataka will consult the people of the state before implementing a law on cow slaughter, including sale and possession of beef."Cow slaughter ban has been there in many states. In Karnataka, it is yet to be decided, but if it is decided also, it will be as per the feelings of many people in Karnataka," Pralhad said speaking at a press conference in Goa. He is the latest BJP leader from Karnataka to discuss the introduction of a law to prevent the slaughter of cows after other leaders like Deputy Chief Minister Ashwath Narayan, Tourism and Kannada Culture Minister CT Ravi, Mangaluru South MLA Vedavyas Kamath and Udupi MLA Raghupathi Bhat. "There is nothing new we are introducing. There is a law in place already and if there are amendments to be introduced, we will do it but the first priority is to implement the laws in place. The slaughter of cows should not take place," Deputy Chief Minister Ashwath Narayan said. This comes a week after it was reported that the BJP government in Karnataka was discussing a petition to introduce a bill to ban the sale and possession of beef in Karnataka. BJP endorses Gandhi's principle on cow slaughter   Pralhad Joshi stated that the BJP will follow Mahatma Gandhi's teachings as far as the principle of cow slaughter is concerned. "We endorse the stand of Mahatma Gandhi," Pralhad added. However, while Mahatma Gandhi supported the protection of cows, he had firmly opposed the introduction of a ban on cow slaughter. According to an excerpt from Gandhi’s prayer discourse of July 25, 1947, from the Collected Works of Mahatma Gandhi, Volume 88, as published online by the Gandhi Heritage Portal, he said, "In India no law can be made to ban cow-slaughter. I do not doubt that Hindus are forbidden the slaughter of cows. I have been long pledged to serve the cow but how can my religion also be the religion of the rest of the Indians? It will mean coercion against those Indians who are not Hindus".  The recent petition submitted by the Karnataka BJP's cow protection cell to Chief Minister BS Yediyurappa demanded a blanket ban on cow slaughter in the state. The petitioners sought to re-introduce the Karnataka Prevention of Cow Slaughter and Cattle Preservation Bill, 2010. The BJP had introduced the bill in Karnataka in 2010 but it did not become an Act because it did not receive the then Governor HR Bharadwaj's assent. It was later revoked by the Siddaramaiah-led Congress government after it came to power in 2013.  Currently in Karnataka, there is a ban on cattle slaughter in Karnataka according to an older law - the Karnataka Prevention of Cow Slaughter and Cattle Preservation Act 1964. However, this act bans the slaughter and sale of cows, calves and she-buffaloes and allows slaughter of bulls, bullocks and male-buffaloes. It also allows slaughter of female buffaloes aged above twelve years, or are no longer fit for breeding or cannot give milk.

ED raids DK Shivakumar’s aide in connection with money laundering case

The ED has recovered various documents from the residence of Shivakumar's aide Anjaneya Hanumantha and is questioning him.
As part of the probe against former Karnataka minister and Congress strongman DK Shivakumar, the Enforcement Directorate on Monday night raided Karnataka Bhavan employee Anjaneya Hanumantha. Anjaneya is one of the other accused named in the money laundering case against Shivakumar. ED officials have earlier said that Anjanayeya, along with three other close aides of the former minister, is among those who helped Shivakumar in the alleged hawala transactions made to the Congress high command. During the Tuesday raids, the ED has recovered various documents at Anjaneya's house and is questioning him in this regard.  Read: Setback for DK Shivakumar, court sends K'taka Cong leader to ED custody till Sep 13 The raids on Monday night at Anjanayeya’s RK Puram residence came after he was questioned for three days over the Rs 8.83 crore cash found at the DK Shivakumar's residence in New Delhi's Safdarjung Enclave in 2017. Shivakumar continues to be in ED custody till September 13. Meanwhile, the ED has issued a summons to DK Shivakumar’s daughter Aishwarya in connection with the case, say reports. She has been asked to appear before the ED on September 13. The other two accused who have been named as associates in the case are Sunil Kumar Sharma, owner of Sharma Transport; Rajendra N, an employee of Sharma Transport; and Shivakumar’s business associate Sachin Narayan. Sources in the ED say they are also probing an alleged transaction in which Shivakumar had bought 60% of the solar park at Ballari's Hagaribommanahalli. Sleuths also want to confirm if the transaction was allegedly carried out by Shivakumar by misusing his position as Energy Minister in the Siddaramaiah government. Shivakumar was arrested on September 3 in New Delhi after he was called in for questioning for four days. His bail was rejected by a special ED court on September 4 and has been remanded in custody till September 13.  The arrest of the high-profile Congress leader came days after the CBI arrested former Union Finance Minister P Chidambaram in connection with the INX media case.

Dalits beaten up in K’taka village for refusing to do free, demeaning work

The Vokkaligas allegedly entered Dalit homes, dragged them out by their hair, and assaulted them with iron rods.
For daring to stand up for their rights and refusing to do demeaning work for dominant caste families, a community of Dalits in a village in Karnataka’s Nelamangala have been brutally assaulted and harassed. In Kachanahalli village, over 40 people belonging to the Vokkaliga community – a dominant caste – allegedly entered the homes of people belonging to the Madiga community – a Scheduled caste in Karnataka. They dragged people out by their hair onto the road, and assaulted them with iron rods and wooden logs, police said. The incident occurred around 8.30 pm on September 8, and nine people have been hospitalised.  Speaking to TNM, Nagaraju, who sustained injuries on his head and limbs in the attack, said that they were specifically targeted for refusing to participate in a discriminatory practice in the village called ‘talavaarike’. “When someone from the Vokkaliga community dies, or an animal dies, people from our community have to dig the holes to bury the dead. This is called talavaarike. On September 8, some of us had informed the Vokkaligas that we will not continue this practice anymore,” Nagaraju told TNM. On the morning of September 8, Nagaraju and his friends began an awareness campaign in the locality where members of the Madiga community live in Kachanahalli village. “We put our foot down and we began spreading awareness that it’s illegal and wrong for the Savarnas to treat us this way, and that we must say that we would not stand to be discriminated against,” Nagaraju said. Speaking about the discrimination they routinely face, he said, “We are made to do chores for the Savarnas without being paid. We are made to play drums for funeral processions. We are not allowed inside the temples, we are kept out of their homes, and we are asked to clean up after them. They don’t even touch us. If we drink water in their house, they throw away the glass.” This awareness campaign did not go down well with Vokkaligas, he alleged. On the afternoon of September 8, a wealthy man from the village named Sidda Byregowda, who belongs to the Vokkaliga community, allegedly called Nagaraju and threatened to kill him and his family members after he heard about the awareness program. Nagaraju told him that he would go to the police if the threats and discrimination continued. Around 8.30 pm on September 8, Sidda Byregowda arrived at the Madiga area, where 35 families live, along with Gangaraju, Srinivasa, Prasanna Kumar, Naveen Kumar, Rangaswamy, Doddanna, Ramakrushnaiah, Thimmegowda, Shashidhar and around 30 others.  “Gangaraju and his men came and began shouting outside our house, yelling and demanding that we come out of our houses. He began using very derogatory, casteist abuses at us. He began saying that Madigas are like dirt and we were born to serve the Vokkaligas. One of the residents of our locality, Narasimhamurthy was standing outside. Gangaraju took an iron pipe and hit Narasimhamurthy on the head,” Nagaraju said. Almost simultaneously, the rest of the group allegedly began dragging people out of their homes and beating them up. According to the Nelamangala Rural Police, Sidda Byregowda also began beating Narasimhamurthy. One of the accused, Prasanna Kumar allegedly beat up one of the members of the Madiga community, Kemparaju, on his head, hip and limbs with an iron rod. “Accused Naveen Kumar beat up another man named Nagendra. Rangaswamy dragged Nagaraju outside the house and began beating him with a wooden log on his head. Three women were dragged out of their homes by the accused. The women were pushed into a sewage drain and beaten up,” the Nelamangala Police said. The assault allegedly went on for over 40 minutes after which the Vokkaliga men allegedly threatened to kill the members of the Madiga community if they did not adhere to their diktats. Police say that nine people were taken to the Nelamangala district hospital, where they are currently undergoing treatment. The Nelamangala Rural Police have arrested Shashidhar and Thimmegowda and are currently looking for the rest of the accused, who have absconded. Accused persons Gangaraju, Sidda Byregowda, Srinivasa, Prasanna Kumar, Naveen Kumar, Rangaswamy, Doddanna, Ramakrushnaiah, Thimmegowda, Shashidhar have been booked under sections 143 (unlawful assembly), 147 (rioting), 148 (rioting with a deadly weapon), 323 (voluntarily causing hurt), 324 (voluntarily causing hurt with a deadly weapon), 354 (criminal force against a woman with intent to outrage her modesty), 504 (intentional insult to provoke breach of peace) and 149 (unlawful assembly with common intent) of the IPC and relevant sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

DK Shivakumar's daughter Aisshwarya summoned by ED, asked to appear by Sep 12

In more trouble for arrested Congress leader DK Shivakumar, the Enforcement Directorate (ED) has now summoned his daughter Aisshwarya for questioning as part of its probe into the money laundering case against the former Karnataka Minister. A senior ED official told IANS: "We have summoned Aisshwarya for questioning in the money laundering case on September 12." The official said that while scrutanising the financial dealings of Shivakumar, the agency found documents pertaining to a trust handled by his daughter."To get the details of the functioning of the trust and its financial transactions, we have summoned Aisshwarya for questioning," he said.  The financial probe agency had arrested Shivakumar on September 3 after questioning him for over two days in connection with case. A day later, a Delhi court sent Shivakumar to 10-day ED custody. The official said that if required, the agency would also confront Aisshwarya with Shivakumar along with the financial transaction documents related to the trust. Shivakumar has been on the radar of the Income Tax Department and the ED since demonetisation in 2016. An Income Tax search at his New Delhi flat on August 2, 2017 led to the seizure of unaccounted cash worth Rs 8.59 crore. Thereafter, the I-T Department lodged cases against the Congress leader and his four associates under Sections 277 and 278 of the Income Tax Act, 1961, and Sections 120(B), 193 and 199 of the Indian Penal Code (IPC). Incidentally, according to Shivakumar’s affidavit submitted to the Election Commission ahead of the Assembly elections in 2018, Aishwarya owned assets of Rs 108 crore compared to only Rs 1.09 crore in 2013. Shivakumar however clarified that Aisshwarya was not dependent on his income, and that he was still declaring her assets as per the Representation of People Act.   Other than this, his affidavit mentioned her  paying an advance towards purchase of built-up area in Soul Space Spirit Mall in Bellandur worth 76.1 crore and  This summon comes after the ED raided Karnataka Bhavan employee Anjaneya Hanumantha, an aide of the former minister in connection with the money laundering case. Sources in the ED say they are also probing an alleged transaction in which Shivakumar hd bought 60% of the solar park at Ballari's Hagaribommanahalli. Sleuths also want to confirm if the transaction was allegedly carried out by Shivakumar by misusing his position as Energy Minister in the Siddaramaiah government.

Six children drown in Karnataka pond while immersing Ganesha idols

Six children – four girls and two boys – drowned in a pond near a village in Karnataka's Kolar Gold Fields town on Tuesday while immersing idols of Lord Ganesh, police said. The town in Kolar is located about 100 km northeast of Bengaluru on the Old Madras Road."The incident came to light after their parents and relatives came to the pond in search of their children. The kids had left their homes after lunch to play under the tree around the pond with the idols which were put up on September 2, when the 10-day Ganesha festival commenced," the SP said. According to local jurisdictional police, the pond was 8 feet deep and all the children had entered the pond holding each other’s hands. Deccan Herald reported that a farmer who was nearby attempted to rescue them but failed. "The incident occurred when the victims, aged between 8-12 years, went into the pond on the outskirts of Maradaghatta village to immerse the idols, got stuck in the mud and drowned as they did not know how to swim," KGF Superintendent of Police Mohammed Sujeetha told IANS on phone.  Two children from the same group had chosen to not go into the water body. As their friends drowned, they rushed to inform other villagers. The victims were identified as Rakshitha, Tejaswi, Veena, Vyshnavi, Rohit and Dhanush. A case has been registered at Andersonpet Police Station."Fire brigade personnel rushed to the pond, retrieved the bodies and handed them over to the families after autopsy. A case of unnatural deaths was registered at the local police station," Sujeetha added. Chief Minister BS Yediyurappa has announced an ex-gratia compensation of Rs 2 lakh for the family of the victims. (IANS inputs)

Rs 38 cr Goldman Sachs fraud: Former employee and accomplice of VP arrested in B’luru

The former employee of Goldman Sachs who has been arrested, has been identified as 28-year-old Vedanth Rungta.
A day after it was reported that a Vice President of Goldman Sachs in Bengaluru was arrested for allegedly attempting to swindle Rs 38 crore ($5.4 million) from the company, it has come to light that his accomplice has also been nabbed. Incidentally, he is a former employee of the global investment bank. He has been identified as 28-year-old Vedanth Rungta. Both of them got in touch through Facebook. It was earlier reported that Ashwani Jhunjhunwala, the vice-president (Foreign Exchange and Equity Settlements) of the investment company’s Bengaluru office was accused of logging on to computers belonging to his juniors and carrying out these illegal transactions. “Vedanth used to work for Goldman Sachs and was fired from the company for carrying out a similar fraud last year. That fraud was not reported. Ashwani had got in touch with Vedanth as he accrued losses in his online poker games. After they got in touch, Vedanth suggested to Ashwani that he should transfer the company’s money to an international account controlled by him. Vedanth was currently working in Synergy,” Whitefield DCP Anuchet told TNM. Senior officials added that Jhunjhunwala, had taken personal loans of around Rs 20 lakh. He also had a loan to clear, which he had taken from HDFC Bank that amounted to Rs 25 lakh. He had taken these loans to pay off the poker debt. This  meant that Jhunjhunwala could not continue living his life in luxury and he contacted Vedant Runtga, to ask him about ways to get out of the mess. Vedant had given Jhunjhunwala a loan of Rs 7 lakh as well. The two men were in touch and when Vedanth suggested that he skim money from the company, Jhunjhunwala jumped at the chance to be rid of the mess he was in. Whitefield police said an alert request was raised to the Industrial and Commercial Bank of Chia where the money was fraudulently transferred, to stop and prevent the transfer of money. Accordingly, the bank has stopped the transfer and sent the entire amount back to Goldman Sachs.

Protests in Bengaluru against DK Shivakumar's arrest: Full list of traffic diversions

Thousands of people affiliated to Congress and various Vokkaliga organisations will take out a protest from National College Grounds to Freedom Park.
Traffic diversions are in place in several parts of Bengaluru on Wednesday as thousands of people are expected to gather for a protest to show solidarity with Congress leader DK Shivakumar, who was arrested by the Enforcement Directorate (ED) earlier this month. Thousands of people affiliated to Congress and various Vokkaliga organisations will take out a protest from National College Grounds to Freedom Park. The procession will start from the National College Grounds at 11.30am. Congress cadre and members of various Vokkaliga organisations from 12 south Karnataka districts, mostly from Ramanagara, Kanakapura and Bengaluru Rural, will be participating in the protest. In order to facilitate flow of traffic due to the protests, diversions have been put in place. Commuters plying from KG Road via Palace Road must turn right at Elite Junction and go through Tank Bund Road. Those going to Chalukya Circle must must turn left near Maharani College Bridge and go through KR Circle. For commuters travelling from Seshadri Road, the upper ramp near Anand Rao Circle must be used to go through Race Course Road via JD(S) circle. Those travelling from Kempegowda Bus Stand to KR Market must start from NR junction and go through Devanga Junction, Poornima Talkies and then through Lalbagh Main Gate before reaching Lalbagh West Gate and then go to KR Market. Commuters must turn left at Hudson Circle and reach Devanga Junction to reach Richmond Circle. Those going from Richmond Circle to Majestic must go through Hudson Circle, reach KR Circle and take the Old Post Office Road. Vehicles going towards KR Puram must go through Seshadri Road, Race Course Road, Chalukya Circle, Raj Bhavan junction and go through Infantry Road from the Coffee Board signal. Around 5,000 civil police personnel will be deployed along the protest route. Fifty platoons of Karnataka State Reserve Police and 40 of City Armed Reserve, and 550 home guards will also be deployed. A total of 11 DCPs, 42 ACPs, 106 inspectors and 373 sub-inspectors are also being deployed, Bengaluru Police Commissioner Bhaskar Rao said. Over 500 temporary CCTV cameras have been fixed along the stretch and policemen in plainclothes will also carry video cameras to shoot the protest footage.

Bengaluru artist’s ‘moonwalk’ on pothole-ridden road recreated in Mexico

Bengaluru artist Baadal Nanjundaswamy confirmed to TNM that Mexican ad agency Boveda Celeste had contacted him and taken permission to recreate the viral video.
Just days after Bengaluru artist Baadal Nanjundaswamy’s rendition of a ‘moonwalk’ on the city’s Tunganagar Main Road went viral, a digital advertising agency in Mexico has recreated it on a road there. Baadal had got an actor to suit up as an astronaut, and walk on Tunganagar Main Road as he would on the moon. Why? Because the potholes on the road were big enough to be likened to craters on the moon itself. The video of this ingenious idea soon went viral, with people from across India and many other countries saying that this could be done on their damaged roads as well. The Mexican agency Boveda Celeste, decided to do just that. Baadal confirmed to TNM that Boveda Celeste had contacted him on Facebook and taken permission to recreate the video. Their video, shot in Pachuca, the capital of Mexico’s largest state Hidalgo, is much like Baadal’s. It shows someone dressed up in an astronaut suit, walking slowly, deliberately on an uneven surface. Geologists from the Geological Survey of India studied surface cracks and landslides that occurred in Kodagu in August, which left at least 11 people dead.
It is now over a month since landslides recurred in Karnataka's Kodagu district. "Mud from the top of the hill wiped out everything in its way in a matter of minutes," recalls Vijay Kumar, a resident of Thora village where a landslide claimed the lives of six people.  Landslides recurred in as many as five areas in Kodagu district in August, a year after the devastating landslides in the region in 2018, which killed 18 people and displaced over 7,000 others. Scientists attempting to find an answer to the recent spate of landslides in the region have now linked it to slope modification works in the district to construct roads and houses. Geologists from the Geological Survey of India (GSI) studied surface cracks and landslides that occurred in Kodagu last month, killing at least 11 people. In a preliminary analysis, GSI scientists Sunandan Basu and Kapil Singh who visited Kodagu concluded that the cause of the landslides in the district was due to human modification of slopes. Scientists also studied the rainfall pattern in the district and its link to the landslides. As many as five landslides were reported in the district in August in Talacauvery, Thora, Korangala, Ayyappa Hill and Virajpet-Heggala road while surface cracks were observed in three areas in Brahmagiri, Nehru Nagar and Ayyappa Hill.  Two of the landslides which occurred in Korangala and Thora villages after a spell of heavy rain on the morning of August 9 killed 11 people. The landslide in Korangala turned fatal for five members of a family. "The scientific causes of the landslide are slope cut for house construction, toe cutting of the slope by stream and reduction of strength of overburden material on super saturation," reads the analysis by GSI scientists.  Toe cutting of slope by stream refers to erosion caused by water at the foot of a slope while landslides in the Western Ghats are attributed to deposits of overburden materials on slopes. These include loose soil, stones and debris, and such areas witness landslides in times of heavy rainfall. GSI scientists could not study the landslide in Thora village due to adverse weather conditions. Ten people went missing after the landslide occurred and only six bodies have been recovered from the debris, one month after the disaster. Search operations were called off even though four people are still missing"Due to wet weather condition and thick pile of debris, the main body of the landslide was inaccessible and only run out part at the valley could be approached," reads the report by GSI. For many days after the disaster, residents of Thora returned to the spot of the landslide to help with the search for survivors and dead bodies but after 23 days, the search operations were called off after district authorities took the consent of the families of the missing persons. Meanwhile, the landslide on Virajpet-Heggala road that occurred on August 8 and the landslide near Talacauvery temple that occurred on August 9 were also linked to road construction in the area while the landslide in Ayyappa Hills was linked to the "construction of houses without proper support".

In a show of strength in support of former Karnataka minister DK Shivakumar who is currently in the custody of the Enforcement Directorate, members of the Vokkaliga community backed by Congress held a massive protest against the BJP in Bengaluru on Wednesday. The protests saw heavyweight Congress leaders like Dinesh Gundu Rao, Krishna Byre Gowda and Ramalinga Reddy taking part. Vokkaligas are a dominant community in Karnataka most prevalent in the southern part of the state especially the Old Mysore region from where Shivakumar hails. DK Shivakumar hails from this community. While the Congress and JD(S) is thought to enjoy their patronage, the BJP is yet to make strong connections with the community. Instead, BJP is perceived to be favoured by the other dominant caste in Karnataka, the Lingayats. Ahead of Wednesday’s protests, DK Shivakumar in a tweet had thanked his supporters for the protest and asserted that he will come out clean. Carrying photos of DK Shivakumar, hundreds of supporters shouted slogans against the BJP crying “vendetta politics”. Crying chants in favour of their leader, they called for “justice”. K Mallaiah, ex-vice president of Vokkaliga Sangha said, “This is a clear case of misuse of power and political vendetta. He was seen as a threat to the BJP that is why he was being targetted by the probe agencies. He was the target since he helped the election of Ahmed Patel to the Rajya Sabha.” Various smaller rallies of protestors from different parts of the city and nearby districts joined the march led by Congress top leadership from National College Grounds to Freedom Park, triggering massive traffic jams in many parts of the city. Key areas leading to the central business district of the IT capital like National College, PMK Road, Vani Vilas, JC Road, Town Hall, Mysore Bank Circle, Kalidasa Road, Freedom Park, and surrounding areas were severely affected. Addressing reporters, Karnataka Pradesh Congress Committee president Dinesh Gundu Rao who took part in the protests, said, “Members of the Vokkaliga community, their leaders and other Kannada organisations have come together today to protest against the central government. They are expressing their anger. Today’s protest is not called by any political party.” He claimed that even BJP supporters were present today to protest against the alleged misuse of central probe agencies for political purposes.  He even implied that SM Krishna, a former Congress CM and Union Minister from the Vokkaliga community, had to join the BJP due to the Centre’s misuse of the Income Tax Department against his son-in-law and CCD founder VG Siddhartha. Incidentally, Shivakumar is seen as SM Krishna's prodigy.  “Last three years, the government has been raiding people, threatening people. What was the reason behind SM Krishna joining BJP? Now we know how VG Siddharth was being harassed by I-T officials. It is there in his (suicide) note.  Operation Kamala was going in broad daylight to topple the Kumaraswamy government. Hundreds of crores were being offered. We have written to the I-T Department and asked ‘please take action’. But nobody was touched. Just because of some Karnataka MLAs staying in some resorts, the I-T Department raided us. But when BJP MLAs are kept in hotels in Haryana or when our MLAs are kept in Mumbai, why does the I-T department not take action then?” the KPCC president asked.  “Agencies are being used to raid and humiliate opposition party leaders. Political vendetta and things like this won’t work. Today country is being run in an undemocratic way and democracy is in danger,” he added.   He said, "I wholehartedly thank leaders, supporters, well-wishers and friends who have organised a massive protest in my support tomorrow in Bengaluru. I humbly request that the protest be peaceful and doesn't cause any inconvenience to citizens. Please ensure the public property isn't harmed." He added, “I would like to reiterate that I have done nothing wrong and am a target of vendetta politics. With the support and blessings that I am receiving from all of you and my belief in God and our judiciary, I have full faith that I will emerge victorious both legally and politically."

It was a show of strength by the Vokkaliga community, as thousands of them along with Congress and JD(S) cadres gathered at Bengaluru’s National College grounds on Wednesday to lend support to Congress leader and former Minister DK Shivakumar. DK Shivakumar, who hails from the Vokkaliga community, was arrested by the Enforcement Directorate on September 3 on charges of money laundering. The location of National College in Basavanagudi was significant given that it’s situated in a BJP stronghold, Bengaluru south. The protest march was not just to portray DKS, as he is popularly known, as the Congress’ Vokkaliga face, but to also turn his arrest into a caste issue. The Vokkaliga community, hailing from south Karnataka makes up 11% of the state's population, and have traditionally voted for the JD(S) as HD Deve Gowda is seen as the community's tallest leader. With DK Shivakumar being the only prominent Vokkaliga face in the Karnataka Congress, the party is trying to strengthen his position as a Vokkaliga leader. The massive protest held in Bengaluru was an attempt to solidify his presence as not just a Vokkaliga leader but also one who has the support of the grassroots. On the other hand, the BJP has for decades been seen as a Lingayat party with Chief Minister BS Yediyurappa hailing from the powerful community that comprises 14% of the state population. In an attempt to rid itself of the Lingayat tag, the BJP appointed three Deputy CMs, one each from the Lingayat, Vokkaliga and Dalit communities. Solidarity and consolidation With Vokkaligas rallying behind DKS, the Congress hopes it will break the BJP’s attempts to consolidate the opposition’s voter base in its favour.   Protests had broken out last week in Kanakapura, Shivakumar’s home constituency following his arrest, with several supporters raising slogans against the BJP, accusing the party of trying to sabotage the Vokkaliga community. The intensity of the protests in Kanakapura was such that CM Yediyurappa too softened his stance on Shivakumar’s arrest. “I will be the happiest person if he (DK Shivakumar) comes out of this safely,” Yediyurappa had said. Among the organisations that led Wednesday’s protest march include Vokkaliga Sangha, Vishwa Vokkaliga Maha Vedike, Vokkaliga Kempegowda Yuva Vedike, Nadaprabhu Vokkaliga Kendra and Kannada Rakshana Vedike.  They gave a call for a large-scale protest following news of DK Shivakumar’s daughter being summoned by the ED. “We are here to show solidarity with DK Shivakumar and to show him that he is not alone in this fight. We are here to show him support and say that the entire state is with him,” said Narayana Gowda, President of Karnataka Rakshana Vedike, who is also a member of the Vokkaliga community. Speaking to TNM, a Congress leader said that by reaching out to the sentiments of fellow Vokkaligas, the party could put pressure on the BJP in connection with DK Shivakumar’s arrest. “The BJP is not just targeting Congress leaders, who pose a threat to them politically, they are also trying to sabotage a strong Vokkaliga leader like DK Shivakumar. We just want to show everyone that the BJP is not doing any favours to the Vokkaliga community by appointing Ashwathnarayana as the Deputy CM. So many Vokkaligas have come to support DK Shivakumar. This just shows that they too know that the BJP will always be a Lingayat party. The protest was meant to reiterate that,” the Congress leader alleged. Why Kumaraswamy backs DKS Despite the Congress and JD(S) coalition falling apart and being traditional rivals in the Old Mysuru region, former Chief Minister and Ramanagara MLA HD Kumaraswamy came out in support of DK Shivakumar. Kumaraswamy had accused the BJP of indulging in vindictive politics when the ED had announced DK Shivakumar’s arrest. “Opposition leaders are easy victims of power misuse. In public life, we need to be strong to face baseless allegations and conspiracies. I am sure Mr DK Shivakumar is strong enough to face this vindictive agenda against him,” Kumaraswamy had said. JD(S) insiders say that Kumaraswamy’s statement in support of Shivakumar was to show solidarity and unite the members of the community. “By showing that he has the back of a fellow Vokkaliga, Kumaraswamy is only ensuring that the JD(S)’ vote bank does not turn to the BJP,” said a source in the JD(S). Significantly, however, the former PM and JD(S) supremo Deve Gowda has remained silent on DKS’s arrest.  “The JD(S) obviously does not want Shivakumar to become the next Vokkaliga face in Karnataka. Deve Gowda wants Kumaraswamy to succeed him. If the full force of the JD(S) was to be behind Shivakumar, over 10 lakh people would have gathered in Bengaluru for the protest,” the JD(S) source pointed out. However, whether Vokkaligas will continue to rally behind DK Shivakumar and the Congress, especially at the time of the elections, remains to be seen.

Traffic fines will be lowered in the state, promises Karnataka CM

Taking a leaf out of Maharashtra and Gujarat, Karnataka government led by Chief Minister BS Yediyurappa has decided to reduce the newly introduced traffic fines as per the Motor Vehicles (Amendment) Act, 2019. The law was passed by both the Houses of Parliament with three major amendments recently. According to the CM’s office, Yediyurappa during a review meeting asked Transport Minister Laxman Savadi to look at the steps taken by the Maharashtra and Gujarat governments to give relief to citizens affected by the new fines. In some cases, the fines have increased 10 times, proving too exorbitant for violators. "Chief Minister Yediyurappa insisted that the fine amount be reduced to ensure that the common man can afford it. He has asked the Transport Department to get copies of government orders issued in this regard from Gujarat and Maharashtra and then come up with updated fines," an official told TNM. The exact modalities are being decided by officials of the Transport Department and the exact change in the fine rates will be notified shortly. Till then offenders will be fined according to existing rates as introduced earlier this month. A government order with the revised fine amounts will be published once it is okayed by the CM. The Motor Vehicles Act was passed by the union government – and amendments were made to it – because ‘Mechanically Propelled Vehicles’ is a subject under the concurrent list of the Constitution. This means that both the union and the state governments can make and amend laws on the subject.   Since state governments can also take a call on the law, states like Gujarat, Maharashtra and now Karnataka, have the power to change the fines if they want to.   Incidentally, the increased fines were passed by the BJP-led NDA government at the Centre, and all three states now revising these fines to lower them are BJP-ruled. It was reported how a Bengaluru man had to pay a fine of Rs 17,000  since the higher fines kicked in. The Bengaluru motorist, Akash, is a resident of Varthur and works with a private company. Out of the Rs 17,000, he had to pay Rs 10,000 for drinking and driving, Rs 5,000 for driving without a license and Rs 2,000 as both he and his pillion rider did not have helmets. The traffic police department has been enforcing the new fines for the last few days. As per statistics released by Bengaluru Traffic Police department, there were 6,813 people booked for traffic violations in Bengaluru between September 4 and September 9 (until 10 am). Traffic police officials collected over Rs 72 lakh in fines in the same period.

The protest organised by Vokkaligara Sangha members and supported by Congress also saw Vokkaliga seers speak out in support of Shivakumar.  “This [numbers in the rally in Bengaluru] is only a sample and symbolic. If the community is hurt, more people will descend on Bengaluru. If we seers call for a protest, there will be no place in Bengaluru. Now only community representatives are here and not the entire community,” Nanjavadhoota Swami, a religious head of Vokkaligas, said, as per The Hindu. His statements were seen as a veiled warning to the BJP.  Wednesday's protest threw traffic out of gear in Bengaluru's southern and central areas as thousands of people marched from the National College Grounds in Basavangudi to Freedom Park. Congress leaders Krishna Byre Gowda, Sowmya Reddy, Ramalinga Reddy, and Dinesh Gundu Rao took part in the protest.

Centre may not release funds for private property damaged in Karnataka floods

This included damages to both public and private buildings.  However, Karnataka Revenue Minister R Ashoka confirmed to reporters that the Centre has sought clarification from the Karnataka government about flood-relief works. “We had taken into consideration damages to private hospitals, schools, and other private buildings while estimating total relief. Now, the Centre has told us that relief cannot be granted to private infrastructure, and hence we are now reworking the estimated loss. We will send the revised report to the Centre in the next two days,” he said as per The Hindu. He added that most people camped in relief centres have returned home and that immediate relief was already given to over 2 lakh people. "Only 1,929 families in Belagavi are yet to receive immediate relief. We have received complaints (of false claims) and we are verifying the claims", Ashoka said as per Times of India. The state government reported that 2,47,628 houses, 8.88 lakh hectares of farmland and 21,818 km of roads were damaged. The floods were caused by heavy rains in the state in the first week of August. It prompted rescue and relief operations in coastal, Malnad and northern parts of the state. In all, the floods affected 22 of the 30 districts while landslides were reported in Kodagu, Chikkamagaluru, Dakshina Kannada and Hassan districts. The heavy rainfall had led to a high inflow of up to 6 lakh cusecs of water into the Krishna river causing it to overflow and cause flooding in the northern Karnataka districts of Belagavi, Bagalkot, Raichur and Yadgir.

DK Shivakumar's daughter Aisshwarya appears before ED for questioning

DK Shivakumar has been in the ED custody since he was arrested on September 3 on charges of money laundering.
Former Water Resources Minister and senior Congress leader DK Shivakumar’s daughter Aisshwarya appeared before the Enforcement Directorate (ED) for questioning on Thursday. The ED had issued summons to her on Tuesday. Aisshwarya’s questioning comes just a day before the Enforcement Directorate’s custody of DK Shivakumar ends. Aisshwarya, who is a business management graduate, arrived at the ED office in New Delhi with Kunigal MLA Dr Ranganath at around 10.50 am on Thursday.  Enforcement Directorate officials say that they will question her regarding a trust fund that was set up in her name and also regarding her drastic increase in wealth between 2013 and 2018. Ahead of the 2018 Karnataka State Assembly Elections, DK Shivamkumar had declared that Aisshwarya, owns assets worth Rs 108 crore. In 2013, she had assets worth only Rs 1.09 crore. The massive jump in Aisshwarya’s wealth had raised eyebrows and DK Shivakumar had said that the 23-year-old was not dependent on his income, and that he was still declaring her assets as per the Representation of People Act.   She is also the Vice Chairperson for the Appollo National Public School, in which DK Shivakumar is an investor. “We are questioning her regarding the property she bought in Soul Space Spirit Mall in Bellandur. Shivakumar has stated that she received loans from him and his friends. We want to know if black money was being laundered here. Aisshwarya had also gone with her father for a trip to Singapore one month before the Income Tax searches on Shivakumar’s properties (in August 2017). Father and daughter had made a deal with Coffee Day and we believe that the black money he possesses was invested in VG Siddhartha’s business and also Soul Space,” an ED source alleged. VG Siddhartha was the Coffee Day founder, who was recently found dead.    The Enforcement Directorate arrested DK Shivakumar on September 3 after four day of questioning. Shivakumar has been accused of setting up hawala networks to launder money. The ED began probing DK Shivakumar’s alleged money laundering activities after the Income Tax Department had found Rs 8.86 crore at DK Shivakumar’s residence in New Delhi’s Safdarjung Enclave in August 2017.  Dk Shivakumar had applied for bail at a New Delhi court on September 4, a day after his arrest. Assistant Solicitor General KM Nataraj and Amit Mahajan, the ED”s standing counsel appearing for the prosecution, sought 14 days custody of Shivakumar, claiming that the former minister was evasive during questioning. They argued that statements given by witnesses had revealed incriminating evidence against DK Shivakumar and that there was a need for further custodial interrogation.

How BJP hopes to capture Karnataka’s Vokkaliga fort

With the arrest of Congress leader DK Shivakumar and the decline of JD(S) in the recent polls, the BJP has craftily created a leadership vacuum in the Vokkaliga community that it hopes to fill.
In the saffron sweep of Karnataka’s 28 Lok Sabha seats recently, two seats stood out against the BJP wave: Bengaluru Rural, won by DK Suresh of the Congress and Hassan, won by Prajwal Revanna of the JD(S).  All that needs mention here is: Suresh is the brother of Congress leader and former Minister DK Shivakumar, who is currently in Enforcement Directorate custody and that Prajwal is the grandson of former Prime Minister and JD(S) supremo HD Deve Gowda. And all things become clear as crystal.  The BJP was resisted- very marginally, but definitely resisted - by just one section of the population of Karnataka, which is the Vokkaligas, a community that hails from south Karnataka. Deve Gowda was, till recently, the undisputed sole patriarch of the community and DKShi (as Shivakumar is called) was, till recently, his only opposition left standing. Both are icons of the community and no one else, with the exception of DKShi’s former mentor and former Union Minister SM Krishna, as well as late former Union Minister Ambareesh, had any clout at all in south Karnataka.  This rankles the BJP. If state BJP leaders are to be believed, it particularly rankles their national president and Union Home Minister Amit Shah that any part of Karnataka could prefer another party to his. And if the state’s BJP leaders are to be further believed in the information they informally share, the man currently hailed as ‘Chanakya’ has carefully mapped out the path to capture the Vokkaliga vote as well. The induction of SM Krishna The first step, according to many across political parties, was the capitulation of SM Krishna, till then the Vokkaliga face of the Congress party, ahead of 2018 Assembly polls. He held a press conference, criticised then Congress Vice President Rahul Gandhi announced that he was joining the BJP in March 2017. There were lots of behind the scenes statements that SM Krishna was allegedly ‘forced’ to do this with threats of economic ruin held against his son-in-law VG Siddhartha, the founder of Cafe Coffee Day.  Siddhartha allegedly killed himself just over a month ago, citing his financial difficulties and cases against him filed by the Income Tax authorities and Enforcement Directorate. Several of those very same cases are linked to and filed against DKShi as well. While some people point out that the BJP strategies on this matter seem to have misfired, resulting in sympathy for Siddhartha and DKShi, the fact remains that the economic empire and might of two Vokkaliga giants, one former Congress and one still in Congress – Krishna and his mentee DKShi -- are almost in ruins. Krishna, in the last stages of his political career, has lost whatever credibility he had. DKShi, seen even by the Congress as either moneybags or as a strongman, is slowly seeing the drying up of all his resources, capped by his daughter Aisshwarya being grilled by the Enforcement Directorate. Irrespective of the Vokkaligas rallying behind him, as witnessed by Wednesday’s massive protest, DKShi is a considerably weakened man.  The decline of JD(S) The JD(S), labelled a ‘Vokkaliga’ party, faced losses in Mandya and Tumakuru, two of its strongholds in the recent Lok Sabha Elections. The party is in shambles. Deve Gowda, who lost Tumakuru, is in his late eighties.  His sons HD Kumaraswamy and HD Revanna, set up by him as his party’s next line of leadership, do not have his kind of hold on the community. Kumaraswamy, a two-time Chief Minister with truncated stints, is still popular with the community, but this has waned a bit in the last one year. He doesn’t command the almost-blind adherence from the community that his father did.  Revanna’s hold on his district, Hassan, is pretty strong and that was one of the reasons his son and the JD(S) did win that one seat. But he doesn’t have much clout or acceptance beyond this district and is largely disliked for his ‘interfering’ tendencies. Gowda’s grandsons Prajwal and Nikhil, the son of Kumaraswamy who lost in Mandya, and the third line of leadership, are youngsters out-jockeying each other and are not yet considered mature enough to take on real leadership roles in the party and the community. Moreover, Prajwal, the party’s sole MP, is scrambling to respond to a case filed by BJP leaders in the Karnataka High Court questioning his financial transactions in his election affidavit that could lead to the election result being countermanded. Grooming Ashwath Narayan The BJP has thus craftily created a leadership vacuum in the Vokkaliga community that it hopes to fill. Mandya was won by Sumalatha, the wife of former Congressman and former JD(S) man Ambareesh, who steadfastly refused to join the BJP till his death a year ago. Sumalatha, won the Mandya seat supported by disgruntled Congress and JD(S) supporters, with some help from the Raitha Sangha and the fledgling BJP in the district. The BJP, however, has managed to make this victory to be about them and their inroads into the region, thanks to Prime Minister Narendra Modi endorsing Sumalatha in his election rally in neighbouring Mysuru. All and sundry ask Sumalatha and the Congress leaders who supported her, the same question now: When are you joining the BJP?  Chief Minister BS Yediyurappa greeting Prime Minister Narendra Modi, and Deputy CM Ashwath Narayan behind.   The BJP had banked on former Minister CP Yogeshwar, formerly of both the Congress and the JD(S), to be its Vokkaliga face but he lost the battle to both Kumaraswamy and DKShi. The party then turned its sights inward to groom a Vokkaliga leader. This led to the appointment of CN Ashwath Narayan, a Bengaluru MLA and till recently, a lightweight in the BJP, as Deputy CM. Ashwath Narayan, a former Congressman, reportedly belongs to the Gangadkar sub-sect of the Vokkaligas, who dominate southern Karnataka. This and his ‘engineering’ of recent Congress and JD(S) defections is supposedly the reason he was preferred to the more senior R Ashoka, despite the latter’s strong RSS roots. The BJP also speaks in hushed tones about Ashoka’s ‘links’ with Kumaraswamy and DKShi, which some say, could have worked against him.  There is also another subtle action that the Yediyurappa government has carried out, which has got buried under the brouhaha over DKShi’s arrest. The emerging Vokkaliga leader in the Congress is former Minister Krishna Byre Gowda. KBG is credited with coming up with the Krishi Bhagya scheme during Siddaramaiah’s tenure as Chief Minister. The Krishi Bhagya scheme aimed at sustainable agriculture by collecting rainwater in farm ponds in drought-hit areas. The Yediyurappa government has opened a probe into this scheme and managed to cast aspersions on the sterling reputation that KBG has had so far. The stage is set in every way for Ashwath Narayan to step up. Ola to launch self-drive cab rental service, starts testing pilot in Bengaluru

App-based cab aggregator major Ola in Bengaluru has been granted a licence to launch self-drive cars in addition to its existing businesses. Termed ‘Ola Drive’, the company has started testing the pilot in Bengaluru presently for a select number of its users before extending the service to the rest of the country.  Ola in a statement said, “Ola’s deep knowledge of the Indian customer has allowed us to build tailor-made mobility offerings across 12+ categories including cabs, three-wheelers and two-wheelers. Launching a self-drive service is a natural extension for Ola and we are excited to build innovative offerings for both individuals and corporate customers." Industry sources told TNM that Ola will be infusing a capital of USD 500 million in India in the next couple of years on this self-driving service alone.  Read: No easy exit as Ola and Uber drivers in India face spiralling debt trap The self-drive offering will be launched with a fleet of 10,000 cars across the country with the option of drop and pick up facilities in designated hubs across cities. Initially, the company will rent out hatchbacks and SUVs. Other than short-term leasing to individual patrons, the company is looking to expand its offering for long-term rental programs for corporates as well. Industry insiders and independent analysts told TNM that the foray into these non-core services is an effort by established cab aggregators to seek profit, with their primary businesses bleeding due to multiple factors.  Ola and its rival Uber currently enjoy an unofficial duopoly in Bengaluru without the existence of traditional yellow cabs or a significant third player.  However, in this self-drive segment, Ola will compete with existing brands like Zoomcar, Myles, Drivezy among others, which offer both intracity and intercity pick and drop facilities. Presently, Zoomcar is touted to be the dominant player in the self-drive car rental market with a 70% market share across the country. Ola’s distant rival Meru has an existing corporate cab service, which industry insiders say is a much more sustainable and scalable business model compared to Ola and Uber’s app-based cab services. Wait for disqualified MLAs in Karnataka grows, SC rejects urgent hearing again

The MLAs are hoping for a favourable verdict as they want to contest the bye-elections in the 17 constituencies, which are due to be held within six months since the disqualification.

The Supreme Court has once again rejected a plea by the 17 disqualified MLAs of Karnataka, who sought an urgent hearing on the matter of their disqualification. These MLAs of the former JD(S)-Congress combine had resigned from their positions to pave way for the BJP to form a government in the state. Rejecting a prayer by their legal representative on Friday, Justice NV Ramana said,"What is the urgency? It will come in due course." The case has not been listed for a future date yet. Read: Karnataka MLAs’ disqualification: SC rejects 17 Cong-JD(S) rebels plea for urgent hearing The MLAs are hoping for a favourable verdict as they want to contest the bye-elections in the 17 constituencies, which are due to be held within six months since the disqualification. These rebels initially represented by former Attorney General of India Mukul Rohatgi, had approached the apex court to quash and set aside former Speaker Ramesh Kumar’s order dated July 28, 2019, which rejected the resignations of the rebels and disqualified them. The 17 rebels include Pratap Gouda Patil, BC Patil, Shivaram Hebbar, ST Someshekhar, Byrati Basavraj, Anand Singh, R Roshan Baig, Muniratna, K Sudhakar, MTB Nagaraj, Shrimant Patil, Ramesh Jarkiholi, Mahesh Kumatahalli and R Shankar from the Congress and JD(S) legislators AH Vishwanath, Gopalaiah and Narayana Gowda. If their disqualification is not set aside by the Supreme Court, then their prospects of getting inducted into Chief Minister BS Yediyurappa’s cabinet could be affected. The disqualification order states that the 17 MLAs cannot contest elections until the term of the Assembly is over. This means that the 17 rebels will have to wait for the upcoming Assembly polls in 2023. Incidentally, K Sudhakar, among the rebels, is the chief of the Karnataka State Pollution Control Bord, as recommended by the earlier coalition government.
