Youth Congress leader Suhail Kandak got into an argument with local residents and allegedly fired a gun in the direction of the crowd on Sunday night in Ullal.
Tense moments in Ullal, Mangaluru arose on Sunday night after Youth Congress leader Suhail Kandak allegedly fired rounds of bullets, and injured a local youth in the melee. According to the police officials, the incident was in retaliation to a remark made against Suhail by a local resident. According to the residents, a few men drove themselves into the residential lane of KK Nagar near Mukkachery in Ullal on Sunday night. “One person (later identified as Suhail Kandak) got down from the car and unprovoked, he started firing bullets in the air. The locals, who came out of their homes, got into an argument with the car occupants for creating ruckus and asked them to leave,” the police official said. However, when Suhail and his group refused to leave the area, the police alleged that the irate residents, who eventually swelled in number, were furious and intimidated the group with wooden bats and sticks and in the process damaged the car as well. It was in this moment that Suhail, who identified himself as the state general secretary of the Youth Congress (Karnataka), pointed the gun towards the direction of the crowd and allegedly started firing, according to police.  “He shot three rounds on the second occasion and a bullet hit the leg of 18-year old Irshad, who is a KK Nagar resident and was present at the scene,” the police officials said. Eventually, outnumbered by the crowd, Suhail and his group retreated and fled from the area. Speaking to TNM, a jurisdictional Mangalore (Ullal) police station official said that they have identified and arrested the other occupants of the vehicle. “However Suhail and car driver Basheer, who were injured in the commotion have been admitted to a local hospital. We have deployed Armed Reserve police along with the local officials in Ullal to maintain law and order,” he said. Suhail has not been formally detained as yet since he is undergoing treatment, according to police.  Police said that they have recovered the gun and the bullet cartridges from the scene of crime and are determining whether Suhail has a valid licence. They also added that a probe is underway to find out whether Irshad, who had sustained bullet injuries, was the target or was a bystander who was caught in firing. According to the police at present, both parties — Suhail and the locals residents — have filed counter-complaints against each other, and will further probe to get more details on the matter. Students at NLS Bengaluru boycott semester exams in protest against administration

The Students Bar Association demands that the new Vice Chancellor be appointed as per norms without further delay.
Many students of the National Law School of India University (NLSIU) in Bengaluru boycotted their end trimester exams on Monday, continuing their protest against the existing ad-hoc administration. The end trimester exams will be held until September 27."We're boycotting the exams because the members of the admin are trying to stop the due process of law from taking its natural course," Hamza Traiq, Student Bar Association President said. The NLSUI campus has over 500 students enrolled.  According to sources, around 15 students sat for the exams which started at 10am on Monday and was set to conclude at 1 pm. Students that TNM spoke to claim those who wrote the exam are those with backlogs, who had no other option as they would lose a year if they didn’t. The students as part of the protest formed human chains sitting on the floor across the corridors and staircase of the academic block. While protests have been going on for a week, students boycotted classes on Friday and Saturday.  The students have been voicing their dissent for over a week against the inordinate delay in the appointment of a full-time Vice-Chancellor (V-C). While the position fell vacant when the previous Vice-Chancellor R Venkata Rao completed his term of 10 years on July 31, his successor had been named on August 2 following due procedure. Students allege that the present registrar OV Nandimath who was one of the applicants for the V-C post and is a vital part of the existing framework is acting in vested interest to stall the process. While until now, facilities like accommodation for judges and other legal luminaries were borne by the university, the administration now wants to charge the student bodies for the same, allege students.

The Election Commission has announced bye-polls to 15 Assembly constituencies on October 21.
The Supreme Court on Monday accepted the plea made by the 17 rebel MLAs from Karnataka, who challenged their disqualification. The disqualified MLAs also requested the Supreme Court to grant an interim stay on the bye-elections slated to be held on October 21. The Election Commission of India has, however, opposed the prayer seeking a stay on bye-polls.    Hearing the petition, a bench comprising of Justices NV Ramana, Krishna Murari and Sanjay Khanna issued notices to the former Karnataka Speaker Ramesh Kumar seeking his response to the plea filed by the disqualified MLAs. The court also issued notices to Karnataka Pradesh Congress Committee (KPCC) President Dinesh Gundu Rao and leader of the Congress Legislature Party – Siddaramaiah, seeking their response on whether a whip was issued by the party before the MLAs were disqualified. The court adjourned the hearing. The next hearing will take place on September 25.  The 17 disqualified MLAs include Pratap Gouda Patil, BC Patil, Shivaram Hebbar, ST Someshekhar, Byrati Basavraj, Anand Singh, R Roshan Baig, Muniratna, K Sudhakar, MTB Nagaraj, Shrimant Patil, Ramesh Jarkiholi, Mahesh Kumatahalli and R Shankar from the Congress and JD(S) legislators AH Vishwanath, Gopalaiah and Narayana Gowda. While the Election Commission had on Saturday announced bye-polls to 15 Assembly constituencies in Karnataka, it was yet to announce elections to RR Nagar, the seat of former Congress MLA Munirathna, and Maski, constituency of former Congress MLA Pratapgouda Patil. The EC’s announcement had come as a setback to the MLAs as then Speaker KR Ramesh Kumar had disqualified 17 Congress and JD(S) MLAs until the end of the Karnataka Assembly’s five-year term, thereby preventing them from being able to contest bye-elections. Then Speaker Ramesh Kumar had said that the former MLAs had indulged in anti-party activities. The 17 rebels had said that they were unhappy with former Chief Minister HD Kumaraswamy’s administrative methods and that they were opposed to the Congress-JD(S) alliance. Ten of the 17 rebels had flown to Mumbai in private planes and were staying in the Renaissance Hotel until the vote of confidence was held. The coalition had accused the BJP of horse-trading and paying crores of rupees to the renegade MLAs in a bid to topple the government. The rebels had tendered their resignations to the Speaker’s office on July 6 and had boarded a private charter plane, which flew them to Mumbai. After a long discussion on the repercussions of rebels’ actions and the BJP’s alleged role in the rebellion, the coalition failed to pacify their MLAs and HD Kumaraswamy stepped down as the CM after the motion of confidence was lost.

Why 26 years after its release, Nishkarsha remains an unforgettable Kannada thriller

For those who grew up in the '90s watching Kannada films, 'Nishkarsha' was our introduction to heist thrillers like 'Die Hard' and 'The Italian Job'.
Last week, on the birth anniversary of actor Vishnuvardhan, a digitally remastered version of the classic 1993 film Nishkarsha was released in Kannada and Hindi in a fitting tribute to the actor's legacy. For those who grew up in the '90s watching Kannada films, Nishkarsha was our introduction to heist thrillers like Die Hard and The Italian Job. The plot revolves around an attempted bank robbery in which terrorists take hostages inside the bank. It follows the trials and tribulations of the police commissioner (Anant Nag) and the commando of the anti-terrorist squad (Vishnuvardhan) who try to free the hostages and capture the terrorists. Suman Nagarkar plays the role of a bank employee and Prakash Raj is one of the anti-terrorist commandos. Suman's character is sexually assaulted by one of the terrorists and the actor recently said in an interview that she has not done such a "powerful" role since. She also praised "the subtle yet powerful manner in which the scene was shot.” Guru Kiran is part of the film's cast too, but apart from holding the gun as one of the terrorists, he did not have a major role. This was much before he went on to become one of the leading music directors in the Kannada film industry.  Interestingly, BC Patil was cast as the leader of the terrorist group in what was his debut film. At the time, he was a police official in Davanagere with no prior acting experience in films. In an interview, the director of the film Sunil Kumar Desai, revealed that he watched BC Patil in a play in which he portrayed the role of Tipu Sultan and had decided that he was the right fit for the film. However, he made BC Patil remove his mustache due to the latter's habit of twirling it constantly.  BC Patil was also the producer of the film and since then he has been elected as the MLA of Hirekerur constituency in Haveri district three times. He was one of the rebel MLAs of the Congress who resigned from their positions and triggered the collapse of the JD(S)- Congress coalition government earlier this year. The film was shot almost entirely at the Manipal Centre off MG Road in Bengaluru, which was the location of the bank. The narrative delves into the struggles faced by the characters inside and outside the bank. In a particularly memorable scene, a flock of pigeons is released into the sky to divert the attention of the terrorists on the top floor. This is done so that commando Ajay (Vishnuvardhan) can switch with a lookalike and take charge of the plan to free the hostages and stop Devraj (BC Patil) from taking the money in the bank.  Sunil Kumar later revealed that the idea of releasing pigeons to cause the distraction was finalised only on the sets of the film, and that he took almost eight days to decide on the pigeons. "A few suggested the idea of flying balloons or creating smoke. One day, I saw two pigeons on the top floor and that triggered an idea,” Sunil said speaking to Deccan Herald. A resident of Shivajinagar in Bengaluru brought along 150 pigeons to be used in the scene. The film had a 100-day theatrical run. However, initially, many theatres in Bengaluru refused to screen the film because it did not have any songs (which was unusual in films made at that time) but Sunil Kumar managed to convince the owners of Santosh theatre in Gandhinagar to do so. As it turned out, the film continued to run for more than 75 days and was eventually replaced  by Odahuttidavaru, starring Dr. Rajkumar. Nishkarsha was shifted to Triveni theater and continued to run for over 100 days Few films from the Kannada industry can be compared to Nishkarsha. The film stuck to its premise of telling a gripping two-and-a-half-hour heist story set in central Bengaluru. The film's realistic execution set it apart from its peers and captured the imagination of young and old viewers. It was inspired by Die Hard and was one of the first films to explore the genre of a suspense thriller in Kannada film history.  Years after its release, the film has been played and re-played on television channels in the state, capturing film lovers who were too young to have caught it in theatres. With the digitally remastered version releasing, there's no doubt that Nishkarsha will gain new fans from later generations too.

Karnataka man’s 58-chain link carved from pencil lead enters him into Guinness Book

After four months of intense wait, Guinness Book of World Records (GBWR) has officially announced a Karkala artiste’s 58-chain link as the ‘Most links carved from pencil lead (graphite)’. With his achievement logged, the 32-year-old contract worker of Karnataka Power Transmission Corporation Limited (KPTCL) surpassed the former record set by Pakistani student Abdul Baseer, who had achieved the same feat with a 50-chain link in January. For this stencil artiste – who was formerly famed for his sketches of gods, goddesses and famous personalities, the art of lead carving came to him by chance, he says. During the 2011 World Cup, Surendra says he came across a news story of an artiste carving a ‘World Cup’ with chalk. “Quickly I picked an unused pencil-lead from my boss Nishchitha D Suvarna at MESCOM and made a miniature artwork of ‘World Cup’ and showed it to her. An art critique herself, she was impressed by my amateur attempt and encouraged me to make another model of a goddess’s statue, which I did with ease. So she asked me to pursue my talent seriously,” he says. Although unwilling at first to go beyond his comfort zone of stencil art, coaxed by his boss, Surendra eventually agreed to hone his new skill. Initially, Surendra said he limited himself to making lead-based musical instruments, chain link, gods, goddesses, Christ, and personalities like Prime Minister Narendra Modi, Mother Teresa or chain links made out of lead. In the span close to a decade, Surendra said that he has delivered a total of 120 lead-based artworks, using almost all the famed brands of pencils including Natraj, Apsara, Camlin. “But given the fact that lead-based artworks are brittle, almost 40 of them have broken into pieces,” he says. The micro-artiste said that he used regular 10B or 12B pencil that on average is 8mm in length. “Given that this lead-based art form is very intricate, pencils over 10B – provide room to add more elements to the creativity. However, beyond 12B, they are not locally available. A few of my acquaintances based abroad told me that they will get size 12B and beyond, but it didn’t materialise,” he says. Over a period of time, Surendra said that he has evolved doing micro-arts involving Bharatanatyam Bhangi (Position) or Yakshagana related models, for which he cannot use pencil lead. “We need more flat variants of lead – which are available with the plywood companies. A few of the local plywood companies share it with me whenever they have excess supply of lead,” he says. In a candid admission, Surendra says that as much as micro-art seems simple, the biggest ‘terror’ in micro-art is while giving the final touches to the ideas. “A small miscalculation in estimating the depth, length, and weight-bearing capacity of the lead, can mean disaster. On several occasions, whenever the lead breaks – it has either left me staring blankly at the broken end – recollecting the time and patience invested or sometimes left me with tears,” he says. Rejoining the broken lead is next to impossible, he adds. He suggests that the artiste can only learn from his past mistakes, move on and start again, he says.  Interestingly, Surendra says that he never uses any specialised lenses or equipment to handle the delicate and intricate artwork. “Earlier I used only the regular blades, knives, and scissors to perform the art. Also, needles play a very crucial role in giving the final touches. Lately, with some help from my well-wishers, I sourced some surgical equipment for the ease of handling of the lead,” he says. A few years ago, during a micro-sculpture exhibition at SDM, Dharmadhikari of Sri Kshethra Dharmasthala and Chairman of SDM Educational Trust D Veerendra Heggade appreciated my art and suggested that I must attempt a world record. He put me in touch with his students, who had formerly attempted a World Record in a Rubik-Cube event. “Then a student of SDM, Pratyush K Bhat systematically guided me with the rules, regulations and gave me guidance. After years of practice and perfecting the chain-link, I decided to give it a shot,” he says. Narrating his D-Day on April 7, Surendra said that as per GBWR, he had to summon their officials, however that meant inflating the event expense by Rs. 7 lakh. But alternatively, Guinness Book of World Records rules also gave leeway to Surendra to arrange local witnesses, including a gazetted officer and videotaping the entire event to bear testimony to his performance. “Almost over 100 people had gathered at the Rotary Balabhavan venue at Karkala, from 7am till 7pm. It was very intimidating as there was no room for error. But I was able to gather my concentration and patience, and string together the 58-chain graphite link and succeed,” he says. “Subsequently, unedited footage of the event along with witness statements were sent to GBWR and in the mid-week of September, they announced the result,” he says. Besides his passion for lead-art, Surendra says that he was also honing his skills on wax-models, chalk-piece art, and acrylic colour painting. Having completed his education in an Industrial Training Institute (ITI), Surendra says that he wanted to complete his Diploma in Electrical. However, family commitments, including taking care of his aged parents and his three sisters, had compelled him to step back from pursuing his studies. Drawing a salary of Rs. 12000 from Karnataka Power Transmission Corporation Limited, (KPTCL) as a ‘temporary worker’, he hopes his service is regularised soon. Apart from monitoring the news for any challenge to his new accomplishment at GBWR, Surendra who already has 108 lead-based miniatures of Bharatanatyam Bhangi’s (positions) to his credit, says that he wants to create more variety of them so that it becomes a referral point for future generations to understand the intricacies of the art. “Photographs are generally 2D image, the younger generation wants to see beyond it. No funds yet from Centre for flood relief, Karnataka diverts money from 39 departments

It has been close to two months since floods ravaged several districts in Karnataka rendering thousands of people without homes. And yet, the central government has not released flood relief funds. With elections fast approaching, the BJP government, which does not want the anger in flood-hit areas to simmer any further, has decided to divert funds from 39 departments. These funds will be used to help rebuild homes of members of the Dalit and Adivasi communities, who were affected by the recent floods. “Several department heads like those from Public Works, Irrigation, Rural Development, Panchayati Raj and other departments, were at the meeting. The CM asked each department head whether they would be able to contribute funds to flood relief works. Each department has been asked to be frugal with spending money allocated to them as per the state budget and only projects that are absolutely necessary are to be undertaken,” a senior official from Department of Social Welfare told TNM. Speaking to TNM, Joint Director of the Department of Social Welfare, Urmila, confirmed that Chief Minister BS Yediyurappa held a meeting with heads of 39 departments in order to review the funds that could be pooled in for flood relief works. The meeting was held on September 20 and CM Yediyurappa has directed several departments to divert Rs 1,100 crore for rebuilding homes for the members of the Dalit and Adivasi communities. The Chief Minister has asked the various department heads to gather the funds, which will be allocated to eligible persons by the Department of Social Welfare. “The total amount is coming up to Rs 1,100 crore. This is only for construction of homes for SC and ST people. More money is needed for flood relief in terms of compensating crop losses, which the centre must provide. We are waiting for NDRF funds,” she added. The lack of progress in allocation of funds to Karnataka has made farmer groups threaten protests across the state. Speaking to TNM, member of the Karnataka Rajya Raitha Sangha, Kururbara Shanthakumar, said that farmers across the country would protest if the union government does not release funds for crop losses soon. “Construction of houses will take time but the government can at least give us money for crop losses so we can get started on farming activities. It's almost two months and there has been no progress,” he said. According to the Chief Minister’s Office, most farmers in the affected districts have incurred 50% crop loss due to floods. Data states that in 130 flood-hit taluks in Karnataka, 2.7 lakh farmers have lost their crops. Of these, Rs 730 crore damage has been in agricultural lands, Rs 126 crore in sericulture plants, Rs 136 crore in horticulture plantations and Rs 162 crore in coffee plantations. The National Disaster Management Fund allocates Rs 6,800 to each farmer for flood relief irrespective the damage. “The government has to allocate around Rs 1,100 crore for flood relief. The Centre had approved the funds but they have not been released yet,” Shanthakumar added. On August 20, the Home Ministry said that a high-level committee, headed by Union Home Minister Amit Shah approved Rs 1029.39 crore to Karnataka for floods in 2018. However, these funds have not been released to the state government. CM BS Yediyurappa met Home Minister Amit Shah on Sunday and requested that Rs 2,000 crore be released immediately.

In order to improve efficiency on roads, the police commissioner has called for people to volunteers to help regulate Bengaluru's traffic woes.

Bengaluru Police Commissioner Bhaskar Rao recently announced on social media that they were planning to raise the number of volunteer ‘traffic wardens’ from 390 to 2500. The move aims to address the disparity between the number of traffic police in the city and the growing number of vehicles. Meanwhile, the number of traffic police deployed stands at 4718. Although traffic wardens aren’t new in Bengaluru, authorities are hoping to boost existing numbers to bring help the short-staffed service. Here, people get a chance to spend their time constructively. If they can spare sometime they will be helping out the public,” Nambiar added. He also expressed appreciation for the commissioner for spreading awareness about this service.  Some traffic wardens, like Manju Mehra, have been working regularly and play a pivotal part in their neighbourhood. “You get to know and see many things. This gave me the opportunity to help several people. The gratitude you receive by helping someone can’t be compared with anything. It helps them trust others more too,” says Manju, who has been volunteering for five years from 9 am to 3 pm when her daughter goes to school.  People like Manju work in teams. They coordinate with the traffic police and are designated to an area. Speaking to TNM, Sarah Fathima, Deputy Commissioner of Police and Traffic North, Bengaluru city, said, “Those who think they can improve the traffic can come and be a part of this initiative. And those who criticise us thinking we are out to get them - they can also join us to see the other side of the coin." When asked of the response till now, Sarah said, "People are asking about the details and want to enroll. After getting all the approvals, we will start recruiting,”

NLS Bengaluru students call off protest after Chief Justice expresses disapproval

Students of the National Law School of India University (NLSIU) in Bengaluru have called off their protest with immediate effect, after word came in through an NLS alumnus that the Chief Justice of India had expressed his disapproval for their actions. The protest, which started last week, was called off on Monday afternoon.  A large number of students had also incidentally boycotted their exams which were held earlier on Monday to voice their dissent. The students have been voicing their dissent for over a week against the inordinate delay in the appointment of a full-time Vice-Chancellor (V-C). While the position fell vacant when the previous Vice-Chancellor R Venkata Rao completed his term of 10 years on July 31, his successor, Sudhir Krishnasamy had been named on August 2 following due procedure. Students allege that despite this, present registrar OV Nandimath who was one of the applicants for the V-C post and is a vital part of the existing framework is acting with vested interest to stall the process. Read: Students at NLS Bengaluru boycott semester exams in protest against administration In a statement, senior advocate Gopal Sankaranarayan, himself an alumnus of NLSIU, said the Chief Justice of India Justice Ranjan Gogoi (also the Chancellor of NLSUI) and Justice SA Bobde had granted him an audience on the issue. He also communicated the stand of both the judges to the students.  According to the senior lawyer, the two judges opined that 'students ought to call off the protest and take part in their examinations immediately – the protest appears to be based on an incomplete understanding of facts, and ought not to be continued'. The statement also raised doubt if the Chief Justice would attend the convocation ceremony “in this atmosphere”.  “Separately, a reservation was expressed about attending the forthcoming Convocation if the atmosphere were to be vitiated by student protests. They did not question the Constitutional right of students to protest issues but were unsure of their participation in such an event. As judges holding office in the Supreme Court of India, it would not behove them to be subject to this,” Gopal Sankaranarayanan’s statement said. Reacting to Gopal’s statements, the Student Bar Association, said, “In this meeting, he (Gopal) was able to explan to their Lordships the concerns of the student body. The Hon'ble Judges have responded by acknowledging that although there has been some misinformation circulating, they have been cognizant of all the relevant facts concerning the situation of the appointment.”  “It is abundantly clear to them that that the decision of the Sub-Committee constituted by the Executive Council was final and that nothing more was left in the process except for a formal decision of the Chancellor, which will be released shortly,” it added. The SBA further said, “The respected members of the Executive Council will face no hindrance of any form at their 89th Meeting and shall be welcomed by the student body wholeheartedly as they discharge their functions.” The student body also assured it will fully support the annual convocation and ensure that it is held successfully. The students also said they have faith in their alumni and the protest was the last resort and said they would like to apologise profusely. They said that the actions were not targeted towards any single individual but were driven by a “moral concern” regarding the delay of the appointment of the Vice-Chancellor.

At 9 pm every night, viewers turn to their favourite news channels for the Prime Time Debate. While some prefer a level of drama, others choose programmes that are more sombre. In this crowded news slot, one journalist has made a distinct mark for himself in Hindi. Ravish Kumar, who won the Ramon Magsaysay award this year, and was in Bengaluru on Sunday to receive the inaugural Gauri Lankesh National Award for Journalism, has been hailed for highlighting under-reported problems of ordinary people. In an interview with this reporter, Ravish makes a startling pronouncement: "I know my livelihood is connected to the news but the media in India has now turned against its own citizens and we should be wary of this.” Newspapers and TV channels now are a threat to democracy in India, he says.  “To protect India's democracy and to save the self-respect of Indian readers, people should stop reading newspapers and stop watching television news. If we want to be misled, why do we pay for our media? As long as public does not create pressure on media, this will not change. Whenever we (journalists) meet someone, be it a taxi driver or our own relatives, we need to tell them how journalists are not being allowed to do their job. It has to be told that newspapers and TV channels are keeping the public in the dark,” he says. Here are excerpts from the interview:  If people are to stop watching the news and reading newspapers, where does the public turn to for information? Is citizen journalism or alternative sources of news the way to keep ourselves updated? It is difficult to do citizen journalism in these times. If members of the public are not supporting journalists from mainstream media, how can we expect them to support citizen journalists? It is highly risky, and cannot supplement mainstream journalism. The focus should be on mainstream journalism. The idea of citizen journalism is like outsourcing our jobs. Does a doctor say, “become a citizen doctor,” and ask people to decide the medicine themselves? Does a lawyer say, “become a citizen lawyer and represent yourself in court”? Citizens are citizens, and cannot be expected to do journalism. The citizen pays money and invests time in buying a newspaper or watching TV news – but there is little journalism left in them.  It is also not necessary to bring in alternative journalism, the kind practiced by news websites, into this discussion. Most people in the country follow mainstream media and alternative sources have not yet replaced this. Our focus should remain on changing the structure and composition of mainstream media.  In times like this, how important is the need to have journalists from all backgrounds? Will diversity in newsrooms solve the problem? I wish there were more working class reporters and people from various caste backgrounds in the media. There is a need for diversity and for more journalists to understand the problems of the working class. On Ambedkar Jayanthi, there are rallies that draw lakhs of people. But is that even seen in the newspapers or television channels? The media platform has been hijacked by the elite and it needs to be understood that we exclude many groups from getting their due space in the media. Even a Dalit editor will be restricted from publishing their views.  How difficult is it to report from a place like Kashmir where access to information has been shut down? The tendency to support anti-democratic elements have grown stronger in Indian society. Reporting from Kashmir is difficult because people cannot speak to their own relatives. It is a jail of sorts. If the government has taken a decision, why won't they go to Kashmir and discuss the decision with the people there? Why have rallies across the country in Bhubaneswar and Patna? And why not in Srinagar? It is true that the work journalists should do is being done by comedians. Many TV channels air shows on astrology or add to communal tension which is not in line with scientific temper or rationality.  If Raja Ram Mohan Roy was carrying out a socio-religious reform movement today, television anchors would have called him a traitor of Hinduism.  While it is true that comedians are doing our jobs and asking question but what is their impact in society? People must not treat this as a joke. If the media was portraying similar issues, it would be taken more seriously.  Comedians are introducing diverse ideas to a small section of the society but why can’t this happen in the news media? Today, satirists and cartoonists are losing their jobs. If anybody does a caricature of Prime Minister Modi, either he loses his job or he goes to jail. The impact of mainstream media cannot be replicated by comedians and satirists.  As a Hindi journalist, what do you think about the idea of 'one nation one language'? As a Hindi journalist, I feel one nation one language is a rubbish idea. My mother tongue is Bhojpuri and I learnt Hindi like other people have learnt English. I wish I was like a taxi driver in Bengaluru who knows as many as five languages! People from Hindi-speaking states should keep quiet on the language debate until we learn a few southern Indian languages. In Uttar Pradesh, 10 lakh students failed Hindi subject in 10th and 12th board exams. In Hong Kong, a mass-movement was started against the government calling for the withdrawal of a proposed Hong Kong extradition law. Is that something that could happen in India?   The spaces for protest or dissent in India is shrinking. In Patna, there was a space between the High Court and Secretariat has now been shifted to a place that is in a corner. The situation I am told is similar in New Delhi and Bengaluru. How will democracy survive if we don’t expand these spaces? There is a small segment of the youth that is resisting but the number is small and scattered far and wide... Look at what is happening in Jadavpur University. It is not just in JNU that protests are erupting like this. We should support the youth in the country in developing a democratic instinct like this.

No objections to 17 disqualified MLAs contesting bye-polls in Karnataka: EC tells SC

The Election Commission on Monday told the Supreme Court that it has no objections against the 17 disqualified MLAs contesting bye-polls slated to be held in Karnataka. Fifteen of the 17 constituencies go to polls on October 21. The EC made its submission before the three-member bench headed by Justice NV Ramana, who agreed to hear the plea filed by the disqualified MLAs challenging their disqualification. EC’s counsel Rakesh Dwivedi told the court that the Commission sees no reason to stay the polls as it doesn’t bar the MLAs from contesting. Citing precedents set by Tamil Nadu, where 18 disqualified AIADMK MLAs were allowed to contest polls, EC told the court that it does not object to the disqualified leaders from contesting, ET reported. Kapil Sibal, who appeared for the Congress objected to the EC’s submission and said that the Election Commission made its submission even before the court had issued them notices.  Mukul Rohatgi, who appeared for the disqualified MLAs, said that the former Karnataka Assembly Speaker’s orders were arbitrary and illegal, NDTV reported. He urged the court to allow the disqualified MLAs to contest the bye-polls. The hearing has been posted for Wednesday as the Supreme Court has issued notices to the Congress and JD(S) party chiefs in Karnataka, CLP (Congress Legislative Party) leader Siddaramaiah and former Speaker KR Ramesh Kumar to file their responses. This came as the Congress and JD(S) had filed a caveat pleading that their case be heard, before the SC makes a decision on the disqualified MLAs. The 17 MLAs were disqualified in July this year. Ramesh Jarkiholi, Mahesh Kumatahali and R Shankar were disqualified on July 25, while the remaining were disqualified on July 29, a day before the motion of confidence was passed in the Karnataka Assembly, which brought down the Congress-JD(S) coalition government. Former Speaker KR Ramesh Kumar had disqualified the MLAs and stopped them from contesting polls for the duration of the assembly, which ends in 2023.

A 22-year-old accountant was stabbed to death at a bar in Bengaluru on Sunday afternoon after he asked a group of people not to make noise. The incident occurred at East End Bar near Bengaluru’s Mico Layout on Sunday around 1 pm. The deceased has been identified as Kishor Kumar, a resident of Byrasandra, who was working as an accountant at a private company in Bengaluru. Thilaknagar Police, who are investigating the case, say that Kishor and his friend Yusuf Pasha went to East End Bar on Sunday afternoon for drinks. Sitting next to their table was a group of four persons, who were allegedly making a lot of noise and singing loudly. “At around 2 pm, Kishor got up and approached the people at the adjoining table and asked them to lower their voices. There were four people sitting there. These were Anand, Madhu, Tabrez and Arpitha. Kishor and the four people got into an argument and both parties have hurled verbal abuses at each other,” Thilaknagar Police said. The waiters allegedly broke up the fight. However, a few minutes after the argument ended, Anand, Madhu, Tabrez and Arpitha approached Kishor and allegedly began assaulting him and his friend Yusuf. When Kishor retaliated, Tabrez allegedly fished out a knife from his pocket and stabbed Kishor in the chest. Soon after Kishor collapsed, the group of four tried to chase down Yusuf, who had run out of the bar. Yusuf managed to escape but returned to the bar a few minutes later. “Kishor was lying in a pool of blood. The manager of the bar had informed us and we arrived at the spot. They had also called for an ambulance. Kishor was taken to a nearby private hospital, where they declared him brought dead,” Thilaknagar police said. The police identified the suspects with the help of CCTV footage. Thilaknagar Police say that prime accused Tabrez (28) is a history-sheeter and a gangster in the area, who has 15 cases registered against him at various police stations across the city including three for murder and other cases related to attempted murder, robbery and dacoity. The police tracked down Tabrez to Bannerghatta Road on Monday afternoon. After a high-speed chase, Tabrez, who allegedly tried to hurt the police, was shot in the leg and then nabbed. The police also arrested Anand (25) an auto driver, Madhu (26) a helper at a marriage hall and Arpitha (28). The four accused have been booked for murder and remanded to judicial custody.

Just a week after Chitradurga’s Dalit MP A Narayanaswamy was stopped from entering a hamlet in Karnataka, the members of the community organised a grand program to welcome him into the village on Monday. People of Pemmanahalli Gollarahatti, members of the Golla (Yadava) community, had stopped Chitradurga MP from entering their village last week. Speaking to TNM, MP Narayanaswamy says that Thippesh, one of the elders in the Gollarahatti, had been in touch with him ever since the incident occurred on September 16. “I know many people from the Gollarahatti personally. Some of them are my friends. When several people of the community refused to let me inside, a few of them got together and held talks with members of the Gollarahatti. On Friday, Thippesh informed me that the community members were organising a program to welcome me into the village,” Narayanaswamy said. On the morning of September 16, Narayanaswamy’s convoy including representatives from Biocon and Narayana Hrudayalaya, entered the mud path leading to the Gollarahatti. As he convoy reached the entrance of the village, they were stopped by the residents. The MP, who belongs to the Madiga community, was shunned in Gollarahatti (settlement of Golla community). The Madiga community is a Dalit artisan group classified as a Scheduled Caste. The MP had told TNM that the Gollas believe that Dalits entering their village was a bad omen. "I have worked for over 20 years and I have never experienced this. I do not see people through the lens of caste. Neither do I have it in my mind that I am from a particular caste. I won't try to forcefully go to the village again because I want the people of the village to understand this is wrong and welcome people from my community there," Narayanaswamy had told The News Minute at the time. But on Monday morning, the village appeared to have a change of heart. A grand procession was organised and members of the Gollarahatti showered flowers and garlanded Narayanaswamy. The planned event went on for over three hours with speech made by seers of both the Madiga and Yadava communities. Pemmanahalli Gollarahatti is in Tumakuru district’s Pavagada taluk. Although Pavagada is in a different district, the area falls under the Chitradurga Lok Sabha segment, which Narayanaswamy represents. On September 16, Narayanaswamy, along with officials with Biocon, had gone to the Gollarahatti to discuss developmental works that could be carried out with the help of CRS funds. “There are many people who are educated in the Gollarahatti but there are a few who believe in superstition. They believe that Dalits entering their village is a bad omen. Madara Chennaiah Swami, pontiff of Kaginele Mutt and several seers from the Yadava community were also there to show that there is no room for discrimination,” Narayanaswamy added. Narayanaswamy distributed LPG cylinders to 19 families in the village and also said that development works to construct roads, storm water drains and proper sewage lines will be taken up at the earliest. “I have already sanctioned funds for constructing roads and drains. We are also setting up an RO plant so the people can get drinking water. We have to finalise on where the new anganwadi will come up. I have also sanctioned funds to provide interest-free loans to the people living in the village so they can invest in cattle and their agricultural lands,” Narayanaswamy said.

A 65-year-old woman from Karnataka has been arrested for allegedly killing her 10-year-old grandson by drowning him the Hemavati River in Mandya. Disturbing pictures of the little boy’s body, with his arms and legs tied to a rope and lying on the banks of the river have gone viral on social media. The 10-year-old boy Prajwal was a resident of Karnataka’s Krishnarajapete and his body was recovered from the Hemavati River on Tuesday afternoon. According to the KR Pete Town Police, Shanthamma walked into the KR Pete Town Police Station on Tuesday morning and confessed to killing her grandson. “She just walked in and said that she had killed her grandson around 8.30 am. We sent out a search party and by 12 noon, we recovered the boy’s body. Shanthamma has been booked under section 302 of the IPC,” the police added.  Shanthamma was taking care of her grandson Prajwal for the last four months after her daughter – the boy’s mother – remarried and moved to Mangaluru. “Shanthamma had been taking care of the boy and for the last four months she used to have arguments with her daughter about her getting remarried. Shanthamma had threatened her daughter that she would kill Prajwal if she did not come back home on multiple occasions,” KR Pete police said. Over a week ago, the mother had allegedly informed Shanthamma during one of their telephonic conversations that she would come back to KR Pete in a couple of months. On Monday evening, Shanthamma went to pick up Prajwal from his school and on their way back, she went towards the river bank. Shanthamma had allegedly come prepared with a rope. “She tied Prajwal’s hands and legs and pushed him inside the river. When she was sure that he was completely submerged in the water, she too tried to end her life. People who were passing by, saw her and rescued her,” the police added.

Who is the vulture?” After Kumaraswamy response, Siddaramaiah further retorted, and made a comment about Kumaraswamy not being “in possession of his mental faculties”. “Which party does GT Devegowda (Chamundeshwari MLA) belong to? JD(S) right. A couple of days ago, he openly said that Kumaraswamy had asked the JD(S) to support the BJP candidate in Mysuru and Chamarajanagar. GT Devegowda is not from Congress. He is a JD(S) MLA and a former minister in Kumaarswamy's cabinet. So, who is staging a drama now? Me or Kumaraswamy?” Siddaramaiah said, speaking to media persons. Things have been bitter between Congress and JD(S) after the Karnataka government fell and the coalition could not maintain majority. Weeks after a video of a person in an astronaut suit walking on a pothole-ridden road in Bengaluru went viral, another one has emerged from Mangaluru. And this time, the ‘astronaut’ is a girl studying in class 6, Adlin D Souza. The present video features the young girl doing the ‘moonwalk’ on the pothole-ridden Central Market Road in Mangaluru. Her video emulates one conceptualised by Bengaluru artist Baadal Nanjudaswamy, who had an artist don an astronaut suit, and deliberately walk on road filled with potholes in Bengaluru, likening it to the cratered surface of the moon. Adlin’s father, Ajoy D Souza, is the co-founder of Mangaluru City Corporation civic group, an organisation formed in 2015 to carry out campaigns and raised awareness about civic issues. This video featuring his daughter was part of a campaign to draw the city authorities’ attention to the deplorable condition of the roads. “There are many other places in Mangaluru were we could have done this too,” Ajoy tells TNM. “This is part of a campaign where we want to shed light on the bad condition of roads in Mangaluru. Maybe we will do another ‘moonwalk’ on other roads, maybe we will take up other activities. But this issue needs attention.” Ajoy adds that his daughter enjoyed being part of this video, and has previously participated in the MCC activities as well. “We hope this comes to the attention of authorities and the roads are repaired in time,” he says. Baadal’s viral video was emulated in Mexico as well, where a digital advertising agency in recreated the ‘moonwalk’ in Pachuca, the capital city of the country’s largest state of Hidalgo. The CEO of a Bengaluru-based startup has been accused of stalking his ex-girlfriend, breaking into her house, accessing her Facebook without her permission, and stealing her phone. Rahul Singh, the CEO of a 3D printing startup in the city, has also been creating fake email IDs and social media profiles to stalk and harass her, the woman has said.  The complainant – a Business Analyst in a private firm – was in a relationship with the accused since May last year, but broke it off earlier this year as they had frequent fights. “He kept on calling me, texting every day to convince me to get back with him. I made it very clear to him that I would not like to continue this relationship and he must not contact me. He was harassing me on mails, WhatsApp, Instagram and every social media and contacting me from different numbers. I was not in talking terms with him since August 2019 and had made it clear to him not to contact me,” the complainant said.  On September 1, she alleges that Rahul broke into her house and stole one of her phones and also accessed her Facebook account and changed the password. Following this, she – approached the HSR Layout Police Station on September 1 – but instead of filing an FIR, the police made Rahul give a written statement to the police in which he promised to stay away from her. However, he continued to harass her, she said.  On September 12, after the complainant met the jurisdictional Deputy Commissioner of Police, Isha Pant, an FIR was filed. The FIR details the allegations against Rahul Singh.  “After that DCP spoke to them, the police promised to arrest him. But after that, the police said they were speaking with his father,” she alleged, “Now, my lawyer is telling me that he has already got bail. Every day I am meeting the police, they are saying they are doing their work but I fear for my life.” Rahul Singh’s father holds an influential central government job. The complainant has alleged that he called her mother and said that he would not be responsible for the repercussions of the FIR, after which the complainant approached the Commissioner of Police and gave him a letter regarding the issue.  “After filing the FIR, Rahul did not contact me from his phone but started creating fake email IDs and social media accounts in my mother’s, sister’s names and continued with the abuse and threats,” she said. She added, “On September 18, he followed me again when I was walking back home. He was sitting on an auto with something in his hand. Since it was an isolated area, I just rushed back home.” “Even when I was meeting the Commissioner of Police, I was receiving emails from these fake accounts. He seems to know everywhere I am going or what I am doing. Even if I am leaving office early, he seems to know,” she said.  HSR Layout police said they are probing the case and refused to comment further on the case. DCP Isha Pant could not be reached for comment.

Many of the media channels are threatened to convey wrong messages,” reads a fear-mongering message being circulated on WhatsApp and social media. However, rubbishing the claims made in it, Dr PS Harsha, Commissioner of Police, Mangaluru, has stated that there is no need to panic. “This is all rumour mongering. There is nothing to worry about. Some people are unnecessarily spreading panic,” he said to TNM. The message was being forwarded on WhatsApp following a public meeting held earlier in the week in Udupi where members from the Vishwa Hindu Parishad (VHP) and Bajrang Dal spoke about recent instances of alleged forced religious conversions. At the meeting held on Tuesday, VHP divisional secretary Sharan Pumpwell claimed that two people from the city had been forcibly converting others and demanded their arrest. “We have heard that the forceful conversion of people is happening quite often in some prayer centres of Dakshina Kannada and Udupi. This is a systematic conspiracy and a probe should be held. All religious centres need to be checked. People should support in order to prevent such kind of religious conversion,” he reportedly said. Speaking at the meeting, Sharan also stated that they would approach the Centre and ask for an anti-conversion bill to be implemented and enforced. However, this has now been twisted into a so- called warning and is being forwarded in groups.

While 18,000 existing pourakarmikas were supposed to be regularised, BBMP has issued a notification to fill only 4,000 new posts.
Hundreds of pourakarmikas (sanitation workers) on Tuesday gathered in protest at the Bruhat Bengaluru Mahanagara Palike (BBMP) headquarters against the Palike’s decision to regularise only 4,000 posts while 18,000 pourakarmikas have been working in the city for a considerable amount of time.  The demand for regularisation is longstanding and the state government under former CM Siddaramaiah had promised to regularise all the pourakarmikas by March 2017, by which they would have been assured of minimum facilities like one weekly leave. Moreover, the protesters under the aegis of BBMP Pourakarmikara Sangha (All India Central Council of Trade Unions) stated that the application process and norms as per the new notification are more exclusionary in nature than favouring those who are already toiling for decades to keep the city clean. One of the opposed criteria is an age limit of 45 years when many of these 18,000 workers are already two decades into the job. The new process also calls for applicants to submit multiple documents. Rima, a pourakarmika who works in Kadugondanahalli, said, “We don't even know how to read or write, I didn't even go to school. I just punch in punch out and do my job. Now I'm asked to be fluent in reading and writing.”  She added, “I am not receiving my PF. I'm being asked for a school certificate which I don't have. I don't even have a birth certificate since I didn't get one, now they're asking me to show it.” Shanti, another pourakarmika who has been working in the city for 23 years, said, “I'm working for all these years but my biometric fingerprint hasn’t been registered with the BBMP, my file is not with them. I have applied for it with everyone but due to some technical error they haven't added me yet. Whenever I go in and complain, they procrastinate and push me away.” She added, “I have approached many officers over a period of 14 months but none are giving a response. I have suffered a lot because of this. I have no official identity here despite working for decades. It feels unfair that I'm being cast out. They're pulling our legs by sending us here and there, even my supervisor doesn't care.”   Currently, these workers are being paid by the BBMP directly as opposed to by their contractors, after years of struggle against a system which has regularly exploited the workers by denying them their rightful wages.   While they are promised a minimum salary of around Rs 15,000, they get around Rs 12,000 on average after deductions for insurance and provident fund. In contrast, regular pourakarmikas are promised a salary between Rs 17,000-28,900. Lekha Adavi, lawyer-activist who took part in the protests, said, “The application process itself is online. Most of the workers are not comfortable in using online forms even though they may use WhatsApp or other apps. There is an online payment that one has to make to apply for the job, which is equally ridiculous to ask. Moreover, they have demanded that the applicants need to know how to read and write Kannada. While speaking in Kannada is requisite, the problem is the majority of workers have not been to schools.” She added, “The demand for extra documents like experience certificates again from these workers does not make sense as the BBMP already has their biometrics and PF numbers.” The workers called off the protests after the BBMP Commissioner BH Anil Kumar and Special Commissioner D Randeep said they would stall the hiring process and make it more accessible. Karnataka Premier League (KPL) cricket team Belagavi Panthers' owner Asfaq Ali Thara was arrested for his alleged involvement in a betting scam in the KPL tournament, run by the Karnataka State Cricket Association (KSCA), police said on Wednesday."On a tip-off that Thara was in touch with a Dubai-based bookie, the city's central crime branch police have taken him into custody on Tuesday to unearth the betting scam in the league cricket," Bengaluru joint commissioner of police Sandeep Patil said here. The KSCA runs the KPL T-20 tournament every year on the lines of the popular Indian Premier League (IPL) T-20 tournament by the cash-rich Board of Control for Cricket in India (BCCI).."We are investigating Thara's role in an alleged match fixing in which a few players of other teams are reportedly involved. We have summoned them also for questioning, as he was in touch with some of them," Patil said in a statement. The KPL was established by the KSCA in August 2009 mirroring the Indian Premier League (IPL)..The KPL for 2019 was held from August 16-31. The KPL has seven teams representing prominent cities and towns across the southern state, including Bengaluru Blasters, Bellary Tuskers, Bijapur Bulls, Hubli Tigers, Mysuru Warriors and Namma Shivamogga squad. In another similar case, CCB officials seized ₹41 lakh following a raid in Nagarathpet in Halasuru Gate.Sandeep Pular and Rana Samla, the two accused, allegedly placed bets on the Twenty20 match between India and South Africa held in the city on Sunday.

Rizwan Arshad sends legal notice to news channel for linking him to IMA scam

The report alleged that Rizwan Arshad received Rs 18 crore from IMA and also carried Rizwan's response saying he was not involved in the scam.
Congress MLC Rizwan Arshad has sent a legal notice to News18 Kannada, a TV channel, for airing a programme linking him to the IMA scam. News18 Kannada, a part of the Network 18 group, on September 20 had aired a programme titled - IMA Probe | Is it true Mansoor Khan gave crores of rupees to Rizwan Arshad? What does Rizwan Arshad say? The report alleged that Rizwan Arshad received Rs 18 crore from IMA and also carried Rizwan's response saying he was not involved in the scam. The notice issued by the counsel of Rizwan Arshad says, "In this programme, you have made per se defamatory and derogatory remarks about our client without verifying the genuineness and correctness of the facts. The contents of telecasted news report are such that you are sowing in the minds of people that my client is involved in the IMA case and has derived unlawful income from the IMA or Mansoor Khan which is false and incorrect.” The notice accused News18 Kannada of misrepresenting facts. "Further you have misrepresented the facts, twisted them and telecasted it to sensationalise and the programme in your news channel is wholly unjustified and far from the truth and is subjecting my client for media trial and tarnishes his clean image," it reads. It also stated that the news channel did not attempt to clarify the facts with Rizwan Arshad. Further, Rizwan alleges that the TV channel worked in collusion with Rumaan Baig, son of Roshan Baig, since the programme highlighted tweets posted by Rumaan. He asked News18 Kannada to telecast a retraction of the report and delete the programme shown on September 16 and 20 or face damages to the tune of Rs 15 crore. Rizwan Arshad contested in the Lok Sabha elections in the Bengaluru Central constituency losing to PC Mohan of the BJP. The bye-elections for the Shivajinagar constituency in central Bengaluru are set to be held in October and Rizwan is one of the candidates Congress could turn to, after the departure of Roshan Baig.
