Two die in boiler blast accident at Bengaluru factory, police detain owner

The police in Bengaluru have detained the owner of a textile washing and colouring unit in Peenya after two workers died when a boiler in the factory exploded on Friday night.  According to media reports, the deceased have been identified as Srikanta (40), also known as Kanti, a resident of Kamath Layout in Doddabidarakallu, and Ramesh (35), a native of Bihar. Kanti, who is a native of neighbouring Kunigal taluk of Tumakuru district, had recently joined Santosh Kumar, the owner of the factory, as a business partner.  The factory unit — Phoenix Washtech Garments — is a few years old and was closed for a month due to maintenance work. The explosion has been attributed to the built-up pressure within the boiler as it was not operational for some time.  According to Deputy Commissioner of Police (North), N Shashikumar, the factory was set to resume operations again on Monday after the maintenance period. The mishap occurred when Kanti had gone near the boiler to check if the equipment was working properly.  Ramesh was also at the spot to unload some garments, which were sent for washing and colouring at the time of the explosion. Both of them died at the spot, police said.  Due to the impact of the explosion, even the walls and cement sheets of the factory were damaged. “We have detained Santosh Kumar, a resident of Peenya, for questioning and have taken a case of criminal negligence against him for allegedly failing to take precautionary measures to avoid hazardous incidents,” the Times of India quoted the police as saying. The Hindu reported that the boiler unit was unauthorised. Quoting TR Ramesh, Additional Director, Department of Factories, Boiler, Industrial Safety and Health, it said the washing unit was not authorised by the department and even the boiler was not registered.  The Labour Department officials reportedly said a criminal case will be registered against the factory owner.

Karnataka Pradesh Congress Committee President Dinesh Gundu Rao has written to the Chief Election Commissioner of India seeking action against Karnataka Chief Minister BS Yediyurappa, BJP state president Nalin Kumar Kateel and others over alleged violations of the Model Code of Conduct. In his letter, the KPCC president stated that Yediyurappa referring to the rebel MLAs of the former JD(S)-Congress ruling coalition as “future ministers” was a violation of the poll code. It may be recalled that all 16 of the 17 rebels, barring Roshan Baig, who were instrumental in ending the HD Kumaraswamy-led government, were inducted into the BJP following the SC order that they can contest the bye-polls. The disqualification of the MLAs had paved the way for the BJP to form the government in the state in July this year. In his letter, the senior Congress leader said, “BS Yediyurappa described them as ‘future Ministers of Karnataka’ after bye election and also said that all promises made to them would be fulfilled. This statement is made by Sri BS Yediyurappa with a view to induce and to influence the voters of the above said assembly constituencies.” (sic) Incidentally, 13 out of the 17 MLAs have already been given tickets to the bye-polls from the seats they had won during the 2018 elections as part of Congress/JD(S). The BJP announced that Mahesh Kumathalli (Athani), Shrimant Patil (Kagwad), Ramesh Jarkiholi (Gokak), Shivaram Hebbar (Yellapur), BC Patil (Hirekerur), Anand Singh (Vijayanagara), Sudhakar (Chikkaballapura), Byrathi Basavaraj (KR Pura), ST Somashekar (Yeshwanthpur), Gopalaiah (Mahalakshmi Layout), MTB Nagaraj (Hosakote), Narayanagowda (KR Pet) and AH Vishwanath (Hunsur) would be the party’s candidates in the bye-elections. The Congress also took exception to Yediyurappa stating that the BJP will field not Roshan Baig but M Saravana from Shivajinagara to give representation to the Tamil speaking population. The letter also encloses media reports, in English and Kannada, confirming Yediyurappa’s statements. Seeking action from the EC, the state Congress chief wrote, “These acts of Sri BS Yediyurappa and of the above said candidates of BJP and other leaders of BJP are in violation of the provisions of section 171 of the Indian Penal Code, the Provision section of 123 of the Representation of the People Act 1951 and of the Model Code of Conduct. They have made these acts/statement with an intention to induce and to influence of the voters of the above said assembly constituencies; which is nothing but corrupt practices committed by them which is punishable under the provision of section 171 A to F and Section 153A of the Indian Penal Code, Section of the 125 of the Representative People Act 1951 and of the Model Code of Conduct. It is an offence committed by the said leader and the same is reported in the media at large. It is the duty of the Commission to take cognisance suo motu and to initiate action against the said persons.” Moreover, the KPCC president also pointed out that the BJP promising an MLC seat to independent MLA from Ranebennur, R Shankar, who was also disqualified, was also a violation of the model code of conduct which has been put in place since November 11.

Sarjapur residents say ‘illegal’ ad panels posing threat to road safety

The Karnataka High Court’s scrutiny has ensured that Bengaluru is free from illegal advertising panels including flex banners by and large – but this is not the case even just outside the city limits. Citizen activists in Sarjapur allege that contractors who have been awarded tenders by the local panchayats are putting up ad panels indiscriminately on the divider of the Sarjapur Road. Other than placing these ad panels, those putting the ad panels have uprooted trees planted by the local residents, activists allege. While activist group Voice of Sarjapur has raised the issue multiple times, and has gotten the PWD to write to local panchayats to take action against the people putting up these banners, activists say that this has not helped. Even if PWD officials remove these installations from dividers, they reappear soon on the Sarjapur road stretch from Carmelaram Station to Sarjapur Circle Road, they allege. Deepanjali Naik, a member of Voice of Sarjapura says, “In the pretext of cleaning the divider, all the plants have been removed which were planted as part of a citizen initiative to make the neighbourhood green.” When contacted, Durgappa, Superintendent Engineer, PWD acknowledged the problem and said that he has asked local level engineers to sort out the issue. Based on the compliant by the activists, police have registered a non-cognizable report against unnamed persons. However, one of the private contractors denied the allegations and claimed they have not done anything wrong. Garry Regan, Managing Partner of DS Ads, said, “We have done everything following the norms. We have the requisite permission from the authorities. We will counter them (the activists) legally.

Congress’s candidate for the Hosakote bye-poll in Karnataka, Padmavathi, filed her affidavit on Sunday. Padmavathi is married to sitting Congress MLA Byrathi Suresh from Hebbal, and this is her first election. The couple’s wealth has grown by just short of Rs 8 crore in the last 18 months.  According to Election Commission rules, a candidate has to declare not just their own assets, but also those of their spouse. The sum of all the assets (moveable and unmoveable) owned by Padmavathi and her real estate tycoon husband Byrathi Suresh amount to a little over Rs 425.5 crore. The affidavit filed by the Hebbal MLA in 2018 had said their assets were worth Rs 416.7 crore. Clean water from air: Swiss company brings new hi-tech solution to India

While the company says some industries in India have shown interest in the technology, experts are sceptical about how sustainable or scalable the technology is.
Ever imagined there would come a day when a machine generated water from thin air? Meet AWA Modula, a piece of high tech developed by Swiss company Greentec Aqua, which has a patented process to turn air into potable water. It runs on the principle that as air contains humidity, the water can be extracted from it and used for human consumption. The machine was displayed for public view at Electronic City in Bengaluru recently. The air is run through an air-conditioning unit to take it to dew point. The water that comes out of this process is filtered and “re-mineralised” so that it’s safe for human consumption. The company’s managing director Martin Kolodziejczyk says that the machine is made of galvanised steel and food grade materials, which makes it different from your regular, run-of-the-mill AC reject water. Depending on the variant, you can get anywhere from 250 litres up to 10,000 litres per day from the machine. There’s also a variant that generates ultra-pure, distilled water which doesn’t have any minerals added to it, for use in industrial settings. It’s not a new idea – people have been using water condensation technology for millennia. The first known use of the technology was in Egypt, during the time of the pharaohs. A low-tech version of this is also in use in some parts of China, to provide drinking water in rural areas where there’s low connectivity and water scarcity. Jonathan Wright and David Richards from the US were the first to build it in the form of a machine in 2006, but the technology didn’t catch on at that time. However, now that there’s widespread water scarcity and urgent need for clean drinking water, this comes as an alternative. Greentec Aqua began marketing to India this year, after seeing interest in other developed nations like the US, Australia and UAE. However, AWA Modula comes at a steep cost. The starting price for the smallest 250 liters per day model is € 30,000, about Rs 23.77 lakh in today’s market. The model with 10,000 litres capacity and the highest specs costs € 700,000. There are also running costs. The 250-litre machine uses 3kW per hour, which can go up to 106 kW per day, while the 10,000-litre machine guzzles up to 162 kW per day. Martin says that some big industrial players in India have already expressed interest in the technology. But experts are sceptical about how sustainable or scalable the technology is. “If the machine costs close to Rs 24 lakhs, then who is going to buy it? Industries might be interested, but we must be realistic,” says Priyanka Jamwal, an ATREE fellow who is an expert in water management. “There needs to be a cost-benefit that will make industries consider alternatives to ground water. Groundwater is inexpensive. If the industry is sitting on a place with access to groundwater, all they have to pay for is the electricity to pump it up,” she points out. Conservationist Joseph Hoover says, “How much do you spend on the initial cost and running cost? It’s too much. Technology should be accessible to all. Should only industries have clean water?” Yaduveer Chamaraja Wadiyar, the Maharaja of Mysore, also happened to be at the venue for another engagement, and tried the water along with other locals. Bengaluru's Farzi Cafe, Shiro fined for allegedly violating smoking rules

Four pubs and eateries in the central business district (CBD) of Bengaluru were slapped fines for allegedly violating rules related to smoking inside the restaurant premises on Sunday The four establishments subjected to the scrutiny were Shiro, Farzi Cafe, Skyye and Biere Club. BBMP officials inspected the pubs after they reportedly received complaints from the public. The violations were under Cigarettes and Other Tobacco Products Act (COPTA) 2003 and other municipal laws. Both Shiro and Biere Club did not have demarctaed smoking zones and people were allowed to smoke and drink in the same place, which is a violation of the law, The Times of India quoted a senior BBMP official as saying. The two establishments were also told that their licenses will be temporarily suspended. While Shiro was fined Rs 15,000, the Biere Club was fined Rs 64,000 reports said Officials further said the other two restaurants were found to have designated smoking zones but they did not comply with the stated guidelines.  Speaking with TOI, BBMP Commissioner BH Anil Kumar said if establishments allow customers to smoke inside the restaurant, they have to provide a designated place for the same, with the permission of the BBMP officials. Otherwise, he said, the entire premises should be made a non-smoking zone. TNM had earlier reported how in August 30, 2018 the BBMP had issued a public notice banning smoking inside all hotels, bars and pubs in the city. The BBMP had, however, stated that these establishments can have enclosed smoking zones and must obtain a no-objection certificate (NOC) for the same. But more than a month after the notice was issued, BBMP officials said that only two bars had applied for the NOC so far. Instead, many restaurants and bars do not have a smoking zone and allowed customers to smoke inside the premises. The BBMP's Tobacco Control Programme had introduced the ban on smoking in hotels and bars as a part of its "tobacco-free" goal. BBMP officials said they aimed to make the city tobacco-free by 2030. According to a Government of India notification issued in August 2018, any establishment, such as a pub, bar, hotel and restaurant that has a seating capacity of more than 30 members, can have a designated smoking zone and it is mandatory for them to get a no-objection certificate from the local civic body. In Bengaluru, the NOC is provided by the BBMP tobacco control cell.

‘Overworked and underpaid’: 19 bonded labourers rescued from Bengaluru’s Anekal

“I often got chest pain and I requested for two months to get treatment. I promised to return, but the owner did not let me go. He asked me, who will do your work when you’re gone?” laments an unnamed 26-year-old bonded labourer, who has now been rescued. This was the reality of 19 workers in tree plantations in the town of Anekal, located two hours from Bengaluru city. Labourers were kept in the guise of returning advances paid, and were overworked with barely enough pay for basic food requirements. The government refers to such a condition as bonded labour: where the labourers are not allowed freedom of movement due to any debt or obligation, a severe human rights violation. In the early hours of Saturday morning, district officials in Anekal along with social workers from the NGO International Justice Mission (IJM), rescued 19 labourers who were trapped in the hands of the traffickers for more than five years. Two labourers among them were minors. Along with these labourers, there were also 10 children who were between the ages of eight months to 17 years. Acting on a tip-off from another rescued bonded labourer, the police quickly got into action beginning at 6 am, and began rescue operations. Rescuers report that these people were in a desperate condition. The labourers and children had wounds on their hands and feet, with no access to hospital facilities. The labourers were initially given a large advance of up to Rs 60,000, and were promised good pay and accommodation facilities. But the same advance proved to be the shackles that kept them tied to their place of work. The reality of living conditions was also starkly different to what they had been promised: they lived in makeshift tents with no sanitation facilities or food to eat.  Investigations and interviews were held on the same day, and the survivors were able to return to where they came from, within 24 hours of being rescued. The labourers were all trafficked from Krishnagiri in Tamil Nadu, and worked as woodcutters, where they cut down Eucalyptus trees at plantations for two weeks at a stretch without a break. Eucalyptus trees are extremely useful for construction, as they are a fast-growing species, as well as sturdy. Working days for the labourers would begin at 6 am and go on till 7 pm. They were initially promised a wage of Rs 600 per day, but were eventually given only about Rs 250 per week, which works out to Rs 35 per day of work. The current minimum daily wage for wood cutters in Karnataka is Rs 565 per day. Indrajeet Pawar, director of operations, IJM, says that as part of rehabilitation efforts, the labourers are given Rs 20,000 as immediate rehabilitation from the government. However, they would need to wait until they can get documentation to start a bank account first, which would mean that the process of procuring the money is often delayed. He also stated quite emphatically that “IJM does not do rehabilitation programs, but we do offer psychological counselling as they recover from the trauma of bondage.” He said that the labourers can also look forward to work from the MNREGA schemes from the Central government

Former Karnataka Minister and Congress MLA from Mysuru district, Tanveer Sait, was attacked with a knife by a man in his 20s late on Sunday night. The incident which took place around 11:45 pm in the night when the former minister was attending a wedding ceremony at Bal Bhavan in Bannimantap. According to reports, the surgery at Columbia Asia Hospital went on until the early hours of Monday and the minister was hurt near his neck The Times of India cited sources as saying that the minister walked to a vehicle as he was bleeding to reach the Columbia Hospital which was a kilometre away. The report cited doctors as saying that he had sustained “major injuries”. The assailant has been identified as 24-year-old Farhaan Pasha. The incident has also been reportedly captured by wedding photographers present at the venue. The Hindu reported police sources as saying that the minister’s condition was stable following the surgery. Soon after the incident, Farhaan tried to flee but was cauht by the ex-minister’s supporters and thrashed, before he was handed over to the police. Mysuru City Police Commissioner KT Balakrishna said the assailant was a resident of Udaygiri and was working as a handicraft artisan. Apparently, he was upset that Tanveer Sait did not arrange a job for him even though he had approached him several times. The Hindu said Narasimharaja Police booked Farhaan under section 307 (attempt to murder) of the Indian Penal Code. The accused is being questioned further. Following the incident, police increased security in sensitive areas of the city, including the vicinity of the hospital. Sait had served as the Primary and Secondary Education Minister during the chief ministership of Siddaramaiah and is a five-time MLA from Narasimharaja seat. His father Azeez was also an MLA from the same seat since 1967.

Hundreds protest as Kaiga nuclear plant expansion threatens Western Ghats

Activists say the expansion plan could wipe out 54 hectares of forest in the Wester Ghats as well as threaten the lives of those residing in the vicinity of the plant.
Environmental activists, religious leaders and residents living in the vicinity of the Kaiga Atomic Power Station held a public protest in Mallapura on Sunday raising concerns over the expansion of the power plant."We are going to the strike," 34-year-old Milana Bandekar said, pointing to a group of women headed to Mallapura in the government bus from Karwar in Uttara Kannada district of Karnataka. Mallapura is adjacent to the Kaiga Township where employees of the power plant reside. The Kaiga plant had started commercial operations in November 2000, after being commissioned in 1989. The plant set up 56 km away from Karwar, currently has four functional units generating 220 MW of power. 33% of the power generated is reserved for Karnataka. This is the first of many such large protests set to be organised against the Kaiga expansion plan after all environmental regulatory hurdles were cleared at the state and Centre level on Aug. 29. The plant currently has four units but the Nuclear Power Corporation Ltd. under the Department of Atomic Energy has proposed a fifth and sixth unit. However, activists want the project to be shelved. They argue that expanding the Kaiga plant will take up 54 hectares of forests in the eco-sensitive Western Ghats in the buffer zone of Kali Tiger Reserve. They urged the government to consider replacing it with other safer and cheaper power generating options like solar and wind energy.  Other than the pristine wildlife zone that will be destroyed, activists point out due to lack of an elaborate safety protocol, the entire project might put the lives of the people living in the vicinity of this plant in danger Another source of contention is the nuclear plant’s overdependence on water. Once functional, the two expanded units will consume 7,500 cubic metres of water per hour. “The water used by the upcoming units can be used by 15 lakh people instead,” said Shankar Sharma, a power policy analyst, at the convention. Shankar also questioned the government’s lack of acknowledgement of reports of radiation levels in these areas. A Tata Memorial Centre report in 2010 had said there was a spurt in cases of cancer over the past two decades in Kaiga. Experts insist that this is because of the radioactive pollution caused by the nuclear power plant. The government has neither acknowledged such reports, nor has it carried out any assessment on its own. Vishwesha Theertha, the chief seer of Udupi's Pejawar mutt, addressing the crowd, said, “Scientists have explained what will happen here and we must resist the expansion of this power station.”. The organisers of the convention also got support from Ex Karwar MLA Satish Sail who said that he along with others are going to fight the issue on legal front and ensure that the project does not see the light of the day. “Today, science, spirituality and the culture of this region has come together because we have not received a response from the Indian government,” said IISc professor TV Ramachandra. Additional Director of the Ministry of Environment, Forests and Climate Change Dr Shruthi Rai Bharadwaj while clearing the project had reportedly noted that many villagers were in favour of the project as it would result in more jobs and local infrastructure in the area. She also acknowledged there was some opposition to it. In December 2018, local environmental groups — Uttara Kannada Zilla Psrisara Samrakshana Samiti, Bedti Aghanashini Kolla Samiti and Vruksha Laksha and residents of the area – had also opposed the expansion of the power plant during the mandated public consultation process. Recently, even Gangadharendra Saraswati Swamiji, the seer of Sonda Swarnavalli Mutt, had also opposed the nuclear plant’s expansion.

Sharath Bachegowda decided to contest the election as an independent when the party denied him a ticket.
The BJP in Karnataka expelled its Yuva Morcha Secretary Sharath Bachegowda, who is also the son of veteran politician and Chikkaballapura MP BN Bachegowda.  The decision to expel Sharath was on expected lines as he had gone against the party line and filed his nomination papers as an independent from the Hoskote segment for the bye-polls on December 5. In the 2018 Assembly elections, Sharath had fought unsuccessfully from the seat on a BJP ticket against incumbent MLA MTB Nagaraj. MTB Nagaraj already known to be the richest politician in the state had switched his allegiance from the Congress to the BJP. Sharath began openly dissenting against the BJP in August this year when Chief Minister BS Yediyurappa and his loyalists started lobbying for the disqualified MLAs. With the BJP top brass signalling that it will field MLAs who quit from the Congress and JD(S) in the byepolls as quid pro quo, Sharath made up his mind to contest election without the party's support. Sharath followed his father’s footsteps into politics but in this decision, he has not found the support of the senior Bachegowda, at least publicly.  Speaking on the same, the Chikkaballapura MP said, “Now my son is not coming home. We are living separately. My son is educated and intelligent. It is his decision to contest the poll and I will not intervene. Former Chief Minister and JD(S) leader HD Kumaraswamy on Wednesday announced that the JD(S) would support Sharath in his election campaign if he would accept the party’s help. Senior Bachegowda himself was with the JD(S) but quit the party to join the BJP after a disagreement with former Prime Minister HD Deve Gowda.  The political development in the district has triggered speculation that the father-son duo was trying to wrest power in the region from MTB Nagaraju by playing the “divide and rule game” “This situation is exactly like Mandya during the Lok Sabha polls. Sumalatha wanted a Congress ticket but she contested as an independent. But Congress workers supported her. In Hoskote, Sharath wanted a BJP ticket but the party did not give it to him. He is contesting as an independent and the BJP cadre is supporting him. Although Bachegowda is saying that he won’t support his son, no one is ready to believe it,” a BJP leader had told TNM.

Congress's Rizwan Arshad is one of the younger candidates in the upcoming Karnataka bye-polls. Despite being unsuccessful in his two previous attempts to win a Parliamentary seat, 40-year-old Rizwan, an MLC since 2016, is confident that he can end his losing streak. Three-time MP PC Mohan of the BJP had defeated Rizwan in the 2014 and 2019 Lok Sabha polls for the Bengaluru Central seat. This time, Rizwan is contesting from the Shivajinagar assembly constituency vacated by former minister and veteran Congress politician Roshan Baig. With neither the Congress nor the BJP willing to accommodate Roshan Baig again, Rizwan is set to face Saravan, a former corporator of the BJP and Tanveer Ahmed of the JD(S) among other candidates.  TNM caught up with Rizwan in a telephonic interview, a day ahead of him filing his nomination. Here are a few excerpts.  Compared to Lok Sabha elections, do you see yourself winning in Shivajinagar constituency?  I have contested twice from the Bangalore Central Parliamentary Constituency. Though there was a wave in favour of the BJP I still managed to secure a lead in the Shivajinagar area. I am both a voter and a resident here. The people of Shivajinagar recognise me, similarly, I am also familiar with them. And that is precisely the reason why my party chose me as a candidate for this seat. What are the challenges you see contesting in a bye-poll as an opposition candidate? Since this is a bye-election, the BJP will spend huge sums of money but I am very confident that I will be able to overcome all that and emerge victoriously. Although they might use government machinery, the common people will support me.  In the past, you have said Roshan Baig did not support you in campaigning, what role will he play?  I would not like to comment on him now because he is no longer in the fray. When he is not in contention, he is not an issue. My issue is the development of the constituency. People want a new face and a youngster to represent them. My commitment to the people is that I will be that face who will serve them better and work for the development of the constituency.  The BJP has fielded M Saravana, a former corporator. The CM has said he is a favourite as he speaks Tamil. How serious a threat is he to your hopes? Certainly, he is no threat. My BJP opponent being a corporator earlier has no special significance and his performance as a corporator did not leave a  mark. And people who speak Tamil don't vote for the BJP, they will stick with the Congress. The Congress party, however, doesn't depend on a single community, single religion or culture. And Shivajinagar is a constituency where Tamil, Telugu Malayalam, Kanada, Urdu and English can be heard and it is also multi-religious. Hindus, Muslims, Christians and Sikhs stay here. So it's kind of a mini India and Shivajinagar needs a cosmopolitan and urban face, who doesn't limit himself into one language or one religion or one culture. The government is currently with the BJP, how will you convince people to vote for an opposition candidate? This government in the last 100 days has failed to address the issues of the people and people want change. People are thinking ‘what is this government doing?’ The government has been bogged with internal squabbles and power fights. The state was reeling under severe floods, the new government could not reach out to the people of the state. The hundred-day performance of the BJP government is zero and they're more interested in poaching MLAs of other parties and settling scores with their rivals.  The new govt has promised to form MPC (Metropolitan Planning Committee ) after the bye-polls. The previous Congress govt did not do much to make the MPC truly functional. What do you say about that? The MPC was there, I have attended it myself as an MLC. But I want to ask the BJP what is their solution to fix the city? The BBMP of today was created by the BJP. My question to them is how are they solving the city's problems? We had formed the BS Patil committee to decentralise the BBMP into smaller bodies but the BJP wants to oppose it. This structure is nonperforming, it has to be decentralised and we have to take the power to the ward level. We have done all the basic work to re-structure but the political opposition from the BJP has stalled it. They are diverting funds from Congress MLA constituencies. How serious are these allegations of fund being divulged from Congress-ruled constituencies? It is very true. When we were the ruling party, we never discriminated between a Congress-held constituency and a BJP-held one. However, the government of the day has been redeploying funds based on Congress-BJP. Due to this confusion, development work is being hampered and this is not in the interest of the city The Congress has been saying that it will dislodge the BJP government by winning most of the bye-poll seats? How confident are you in doing so? I am not a big enough person to dislodge a government, my concentration is on serving the people of Shivajinagar. But I am sure we are going to win a lot of seats in the bye-polls as people are fed up with the government. This government has come to power by luring MLAs with their black money.

Student pushed out of moving bus by conductor in Bengaluru allegedly over ticket

A conductor of a KSRTC bus in Bengaluru pushed a 16-year-old girl out of the bus allegedly for not having the correct bus pass. The victim, identified as Bhoomika, is a student at Jyothi Kendriya Vidyalaya in Bengaluru’s Yelachenahalli. She had boarded the bus which was headed towards Kanakapura at around 3 pm in the evening on November 11. After the bus started moving, the conductor approached her. When she told him that she had a student pass, the conductor asked her to get a ticket. The conductor stated that such passes were not accepted on the bus. Bhoomika then requested the conductor to be let off at the next stop, however he refused and wanted her to deboard the bus at once, according to police. When she didn’t get down right away, he allegedly pushed her out of the running bus. Bhoomika fell flat on her face and sustained severe injuries to her face, forehead and left knee. She reportedly also suffered broken teeth as a result of the impact. People in the vicinity came to aid Bhoomika and rushed her to a nearby hospital. She later approached Konanakunte police and filed a complaint against the accused, who has been identified as Shivashankar, a bus conductor with the KSRTC who is attached to the Harohalli bus depot. “We have registered an FIR under section 325 of the Indian Penal Code and have sent him a notice to appear for further investigation,” a police official from Konanakunte station told TNM. Section 325 of the IPC is punishment for voluntarily causing grievous hurt. The victim, Bhoomika, a resident of Kanakapura Town, reportedly travels around 100 kilometers each day to and from college. She, like many other students, are dependent on the bus passes allocated for students. However, some conductors allegedly do not accept the passes in an effort to collect extra commission. In an eerily similar incident which took place in Kerala on Monday, a 17-year-old girl was pushed off the bus by a conductor as she was getting down. She too had sustained multiple injuries and was taken to the hospital for further treatment.

248 candidates file nominations for upcoming Karnataka bye-polls in 15 segments

As many as 248 candidates, including 128 independents are in the fray for the 15 assembly by-elections in Karnataka on December 5, a poll official has said."The 248 candidates have filed 353 nominations by November 18 evening, which was the last date for submitting the papers to contest in the by-elections across the state," the poll official told IANS on Monday night. The nominations will be scrutinised on November 19 and last date of withdrawal is November 21. Vote count is on December 9. The BJP and the opposition Congress and Janata Dal-Secular (JD-S) are contesting in all the 15 seats separately that will lead to triangular fights. The by-elections have been necessitated due to the disqualification of the 14 Congress and 3 Janata Dal-Secular (JD-S) rebel legislators after they resigned from their respective assembly seats in July in protest against the former coalition government's functioning. Though former assembly speaker K.R. Ramesh Kumar disqualified 17 rebels lawmakers on July 25-28 for reportedly defying their party whip, bye-polls in Muski (Raichur district) and R.R. Nagar (Bengaluru southwest) have been withheld due to litigation in the Karnataka High Court over their results in the May 2018 assembly elections. The bye-elections will be held in Athani, Kagwad, Gokak, Yellapura, Hirekerur, Ranibennur, Vijaynagara, Chickballapura, K.R. Pura, Yeshwanthpura, Mahalakshmi Layout, Shivajinagara, Hosakote, K.R. Pete and Hunsur. The former ruling allies (Congress and JD-S) are contesting the bye-polls separately as decided after the collapse of their 14-month coalition government on July 23 following the defeat of its chief minister H.D. Kumaraswamy's trust vote on the floor of the assembly in the absence of the rebels for voting in favour of the confidence motion. Earlier on Saturday, Election Commission officials seized cash amounting to 95 lakh rupees, 66 litres of liquor estimated to be worth around 80,000 rupees along with 30,000 sarees, in direct violation of the model code of conduct (MCC) in the state.

Australian tourist assaulted in Karnataka for allegedly misbehaving with women

A suo motu case was registered against the village residents who assaulted the tourist.
A 35-year-old Australian tourist was assaulted by a group of residents of a village in Bagalkot district of Karnataka after he allegedly misbehaved with women in the village. The incident occurred at 9:30 pm on Monday night when William K James, a resident of Melbourne, was tied up and assaulted by some residents of Kondanakoppa village near Badami. "The tourist was alone and had taken a bus ticket to travel from Badami to Bagalkot. We are trying to determine why he got down from the bus and was found in an interior village. The residents in the village alleged that he misbehaved with women, and in response, attacked him," Bagalkot SP Lokesh Jagalasar told TNM. Konkanakoppa village is around 17 km from Badami, and is close to the road leading from Badami to Bagalkot. Following the assault, William was rushed to a private hospital in Bagalkot, where doctors confirmed he was inebriated. Police officials said that he is out of danger now. The Australian Embassy was informed of the incident. The residents of the village have not come forward with a complaint against the William, police said. A suo motu case was registered against the group that assaulted the tourist. "We are trying to ascertain how many people were involved in the assault and their identities. We have not found videos of the assault but we will be forming a team to investigate the incident swiftly," the police official added. An FIR has been registered under sections 321 (voluntarily causing hurt) and 322 (voluntarily causing grievous hurt) at the Kerur Police Station. Police officials added that the instances of assault against foreign tourists are not common in the district, in spite areas like Badami being tourist attractions. The place is known for cave temples cut out of sandstone rocks dating back to AD 540.

The theme for this year’s summit is Innovation and Impact 2.0, and this is the 22nd Bengaluru Tech Summit being held in the city.
“Innovation and entrepreneurship is the driving force of the state’s economy, and we are working towards making Karnataka the innovation hub of Asia,” said BS Yediyurappa, chief minister of Karnataka. He promised to leave no stone unturned to support tech innovation. Yediyurappa, in his inaugural address at the Bengaluru Tech Summit, noted that the state’s GDP of 9.6% is much higher than the national average, which is less than 6%. The theme for this year’s tech summit is Innovation and Impact 2.0, and this is the 22nd Tech Summit being held in Bengaluru. The reason for the high rate of growth, he said, is due to the ease of doing business in Bengaluru which allows people to conduct their businesses smoothly, and also the weather which many people enjoy. There were dignitaries present from countries across the world like Lithuania, the Netherlands, UK, US, Canada and Vietnam. They represented their respective countries in leading the change to be more innovative and impactful. Yediyurappa emphasised to the representatives of the Asian countries that were present in the audience, “Do not worry that India didn’t sign the RCEP trade agreement. We will take care of the interests of investors, the PM still wants to conduct trade relations,” he said. The government, he said, is doing all it can to support innovation and impact in the technology sectors. The government already offers 300 out of 500 government ‘sakala’ services online, he said, adding that they aim to make all 500 services available online by March of next year. Sakala services are online services which the government offers for regulatory clearing, and land related matters. Panelists also discussed how it would be possible to make Bengaluru the next one trillion-dollar economy. Kiran Majumdar Shaw, a noted citizen of Bengaluru, and the director of Biocon, said that there was need for a proactive government. “The main problem is of bad roads, but the government has promised to work hard in this direction, and we can see some of the results of that already. Karnataka is already the leading state in innovation according to the NITI Aayog, and we owe it all to the startup companies in the city. We need to encourage more of that. The government also needs to be prepared for challenges, and anticipate them before they happen, by putting in place policies. These policies must embrace technology as it happens.” Companies also have the responsibility to take more risks, she said, adding that leaders of companies should have vision and dare to dream big.

Bengaluru's new bus priority lanes: A partial success, but violations still seen

After months of planning, the bus priority lane between Silk Board and KR Puram on the Outer Ring road finally started off on Friday.

The much-anticipated project of the BBMP, the bus priority lanes in Bengaluru, were launched on Friday last week. Aimed at reducing the rush on roads by dedicating the left lane to the buses, the initiative was launched on parts of Outer Ring Road, between Silk Board and KR Puram. Only BMTC buses, ambulances and fire engines will be allowed to ply on the stretch that is marked as a bus priority lane. Days after its launch, TNM visited the stretch to see how effective the new initiative is. TNM boarded the BMTC bus from KR Puram to Marathahalli and found that while many people did take cognisance of the new bus lane, there were several violations as well. Some private taxis and goods vehicles used that space in order to overtake other vehicles. Despite the lane being clearly marked “ONLY BUS” in red and white, and the lane being demarcated from the rest of the road with a yellow line, TNM noticed that there were vehicles that used the space as a parking area.  Venkatappa G, the bus conductor of a BMTC bus that frequently plies on the route, says, “They did the paintwork a couple of days ago, but private vehicles still come into the lane, perhaps because it's still in the initial stages and people don't really know about it. Once the police start fining them, then they will all get in line.” However, TNM also found that some buses themselves do not ply the way that they’re supposed to. The bus which TNM took on this stretch, was also flouting the norms. The bus priority lane is on the Dodda Nekkundi bridge that goes towards Marathahalli, but many buses chose to go under the bridge, which they are not supposed to do. To keep an eye on this, the BTMC has deployed extra personnel to make bus drivers follow the norms and decongest the bus stops. Vasudev H, one of the bus inspectors who direct buses to stop where they are supposed to, said that the bus drivers are still used to their old ways. “All the briefing has been given, but the buses are not following orders yet. Let’s give it another week,” he says.   Bus lane driving . The famed Golden Chariot train to resume journeys from March 2020

The luxurious Golden Chariot train will start plying from March next year, Indian Railways said on Tuesday. The announcement was made after the Karnataka State Tourism Development Corp (KSTDC) signed a memorandum of understanding with the Indian Railway Catering and Tourism Corporation (IRCTC) to market and operate the Golden Chariot train. Addressing the gathering, Minister of State for Railways Suresh Angadi said that the train will boost tourism in Karnataka and other southern states. He also urged the IRCTC and the KSTDC to keep the dates of the Golden Chariot train competitive so that everyone can afford to travel. He also said that the Golden Chariot aims to fulfill the vision of Prime Minister Narendra Modi to connect 15 tourism destination in the country. The Golden Chariot is South India's only luxury train. Its services were, however, suspended by the Karnataka government temporarily on account of huge losses. Similarly, while Rajasthan has the Palace On Wheels, Maharashtra has the Deccan Queen.

While travel and a PhD kept her busy all this while, Meghana is glad that she waited for six years since her last film to sign her upcoming 'Kalidaasa Kannada Meshtru'.
Actor Meghana Gaonkar doesn’t filter her words. Sorted yet candid and unbridled, she’s unabashedly proud of her choice of films, and likes going against the grain. While travel and a PhD kept her busy all this while, Meghana is glad that she waited it out before she signed on the dotted line—six years post her last film Simpallag Innondh Love Story. The actor, who plays the lead opposite Jaggesh in the Kannada film Kalidaasa Kannada Meshtru has no qualms in venturing into the unknown, provided there’s enough meat in the role. “The script was offered to me at a time I was obsessing over Vidya Balan’s acting prowess in Tumhari Sulu. She plays the role of a mother, and exudes so much exuberance while doing so. It was so well-done that it inspired me to take on a role that required me to essay the character of a mother,” begins Meghana, who roughly spent about 26 days to wrap up the shooting for Kalisaasa Kannada Meshtru. Meghana knew taking on the role of a mother was a risky move. But, she went ahead only after some of her conditions were accepted. “I’m honestly at a stage where I don’t wish to think like most others. If they think playing the role of a mother is an unwise move, so be it.  I’m more focussed on getting a role that I can do full justice to. There were some aspects of the film which I was clearly not comfortable with. However, after an entire day of brainstorming, we decided to tweak it for me and that’s how I was roped in,” she says. Elated about being paired opposite Jaggesh, Meghana feels lucky that this opportunity has come her way. “Jaggesh sir is a delight to work with. I've had three films offered to me before, with him, but due to different reasons I couldn’t do any of them. In this movie, he plays a Kannada maestro and I represent the society. I want what most parents want for their kid—enrol them into the best English school, and the like. The julgalbandi between me and Jaggesh was great, he’s an intelligent actor. He’s a legend. I must be extremely lucky to be in this place,” she says. While she wasn’t really insecure, Meghana remembers a rather daunting phase when things weren’t panning out as expected. “I was unhappy that I wasn’t getting the kind of roles I expected. But at the same time, I was confident that it would happen. When I started out, I was offered the typical glamorous role against some of the biggest stars in the industry. But, I didn’t want to be launched as just a pretty face. I feared being stereotyped. I still do. Maybe, there was a twinge of insecurity I often experienced, not because of others but, personally,” she reveals. Meghana who’s firm about sticking around for long, isn’t in for shortcuts or fringe benefits. “I don’t wish to just create a buzz or stay in the news because it’s the cool thing to do or to attract the spotlight on me. I was certain that I didn’t want a super successful career with a shelf life of just 4-5 years, I’m here to stay, irrespective of what people have to say,” she says. She’s currently prepping on a yet-to be-titled Kannada project that revolves around the hullabaloo of the Indian wedding scenario. “It’s an anthology of five stories. I’m glad I got a meaty part to play, and my story sets the tone of the movie,” she says, dropping a hint. Meghana is proud of her roots, and believes that it’s high time people learned and respected the language of the state they reside in. “While growing up, I was told or rather taught that Kannada wasn't cool enough. Speaking fluent English made you smarter or better off, for that matter,” she elaborates, further adding, “It was only after I became a part of the Sandalwood industry that I realised how valued the language was. Each language is unique, and we as Kannadigas need to take pride in the language. The French love their language, so why should we be shy? In all honesty, it’s about time we removed the mask and embraced our native languages,” she says. Not one to keep mum about the yawning pay disparity, the currently “super single” Meghana puts forth a very interesting observation. “I still feel women actors get paid a lot lesser than what they deserve. While I understand the business point of view, I wish filmmakers understood that women also contribute significantly if not entirely towards the movie’s business. Most songs, with due credits given to musicians and composers, become popular because of the woman actor involved. It piques the popularity, arouses interest around a movie. So, I feel we shouldn’t be taken for granted and there’s really a room for improvement. Also, most of us are high maintenance, so it’s only fair that we are paid to keep up with that,” she concludes with a laugh.

Karnataka man, imprisoned for allegedly killing daughter-in-law, takes own life in jail

A 48-year-old man, who was imprisoned in Karnataka’s Mandya district for allegedly killing his daughter-in-law, took his own life on Tuesday. Although he was rushed to hospital, he succumbed. Ramesh* was arrested on November 9 for chasing and stabbing his daughter-in-law Vani* in broad daylight. The Mandya Rural Police, who investigated the case, say that Ramesh had sexually harassed his daughter-in-law Vani for over a year. Vani had allegedly informed her husband Arun, a shop owner in the village, about Ramesh’s misconduct. “The family members and residents in the neighbourhood met on several occasions over the last one year to discuss the issue and finally, in July this year, when Ramesh kept harassing her, Arun and Vani moved out of the family home and began living separately,” the Mandya Rural Police said. Investigating officers say that Ramesh allegedly continued to sexually harass Vani in public after the couple moved to a new house. He even allegedly threatened to kill her on multiple occasions. On November 9, Ramesh allegedly followed Vani from her husband’s shop and began demanding that she comply with his demands. When Vani started running, Ramesh allegedly chased her and stabbed her in the chest. “Passersby tried to intervene but he threatened to stab them too. The village residents called Vani’s husband immediately. They also tried to pacify Rameshand convinced him to stop the violence,” the police said. However, Ramesh allegedly stabbed Vani once more on her hand and slit her throat. By the time Arun arrived at the spot, Ramesh had allegedly killed Vani. The village residents and Arun chased Ramesh in a bid to beat him up. However, Ramesh allegedly escaped. Arun then filed a complaint with the Mandya Rural Police, accusing his father of murdering his wife. The Mandya Rural Police had arrested Ramesh on the same day and the magistrate had remanded him to judicial custody. “He did not leave behind a death note but we suspect that he could not bear the shame and took the step. The jailers tried to rescue him when they found that he tried to kill himself. He was rushed to MIMS (Mandya Institute of Medical Sciences) and was in the Intensive Care Unit. He did not respond to the treatment and died,” the police added. The Mandya Rural Police have registered an unnatural death report. Air in Bengaluru's Whitefield improved after graphite factory shut down, data shows

The factory was shut in April earlier this year after a National Green Tribunal order and lack of consent from the Karnataka State Pollution Control Board.
Resident activists in Bengaluru, whose protests and litigations had led to the Graphite India factory in their neighbourhood shutting down, now stand vindicated. New data shows that the air quality in the area has improved since the factory shut down.  The residents had been protesting for years over the decreasing air quality in the locality, which was largely due to pollutants released into the air by the factory. The factory was then shut down earlier this year after a National Green Tribunal order and lack of consent from the Karnataka State Pollution Control Board.   Now, an air quality data comparison conducted by a citizen-led air quality system has found that on an average, the air quality in the area is 40% better, as compared to the time when the factory was functional.  Shiv Shankar, Founder of Mapshalli.org and a volunteer at Whitefield Rising, said, “We compare the data in two ways. For one, we look at what the data of the pollution levels are, for example, for an area in June 2019 and compare it with the previous year." Mapshalli.org was started in 2016 as part of a citizen's initiative to track air quality at a local level using low-cost digital air quality monitors. “We found even though monsoon started late and lasted for a longer time this year, we see the air quality much cleaner, close to 40% better this year. The second comparative study is how the Graphite India location fare vis-a-vis another location (which we use as a benchmark) in Whitefield for the same time period. So earlier when the factory was open, there was a 123% difference, now compared to the same location the change is not much," Shiv Shankar added. Their system analyses PM 2.5, which is the key constituent of pollutants. PM 2.5 particles are pollutants that measure 2.5 micro-meters or less in diameter and are dangerous as they are suspended in air, not weighed down, and can travel through blood stream and settles in heart, brain, and kidneys. The concerted efforts by Whitefield Rising, the resident-activist group spearheading the fight against the company, was also instrumental in ensuring the company pays Rs 50 lakh as compensation as per the 'polluters pay' principle after a Supreme Court hearing on the matter. Aishwarya Sudhir, Air Quality Program Lead at 'Healthy Air Coalition' at the European non-profit Health & Environment Alliance, said, “It is important to note that at various locations across Whitefield and Varathur or its surroundings, the air pollution levels continue to be beyond safety limits. But the data shows that the pollution levels have decreased in the Graphite India area which means it is a huge victory for people and a clear sign that their efforts have resulted in cleaner air.” Aishwarya also suggests that comprehensive, neighbourhood-level action like this needs to be prioritized when the city's 'Clean Air Action Plan' is yet to see the light of the day. "Clear mapping of pollution hotspots needs to be done immediately and vulnerable groups need to be protected," she added.
