Bengaluru police are on the lookout for a 33-year-old software engineer who allegedly murdered her mother and attacked her brother, before fleeing. Amruta C, a resident of Bengaluru’s KR Puram (near Ramamurthy Nagar) reportedly bludgeoned her mother to death with a crowbar and attempted to attack and kill her brother before fleeing from the scene on Sunday. As per reports in TNIE, Amruta had told her mother and brother that she had received a job in Hyderabad and that the family should visit the city on a trip before moving there. At around 4 am on Sunday, Harish heard some noise as his sister was going through an almirah. When asked what she was doing, she claimed to be packing. Moments later, she came and allegedly stabbed him in the neck. At around 5am on Sunday, Amruta entered her mother C Nirmala’s room and killed her using the metal bar. She then reportedly went into her brother’s room and stabbed him in the neck using a kitchen knife. “I was sleeping when she barged in. When I asked her why she was doing this, Amruta said she owed Rs 15 lakh and debtors would defame the family. She said it was better to die than live like this,” 31-year-old Harish reportedly stated to the police. Amruta also said that the individuals she borrowed money from, were threatening to come to her house in order to collect the money. He had tried to grab his sister, but she ran away. Following this, Harish made a call to his aunt who lived in the vicinity, who came and rushed him to the hospital. Amruta works at a company in Mahadevapura while Harish works with a private company. The family was staying in a rented accommodation in Ramamurthy Nagar’s Akshaya Nagar 2nd block.

‘Music can change minds’: Vasu Dixit on writing songs about social issues

Music
This Bengaluru-based folk-rock musician’s band Swarathma has composed songs about child sexual abuse, corruption and politics.
Vasu sings with his eyes closed throughout the performance. There’s a certain feel to watching him perform and listening to him sing - his voice penetrates into our touchy edges, like few good music does. Tarakka Bindige of Purandara Dasa, in the voice of this Bengaluru-based musician, feels like a strong beckoning to the inviting laps of a motherly Kannada. TNM caught up with him at Amrapali Jewels where he had alighted for a musical evening.  Vasu, with his music, began wafting into the hearts of the people with his unique folk-rock songs, ones that people identified as their own, owing to the regional language and the lyrics that struck the right chords within them. He is one who believes that “music is one that can reach out to people very deep inside.” He gives music to his words in the hope that they become a harbinger of change in the society.  Vasu Dixit, who has been a folk-rock professional for over 13 years now, is one of the most popular singers in the country. The band founded by him, Swarathma, is one that has been strumming to the rhythm of people’s hearts for over a decade now. Art for life’s sake Vasu believes in the notion of being a ‘responsible artist’. He thinks that music can be a catalyst for social reform. “I don’t think it’s a conscious decision,” he said. “It is part of my learning that music and art can be more than entertainment. Because music might not change everything at the minute you make a song. But it can definitely change the hearts and minds slowly - it will take its time - for that wave to seep in everywhere.”  Swarathma sings songs that are deeply rooted in the social scenarios hoping to send tunes of comfort, wisdom and joy to the people. Some of their songs deal with significant social issues such as - child sexual abuse (Ghum), media sensationalism (Aaj Ki Taaza Fikar), corruption in politics (Topiwalleh) etc.  “We did one show in Mysuru and we played a song which is about child sexual abuse,” he said. “And a mother wrote to us the next day saying - I have been thinking about how to talk to my children about sex education and telling them about good touch, bad touch and things. I didn’t have the courage but then I saw you guys singing about it. When you guys are singing about it in public, why can’t I talk to my children - and she said, that night after the show she went and spoke to her children. That’s the kind of change we are hoping to see.”  Growing up Vasu hails from Mysuru. “Mysuru is a place known for its culture, music, education and everything related to art - whether its fine arts, visual arts, performing art, all of it. Like any Mysuru middle-class family, I’d just been put into music from childhood,” he said. He began taking lessons in Carnatic music at the age of eight, but later lost interest it, he said.  It was later in college in 2002 that he took up music again by forming his own band, Swarathma with friends, who shared the same vigour for music.  Vasu’s older brother, Raghu Dixit is also a famous musician in the industry and the front runner of the popular folk band, the Raghu Dixit Project.  “He has always been encouraging me to be original on my own and not to do the same that he’s been doing because then there is no originality in that. In that way, he has really pushed me to have my own identity and my own music,” he said. Musical career Vasu also performs outside his band, under Vasu Dixit Collective. “There are songs that I’ve grown up listening to and wanting to do, which probably do not find the space in Swarathma," he said, while adding, “So, I thought I should explore some more. Within the band, there is a sense of this is what we are and this is what we can do." He sings in both Kannada and in Hindi, although there are lyricist friends who help him with Hindi if the need arises while writing a song. “Kannada is definitely closer to me. I’ve felt and listeners have also said that when I sing in Kannada, I sound more believable and it feels like I am meaning everything - not that I feel much different when I sing in Hindi. I am also trying to explore other languages as well,” he said.  Vasu is a postgraduate from the National Institute of Design, Ahmedabad. When it comes to art, Vasu is an all-rounder. From fine arts to theatre to film production, Vasu is the complete package. “I see colours in music and I think of a structure for the music, which is also fluid and flowing. I am a very visual musician, I would say,” he said. He is acquainted with visuals just as much as he is with music. While performing, Vasu has a way of experimenting and playing with the visuals. His band dresses up in mystifying costumes to put up a hard-hitting show. “If you see the Indian performing arts, the costumes and the things you present with, has always been a part of it,” he said. “You can do Kathakali without make up also. Even if it is a half an hour performance, they sit for six hours of make-up and put everything on. The colour that they use depicts the character that they want to portray. And it has an impact on the audience,” he said.

A third positive case of coronavirus was confirmed in Kanjangad in Kasaragod district of Kerala.  Kasaragod is next to Mangaluru in Karnataka. In Karnataka, 63 travellers from corona affected countries have been identified and 58 are under home isolation. 4 travellers have left the country, while 1 is admitted in hospital and kept in isolation. 56 samples were sent for testing out of which results of 39 samples came negative."Those who have arrived from the corona affected countries should remain under strict home isolation for 28 days from the date of arrival in India, irrespective of whether they are symptomatic or asymptomatic," adds the bulletin. Since January 20, as many as 7965 travellers at the Bengaluru International Airport have been screened by a thermal scanner to detect fever. The Karnataka government has also identified four private hospitals where suspected persons with travel history are quarantined. Their blood and sputum samples will be sent to either a lab at Bangalore Medical College and Research Institute (BMCRI) or a branch of the National Institute of Virology located near the  Rajiv Gandhi Institute of Chest Diseases (RGICD) for testing. Across the world, the coronavirus has been reported in 24 countries including India. Wuhan, the capital of Hubei province in central China is the epicentre of the outbreak. Four private hospitals have been identified by the Karnataka state government to quarantine any individuals suspected to possibly have contracted the virus. Samples of these individuals are being sent to one of two labs in Bengaluru at either Bangalore Medical College and Research Institute (BMCRI) or a branch of the National Institute of Virology located near the Rajiv Gandhi Institute of Chest Diseases (RGICD). Three confirmed cases of coronavirus have been reported from Kerala, following which officials from border districts of Mangaluru, Chamrajnagar, Kodagu, and Mysuru have been on high alert. Anyone suspected cases of a coronavirus infection must be reported to the State Surveillance Unit (SSU) Karnataka."As there are 3 positive cases in Kerala the border districts of Mangaluru, Kodagu, Chamrajnagar and Mysore are on n-CoV surveillance and any suspected are advised to report immediately to State Surveillance Unit (SSU) Karnataka," reads a bulletin issued by Karanataka’s Department of Health and Family Welfare Services. There have been over 20,000 suspected cases reported of the coronavirus across the globe, with most of them being reported from Wuhan city in China’s Hubei province, the epicentre of the outbreak. As officials race to discover a vaccine or more optimal treatment against the virus, protective measures have been amped up in hospitals and airports across the world. Outside China, one individual from the Philippines succumbed to the virus. As there is no definitive treatment, emphasis has been stressed on prevention and protective measures. Washing hands frequently, using hand sanitizers and other modes of maintaining personal hygiene are important. Cover your nose and mouth when coughing or sneezing. Stay home if you are feeling unwell and go to a hospital if you feel that the symptoms are worsening. Officials have advised the use of an n95 mask instead of a usual protective face mask.

Wedding
Chetan and Megha gave their wedding guests the Indian Constitution as a return gift.
Kannada actor Chetan recently married his partner Megha, an activist, at an event that was as unconventional as it was progressive. The couple registered their marriage on February 1 at the sub-registrar’s office in Bengaluru, and the next day, had a reception at the Vinoba Bhave Ashram. And while their wedding was not the traditional “big, fat, Indian wedding” that sees shows of wealth and power, it was an extravaganza – one that showcased the grassroots and culture of Karnataka, Chetan says. Not only did the couple register their marriage under the Special Marriages Act, but their reception at the Ashram on February 2 saw around 3000 people in attendance. The duo took their “vows of values” led by transgender rights activist and Karnataka Rajyotsava Award recipient Akkai Padmashali, who was present along with her partner. Ask Chetan about his big day, and the excitement is apparent in his voice: “There were people from so many walks of life – actors, politicians, activists… We were not expecting so many people to turn up. But the fact that they did and in such large numbers from all over the state – it meant a lot to us. There was just a lot of love and affection. Nothing was stiff or formal.” Among the attendees were actor Puneeth Rajkumar and his Ashwini, politicians Lakshmi Hebbalkar, Dinesh Gundu Rao and H Anjaneya, to name a few. The cultural performances included dance performances by Lambani and the Siddi communities in Karnataka, philosophical and Sufi songs, and songs about the Constitution. In fact, the return gift to the attendees was a copy of the Constitution. “We wanted people to read the Constitution, to uphold and abide by its values, and to share our ideals of working towards an equal society,” Chetan says. It was their belief in constitutional values that made Chetan and Megha register their marriage under the Special Marriages Act too. “Neither of us believes in inequality or rituals. We wanted a marriage according to the Constitution,” explains Chetan. And as for their vows, the couple took three– a personal vow, a social vow, and a nature vow. Inspired by Babasaheb Ambedkar’s 22 vows, Periyar’s self-respect marriage, and other progressive practices of marriage such as those of the Kuvempu community in Karnataka, the vows the couple took were: “We both through our own free will & mutuality are taking these three vows of values to validate our marriage union. Personal Vow: We will live the ideals of love, respect, loyalty, honesty, & equality. We will respect & take care of both of our parents mutually to the best of our abilities. We will support one another through thick & thin as loving companions. Social Vow: We will work to remove discrimination in all forms and build an equitable & just society. Nature Vow: We will show compassion for all living beings including plants, birds, animals, and all nature.”    Even the Vinoba Bhave Ashram where the couple got married was a place chosen by Megha and Chetan because they had a connection with it. Since December 2019, the duo had been working with the children in the Ashram, most of whom are from marginalised communities. The couple bought all the children new beds, and helped paint the walls of the Ashram with images of people from marginalised communities, the working class, farmers, as well as birds and animals from nature. “When the children wake up to those paintings every day, we want them to feel proud of where they come from – their communities – and not feel inferior because they speak Kannada and not English,” Chetan says. He adds that he and Megha intend to maintain a long-term relationship with the Ashram and the children in the time to come as well, to support them and help them in whatever way they can. “We value a socially conscious lifestyle. In the end, Megha and I were really emotional and ecstatic that so many people joined us. We hope that they help us in eradicating discrimination, promoting equal opportunity – especially to women and Dalits – and upholding the Indian Constitution in the years to come,” Chetan says.

Bidar school sedition case: Police probe raises questions of religion-based profiling

Controversy
The Bidar police on Tuesday questioned the children of Shaheen Primary and High School for the 5th time, raising several questions about the investigation.
The Bidar police on Tuesday questioned minor students of the Shaheen Primary School for the fifth time in connection with the sedition case registered against the school’s management and one parent. The sedition case was slapped after students staged a play, which was against the Citizenship Amendment Act (CAA) and the National Register of Citizens (NRC) on January 21. On January 26, the sedition case was registered. Ever since the police have questioned the children multiple times. This has raised several questions over why investigators have not shown restraint while handling the case; and also whether the government is influencing the police in clamping down on the rights of the minority community. Allegations of religious-based profiling Over a month ago, a school in Karnataka’s Dakshina Kannada district, owned by RSS leader Kalladka Prabhakar Bhat was in the spotlight after students staged a play regarding the demolition of the Babri Masjid. A video of the play shows at least a hundred children on stage rushed towards a huge poster of the Babri Masjid, as a narrator said on a loudspeaker: “They start demolishing the structure with anything they can get their hands on. With enthusiasm, Hanuman bhaktas with Hanuman’s anger, they bring down Babri structure. Bolo Shri Ramachandra ki, Jai!” As the proclamation of Ram’s name came on the loudspeaker, the poster of Babri Masjid was brought down by the students, and the children on stage cheered and jumped in excitement. The video went viral on December 15, 2019. A case was registered against Kalladka Prabhakar Bhat, the RSS leader who owns the school under sections 295A (Deliberate and malicious acts, intended to outrage religious feelings) and 298 (Uttering, words, etc., with deliberate intent to wound the religious feelings of any person) of the Indian Penal Code. A sedition case (rightly) was not registered. So far, the police have not made any arrests in the case. Several politicians including Puducherry Governor Kiran Bedi had lauded the performance as well. However, in the case of Shaheen Primary and High School, the management and parent of one little girl were booked for sedition. While the police showed restraint and did not subject children to interrogation in the school in Dakshina Kannada, the same restraint was not offered to the students of Shaheen Primary and High School. “This is clearly profiling on religious grounds. Just because the school is run by members of the Muslim community, a sedition case has been slapped against them. The police did not question the children in the Dakshina Kannada school case, as should be. Children are not to be subjected to such interrogation as it can have a huge impact on their mental health. Questioning school management is different from subjecting small children to interrogation and intimidation,” alleges Professor Rajendra, a member of Peoples Union for Civil Liberties. Professor Rajendra alleges that the ruling BJP, whose leaders have repeatedly made Islamophobic statements were trying to clamp down on dissent and intimidate the minority community. “Only children at the school in Bidar are being subjected to this and just because they criticised the Prime Minister. Our Constitution allows us to criticise our leaders and government policy. Even when there was no cause to file a sedition case it is being done to intimidate the minorities into voicing their dissent against CAA and NRC. The BJP is pressurising the police into doing their bidding. The police must exercise restraint and be unbiased,” he further alleges. Police investigation flawed? Bidar SP Nagesh says that the investigating officer Basavehwar submitted a report of his investigation to him on Tuesday. He says he has followed due process. “I took charge as SP two days ago and I asked the IO (Investigating Officer) to submit a report. In it, he has said that he had ensured the presence of women police officers and also the presence of the child protection officer. He said he took the help of the Special Juvenile Protection Unit in questioning the children but the SJPU did not do the questioning itself,” Bidar SP tells TNM. He says that as the interrogation was not conducted within the premises of the police station, there was no requirement of the SJPU to directly question the children. Speaking to TNM, Arvind Narrain, a lawyer practicing with the Karnataka High Court and specialises in cases falling under the Juvenile Justice Act, says that the Bidar Police’s investigation into the case has raised certain questions about the investigation procedure they followed. Arvind says that under the Juvenile Justice Act, the police must set up a Special Juvenile Police Unit, whose officers must be trained in questioning children, if they have to interrogate minors. He maintains that the repeated questioning of the children in Shaheen Primary and High School is not the right procedure of interrogation. “The first question is why are they being questioned repeatedly. Secondly, they have not followed due procedure and ensured that those qualified for interrogating the children are doing so. Are these officials even equipped to handle this case in a sensitive manner? The biggest question is whether the police themselves are not following the law,” he says. KSCPCR issues notice to police As the Karnataka government and the police came under the spotlight and have been accused of harassing the children in the school, the Karnataka State Commission for Protection of Child Rights has issued a notice to the Bidar SP, the officials of the Department of Public Instruction in Bidar and also the Disctrict Child Protection Officer regarding the repeated questioning of the children. “We have issued a notice and asked for a response from each of these entities as to what was the need to question the children so many times and whether due process was followed and they adhered to the laws prescribed under the Juvenile Justice Act. We have asked them whether the interrogation was necessary at all since the play criticised government policy and no actual violence took place,” an official with the KSCPCR tells TNM. He also said that the KSCPCR will form a committee by the end of Tuesday, which will also probe the matter and submit a report in the coming weeks.

Karnataka BJP MP from Uttara Kannada, Anantkumar Hegde on Wednesday denied he made any controversial statement calling the Indian freedom struggle led by Mahatma Gandhi as an ‘adjustment’ with the British. Speaking to ANI, Hegde stated that he never made any reference to Mahatma Gandhi.  “All media reports are false, there is a debate over something that I never uttered. I own my statement. I never made any reference to any political party or Mahatma Gandhi or anyone else. I was trying t categorise the freedom struggle. That is all,” Hegde said. He added, “The speech is in public domain if anyone wants to see, it is available online and on my website. If there is any word that I have uttered against Mahatma Gandhi, Jawaharlal Nehru or any freedom fighter, show me. This is a meaningless controversy.” The MP’s statement comes a day after the BJP issued a show-cause notice to him. BJP Karnataka President Nalin Kumar Kateel stated that the party's central leadership has served the notice to Hegde after taking strong objections to his remarks targeting Gandhi and has sought an explanation from him. Speaking at an event in Bengaluru on February 1, Hegde had questioned the freedom movement led by Mahatma Gandhi and described India's independence struggle as an "adjustment" with the British. “Freedom fighters who did not sacrifice anything made the country believe that it attained independence through 'Upavas Satyagrah', Gandhi's preferred mode of agitation, and became Mahapurush (great person),” BJP MP Anant Kumar Hegde said. “None of these so-called leaders were beaten up by the cops even once. Their independence movement was one big drama. It was staged by these leaders with the approval of the British. It was not a genuine fight. It was an adjustment freedom struggle,” he said. He also referred to Gandhi’s satyagrahas and hunger strike as “drama”. Hegde’s controversial remarks also created a massive uproar in the Parliament, with the Congress raising slogans against the MP and the BJP as well. Congress leader Adhir Ranjan Chowdhury said the BJP leader has "insulted" Mahatma Gandhi, who is respected by people across the globe. Opposition members including Congress MPs jumped into the well displaying placards and shouting slogans. Congress members later staged a walkout and after a ruckus, the House was adjourned.

The Karnataka government on Tuesday launched the Janasevaka scheme in a few municipal corporation wards to ensure home delivery of various services like ration cards, senior citizen identity and health cards. The scheme, which was launched by Chief Minister B S Yediyurappa, will pertain to 53 services involving 11 departments."Janasevaka under the Sakala scheme is a programme to avail the benefits of government schemes at the doorstep. Our objective is to make the lives of the citizens of Karnataka easy by launching this scheme," the Chief Minister said. Sakala aims to ensure on-time delivery of government services to citizens by practising innovative and efficient management systems through capacity building in government and empowering citizens to exercise their right to service. Minister for Sakala and Primary and Secondary Education S Suresh Kumar said "The scheme that was implemented in Dasarahalli area on a pilot basis will now be extended to Mahadevapura, Bommanahalli and Rajajinagar areas." He added that it will benefit the senior citizens of the city. If the scheme works well, it will be implemented across Bengaluru in all the 27 assembly segments, Suresh Kumar said, adding that based on the experiment in Bengaluru, it will be extended to Mysuru, Mangaluru and Hubballi-Dharwad. Under the scheme, there will be one volunteer in each ward. These volunteers have been outsourced. A toll-free helpline has been set up for this scheme which will work from 8 am to 8 pm. A sum of Rs 115 will be charged to provide the home delivery services. In addition to it, the Karnataka government also allows one to seek information under the RTI Act easier by making it an online process. People can apply from wherever they are, by making the application and paying the fee online. This makes the process hassle-free, the Chief Minister said.

Controversy
Police turned up at the school for the fifth time on Monday to question students, even as a parent and a teacher continue to be in jail on charges of sedition.
Even as 11-year-old Ayesha* (name changed) waits to hear the fate of her mother’s bail petition in the Bidar District and Sessions court, students in Shaheen Primary and High School on Tuesday evening gathered at the courtyard of their school to break their fast and offer prayers, in the hope that the recent controversy over a play staged in the school tides over.  “Around 1,000 hostel students in the school gathered inside the school premises to pray and break their fast. This has been happening for the last three days after the police arrested the mother of a student and a teacher of the school,” Touseef Madikeri, CEO of Shaheen Primary and High School in Bidar, told TNM.  Police officials in Bidar district continued to question Ayesha’s batchmates at Shaheen Primary and High School on Tuesday after they turned up at the school for the fifth time. Police officials in plainclothes, led by Basaveshwara Hira, Bidar Deputy Superintendent of Police, questioned students involved in a programme organised in the school on January 21.  “The investigating officer is collecting information about the play from staff and students in the school. The officers are speaking to the students based on their availability. A few students were not present when the police visited earlier. We cannot divulge details of the investigation at this moment,” Bidar Superintendent of Police Nagesh DL told TNM.  During the programme organised on January 21, a play was staged by students of classes 4, 5 and 6 in which they voiced dissent against the new controversial citizenship law, the Citizenship Amendment Act (CAA). Police officials in Bidar registered an FIR against the school management charging them with sedition after a complaint by an activist of the Akhila Bharatiya Vidyarthi Parishad (ABVP) Nilesh Rakshala on January 26. Police arrested Fareeda Begum, head-teacher of the school’s primary section and Nabunnisa, the mother of Ayesha, a student who performed in the play. Ayesha is accused of delivering a dialogue that allegedly ‘insulted’ Prime Minister Narendra Modi.  “Since the arrests, there is an environment of fear in the school because the police are here every day to question students. The police are repeatedly asking the same questions about how the play was staged, who scripted it and who were involved in it,” Touseef told TNM.  The duo arrested are still in jail since their bail hearing is set to come up in court only on Wednesday as the judge has been on leave.  Nazbunnisa is a widow and since her arrest, Ayesha is living with her neighbour Mohammed Hafeez, a cloth shop owner in Bidar. “She does not have family in Bidar so we are taking care of her now. She is crying whenever she is reminded of her mother and she is not eating food properly. She is constantly worried about what has happened in the last two weeks,” says Hafeez, speaking to TNM.  On Tuesday, Rizwan Arshad, Congress MLA from Bengaluru’s Shivajinagar, visited the school and spoke to the school’s management. He also registered his displeasure over the police’s handling of the issue in a meeting with Bidar SP Nagesh DL. A protest was also held in Bengaluru’s Mysore Bank Circle by ‘We The People of India’, the collective that has been organising anti-CAA protests across the state in the last two months.

Bank officials showed up at Rehana Banu’s house to question them about a “large deposit” and since then, her account has been frozen.
A couple in Karnataka’s Chennapatna, who sell flowers for a living, was shocked to find that Rs 30 crore had mysteriously been deposited in their bank account overnight.  Rehana Banu and her husband Syed Buhan’s bank account, which was started under the Jan Dhan Yojana which allows people to open zero balance bank accounts, originally had a balance of Rs 60. In December last year, the couple found that their bank balance had rocketed to Rs 29,99,74,084. The couple realised something was amiss when bank officials visited their home to question them about a “large deposit” and to inform that their bank account had been frozen. Since then, the couple has been going from pillar to post to gain access to their accounts and find out who deposited the money. The couple first went to the bank to find out what was the amount, but bank officials did not tell them. They were not willing to update the passbook at the bank, as the account was frozen, TH reported. Bank officials also kept asking them who sent them the money, but the couple stated they knew nothing about it. Syed then visited an ATM and found that nearly Rs 30 crore had been deposited into his wife’s account, but he could not withdraw the money. Syed then recalled that he had bought a saree from an online shopping platform and they had called back to say that he had won a car and then asked for his bank account details and the OTP. The couple were asked to pay a deposit of Rs 6,900, but Syed said that they were trying to raise money for his ear surgery and could not afford it. However, Syed gave the information they requested but didn’t hear back from them. Syed then also tried to file a complaint with the I-T department suspecting fraud, but the officials reportedly turned him away. He then finally decided to approach the Channapatna police. On January 9, the police finally took up his case. Syed told the police that an unknown person from Delhi had recently contacted him claiming that he had sent him money and had asked him to keep Rs 15 crore and give him the rest, Deccan Herald reported. The police have filed a case under cheating, impersonation and also under various sections of the I-T Act and the IPC. The police suspect online fraudsters may be misusing Syed’s account and are trying to locate the man who contacted Syed.

Bidar sedition row: Mother, teacher to be in jail for more time, bail plea deferred

Controversy
Nazbunissa, the mother of a student, and Fareeda Begum, the head teacher of the primary section in the school were arrested on January 30.
The Bidar District and Sessions Court on Wednesday decided to hear a bail petition for the mother of a student and a head teacher at Shaheen Primary and High School in Bidar district of Karnataka on February 11. The duo were arrested on charges of sedition. The court has asked the Public Prosecutor to reply to the bail application within a week. Nazbunissa, the mother of a student, and Fareeda Begum, the head teacher of the primary section in the school were arrested on January 30 over a play staged in the school on the Citizenship Amendment Act (CAA) and National Register of Citizens (NRC). The play was staged by students of classes 4, 5 and 6 on January 21. Subsequently, an FIR was registered by police officials in Bidar New Town Police Station based on a complaint by Nilesh Rakshala, an activist of the Akhila Bharatiya Vidyarthi Parishad (ABVP) on January 26. Nilesh, in his complaint, accused the school management of 'insulting' Prime Minister Narendra Modi through the play. He also accused the school management of sedition. Police registered the FIR charging the school management with sedition but they are yet to explain whether sedition charges are applicable. Police officials in Bidar, led by Deputy Superintendent of Police (DSP) Basaveshwara Hira have turned up at the school five times over the past week to question students. Police officials are collecting information about the role of staff and students in staging the play. They are yet to explain on what grounds sedition charges were filed against the school management. Nazbunnisa is the mother of Ayesha* (name changed), the girl who is accused of 'insulting' Prime Minister Modi through a dialogue in the play. The head-teacher was arrested as she was in charge of the play. Nazbunnisa is a widow and since her arrest, Ayesha has been living with their neighbour as their close relatives are not in Bidar. The charge of sedition has been used against those protesting against the CAA in a bid to declare their actions as anti-national. Section 124A of the Indian Penal Code defines sedition as "any attempt to bring into hatred or contempt or to excite disaffection towards the lawful government". Yet, under explanations in the same law, it is pointed out that comments expressing “disapprobation of the measures of the Government with a view to obtain their alteration by lawful means” are not offences.  The school management stated that it will fight the charge of sedition registered against them. "We are being continuously harassed by police turning up every day at the school and asking the same questions to the students. The police is asking questions like 'Who scripted the play?' and 'Where was practice held?',"says Touseef Madikeri, CEO of the school.

On February 3, the Karnataka Police told the court that they were unable to send the notice to Nithyananda as he is currently on a spiritual tour.”
The Karnataka High Court on Wednesday cancelled the bail issued to self-proclaimed godman Nithyananda in connection with the rape case filed against him in 2010. The High Court had granted Nithyananda bail in June 2010.  Justice John Michael Cunha cancelled Nithyananda’s bail after a petition requesting the same was filed by whistleblower Lenin on January 26. The court directed the police to take Nithyananda into custody. His bail bond stands cancelled. The High Court had issued a notice to Nithyananda on February 1 when it decided to hear Lenin’s petition. On February 3, the Karnataka Police, however, told the court that they were unable to send the notice to Nithyananda as he is currently on a spiritual tour.”  Justice Cunha, however, reserved orders on the plea.  The counsel appearing for the petitioner stated that Nithyananda had fled the country, although his passport had been cancelled and a blue corner notice was issued against him by Interpol in connection with a case registered in Gujarat. However, the counsel appearing for the state government said that they did not know the whereabouts of Nithyananda. Reports indicate that Nithyananda has left India, either on a fake passport or bearing a second passport. Thus, he would not be available for trial, the petitioner informed the court. The High Court, in response, asked, "Why has his presence not been secured before the trial court? Did you (prosecution) file any objections to the exemption granted?” Live Law quoted the judge as saying. Nithyananda is facing trial under sections 376 (rape), 420 (cheating), 114 (criminal abetment), 201 (disappearance of evidence, giving false information), 120B (criminal conspiracy) and other charges under the Indian Penal Code (IPC) in the III Additional District and Sessions Court in Ramanagara in Karnataka. Since the complaint was filed in 2010, Nithyananda has been arrested twice and been granted bail by higher courts, successfully delaying the start of the trial. Ultimately, the victim approached the apex court to seek justice. The Gujarat police had declared him as wanted as he failed to appear for trial in a child abduction case.

'Cop called us Bangladeshi, asked us to vacate': Settlement in Bengaluru fears eviction

Residents of a settlement in Bengaluru's Munnekolala alleged that the Varthur Police Inspector warned them to vacate the premises within two days.
Tension prevailed among the residents of a temporary settlement in Bengaluru’s Munnekolala near Varthur on Wednesday morning. Over 200 residents of the settlement located opposite the Sobha Dreamacres apartment complex in Varthur fear eviction by the local police. Topi Sheikh, a 30-year-old resident of the settlement in Munnekolala, who is from Odisha, had returned to his 20x10 sq ft hutment after work on Tuesday afternoon at around 3 pm, when a commotion at the entrance of the settlement caught his attention. When Topi Sheikh, went to inquire, he saw a police officer standing and issuing a warning to the residents, who had gathered around. “He was the new inspector of the Varthur Police Station. His name is Putta Obala Reddy. He said he had taken charge just three days ago and wants to ensure that all settlements like ours in his jurisdiction would be wiped off,” Topi Sheikh said. Topi Sheikh’s neighbour, Sanjay Sarkar, a 29-year-old hailing from Nadia district in West Bengal, works as a dry waste segregator. Sanjay says that he was the first to speak with Inspector Obala Reddy when he arrived at the settlement. “He told us that we are all Bangladeshis, who are living here illegally. When we showed him our identity documents, he told us that he didn’t care and that we must vacate the settlement within the next two days. He said our houses would be demolished on Saturday,” Sanjay Sarkar added. Around 70 to 100 residents of the settlement gathered outside Sanjay’s residence on Tuesday evening to discuss their next course of action. Sanjay Sarkar, Topi Sheikh and Shafiullah – residents of the settlement, decided to call the site owner and ask him to intervene. Munikrishna Reddy is the owner of the land demarcated as survey numbers 42/3 and 42/4, where the settlement is located. Speaking to TNM, Munikrishna Reddy said that he arrived immediately and decided to approach the police along with the residents. Munikrishna Reddy and Shafiullah collected photocopies of the Aadhaar cards and Voter IDs of all residents and submitted it to the Inspector. “He just refused to look at it. He accused us of being Bangladeshi and he said that Mamata Banerjee had ensured Bangladeshis had fake identity documents. When we told him that there is a High Court order against illegally demolishing the houses, he said he doesn’t care about that,” Shafiulla said. Munikrishna Reddy said that Inspector Obala Reddy allegedly threatened to file a case against him for “harbouring illegal immigrants” if he did not ask the settlement dwellers to vacate the houses within the next two days. “The police are putting pressure not only on me but also other site owners. There are around 40,000 people living in sites like mine in Munnekolala, Lalmatti settlement located near Kirti Apartments, Kalikatta located near Vaghdevi School and Balagere and Thubarahalli. All these fall under the Varthur limits and the inspector told us that he would ensure all these settlements are gone,” said Venkatesh, another plot owner on whose land a settlement has come up. Topi Sheikh said that the police checks on the settlements dwellers has increased ever since the hutments at Thubarahalli were demolished earlier in January. Many huts in the Thubarahalli settlement was demolished in January but now both the BBMP and the police are claiming to the court that they had played no role in the demolition. Speaking to TNM, Inspector Obala Reddy denied the allegations made by the residents and said that he only went to inform the settlement dwellers that the police would not allow illegal immigrants to live there. “I did not call them illegal immigrants. I only told them that if there are any illegal immigrants living there, they must inform the police. I did not say they were all illegal immigrants. There is obviously some miscommunication,” Inspector Obala Reddy said. Varthu Sub-Inspector Dharanesh KL said that the police conducts surprise checks at the various settlements to check for illegal immigrants. He said that the confusion with Inspector Obala Reddy may have risen as they had received a copy of the High Court order regarding the settlements only on Wednesday morning. “I have been collecting identity documents of people living in settlements in our jurisdiction since the last two years. My job is to ensure that no illegal immigrants are living in the settlements. We are not out to harass citizens but we have no option but to conduct surprise checks to weed out the immigrants,” he added.

Bengaluru man turns donor after mother's cancer fight, saves toddler from Thalassemia

Doctors told the child’s parents that the only way to save their daughter would be to give her a bone marrow transplant from a matching donor.
“Shia is the best thing to have ever happened to us. We were shattered when she fell sick,” say the parents of the 4-year-old girl. At the tender age of 9 months, Shia was diagnosed with thalassemia, a blood dyscrasia which results in the body being unable to make enough haemoglobin for use. Haemoglobin is a molecule that helps transport oxygen to all the tissues of the body. An inadequate or deficient amount of haemoglobin would result in the cells of the body being deprived of oxygen. Doctors told her parents that the only way to save their daughter would be to give her a bone marrow transplant from a donor. This is done by first wiping out one’s immune system and then introducing new bone marrow, which contain stem cells that then help build a new and healthy immune system. A year after they began their search for a matching donor, the family met Debojyoti Banik, a Bengaluru techie whose bone marrow was a perfect match. Debojyoti was highly aware of the need to donate stem cells and the impact one can bring by being a donor after seeing his mother’s battle with cancer. “I had personally seen what a family can go through during the period of medical procedures. Not only the patient but the entire family collapses. This motivated me to register as a donor and that is something others can do as well because nothing is more noble than saving someone’s life” he said to TNM. While bone marrow transplants are usually invasive procedures, doctors took the girl up for peripheral stem cell transplant, a method through which stem cells from the bone marrow are transplanted without any surgical intervention. DKMS BMST is a non-profit organisation that functions to build a registry of donors in India. According to the organisation, every five minutes someone in India is diagnosed with blood cancer or blood disorders. In multiple instances, stem cell transplant becomes the only hope of survival for the patients. “Most of them tend to believe the myths related to stem cell donation. Due to the lack of matches for implant, people have also lost their dear ones. This is why the public should be encouraged to register, so that they can lend a second chance to someone at stake” said Dr.Latha Jagannathan, Director of DKMS BMST. There are several registries in the country, which run online initiatives for people to come forward and donate. Potential donors can enroll through the website, following which they will receive a simple swab kit, which they can mail back or ask the organisation to collect. The individual’s details are noted down in the registry and if someone is found to be a match, they are notified. “Peripheral stem cell collection is a safe process and the most common method, which might involve short term side effects like body ache, lasting for a day. Moreover, the support and encouragement from a donor’s family is very vital for these procedures to take place,” said Dr.Pooja Prakash Mallya, an Oncologist and Bone Marrow Transplant Specialist from Narayana Health City, Bengaluru. “With such donations, the contributor not only gives a new leash of life to the patient, but also to the entire family. I really urge the younger generation to learn about this and spread the message across” said Shia’s father, Saifulla Kobir.

When Deepa reached the police station, the police allegedly asked her to leave out the details about the condom packet from her complaint and then refused to lodge an FIR.

Deepa* was in bed on January 30 when, at 2 am, she heard a loud banging at the front door of her home in Bengaluru. Someone was trying to force their way into her home.  “I was sleeping and it was 2.06 am. Someone was banging at my door, and ringing the bell,” Deepa tells TNM. Deepa, who lives alone, immediately dialled 100. The closest police station, the Puttenahalli police station, is located five minutes away from her home. However, the police did not come till 2.30 am, and till then, the banging and ringing continued. “My main door has a window next to it. The man opened that window and put his hand inside. He tried very hard to open the door from inside, for half an hour, and at the same time, he was saying something. I was shivering in fear, I could only hear him saying 'Madam, madam’,” Deepa narrates.  “There is a switchboard inside between the door and the window, and while trying to open the door he accidentally switched on the light in the main hall. Till a few minutes before the police came, he was trying to scare me, switching the light on and off constantly. He kept ringing the bell too,” Deepa shares. Deepa heard the police arrive at 2.30 am, but the alleged intruder was alerted and fled the spot.  “I believe he was hurt and he tried to maybe climb my building from somewhere else. There were blood-stains on the stairs as well as my windowpane,” Deepa adds. She says the police checked the perimeter and the terrace, but did not find him.  “They did not go to the buildings nearby or stay there for the night or give me any sort of protection. They gave me a number, and said if something happens, give us a call. I asked them, ‘should I wait for this to repeat? That's all they said and they went. They did not care to check everywhere,” Deepa says.  Later, the police left and Deepa, evidently shaken, tried her best to go back to sleep, trying to dismiss the incident as a thief trying to commit a petty crime. However, at around 7 am, while getting ready for work, she noticed something on the floor near her fridge. “I saw a packet of condoms lying near my fridge. I am very sure it was him who had thrown the packet.  I picked up the packet and when I saw what it was, I immediately threw it back where I had found it. I called the police, who came around 9.30-10 am. And their attitude was very casual. They said okay, just throw it,” Deepa says.  She adds that the police did not take the packet with them, but instead kicked it out of her house and asked her to come to the police station to file a written complaint. Deepa then got in touch with the building caretaker, who also works as a broker, and retrieved the CCTV footage.  ‘He did something similar on first floor’ “The CCTV footage we got was from the ground floor and unfortunately, the CCTV on my floor had to be given for some configuration and hence was not there. On the first floor, you can see him clearly, he is a tall, fair, lean man, whom I have never seen before. I saw the video 50-60 times but I could not recall if I had seen him somewhere,” she says.  In the CCTV, Deepa says she could see him opening the door of an apartment on the first floor as well.  “On the first floor, he did something similar, he opened the window, it is a sliding window, he peeked inside and then closed the window,” Deepa says. ‘Police refused to file FIR’ When Deepa reached the police station, the police allegedly asked her to leave out the details about the condom packet from her complaint. But she added it in her complaint and also submitted the video footage to the police. However, they did not file an FIR. “I told sub-inspector Santhosh about the events that happened the previous night. But he refused to register an FIR, saying that we can't because the guy is unknown. Next day I received an acknowledgement of three lines, that someone on (January) 30th banged the door, opened the window, and that ‘we want to tell the complainant not to open the doors and windows for any unknown person.’ They did not mention the video, the timing nor the condom packet,” Deepa says.  Deepa went to the police station twice to question why important details were not acknowledged and why the police did not file an FIR. Deepa also approached her building caretaker asking that security be deployed, but the caretaker convinced her that the building is safe and that nothing will happen if they lock the front gate. After haggling with both the owners and the police, Deepa, who has been living at the apartment for three years, is now looking for a new home.  On Sunday, after getting no assurance from the police, Deepa reached out to activist Deepika Bharadwaj on Twitter to narrate her ordeal.  This is extremely irresponsible @BlrCityPolice A man tries to break open a womans house at night, throws condom packet inside & you're asking her to forget about it rather than acting on it? Poor students, especially from SC/ST and OBC backgrounds, who reside in government-aided and religious welfare institutions in Karnataka, have been struggling for the past two months after the government stopped supply of foodgrains.  For some, the supply stopped in November, while others suffered from December onwards. Only after the Opposition raised its voice on the issue, did the state government do something to rectify the situation. Following this, a Cabinet meeting was held and the Minister for Women and Child Development Shashikala Jolle said that the state will resume the supply of foodgrains. Government sources said that more than 32,000 students were affected by a sudden stop in the supply of foodgrains, specifically rice and wheat. Institutions like the Siddaganga Mutt in Tumakuru, and the Chitradurga Muruga Rajendra mutt were among those affected. The crisis was precipitated after orders to stop the supply were reportedly issued by the Centre, Deccan Herald reported. The state government was reportedly complying with an order from the Centre, which had banned supply of free foodgrains to private and aided institutions, from December 2019 onwards. Doreswamy, administrator at the Muruga Rajendra Mutt in Chitradurga said, "For the past two years, we were getting a supply of rice and wheat from the Food and Civil Supplies department, but it stopped from the past three months. We were managing on whatever we grow in the land belonging to the Mutt, and purchased from donations of the devotees." He added that in January, they had requested the government for assistance. "Every month, we hold mass marriages in our premises. In January, Shashikala Jolle, Minister of Food and Civil Supplies, attended the mass marriage and we asked for help." Vishwanath, administrative officer at the Siddaganga Mutt, said, “We couldn’t let the boys go hungry and had to do something. We got some paddy, milled it, and fed that to the students.” However, action from the government came only when the Opposition spoke out on the issue. Congress MLA UT Khader, slammed the government for not providing food to the social welfare institutions, calling it inhumane, regardless of the nature of the institutions. “Instead of taking forward the schemes we (the Congress) made, this (BJP-led) government is trying to remove these pro-people schemes. This is an inhumane government,” he said at a press conference in Bengaluru on Tuesday.  UT Khader served as the Minister of Food and Civil Supplies in Siddaramaiah's cabinet when the Anna Bhagya scheme was introduced. The state will now have to allocate the funds from its own budget. The Hindu reported that this would cost an extra Rs 18 crore to the exchequer. The Karnataka government is set to release its budget on March 5.

The National Green Tribunal on Monday cancelled the eco-clearance granted to a Godrej high-rise residential apartment project near Kaikondrahalli Lake in Bengaluru. The NGT quashed the environmental clearance granted by the Karnataka State Environment Impact Assessment Authority (SEIAA) to Godrej Reflections (phase-1 of the project) and Godrej Lake Gardens (phase-2). P Ramprasad, who led the arguments against the environmental clearances given to these projects, told TNM, “The project was touching the lake on the southern side. It was in violation of environmental norms, municipal corporation norms and buffer zone regulations. Despite this, SEIAA granted permissions illegally. We challenged this before the NGT.” The violations There were two matters before the NGT regarding the environmental violations around the eco-fragile Kaikondrahalli Lake. The one pertaining specifically to the Godrej project was filed by HP Rajanna. The other, which is wider in scope and targets multiple structures around the lake for violating environmental norms, municipal rules, and buffer zone regulations was filed by the NGO Mahadevapura Abhivriddhi Samraskshane Samiti (MAPSAS). The NGT on Monday clubbed the two matters and pronounced the order cancelling the environmental clearance of the Godrej residential apartments. “This means that the project has come to a grinding halt. Other permissions like construction, building plans, licenses and other planning permissions as well as NOCs from different statutory authorities and all have no legal value,” P Ramprasad says. The advocate also alleges that in the past one year when the Godrej project was in the foundation stage, it has already tampered and endangered the ecology of the area. He placed these arguments before the NGT as well. “To build a high-rise apartment project, they need to excavate a large quantity of earth. That’s what they have been doing since the past one year,” he says. “There is a natural storm water drain whose the hydrology was altered because they were trying to cement the natural water stream itself. There are buffer zones along the natural water stream as well, where they were dumping waste. The environment load of the project is beyond the carrying capacity of the fragile ecosystem there. This tampered with the ecology and hydrology of the area,” Ramprasad says. Other structures in buffer zone It’s not just the Godrej project, but structures have also encroached on the Kaikondrahalli Lake as well as the lake’s buffer zone. A joint inspection report pertaining to the environmental violations happening around Kaikondrahalli Lake was submitted to the NGT by a four-member committee in September last year. The committee consisted of members from the Central Pollution Control Board, Karnataka State Pollution Control Board, Bruhat Bengaluru Mahanagara Palike and Bangalore Development Authority. TNM has a copy of the report. The report states that according to the Revised Master Plan 2015, there is a 30-metre buffer of ‘no development’ zone around water bodies. Apart from the Godrej project, the report alleged that many other establishments were also found to be within the Kaikondrahalli Lake buffer zone. These include the Renuka High School with playground and toilet, Sports Centre, Raksha Car Service, Kidzee School, some other shops and commercial establishments. Further, apartment complex Sri Mitra Spring Valley’s swimming pool, club house and approach road were found to be in the lake’s buffer area, as was the southeast portion of Alps Estate, another apartment. Of the latter, the project area where the STP and exit gate are situated are in the lake’s buffer zone. One more apartment named SJR Water Mark has also been named in the report, as its rainwater harvesting tank, park, tennis court and a portion of the driveway are in 1 acre 17 guntas which fall in the buffer area. Interestingly, all of these properties had obtained environmental clearances from SEIAA. MAPSAS’s case was against all of the buffer zone violations around Kaikondrahalli Lake and restoration of the lake area. A representative of the non-profit tells TNM, “We have seen that the area between Kaikondrahalli and Kasavanahalli Lakes has been constructed on rapidly. This, even as the area between the two lakes had a valley zone marked under the Comprehensive Development Plan 2015.” According to the Revised Master Plan 2015, a valley zone may only be used for laying down sewage lines, water treatment plants, roads, culverts, pathways etc. given that they do not obstruct the movement and course of the water. A Google Earth image shows construction in the valley area between the lakes Construction soil dumped near the lake While Kasavanahalli Lake is the upstream lake, Kaikondrahalli is the downstream one. Due to the rampant construction, the surrounding areas have seen flooding during heavy rains as the rainwater doesn't make way directly into the lakes as it should have. Had the wetlands between the two lakes been left in the natural state, this would not have happened. “And this has been happening around most of Bengaluru’s lakes, not just here. But here, because it used to be a large wetland between two lakes, the impact is felt on a bigger scale too. The government has failed to protect the lakes. The buffer zone is not respected at all. There is loss of bio-diversity due to garbage dumping/burning, sewage entry and ground water contamination. If we do not take action now, the lake will go back to being a cesspool and a decade worth effort of rejuvenation and maintenance will be wasted,” the MAPSAS representative says. A good precedent The NGT’s order has come as a ray of hope for organisations like MAPSAS. The NGT also ordered action to be taken based on the joint committee’s report on the larger issue of violations in the buffer zone within one month, and also expanded the scope of the matter to the nearby Kasavanahalli Lake as well. Pursuant to the arguments by P Ramprasad, the Tribunal also granted him liberty to raise additional issues relating to the restoration of the Kaikondrahalli lake and its buffer zone as well as Kasavanahalli Lake, and permitted him to point out any deficiencies in the joint committee's report. “While Godrej is well within its rights to approach the Supreme Court on the matter, the fact remains that the project is in violation of Kaikondrahalli Lake’s buffer zone. So, I don’t know how much good it will do them,” Ramprasad says.

The man who was a relative, abducted the woman, with the help of his friends.
A woman can be seen weeping in a moving car. While one man holds her neck, another man ties a mangalsutra forcefully around her neck. A song from a Kannada movie can be heard blaring loudly from the car’s speaker and yet the woman’s cries are louder. The video of the incident went viral on Tuesday night. On Wednesday morning, Hassan district police in Karnataka have arrested three men for abducting the 23-year-old woman and forcefully tying the mangalsutra around her neck. Police say that the man forcefully who tied the mangalsutra is her relative.  The 23-year-old woman, a resident in Hassan district’s Arsikere taluk, works as a tailor in Hassan city. On February 3, she took the bus from her village to town for work. However, she did not return home that night and her parents began worrying. Dudda Police, who probed the case, said that the woman’s parents filed a missing persons complaint only on Tuesday night. “Her parents thought she had eloped and hence had not approached the police initially. Later, when they were unable to contact her, they approached us,” the Dudda Police said. Police say that the prime accused Manu (30) had been pestering the woman to get married to him for over a year now. “She had turned down his proposal many times. When she was waiting for the bus at the Hassan Dairy Circle, Manu and three of his friends Vinay and Praveen and another man, who were in a car approached her,” Hassan SP Ram Nivas Sepat said. Manu allegedly offered to drop her home and convinced her to get into the car. “When she refused, they forced her into the car and began driving around the area. They left Hassan and it was during the journey to Ramanagar that the video was recorded when he forcefully tied the mangalsutra,” SP Sepat said. Later, they also took her to a temple in Ramanagara, where the prime accused Manu exchanged garlands with the woman. On the night of February 3, Manu, Vinay and Praveen allegedly took the woman to one of their relatives’ house in Ramanagara and forced her to stay there. “We have rescued the woman and arrested the three men. One more accused is absconding,” SP Sepat added. Upset after the video went viral, police said that the woman's father attempted to end his life by consuming poison. He is currently undergoing treatment at a private hospital in Hassan.  The trio have been booked under section 361 (kidnapping), 354 (outraging the modesty of a woman), 350 (use of criminal force), 506 (criminal intimidation) and 34 (common intention) of the Indian Penal Code.

The police firing that killed two people in Mangaluru has come under severe criticism.

The Karnataka High Court, hearing the case of Mangaluru police firing on the protesters against the Citizenship Amendment Act (CAA) on December 19, directed the Mangaluru district magistrate on Tuesday to gather video evidence from those present at the protest on the date of the firing. Two people died in the firing on December 19, and there was widespread anger against the police action – especially after videos surfaced on social media where policemen could be heard complaining that ‘not even one has died’ in their shooting.  On Tuesday, the HC divisional bench consisting of Chief Justice Abhay Shreeniwas Oka and Justice Hemant Chandangoudar, asked the local government to gather videos from mediapersons and the general public. They were directed to issue public notices to mediapersons and the public to send in any videos or CCTV footage they might have of the date of the firing, December 19, 2019. These videos will be set in the record of the courts, and must be preserved, reported legal website BarandBench. The hearing also confirmed that the National Human Rights Commission had no powers to undertake the matter, and only had the power to begin an inquiry and make recommendations, and only the court can issue a writ. Two people, Jaleel aged 49 and Nauseen aged 23, died in the police firing in Mangaluru. Several videos of the incidents on December 19 in Mangaluru are already on social media and with public individuals. For instance, on January 12, former Chief Minister HD Kumaraswamy released a CD consisting of 35 videos shot in Mangaluru on December 19 – one of which debunked police claims. According to the police, there were people prepared to throw stones at the police, and claimed there was a truck filled with construction debris on standby that the protesters were planning to use. However, Kumaraswamy at the time of releasing the videos, said that the police version of events was wrong, and that the truck was working for a nearby under-construction building.  Several videos of police firing went viral on social media following the firing. In one video, a police officer can be heard saying “not even one person has died.” Read: Lack of tear gas led to police firing? Cops, witnesses divided on Mangaluru firing deaths

Amidst hectic parlays between Karnataka Chief Minister BS Yediyurappa and several disgruntled MLAs, vying for ministerial berths, the cabinet expansion is slated to occur on Thursday. Addressing the media in Bengaluru on Wednesday, BS Yediyurappa said that only 10 out of the 11 Congress-JD(S) turncoats, who won the bye-polls in December 2019 would be sworn in as ministers on Thursday. The swearing in ceremony is slated to take place at Raj Bhavan at 10.30 am on Thursday. "I have spoken with leaders in Delhi and we have decided that only 10 new ministers will be inducted into the cabinet. We will see how we can accommodate Mahesh Kumatahalli. We will convince him by giving him some other post," Chief Minister Yediyurappa said.  The 10 MLAs, who will take oath on Wednesday are Ramesh Jarkiholi (Gokak), Byrathi Basavaraj (KR Puram), BC Patil (Hirekerur), ST Somashekhar (Yeshwantpur), Anand B Singh (Vijayanagar), Shivram Hebbar (Yellapur), K Sudhakar (Chikkaballapur), Narayana Gowda (Krishnarajapet) Shrimant Patil (Kagwad) and K Gopalaiah (Mahalakshmi Layout).  BJP sources say that Mahesh Kumatahalli would be offered a plum post as the director of a state-run corporation.  Speculation was rife on Tuesday after BJP legislators from Hyderbad-Karnataka region led by Shorapur MLA Narasimha Nayak alias Raju Gouda showed up at Yediyurappa's residence and demanded that an MLA from the region be accommodated in the cabinet.  In addition, the six BJP MLAs from Dakshina Kannada district began restlessly questioning BJP state President Nalin Kumar Kateel as to why a single leader from the coastal districts (the BJP's fortress) had not been given a ministerial berth.  The frantic lobbying began after it became known that Yediyurappa had got the high command's approval to induct Umesh Katti, BJP leader from Channapatna, CP Yogeshwar and Halappa Achar (Yelaburga) into the cabinet. Yediyurappa had decided this after meeting with Amit Shah earlier in January and got a list of 13 names approved.  These disgruntled leaders threatened a full-scale rebellion within the party, leaving Yediyurappa, Nalin Kumar Kateel and the high command in a fix. Sources say that Yediyurappa had to hold talks with the high command again after which the decision was made to induct only 10 new ministers in order to quell the rebellion. Party sources said that the high command has suggested a cabinet reshuffle in July this year, where the disgruntled leaders can be accommodated. "In July, the leaders who defected but did not end up winning will be made MLCs and then given ministerial berths. MTB Nagaraj will definitely be accommodated but AH Vishwanath and R Shankar are unlikely to get anything. In addition, some of the older ministers in the cabinet will be dropped to make way for other aspirants," the source added.
