101-year-old freedom fighter on five day protest in Bengaluru against CAA

Bengaluru’s Town Hall is seeing protests led by HS Doreswamy, a freedom fighter and social activist, from February 6 to 10. The protest against the Citizenship Amendment Act (CAA) is also to call for protecting human, social, economic, and political rights. On February 6, freedom fighter and Gandhian HS Doreswamy was reportedly informed by the police that he did not have permission to hold protests and he would be detained. However, Doreswamy landed up at 10.15 am and sat through the protest for the entire day. Some people from a shamiana hiring company came to set up a sun shade for the protesters, particularly for Doreswamy, but the police detained them for about 15 minutes, later let them off. However, they were prevented from setting up the shamiana. Protesters and activists noticed that Doreswamy was forced to sit in the sun, while the police had set up their own tent to shelter themselves from the sharp sun. Temperatures in the city hit 30 degrees even as the sky saw no clouds throughout the day. Organisers involved with the protest said that he was until recently admitted in the hospital, and was actually not supposed to strain himself. Regardless, he continued attending the protests, and plans to do so until February 10. On February 7, protests continued, even as the police allowed the setting up of the tent and granted permission. Protesters shouted slogans such as “Hum cheenke lenge azaadi” (we will snatch our freedom), and “hum laddke rahenge.” (we will keep on fighting) One of the activists at the protest, Warsi spoke about why people continued to attend protests across the country, and stressed that the problem is economic. “They are saying people are sitting in protests because they are jobless and don't have any business, but who is the one who didn’t provide jobs? We don't have business to attend to, because people like Modi have split the entire country and making it their own personal business by selling government properties.”

Two arrested for allegedly siphoning Rs 48 cr from Karnataka state agri board

The Bengaluru Police have busted a major scam within a state-run board, where an official employed there and a private bank employee allegedly siphoned off Rs 48 crore in public funds. The Central Crime Branch sleuths busted the scam within the Karnataka State Agricultural Marketing Board and arrested these two men on Friday. CCB sleuths arrested Siddagangaiah, the deputy general manager of KSAMB and Jayaram, who works as the assistant manager at Syndicate Bank’s branch in Uttarahalli. CCB sleuths said that they are looking out for four others allegedly involved in the scam including Bharath, Mustafa, Aslam and Revanna, who are absconding. Police say that Bharat is the brother-in-law of Jayaram and the three others are middlemen in the scam, and are residents of Chennai. Investigating officials said that three teams have been formed to nab them, while one team is in north India and another one is in Chennai. CCB sleuths say that the scam came to light earlier in January when the managing director of KSAMB, Kari Gowda approached the Commercial Street Police and filed a complaint stating that the board had deposited Rs 100 crore in fixed deposits in Syndicate Bank and that Rs 48 crore was missing in the total amount. Kari Gowda, in his complaint, claimed that one of the fixed deposit certificates issued by the bank was fake. The CCB later took over the case after preliminary investigation. Investigators say that the KSAMB managing director transferred Rs 100 crore to Syndicate Bank via RTGS on November 18, 2019 in two fixed deposit accounts of Rs 50 crore each. According to Kari Gowda’s complaint, he met Jayaram on January 20 this year regarding the money. Jayaram allegedly informed Kari Gowda that only Rs 52 crore was received by the bank. When Kari Gowda produced the fixed deposit certificates issued by the bank, the bank officials allegedly informed him that one of them was fake. The Commercial Street Police, in their preliminary probe found that the Rs 48 crore was transferred to 60 bank accounts and most of them were in Chennai. “Since it became an inter state matter and also economic offence, CCB took over the probe,” Commercial Street Police said. CCB investigators found that the money was later transferred to other bank accounts spread across the country and was also withdrawn. “Siddalingaiah and Jayaram were involved in issuing the fake certificate. The four others were involved in transferring the money to various bank accounts and withdrawing it. After investigation, it was found that Bharath is Jayaram’s relative and he had contacted the three others from Chennai and asked them to encash the money in the 60 accounts,” the police added. CCB sleuths say that Siddalingaiah and Jayaram had allegedly decided to siphon off the entire amount of Rs 100 crore. “But the MD figured out the discrepancy sooner and filed the complaint,” the police added. The police have booked the two arrested men under sections 420 (cheating), 409 (criminal breach of trust by public servant), 120B (Criminal breach of trust), 34 (common intention) and the Prevention of Corruption Act.

Kannada must be medium of instruction in schools: Kannada Sahitya Sammelana resolution

Though similar resolutions have been passed in previous sessions, no action has been taken on the ground, according to reports.
The 85th Kannada Sahitya Sammelana held at Karnataka’s Kalaburgi on Friday passed a number of resolutions, among which one stood out starkly. The resolution urged the state government to make Kannada the medium of instruction in all government and private schools, regardless of board affiliation.  This resolution was passed by the Kannada Sahitya Parishad’s central executive committee on Friday, the last day of the summit. Members of the Kannada Sahitya Parishad noted that despite many such resolutions passed by previous sessions of the Kannada Sahitya Sammelana, there has been no action on the ground, Deccan Herald reported. Leader of Opposition in the Karnataka Assembly, Siddaramaiah also made similar demands during his valedictory speech at the event on Friday. Siddaramaiah demanded that Prime Minister Narendra Modi bring in a legislation where primary education is only taught to children in one’s mother tongue, TNIE reported. The panel that discussed the issues of empowering Kannada language at the summit also condemned the closure of Kannada-medium schools in Andhra Pradesh and demanded that the Karnataka government must intervene and save such schools located in the border areas. It urged the government to declare the Mahajan Commission report of 1992 on the Belagavi border as final and also asked the government to take measures to implement Article 371(J) (granting special status) of the Constitution and said many neglected memorials in Hyderabad-Karnataka must be revived, TOI reported. On February 6, Chief Minister BS Yediyurappa, who inaugurated the Kannada Sahitya Sammelana, said that the government is determined to implement the Compulsory Kannada Learning Act. The state government’s decision to make it mandatory to study Kannada from 2017 onwards, either as first or second language, had received opposition from a certain section of parents. However, both the pro-Kannada activists and the Kannada development authority had stressed that the government must ensure that children living in Karnataka must learn how to speak the language. Primary and Secondary Education Minister Suresh Kumar too has on multiple occasions said that stringent action would be taken against schools that do not implement the rules.

Three suspected cases of coronavirus in Karnataka's Udupi, patients kept in isolation

Three people from Karnataka’s Udupi have been kept in the isolation ward of the district government hospital on suspicion of coronavirus infection after being admitted on Friday night.   The three persons were kept in the isolation ward after being admitted to the Ajjarkad Government Hospital late on Friday night. Udupi DHO Dr Sudhir Chandra Suda said that a family residing in Mandarthi had recently visited China but not Wuhan. When the father and his daughter aged 12 caught a cold and cough, they approached the hospital. “They have cough and cold. We have taken the samples and sent it to the lab in Bengaluru. The results will come back only after 72 hours. In the meantime, we have kept them in the isolation ward as a precautionary measure,” he said. In the third case, neighbours of a 27-year-old man in Mudarangady, who had returned from Japan allegedly raised a scare and called the district health officials and informed them that the man had been severely unwell after returning from Japan. “The father and daughter came voluntarily to the hospital and said they were scared it could be coronavirus. In the third patient’s case, we sent an ambulance to bring him to the hospital. All three cases do not look like coronavirus but we cannot release them until results come back and we are 100% sure. They will be kept in the hospital itself. We are treating them for cold and cough,” Dr Sudhir added. The Karnataka Health Department bulletin states that till date, 130 travellers from coronavirus-affected countries have been identified and 126 are under home isolation. Till date, 96 samples of suspected cases have been sent for testing out of which 76 samples have returned negative. The rest of the samples are being tested. The recent development of three positive cases of coronavirus in Kerala has resulted in the Karnataka government putting the border districts of Dakshina Kannada, Kodagu, Chamrajnagar, Udupi and Mysuru under surveillance.

Common exam for Class 7 in Karnataka in March: Schools say they’re unprepared

The Karnataka government has decided to hold the common evaluation exam for Class 7 starting March this year. The state government issued a notification to all public and private schools on Friday. The notification states that the common evaluation exam would be held in the second week of March and that all state board schools must update details of their students on the Student Achievement Tracking System (SATS) website before February 10. This move has rendered several schools in the state in a fix as many of them claim that the state government has not given them the time to prepare the school children for the common exam.  “Talk of a public exam for Class 7 students started only a few months ago. By that time half the academic year was already over. The state government did not tell us what the students must prepare for. It makes sense if they are holding this exam for government school but including private schools and asking them to prepare with not even a month for the exams will be difficult for students,” said Shashi Kumar, General Secretary, Associated Managements of Primary and Secondary Schools in Karnataka.  He said that the state government had also not given the schools any clarity on the question paper pattern, which is adding to the difficulty. “The government initially said it was for public and RTE-aided schools. Now they are including all private schools. The state government officials told us that there will be two sections in the question paper and the second section will have essay-type answers. Beyond that we don’t know anything else. Students and parents are obviously worried,” he added.  The Karnataka State Commission for Protection of Child Rights has written to the Department of Primary and Secondary Education stating that the decision to hold the common exam in such short notice, would put immense pressure on the children.  “We have asked them if it possible to start the common exam from next year,” the KSCPCR official said.  Speaking to TNM, an official with the Department of Primary and Secondary Education said that there is no need for students or parents to be stressed and that they had to prepare as they would have for any other exam.  “The only difference is that it will be one common question paper. We have also instructed schools that the children will not be failed. This is being done only to evaluate how well the children have grasped their lessons and whether some of the children need special attention,” the official added.

Ancient idol of goddess found on roadside in Udupi: Historians say it's a rare find

Although the ASI is yet to date the figurine, historians say that it may be from the 6th century.
The next time you run over a strange object on the side of the road, take a second look as it could be historically significant. One such idol has been spotted in Karnataka’s Udupi. On the side of the road in Belakur in Udupi district, an old figurine made of granite was stuck on the pavement of a road. People ran their vehicles over it every day but a few days ago, the pictures of the idol began circulating on WhatsApp. It turned out that the idol is a historically significant one. It is of the fertility goddess Lajja Gauri, who is worshipped even to this day, in several parts of Karnataka. Shivakant Bajpai from the Archeological Survey of India, saw the images being circulated, and found out where exactly it was situated. He told the local media that he is working towards excavating the rare idol, and has requested the local authorities including the SP and Deputy Commissioner of Udupi to take charge of the idol. The ASI has not yet dated the idol. However, initial estimates suggest that the idol is from the 6th century. Further studies will give more information on the idol. “Lajja Gauri is usually not a principal deity in a temple. They usually have it as a sculpture in a temple. Lajja Gauri is known to be worshipped in the tantric tradition, however, for fertility. It has a distinct ethnographic feature of a nude woman sitting in a squat position with the knees apart,” says Remya VP, an expert in temple architecture in Karnataka, who works in the Karnataka Central University, Gulbarga. Remya adds that the goddess is usually worshipped in North Karnataka, and that “it’s a little surprising that they found it in South Karnataka.” Remya says that it doesn't look like the statue belongs in Belakur. "My observation from the photographs is that the artefact does not seem to belong to the spot it was found in. Rather, it looks like it happened to be on the spot out of context. The sculpture must have been part of a structure, like a temple. But it might have had ended up there accidentally, possibly during transportation or something,” she says. She adds that unless we know the original location of the idol, it is hard to conclude whether the cult of the goddess was present in coastal Karnataka. "The priority should be on locating the original context of the sculpture, but it's certainly very rare find," she adds. As it was found in Belakur, in Udupi, Rangaraj NS, an Ancient Historian who worked in Mysore University, says that the place is a historically significant. “Belakur is important because it was the seat of the Alapur kingdom. This kingdom was only in South Canara, and archeologists have excavated it in the past. There, they have found many sati stones in a single place, so in my opinion it is not that surprising to find the Lajja Gauri statue there, as these practices are all linked.”

On Friday evening in Bengaluru, when many would be making their way to their favourite watering holes in the city, around 150 people made their way to the Indian Institute of Agricultural Technologists on Queens Road. They quickly filled up the hall designated for a panel discussion on a very topical issue – Citizenship, Identity, and Migration -- organised by the Network of Women in Media, India (NWMI) during their 15th national conference.  The panelists included historian Ramchandra Guha; feminist activist and filmmaker formerly with women’s rights organisation Vimochana, Madhu Bhushan; a scholarship student of communications at Mount Carmel, Teresa Braggs; and St Joseph’s professor who also writes on caste, Vijeta Kumar, among others. The panel also had Malini Bhattacherjee, a professor at Azim Premji University, who was the sole person on the dais supporting CAA. The following conversation – moderated by journalist Rohini Mohan of NWMI – saw a vibrant discussion on the Citizenship Amendment Act (CAA), the politics of inclusion and exclusion, and navigating the intersections of our various identities. The CAA Unsurprisingly, the CAA -- which seeks to provide citizenship to Hindus, Sikhs, Christians, Buddhists, Jains and Parsis who fled Bangladesh, Pakistan and Afghanistan to India due to religious persecution — was at the heart of the discussion. Calling it discriminatory, Ramchandra Guha alleged the Act was premised on the fact that only Islamic countries persecute and everyone except Muslims are persecuted. Ravi Kumar, a professor at National Law School University of India, Bengaluru and a lawyer, was also one of the panelists. He argued that the BJP-led Centre had chosen only these three neighbouring states as they are the most ‘polarising’. Both he and Guha questioned why Sri Lanka was left out of the ambit of the Act, even though Lankan Tamils made up the biggest refugee group in India. He also spoke about the National Population Register (NPR) and the National Register of Citizens (NRC) and called them “illegitimate”. “Section 18 of the Citizenship Act allows the government to make rules to carry out the purposes of the Act. The government has proposed to club the Census exercise with the NPR this year. However, the Census Act does not allow for the clubbing of any other activity with it. Further, Census is an enumeration, and not identification – unlike NPR. And given that the Constitution says that religion must not be a basis for conferring or taking away any rights (including citizenship), the CAA is not permissible under the Constitution. By extension, the NPR and NRC do not qualify as legitimate rules to carry out the purposes of the Citizenship Act. They are illegitimate,” Ravi said. The impact on marginalized communities A strong criticism against NRC has been that it will impact the marginalized the most. Madhu, who works with a nomadic community in Karnataka called the ‘Hakkibikkis’, explained that the community claimed citizenship by naming themselves after the space they were born in – like ‘Depot’ (for he was born near a rice depot). “Think of the impact an NRC would have on communities like these. What happens to people who don’t have access to documents or no concept of documents? Over 50% of denotified tribes have no documents, and even more have no addresses and own no land. Where do they go?” Madhu questioned. Ravi further questioned what happens to tribes that worship nature and do not recognise the religions on the basis of which CAA will grant Indian citizenship. Teresa also pointed out that transgender persons are also likely to be affected by the NRC due to lack of or hurdles in getting proper documentation. Panelists said that the timing of the Act is no coincidence. Ramchandra Guha alleged that the BJP is driven by a sense of vindication and hatred towards Muslims. “Look at the trajectory. There was the abrogation of Article 370, which downgraded India’s only Muslim majority state of Jammu and Kashmir to a union territory. Then there was the Ayodhya verdict. And then, the CAA.” The personal and political Looking at citizenship from a personal and philosophical angle, Madhu said that citizenship was also about a sense of belonging, which is the idea at the centre of ‘swaraj’ (self-rule). Quoting Hannah Arendt, a German-American political theorist, Madhu said, “In that context, a stateless person is not just expelled from a state, but expelled from humanity.” Vijeta Kumar drew from her own experience as a Dalit. “My father, who is quite right wing as well, loves the country so much that every day, he strives to remove the marks of his Dalit identity from his body. Even then, the country rejects him. The question of citizenship is ironic for us in this context.” Teresa Braggs, meanwhile, addressed the rhetoric against students being involved in the protests – that they should be studying instead. She said that for many youngsters like her, the sense of identity and Indian-ness has been in the process of forming. “We are protesting because we are emotionally and intellectually invested in the future of this country.” Teresa added that this was also to challenge the ideas and narratives that the government has encouraged – that of the tukde tukde gang, urban naxals, and anti-nationals – to alienate and identify those who dissent. “Who we are is students who do their homework in the candlelight at a protest… or the queer Muslim student who came on stage asking everyone to be quiet because her mother on the phone thought she was back in her accommodation,” Teresa said. The achievement of this movement Many of the panelists said that the biggest achievement of the anti-CAA, NRC movement was that it had united Indians, and brought them out to the streets on a scale that has been the biggest since the Indian freedom struggle. 22-year-old Teresa, who has been at the forefront of many Bengaluru protests, said that while they were still trying to figure out their identities, “The Hindutva-vaadis have made sure that we know what we don’t identify with.”

Karnataka BJP asks people to keep documents ready for NPR, contradicts Centre's position

It was a tweet aimed at those protesting against the Citizenship Amendment Act (CAA, the National Population Register (NPR) and the National Register of Citizens (NRC) particularly the Muslim community. On Saturday, the Twitter handle of the Karnataka unit of the BJP tweeted, "Kaagaz Nahi Dikayenge Hum!!! Keep the documents safe, you will need to show them again during NPR exercise.”  The tweet was accompanied by a video of a line of Muslim women holding out their voter ID cards. Widespread protests against CAA, NPR and NRC in the country have all called for a civil disobedience movement. Protesters across the country shouted the slogan “Hum kaagaz nahi dikayenge” (we will not show documents) marking the call for civil disobedience when officials coming knocking on doors during the NPR exercise that is slated for April to September. Taking a dig at the slogan, the Karnataka BJP said that people would have to show ID proof during NPR exercise. "Kaagaz Nahi Dikayenge Hum" ! ! ! In a series of tweets on January 1, the Union Ministry of Home Affairs had stated, “no individual will be required to submit any document to any authority or enumerator visiting his/her household for NPR survey. Information provided by the individual would be accepted and recorded accordingly.” The clarification came in the wake of a story by The Hindu that the trial NPR form seeking the “place of birth of father and mother” had received the Centre’s nod for the nationwide rollout. They are two different things. Data collected under NPR cannot be used for NRC… Every person living in the country has the option of sending details of the documents on the app during NPR exercise but there is no need to furnish supporting documents,” Amit Shah had said in an interview. Well we now know what they are thinking,” tweeted Rohini Mohan, a journalist, who has covered the issue of NRC widely. The BJP has made several controversial statements regarding NRC over the last few weeks. On January 31, the Karnataka BJP tweeted a picture of Sharjeel Imam, a JNU student who was arrested on charges of sedition, alongside a picture of the youth who shot a protester outside Jamia Milia Islamia. The BJP had labelled it “action” and “reaction”. The tweet was later deleted. The BJP, however, put up another tweet with the same images, but revised the caption to read ‘action by govt’ and ‘reaction by anti-nationals’.

Bengaluru techie feared dead after coracle ride turns fatal

An unauthorised coracle ride in a lake in Bengaluru turned fatal for a software engineer, who is believed to have drowned in the lake, police officials said. The engineer's body is yet to be found.  The incident took place on Friday when Sachin Machaiah (30), a resident of Electronics City, allegedly entered Kalkere Lake near Ramamurthy Nagar in eastern Bengaluru along with a former colleague and friend, Ullas Shamraj, who lives nearby. The duo decided to go on a coracle ride after attending a party near Kodigehalli Gate.  Police officials said that they entered the lake around 2:30 am, dipped oars in the water and started pedaling. But when they were in the middle of the lake, the oars allegedly slipped from their hands and attempts to row the coracle with their hands failed. The coracle eventually capsized, the Deccan Herald reported. According to reports, Sachin did not know how to swim. Ullas, meanwhile, reportedly swam to the tank bund and called emergency helplines. Rescue workers tried to search for Sachin but to no avail. A search for Sachin's body started on Saturday morning but he is yet to be found.  Sachin worked in a company out of Manyata Tech Park. He was a native of Virajpet in Kodagu district.  Rajesh Dindi, a security guard who works at the lake, said that the duo picked up the coracle that is used to clean the lake. Rajesh went on his rounds to the opposite end of the lake at midnight and only realised about the duo's coracle ride at 3 am when Ullas came to the tank bund crying for help, The New Indian Express reported.  Ullas and Sachin were reportedly close friends and would hang out often. Ullas lived near the lake and knew the various entrances that would lead to the lake. He also knew about the coracle.   Since the incident, Ullas is reportedly in shock and is yet to record his statement with the police.

Speeding car kills traffic cop conducting vehicle check on Bengaluru Airport road

In a tragic accident, a speeding car knocked down a traffic police constable and left another constable severely injured on the Bengaluru International Airport Road in Bengaluru. The deceased has been identified as Dhananjay K, who worked at the Chikkajala Traffic Police Station. He, along with his colleague Uma Maheshwar, were part of the interceptor vehicle team, fining speeding vehicles on the airport road near the toll gate.' At 5.30 pm on Saturday, the duo were standing on the side of the road when a Hyundai Grand i10, driven by Kushal Raj, lost control and rammed into the traffic police officials after brushing a car parked on the road, the Deccan Herald reported. Another tragic loss of life on line of duty,Traffic Head constable Dhananjaya died and Constable Uma Maheshwara severely injured after a speeding car hits them on International Airport Flyover while checking over speeding vehicles, a family devastated, I have no words to console. — Bhaskar Rao IPS (@deepolice12) February 8, 2020 Due to the impact of the accident, the constables were thrown towards a metal railing on the side of the road, a traffic police official said. Dhananjay was declared dead when he was taken to a nearby government hospital while Uma's condition is serious, the Times of India reported. Kushal Raj was allegedly not under the influence of alcohol and was driving at a high speed since he was late for his flight. He is a textile merchant from Basavanagudi in the city.  The two traffic constables were stopping vehicles and fining them for speeding. Witnesses stated that the duo had no time to move away from the path of the errant vehicle. Chikkajala traffic police officials detained Kushal after the accident and are questioning him. He has been booked for negligent driving causing death.

Though no coronavirus-positive case has been reported from Karnataka, four persons are under observation in a state hospital while others are under home-isolation.
The Karnataka Health and Family Welfare Services Department has kept 138 persons across the state under observation in the wake of novel coronavirus (nCov) scare, a health official said on Saturday."We are observing 138 people across the state, including in Bengaluru," the department's Communicable Diseases Wing Joint Director Prakash Kumar told IANS. Though no coronavirus-positive case has been reported from Karnataka so far, four persons have been admitted in a state hospital under medical observation, Kumar confirmed. Of the 104 samples sent for testing from the state, 85 have, so far, been declared negative. As many as 130 persons in the state were kept under home-isolation observation. Four Karnataka districts bordering Kerala — Kodagu, Mangluru, Chamarajanagar and Mysuru — continue to be under surveillance after three positive coronavirus cases were reported in Kerala. On Saturday, it was reported that three persons from Udupi were isolated at the Ajjarkad Government Hospital. Two of them had travelled to China while the other had returned to Udupi from Japan.  From January 20 till Saturday, 14,153 passengers underwent thermal screening at the Kempegowda International Airport, including three who had a history of visiting China’s Wuhan, the epicenter of the nCoV outbreak.  The '104 Arogya Sahayavani' call centre, which people can call for guidance on coronavirus, has clocked 1,792 calls so far."In case people with recent travel history to China and other affected countries develop any symptoms, they are requested to call 104 or health authorities and provide all necessary details in order to take necessary measures and are requested to be quarantined at home," reiterated the department. Three confirmed cases of coronavirus were earlier reported in Kerala and over 722 deaths were confirmed around the world, mostly in mainland China.

Three chargesheets have been filed against 16 persons in the Karnataka Premier League (KPL) spot-fixing scandal, including former Karnataka Ranji captain and wicketkeeper CM Gautam, a senior Bengaluru police officer said on Saturday.  The eighth edition of KPL —  a Twenty20 cricket league run by the Karnataka State Cricket Association (KSCA) —  was hit by the multi-crore international match-fixing scam in September 2019. Apart from allegations of ‘slow batting’ by two players, it was found that the bookies had allegedly blackmailed the players through honey-trapping tactics. "Among the 16 who have been chargesheeted on Friday include five players, five bookies, two KPL team owners and a member of the Karnataka State Cricket Association (KSCA)," Central Crime Branch Deputy Commissioner of Police Kuldeep Jain said, adding that the investigations will continue.   Three chargesheets have been filed in three different police stations. The accused persons include Asfaq Ali (Belagavi Panthers franchise owner), Arvind Reddy (team owner of Ballari Tuskers), Sudhendra Shinde (KSCA management committee member), CM Gautum, left-arm spinner Abrar Kazi and bookie Amit Mavi. According to the chargesheets, police identified four cases of spot-fixing, including the 2019 final KPL.  Sudhendra Shinde, a former Ranji Trophy player, was the state cricket body member booked on charges of colluding with Asfaq Ali in betting and spot-fixing in the KPL matches.  "Shinde colluded with Ali and facilitated his entry into the KPL and has been part of all the conspiracies with him," said Jain.  CM Gautham and teammate Abrar Kazi, allegedly agreed to bat slow in exchange for Rs 20 lakh in the final of the KPL 2019 edition, which the Tuskers lost by eight runs. Chasing 153 runs, Tuskers ended up with 144, with opener Gautam scoring a 37-ball 29 while Kazi struck 13 off six deliveries.  Similarly, Bengaluru Blasters bowling coach Vinuprasad and batsman M Vishwanathan allegedly colluded to fix a match with the Ballari Tuskers for Rs 10 lakh. Nishanth Singh Shekhawat, also from Bengaluru Blasters, has been booked in the betting case. According to police, the players involved used sign language to communicate over match-fixing like folding sleeves, switching bat between hands etc.   All the charge-sheeted persons were booked under section 420 of the Indian Penal Code (IPC) for cheating. Fourteen of the chargesheeted were arrested and since released on bail, while two bookies, Amit Mavi and Manoj Kumar, are still absconding.  Bengaluru Commissioner Bhaskar Rao had earlier claimed that the players were blackmailed through honey-trapping. However, the police officer said that the probe did not find anything related to honey-trapping in the case or that women were involved.   Even though the police raided the state cricket association's secretary Suresh Menon's residence and seized some electronic gadgets, Jain said no incriminating material was found. "But we are verifying and clarifying the issues further. We may get a clear picture in the future," said Jain.  Run by the KSCA with the Board of Control for Cricket in India's approval, the KPL’s ninth edition will be held after the investigations into betting, honey-trapping and spot-fixing controversies are completed. Pro-Kannada groups call for bandh on February 13, demanding more jobs for Kannadigas

The bandh was called demanding the implementation of the Sarojini Mahishi report which recommends job reservations in Karnataka to Kannadigas.
The Karnataka Sanghatanegala Okkoota, a collective of pro-Kannada organisations, has called for a bandh in the state on February 13 coinciding with hundred days of protest for increasing reservation of jobs for Kannadigas in the state. The organisation is calling for the implementation of the Sarojini Mahishi report which recommends job reservations to Kannadigas in the state in both the private and government sectors.  Nagesh, a member of the organisation claimed that many pro-Kannada groups, transport associations and trade unions had offered their support for the bandh. "We want the recommendations in the Sarojini Mahishi report implemented to secure the future generations of Kannadigas in the state. We have the support of over 100 associations of hotels, shops and transport services," Nagesh claimed. Cab services in Bengaluru may be affected from 6 am to 6 pm on February 13 after an association of Ola and Uber drivers supported the Karnataka bandh called by the outfit."Association of Ola and Uber drivers in the city have extended support for the bandh. We agree that the recommendations laid down in the Sarojini Mahishi report should be implemented. It will be a boost for Ola and Uber drivers too," says Tanveer Pasha, President of Ola, Uber Drivers and Owners Association, Bengaluru. The bandh was also supported by a few other drivers associations in Bengaluru, including the Adarsha Auto and Taxi Union and Jai Bharatha Vehicle Owners and Drivers Association, another association consisting of Ola and Uber drivers. It is unclear how many drivers are part of the associations which are planning to observe the bandh on Thursday.  Many other organisations too have supported the bandh called on February 13. This includes the Karnataka Film Chamber of Commerce (KFCC), Lorry Owners Association, Centre of Indian Trade Unions (CITU) among others. BMTC and KSRTC unions have not voiced support as yet.  The Sarojini Mahishi report was prepared in 1986 and it recommended job reservations for Kannadigas in government jobs, public sector units and even in the private sector. Many of the 58 recommendations made in the report have been implemented by successive state governments in power in the state. Many pro-Kannada organisations have pointed to the recommendations made in the report asks for a greater share of jobs in Karnataka for Kannadigas.

Karnataka Chief Minister BS Yediyurappa on Sunday promised to make Hukkeri MLA Umesh Katti a minister in the future. The Chief Minister was speaking at his residence in Shikaripura after reports emerged that Umesh Katti, an eight-time MLA, was unhappy at being sidelined yet again after 10 MLAs who joined the party from Congress and JD(S) were sworn in as ministers in the Karnataka cabinet. "He (Umesh Katti) should have been made a minister in the first list but for inescapable reasons, it did not happen. He will be made a minister in the future. There is no space to accommodate everyone and these 10 MLAs have left their party and come to the BJP to help," Yediyurappa said.  Umesh Katti had earlier told media persons that he was one of the MLAs who will be made a minister in the cabinet expansion. But when the party announced the list of new ministers, it did not include his name. The party named the 10 of the 17 rebel leaders who left the Congress and JD(S) to join the BJP last year as ministers.  Their decision paved the way for the collapse of the JD(S)- Congress coalition government and for the BJP to come to power in the state.  Yediyurappa  sought to play down any rift between old-time BJP leaders and the newly confirmed ministers. He confirmed that the distribution of portfolios among ministers in Karnataka will take place on Monday morning. The portfolios of the ministers has not been announced yet. "I am preparing for the Budget speech on March 5 and focusing on development work," Yediyurappa added.

2 injured in separate accidents involving Bentley and Lamborghini in Bengaluru

Two different car accidents in Bengaluru involving luxury cars - a Bentley and a Lamborghini - have caused two people to be injured and around five vehicles damaged. In the first incident, a Bentley which was speeding from Hebbal reportedly hit three vehicles under the Mekhri Circle underpass at around 2.30pm on Sunday. Two men, an engineer named Praful Kumar and an autorickshaw driver named Abdul sustained injuries in the accident. The driver of the Bentley fled from the spot after a crowd began to gather, abandoning the car. Praful and Abdul were taken to a nearby hospital for treatment. According to TOI, DCP East (traffic division) M Narayan stated that the Bentley belongs to a private company. Representatives of the company have been asked to appear before police on Monday. Traffic police have seizedthe car. In another accident, a brand new Lamborghini car crashed into a police chowki at CTO Circle, right across from Cubbon Park Metro Station at around 5.15pm on Sunday. Speaking to TNM, a police official from Cubbon Park traffic police station said that investigations are underway and that a case has been registered under section 279 of the Indian Penal Code (IPC) for rash and negligent driving. In March 2019, a Bengaluru man died in a car accident while test driving a luxury model SUV. According to the police, 31-year-old Sagar was driving at a high speed when he hit a road divider which caused the car to topple over and land in a 10-metre deep ditch. He died on the way to the hospital. His wife, son, business partner and an associate from the car company were also in the vehicle and sustained injuries and were taken to a private hospital for treatment. According to the police, the airbag and use of seatbelts saved the lives of passengers who were sitting in the front.

Six individuals living in Bengaluru were arrested in connection with an online kidney sales racket. The accused, including three African nationals, had been running the online racket by using the names of prominent doctors in the city. They were arrested by Banaswadi police on Saturday. According to reports, the gang approached individuals who were looking for an organ donor for a kidney transplant, as well as those who were willing to be donors in exchange for money. They would then collect registration fees from these individuals, which would amount to anywhere from Rs 40,000 to Rs 1.5 lakh. After receiving the token amount, the gang would cut off all communication with the individuals.The gang has reportedly swindled around 260 individuals using the same modus operandi. They had created a fake website which falsely claimed that they had the authorisation of the World Health Organisation (WHO) to run the business and had been using the name of a super specialty hospital in the city and the names of several well-known and reputed doctors. Police tracked down the accused after a complaint was filed by Dr Shafiq MM, director of the hospital. Following this, police were able to use the numbers the gang had published on their website to track down the culprits. The accused have been identified as Esene Lovely (29) from Nigeria, who was reportedly the “kingpin”, Mohamed Ahmed Ismail (24) and Marwan Faisal (27) who are both from Sudan, Herendra (25) and Jatin Kumar (25) from Tripura and Kami Ranjan (21) who is from Bengaluru’s Bommanahalli area. Several illegal kidney trafficking rackets have been identified and busted in the recent past. Last July, officials from Hyderabad had busted members of a kidney racket which functioned by contacting individuals who were selling their kidneys and duped them of lakhs of rupees.

Revathi is the grand-niece of former Karnataka housing minister M Krishnappa. Nikhil Kumaraswamy entered politics in 2019 and contested from the Mandya Lok Sabha constituency and lost to Sumalatha Ambareesh. He is a film actor. The couple wore matching clothes in gold and cream colours. Revathi wore a light peach and cream saree, while Nikhil wore a sherwani. The engagement party was held at Taj West End near Bangalore Turf Club. The decorations at the venue were themed in white, with flowers being brought from all over Karnataka. They exchanged rose and jasmine garlands, and rings. Nikhil gave Revathi a diamond ring. The couple was blessed by their families and various leaders from political parties in Karnataka. There were reportedly about 6,000 guests who attended the ceremony. Those in attendance included Chief Minister Yediyurappa, former ministers DK Shivakumar, KJ George and G Parameshwara, M Krishnappa, IPS officer Alok Kumar, former DG and IG of Karnataka Neelamani Raju, JD(S) MLC Basavaraj Horatti, and actor Puneeth Rajkumar. A case of cheating and forgery has been registered against the former chief executive officer of crisis-hit Guru Raghavendra Sahakara Bank Limited in Bengaluru, weeks after RBI cap on withdrawal-limit triggered panic among depositors. According to police, the case has been registered based on a complaint by the present CEO officer A Santhosh Kumar against his predecessor Manur Vasudava Maiya. The bank is in the middle of a crisis following huge non-performing assets and Reserve Bank of India imposed restrictions from collecting deposits, lending loans and making investments. The apex bank had also last month capped the withdrawal limit to Rs 35,000. Santhosh Kumar stated in his complaint that between 2012 and 2018, Maiya had allegedly lent money beyond his jurisdiction to various customers. "We want stringent action against Maiya for conspiring and betraying the bank," he stated in his complaint. On January 10, the RBI imposed restrictions on Sri Guru Raghavendra Sahakara Bank restricting withdrawals to a limit of Rs 35000 and directed the bank to not grant or renew any loans or advances. Worried customers of the bank gathered at the bank premises in Basavangudi when news of the RBI issuing the notice spread. However, the bank officials at the time had said that customers were assured that their deposits are safe. The bank had earlier stated that the RBI restrictions were a result of a default on Rs 350 crore worth of loans; however, the loans can be recovered by taking over the assets given as securities. The bank had stated that ATMs would function normally and that it would seek clarifications from the RBI as well. Many depositors likened the situation at the bank to the situation with the Punjab & Maharashtra Co-operative (PMC) Bank. In September, RBI had imposed restrictions on the imposed regulatory restrictions on the PMC Bank limiting withdrawals to Rs 1000.  However, BJP MP from Bengaluru South, Tejasvi Surya had insisted that false equivalences should not be drawn by comparing the bank's present situation with that of PMC Bank. "This is nothing like PMC Bank. We will ensure that the interests of stakeholders will be protected. I urge friends in the media to not draw false equivalence with what is happening here with what happened at PMC Bank," Tejasvi Surya added.  With inputs from PTI

Power tariff hikes in Bengaluru: Bescom making people pay more for its incompetence?

The Bangalore Political Action Committee (BPAC) have submitted a report to the Bengaluru Electricity Supply Company (Bescom) opposing the electricity tariff hike that was recently proposed in January. The report was submitted during the public consultation held on February 7. BPAC alleged that the real reason for Bescom increasing the tariff was not even directly connected to household consumers. Though Bescom has claimed that a huge revenue deficit of Rs 5,872 crore was the reason for the tariff hike, BPAC's report says that Bescom is making people pay extra to cover up for it's own incompetency. “When they are slashing the prices of power in other places like Delhi, where is the need to have a price increase in Bengaluru?” asks Revathy Ashok, CEO of BPAC. Delhi residents have access to free power for the first 100 units, and Arvind Kejriwal, Chief Minister of Delhi, announced in August that the free units would go up to 200 units. However, Bescom proposed an increase by Rs 1.96 per unit for 2021. This is an increase of 24% from the average cost in 2019 of Rs 7.84. This price of Rs 7.84 per unit is in itself a 15% increase from the approved rate of Rs 6.80 per unit, as given by the Karnataka Electricity Regulatory Commission (KERC). BPAC’s report looks at comparing performance and productivity in detail to look into reasons for such a huge deficit. They found that the problem was multi-fold. Power theft and distribution loss “Bengaluru has the highest transmission and distribution losses among the progressive states, at a loss of 16.42%. Other places like Delhi have a much less transmission and distribution loss, between 8.9 to 8 percent. Why is this? Because there is a large amount of power theft, and the Bescom does not have the will to follow it up. Why should the poor consumers pay huge electricity bills because of the Bescom’s incompetence?” Revathy asks. The KERC’s approved rate of transmission and distribution losses is set at 15.33%, however, the BPAC report states that Bescom routinely flouts it, with Bengaluru alone witnessing a loss of 16.42% of the total power distributed in 2019. “Bescom does not show interest in reducing these losses, which affects the price,” the report states. Outstanding dues not collected They study found that Bescom was not collecting its dues and that the agency has an average outstanding payment of 7.42 months. “When Bescom does not collect its dues, it incurs huge cash deficits for which they have to borrow and pay interest. They are trying to pass on this interest to the poor consumers, who struggle and pay their bills on time. Where is the justice in this? A large proportion of this pending collection is from government dues and government must bear the interest burden. This cost should not be passed on to consumers,” Revathy Ashok said. Agricultural consumption is disproportionate The report shows that there has been a huge increase in the number of water pump sets being used, and also in power consumption by the agricultural sector. According to the regulations, each farmer can have only one pump set. Karnataka has witnessed a drop in the gross irrigated area by eight% between 2016 and 2019. However, the report states that the consumption of power for agricultural activities has increased by 71% in this period. “Power for agricultural use is always subsidised due to political reasons, we do not object to farmers getting a subsidy. But fact is, farmers are not the true beneficiaries, and they continue to be in distress. Any power benefit to farmers must go as a direct benefit transfer, so there is no potential for leakage. All subsidies should also be borne by the government. Consumers should not and cannot be made to pay for this, through increased power tariffs.” Revathy says. Industrial users moving away from Bescom The report states that there has been a 7% decrease in the power units sold for industrial purposes, despite the increase in number of subscribers for high tension units. “This is because they are moving towards private energy exchanges, which give flexible and low rates of power, and they don’t have to rely on the fixed rates of Bescom. Bescom must reduce the rates for industrial consumers as it helps job creation. With Industrial users moving to private exchanges, consumers will end up paying more,” Revathy says.

Bid to conserve water: BBMP, BDA will soon have to use treated water in parks

With summer fast approaching, the Karnataka State Pollution Control Board has decided that the Bengaluru civic body, the Bruhat Bengaluru Mahanagara Palike (BBMP) and the Bangalore Development Authority (BDA) must use treated water from STPs in public parks managed by them. KSPCB officials said that the decision was made as both BBMP and BDA are using tanker water from borewells for public parks they manage and the new move is to help conserve underground water. “Last week, we had a board meeting and we realised that underground water is being used to water plants at public parks and also the trees and saplings that have been planted along the roads and pavements. This is drawing out a lot of underground water. During summer months, this can become problematic,” the KSPCB official said. KSPCB officials said that notices would be issued to BBMP and BDA this week, after which the rule would be implemented. "We are asking them to implement it without delay," the official said.  KSPCB officials further said that the move is being made after water scarcity issues cropped up in the suburban areas of Bengaluru in the summer of 2019. They added that the residents had complained of having to pay huge amounts for tanker water services. Currently, there are 3,961 apartments in Bengaluru that have Sewage Treatment Plants (STPs). In addition, the Bengaluru Water Supply and Sewerage Board (BWSSB) has 27 STPs, where a large chunk of the treated water is not being utilized at all, KSPCB officials said. BWSSB figures state that 1,112 MLD of treated water is being produced at the 27 STPs across Bengaluru, out of which only 315 MLD of water is being sold for construction purposes. BWSSB officials said that around 10 tankers of treated water are being sold daily and this is resulting in a large portion of the water being let out into the storm water drains. Data from BWSSB shows that there are 8,550 borewells in Bengaluru that have been dug after obtaining permission from the BWSSB. Of these, around 7,900 are functional. “These are only the approved borewells. In areas like Bellandur, Mahadevapura and Sarjapur, there are many people who have dug borewells illegally. There are about 1 lakh illegal borewells in Bengaluru and it is important to conserve groundwater, at least until BWSSB can ensure there is Cauvery water supply for all homes in BBMP limits,” the official said. KSPBC officials said that a lot of the treated water is getting wasted as many people constructing homes and commercial buildings are not following the rules and are using a lot of ground water. “In order to ensure that the treated water doesn’t get wasted and also ensure that ground water levels don’t get depleted, we have decided to make it mandatory for BBMP and BDA to use treated water only for watering plants and trees on the roadside and also managing parks and public spaces. There is also a need to monitor those private entities that are not using treated water for construction activity,” the KSPCB official added.
