Phone booths, recces, and buying guns: Details of Gauri murder accused's 'confession'

“Are you ready for a job? Gauri Lankesh from Bengaluru is making statements against Hindus and Hindu gods. My men and I are ready to eliminate her and I need your help, Praveen said”.  These are the words of KT Naveen Kumar, in a chilling 12-page confession that the Special Investigation team has from him. Naveen Kumar, an accused in the cold-blooded murder of journalist Gauri Lankesh has told the SIT about his life as a pro-Hindutva activist, how he came to meet the other accused in the case – Praveen, their plot to kill Gauri and the procurement of weapons to allegedly kill well known writer and rationalist KS Bhagwan. “He (Sujeet Kumar alias Praveen) said if I was up for it, I would have to procure bullets first and once I completed that task, he would give me further instructions. He said Gauri Lankesh had to be killed because she was against Hinduism. Even though I knew it was against the law, I decided to be part of the plot to kill Gauri Lankesh. Since I am an ardent follower of Hinduism and I believe in protecting the religion, I was extremely angry with Gauri Lankesh as she was speaking against Hinduism. So I agreed to arrange for bullets,” Naveen Kumar’s confession statement reads. Praveen had also informed Naveen that they could not use mobile phones to contact each other and could call only from phone booths. Naveen says that he tried to source a gun and bullets from Chamarajanagar district’s Kollegal and also Ooty but was unsuccessful. “Since I did not have a mobile phone, I was unable to tell Praveen that could not procure them,” the statement adds. Naveen states that he became aware of Gauri’s murder when he saw it on television at the Sanathan Sanstha’s ashram in Mangaluru. “I assumed that Praveen had arranged for the gun and bullets by himself and did not talk about it,” the statement adds. How did Naveen meet Praveen? “In June 2017, Mohan Gowda (of the Hindu Janajgruthi Samiti, a sister concern of Sanathan Sanstha) called me and asked me to go to Ponda in Goa where the Hindu Janajagruthi Samiti’s convention was going to happen at the Radhakrishna Temple. I accepted his request and I also attended the convention in Goa. I was given a room to stay there, which I was to share with Praveen,” the statement reads. After the convention, when Naveen told Mohan Gowda about being in possession of a gun, Gowda is said to have told Naveen that persons with similar views as his, would soon contact Naveen to carry out works for protecting Hinduism. “A few days after the convention, a man called me from a phone booth and identified himself as a member of the Hindu Majdoor Kisan and expressed his wish to talk to me. He said that Mohan Gowda had given him my number and identified himself as Praveen. I didn’t know if it was his real name. When I called Mohan Gowda to confirm with him about Praveen, he told me that Praveen was from his organisation and that I could proceed with the talks with him,” the statement adds. A few weeks after the phone call, Praveen also paid a visit to Naveen’s house where they are said to have discussed the issue of procurement of a gun and several bullets. “My wife went to work that morning and Praveen and I were at home. There, he told me that in order to save Hindu religion, he needed a gun and bullets. Then I showed Praveen the dummy bullets I had. He took a couple of bullets and informed me that he will have to check whether the bullets would be the right ones in a few days. He told me that he required a gun and asked me to arrange for it,” Naveen’s statement says. On August 20, Praveen and Naveen met at a park opposite Adichunchanagiri complex, where the duo is said to have spoken about the plot to kill Gauri Lankesh. Mohan Gowda told TNM that Naveen Kumar had been forced to sign the confession statement and another accused Manohar Edave had been brutally in police custody. Who is KT Naveen Kumar? A college student, who was initially pursuing B. Com in Mysuru’s JSS college, KT Naveen dropped out and joined the Bajrang Dal in Karkala, where he met Pramod Muthalik (the infamous leader of Shri Rama Sene). His confession states that he worked for the Bajrang Dal for a few months and later quit the outfit to start a drip irrigation dealership in Maddur. “Since the business was running under a loss, I got into the finance business and was working for several pro-Hindutva organisations side by side. I was in touch with members of the Bajrang Dal, Pramod Muthalik and Prabhakar Shetty from Mangaluru,” the statement says. Pramod Muthalik had initially told Naveen to work towards expanding the organisation’s reach in Mysuru and Mandya. When Pramod Muthalik quit Bajrang Dal and formed the Shri Rama Sene, Naveen too switched sides and was tasked with recruiting people for the Maddur division of the Sene. “Later, I started my own outfit and since the past three to four years, I have been running the Hindu Yuva Sene,”the confession statement says. Naveen Kumar has allegedly confessed to administering several WhatsApp groups named Hindu Yuva Sene, Jago Hindu Maddur, Bajrangi Maddur, Kaveri Kollada Hudugaru and others through which he would send messages asking for the participants to “save Hindu religion”. During the course of interaction with several pro-Hindutva activists, Naveen Kumar met Mohan Gowda, the convenor of Hindu Janajagruthi Samiti in Bengaluru’s Vijaynagar, at one of the outfit’s conventions. The plot to kill KS Bhagwan In October 2017, which is a month after Gauri’s murder, Praveen allegedly contacted Naveen through a coin booth and set up a meeting. The duo met in Mandya, where Praveen advised Naveen to cultivate pro-Hindutva activist Anil Kumar from Srirangapattana, as a source. Naveen is said to have contacted Anil and the duo became friends. Naveen allegedly advised Anil to procure a gun and practice shooting as it would come in handy. “I told Anil to practice shooting while sitting down, lying on the floor, standing and also while walking. He said his practice sessions are on when I contacted him a few days later,” Naveen said. Naveen’s confession also revealed that Praveen had taken him to Belagavi where he met a man named Sanjay Bansare, who asked him to procure a gun and bullets to kill KS Bhagwan. In November 2017, Praveen, Sanjay Bansare and two others named Pradeep Mahajan and Nihal alias Dada met Naveen. The men had allegedly asked Naveen to also conduct a reconnaissance of KS Bhagwan’s house and find out whether CCTV cameras were installed at the Professor’s house and if there were security guards manning the gates. On January 7, 2018, Praveen allegedly called Naveen and asked him about the weapon. “I told him that I had the gun and bullets,” the statement reads. However, when Naveen came to Bengaluru to deliver the weapons to another person, the Upparpet Police arrested him. Upon questioning, it was revealed that he was involved in plotting Gauri Lankesh’s murder and also involved in another plan to kill KS Bhagwan.    

Dissent brews in Congress: MB Patil, others miffed over being ignored in K’taka cabinet

It’s been two weeks since JD(S) leader HD Kumaraswamy took oath as the Chief Minister in Karnataka and yet has no cabinet. Although twenty-five JD(S) and Congress leaders took oath as Ministers on June 6, the portfolios have not yet been allotted. The discussions over cabinet formation has, however, angered several seniors and veterans in the Congress, who had aspirations to become minister. As dissent brews within the Congress, several leaders have come together with former minister MB Patil as their leader. On Friday, a protest was launched outside the Karnataka Pradesh Congress Committee headquarters in Bengaluru on Friday.“I am of the opinion that two Deputy Chief Minister posts must have been created. One for a leader from North Karnataka and one from the South. My self-respect is hurt. I must have been given a ministerial post in the first round of selection itself,” MB Patil told the media. As the situation grew out of control, Chief Minister HD Kumaraswamy too paid a visit to pacify the leader. Patil, who spearheaded the movement for a separate Lingayat religion, said that he was disappointed that his own party had “dumped him”. “But just because they dumped me, I will not dump the Congress,” Patil said after meeting with Kumaraswamy. He also said that he was not alone in this struggle and that there are 20 MLAs who are willing to join him. “I’m not alone. People like Satish Jarkiholi, MTB Nagaraju and others are with me and we’re all together,” he said. Satish Jarkiholi and Nagaraju, who were also ministerial aspirants missed the opportunity and also spoke out against the alleged injustice doled out to them. “I’m not a senior or junior. We are all equal. We will sit together and decide what’s next. But we are not thinking of quitting,” Patil added. After the meeting with MB Patil, the CM said that he was helpless in this issue and that only the Congress could resolve this issue. “I heard what MB Patil had to say. He is angry. I can’t do anything about it only Congress can fix this. I came to pacify him. I can only tell the Congress high command that they need to take remedial steps immediately,” Kumaraswamy said. Congress is facing dissidence with many senior leaders miffed that they were not given ministerial berths. The Congress chose 14 legislators to become ministers in the coalition government. Leaders including MB Patil, HK Patil, SR Patil, Satish Jarkiholi, Shamanur Shivashankarappa, Ramalinga Reddy, R Roshan Baig - all of whom were ministers in the previous Siddaramaiah government - are upset over being not being given a portfolio this time around. Satish Jarkiholi, who landed in Belagavi airport on Friday afternoon told the media that he would soon resign from the post of AICC secretary.  

K’taka HC calls expert panels formed by state for B’luru’s development ‘undesirable’

Much before the 25 ministers took their oath in Bengaluru on Wednesday, an ‘expert committee’ for the city was in the offing. Chief Minister HD Kumaraswamy, in one his first official meetings as CM, met with Infosys co-founder Narayana Murthy on June 1. He wanted Narayana Murthy to head a committee like that the Bangalore Blue Print Action Group (BBPAG) formed by former CM Siddaramaiah. Expert committees, like Agenda for Bangalore's Infrastructure and Development formed by then CM Yeddyurappa, usually headed by non-subject matter experts, are not something new. A new committee has been constituted with every new government the state has seen since SM Krishna's tenure, with none of the committees having much success to show for. Active citizen groups have, time and again, objected to these committees, usually headed by industry tycoons – their argument being that a committee parallel to the Constitutionally mandated Metropolitan Planning Committee (MPC) is counter-productive and anti-democratic. Now, the Karnataka High Court has deemed the creation of such bodies by the state “unnecessary and undesirable” to the joy of many citizen activists. "Let the statutory bodies work. Creating parallel body is undesirable, unwarranted and absolutely uncalled for, as such bodies will only add to confusion," a division bench comprising of Chief Justice Dinesh Maheshwari and Justice Krishna S Dixit had observed on Thursday. Additional Advocate General AS Ponnanna on Thursday had sought time to get instructions from the new government. On Friday, he told the court that the government is still deliberating on the matter and he will have his instructions on Monday. The HC was hearing a plea filed in 2016 by Namma Bengaluru Foundation and Citizen Action Forum seeking the quashing of these expert committees. The matter will be heard again on Monday. What’s wrong with these expert committees? Vijayan Menon, member of the Citizen Action Forum, said that the opposition was not to people or experts advising the government, but the powers accorded to them. “But these expert committees become a de facto extra-Constitutional authority. Getting opinion from citizens and experts is a thing that every government should do anyway. But in Bengaluru, these groups have been given executive powers, which means they actually control the bureaucracy. This is what we are totally against,” Vijayan said. He continued, “This is like a backdoor entry to rights of governance. If they want to do these things, they should contest elections or write the IAS exams. The second aspect is that, invariably, the members of these committees have some political or economic leanings, which is never a true representation of the city.”      Another citizen activist, Srinivas Alavilli, co-founder of Citizens for Bengaluru, questioned the competence of industry stalwarts to solve the city’s problems. “They (the government) know people are upset about the situation in Bengaluru, so they want to appear like they are doing something by forming committees having by these big names. In some cases, they suggest stupid things like elevated corridors, which are unwarranted. Why are none of the IISc professors, who are internationally recognised mobility experts, never in an expert committee?” he asked. “When you create a special group of 4-5 people, the outcome will be like that (the elevated corridors). Would they put a garment worker in the expert committee? Why don't they put a pourakarmika in the expert committee, when they are already doing so much for the city?” he added. He also mentioned successive governments’ laxity in following Constitutionally mandated norms, like the formation of ward committees, consulting the public for every big money project as mandated by the Country and Town Planning Act.

Karnataka Chief Minister Kumaraswamy gets 10 cabinet portfolios including the coveted Energy ministry.

Two days after 25 MLAs from both the Congress and JD(S) took oath as ministers of the coalition government, the portfolios were formally announced after mutiple deliberations and protests by disgruntled MLAs. Congress leader DK Shivakumar, who was credited with keeping the MLAs together following the Assembly Elections, had to settle for Water Resources Ministry and Medical Education Department. There was speculation that he was keen on the Energy portfolio which he had held last time. All this while, HD Revanna was slated to bag it, but CM Kumaraswamy has decided to keep it in is own grip. Like in 2006, HD Revanna of the JD(S) will be the Public Works Department Minister. CM Kumaraswamy as speculated has kept Finance Ministry with himself along with 9 other portfolios including Intelligence (from Home), Cabinet Affairs, Department of Personnel and Administrative Reforms, Information and Public Relation department, Public Enterprises, Energy, Infrastructure Development, Planning and Statistics, Textiles . Deputy Chief Minister Parameshwara has been made the Home Minister. Incidentally, G Parameshwara will also be the Bengaluru Development Minister. In addition to this, he will handle the Youth empowerment and sports ministry. His close aide MLC Jayamala has been named as the Minister of Women and Child Development. No minister from the Siddharamiah regime has retained their portfolio. In a surprise inclusion, KPJP MLA R Shankar, who had earned a reputation for switching loyalties between the BJP and the JD(S)-Congress combine in the post-poll scenario, has also been given the Forest, Ecology and Environment Department. Congress MLA Krishna Byregowda has been given three portfolios including Rural Development; Law, Justice and Human Rights; and Parliamentary Affairs and Legislation. Priyanka Kharge who was the IT minister in the previous government has been given the Social Welfare Department. As speculated six ministerial berths have been left unaccommodated, as this would give the two parties some space to accommodate dissenting MLAs.   In one major development, former Water Resources Minister and Lingayat face of the Congress, MB Patil has left for Delhi after he missed out on a ministrial position and is set to talk with the High Command directly. By next monsoon, Bengaluru to get app offering real-time street-level flood info

A mobile app is in the making by the joint efforts of KSNDMC and BBMP, which will give real-time information on street flooding.
By next monsoon, Bengalureans will be able to avoid inundated roads and streets, as an app might be ready to tell you which route to take by giving real-time information on flooded areas in the city. A mobile app is in the making by the joint efforts of the Karnataka State Natural Disaster Monitoring Centre (KSNDMC) and the Bruhat Bengaluru Mahanagara Palike (BBMP), which will put all the information related to street flooding at your fingertips in real-time. A source in the KSNDMC told TNM that although the process of building the app has started, it may not roll out for the public until next monsoon. “We are already working on it. It may take a few more months from now. For this monsoon season, we can't release it,” the source said. The KSNDMC already keeps track of the city’s drainage systems and alerts the BBMP of flood situations zone-wise. The alerts are issued based on a mix of real-time and assumed condition of  storm water drains coupled with rainfall thresholds of each flood prone area.  “Accordingly, with the available rain forecast, we automate the flood forecast system, through which we issue early warnings and alert,” the source added. In addition, there are dynamic alerts based on the amount of rainfall. This is part of the ‘Pilot Project’ taken up by KSNDMC on monitoring and mitigating the risk of Urban Flood in Bengaluru City along with Indian Institute of Science (IISc), Bengaluru.  For this, KSNDMC has installed 100 GPRS-enabled Telemetric Rain Gauges and eight Weather Stations spread over 800 sq. km of the city and its outskirts.  In recent years, there have been instances of “flash floods” in Bengaluru thanks to the rampant encroachment of the city’s lakes, storm water drains and tampering of the city’s natural topography.    Read: G Parameshwara bags both Home and Bengaluru, DKS gets Water Resources: Full list of Karnataka ministers

Sad at scoring 624 out of 625, K'taka student asks for revaluation, gets full marks

Wanting to know where he'd lost one mark, Kaif sent his paper for revaluation and went on to become the sole topper in the state board exams.
Mohammad Kaif Mulla, a Class 10 student of St Xavier's School in Belgaum, Karnataka, scored 624 out of a possible 625 in the state board exams. He became the joint topper in the state. However, he was not satisfied with the score. Wondering where he had lost the one mark, he sent his paper for revaluation and much to his delight, it came back with full marks. He is now the sole topper in the state this year. According to a News18 report, Kaif had scored 100 percent in all but his science paper initially. Kaif reportedly told the media that he was confident of getting 100 percent as after answering his papers, he had confirmed all his written answers with teachers, notebooks and the model answer sheet and found that all his answers were absolutely correct. He said that he had scored 99.86 percent earlier, but after revaluation his results aligned with his expectation. The Class 10 student has bagged the top score among 13 lakh students in the state. He is the son of two teachers - Haroon Rashid Mulla and Parveen Mulla. His father teaches Urdu in a primary school while his mother teaches Kannada at a government high school in Belgaum. Kaif is an IAS aspirant and will take up the Science stream in Class 11. He wants to focus on child labourers and provide proper education for them as he believes education is the only solution to the problem.   As to the secret of his success, Kaif's father said that his son did not spend time on distractions such as social media.  However, Kaif was also active in extra-curricular activities and was the commander of the NCC unit in his school.  

2 months on, road dug up in B’luru to make way for mammoth Hanuman statue not repaired

A mammoth 62-feet tall, 750-tonne Hanuman statue to be installed at the Sri Kodandarama Temple at Kacharakanahalli in Bengaluru continues to court controversy two months after it was transported to the city. The statue, commissioned by Rama Chaithanya Vardhini Trust, was transported from Kolar to Bengaluru via Hennur Main Road, in a 300-wheel vehicle, on April 7. But the massive vehicle ferrying the statue wreaked havoc on its path, especially when it was stranded ahead of the Railway Bridge on Hennur Main Road as it was too tall to pass through the corridor."The chaos lasted till 9 pm in the night when the transporters finally decided to dig up the road to make way for the vehicle," recalls Sunil, who manages a music store near the railway bridge on Hennur Main Road. BBMP Commissioner Manjunath Prasad confirmed to TNM then that the road would be repaired within two or three days by the people transporting it. While some of the damages on the roads were repaired with patchwork over a month after the incident, the 200-metre stretch under the railway bridge at Hennur Main Road continues to bring traffic to a standstill everyday as it is yet to be fixed."There is a traffic jam everyday during peak hours. It sometimes takes 30 minutes just to cross this stretch. Vehicles pile up on both sides and this is especially a problem when ambulances have to pass through. They are left stranded in this stretch in the mornings and evenings," explains Sunil. Incidentally, Muni Naga Reddy, a chairman of the Rama Chaithanya Vardhini Trust, contested the Karnataka Assembly elections in May as a BJP candidate from Sarvagnanagar constituency. He, however finished a distant second to Congress leader KJ George. He claimed that the road will be repaired after the monsoon season and that the traffic pile-up on the road was happening due to the bridge being a bottle-neck area. "The road under the bridge is very narrow compared to the wide Hennur Main Road and the traffic pile-up is happening because of that. We don't deny that we dug up the road near the bridge and that it needs to be fixed but along with that, the road under the bridge should also be widened," MN Reddy says.    Residents of nearby Hennur and Kothanur however say that the situation has worsened after the road was dug up to transport the statue. "The stretch under the bridge is not a busy junction and traffic does not jam up there under normal circumstances. It would slow down when it rains, the way it does across the city. But now that it has been deliberately dug up, the traffic during peak hours everyday is slowed down, taking anywhere between 15 and 20 minutes to cross over. And it is much worse when it rains due to the amount of water that fills up, taking 30 minutes or more just to get across those few meters," says Diana, a resident in the area. Extensive damage was reported when the statue was transported in April with residents complaining that even newly installed lamp posts were uprooted in the area. "Near the railway bridge, there is no light 100 metres on either side now. So the area is dark as well in the night," adds Diana. The Hanuman statue, which is yet to be installed, is currently in the premises of the temple in Kacharakanahalli. The temple trust is waiting for technical reports from engineers before going ahead with the installation of the statue. Meanwhile, a case in the Karnataka High Court is discussing whether land where the statue is being installed is a part of a lake bed. MN Reddy dismisses the suggestion. "This had come up before as well. It is in an area identified as a government lake in revenue records but we had argued citing the history of the temple. The court had asked the Archaeological Survey of India to look into the issue and even they had given a report in favour of the temple citing its historic value," he argues. According to reports, the statue costs Rs 10 crore. Over Rs 3.5 crore of this amount was reportedly kept aside only for transportation and licensing purposes.

How the SIT and CID have been working together to solve Gauri Lankesh, Kalburgi murders

When journalist-activist Gauri Lankesh was shot dead in cold blood outside her house in Bengaluru’s Rajarajeshwari Nagar on September 5, 2017, the police suspected that it was an ideologically-driven murder. The investigating officials probing the case of Prof MM Kalburgi, who was shot dead inside his home in Dharwad, too, were pursuing leads with the suspicion that his murder was ideologically-driven. And several months after Gauri killing, it has been revealed that according to ballistic reports, the comparison of bullet cartridges found at the murder scenes at Gauri’s and MM Kalburgi’s house show that the same weapon was used in both crimes. The class characteristic marks and individual characteristic marks of the firing pin on the cartridge cases in the two murder cases, were found to have matched. And following this, it has been revealed that both the SIT probing Gauri’s murder and the CID probing Kalburgi’s killing have been working together to crack both crimes. How the SIT and CID worked together According to a source in the SIT, while the details of the forensic report have only been released now, the report had been submitted to the SIT chief MN Anuchet days after the murder of Gauri – on September 13 itself. “The surveillance of the suspects, the seizure of several vehicles used by the suspects were all done with coordination of CID,” the source said. Sources also revealed that the SIT had received a list of names of suspects from the CID after they arrested KT Naveen Kumar. “The one man the SIT was looking for was Sujeet Kumar alias Praveen. There was also information that people from Maharashtra were involved. So, we began surveillance activities after we narrowed down a few of them,” the source added. During the course of investigation, one of the accused, who is suspected to be the mastermind in the Gauri plot – Amol Kale – was found to be residing in Goa’s Ponda area. The SIT, along with the help of the CID, began monitoring his movements. Cracking down on Amol Kale “Back then, we had clicked several photographs of Amol Kale but they were all from a distance. We had shared it with the CID, who had shown the picture to one of the family members of MM Kalburgi. However, as Amol’s face was not clear in those pictures, the relative had said that it could be one of the two killers who had knocked on their door the day of the murder. We were sure that the two murders were linked during the initial stages of the probe and hence we waited to take Kale into custody,” the source said. Amol Kale was arrested along with two other men – Manohar Edave and Amit Degvekar on May 30 by the SIT. The three men have been in the SIT’s custody ever since. It was after his arrest that his mugshot was shown to the late Prof MM Kalburgi’s relative, who is said to have confirmed that Amol Kale was one of the two men who had entered their house on August 30, 2015 and killed Kalburgi. The Kalburgi case had gone cold as the investigators, who had probed the murder for two years had reached a brick wall. With the evidence gathered by the SIT and the leads received, the CID too had leads to pursue. “Initially, we had suspected that Govind Pansare’s killers and Kalburgi’s killers were the same but the accused in the Pansare case absconded after receiving bail in June 2017. The accused Sameer Gaikwad went underground and no one has been able to track him down. When Gauri Lankesh was murdered just months after he was out on bail, we had suspected he had a hand in it. With the interrogation of these accused, we have got several leads to probe Kalburgi’s murder,” an officer investigating Kalburgi’s murder said. The shooters are still missing However, in both cases, the investigators are yet to nab the actual shooter. The SIT probing Gauri’s case believes that a man named Nihal alias Dada may be the shooter in Gauri’s case. “In the CCTV footage obtained from Gauri Lankesh’s house, we know that the shooter is shorter that Gauri and is stout. In June 2017, Nihal alias Dada and Amol Kale had met one of the other accused, Manohar Edave in Belagavi’s Sweekar Hotel. This is where they first hatched a plot to kill Gauri Lankesh,” an SIT source said. “Naveen Kumar had met Nihal alias Dada after Gauri’s murder when the gang was planning to kill Prof KS Bhagwan. Both of them have seen Nihal and both describe him as short and stout. But this is just an assumption that he is the shooter. We are trying to track him down. Once he is arrested we will know more,” the source added. Meanwhile, the SIT source said that they were unwilling to hand over the suspects to the Maharashtra SIT probing Pansare's murder. According to sources, the members of the Maharashtra SIT have been following the movements of the investigators probing Gauri's killing since the arrest of KT Naveen Kumar."The SIT does not want to take chances of the accused absconding. Once we crack the case and the trial begins, we will think about sharing information with the Maharashtra SIT," the source added.

It’s monsoon and unscheduled power cuts have become a norm. Officials say there are four main reasons for this.
On Friday night, certain areas in Mahadevapura in Bengaluru city experienced power cuts. The residents of Chinnappa Layout kept waiting for power to come back but to no avail. “Every other day there is power cut that lasts at least for 6 hours. When it happened on Friday night, I tried calling Bescom to register a complaint but all their phones are always busy. The helpline is defunct. The message – this telephone number does not exist comes when we call the helpline. There are old people living here. Some of our neighbours require power day and night for medical reasons and they are suffering,” said Ajay Malhotra, a resident. Residents of many areas like BTM layout, Medahalli, Whitefield, Bannerghatta Road and Chandapura have also been facing unscheduled power cuts. Many allege that these unscheduled power outages range from 6 to sometimes 15 hours. “We have had power cuts regularly since March. Initially, the power would go for a couple of hours, come back for an hour and get cut again for two to three hours. This was in March. In late May and first week of June, it got worse. I have registered five complaints and no one attended to it,” says Meenu Rathore, a resident of Chandapura. Congestion According to Bescom DGM Lakshminarayan, the power cuts happen during the monsoon due to local congestion, line congestion and digging work carried out by Bruhat Bengaluru Mahanagara Palike (BBMP), Bengaluru Water Supply and Sewerage Board (BWSSB) and Bengaluru Metro rail Corporation Ltd (BMRCL). “While they (agencies like BBMP, BWSSB and BMRCL) carry out digging work, the cables get damaged. When this kind of damage occurs, people have to be deployed for repair works and we have to turn off the power for safety purposes until the damage has been repaired,” Lakshminarayan said. Wind and rain However, during monsoon, DGM Laksminarayan says that unscheduled power cuts also depend on the force of the wind and the rain. “There will obviously be power cuts in areas where the velocity of the wind is high and also in areas where there is heavy rainfall. During rain, there is a chance of flash over of transmission line insulators or short circuit when trees fall on electric lines. Electrical faults happen when overhead lines touch each other. In such situations, the circuit breaker opens to protect the transmission line. But as this opens suddenly, the load on other transmission lines can increase and when there is overload, the feeder trips, which causes power cuts. That’s why the voltage supply during monsoon is low. It is for safety purposes,” Lakshminarayan added. Increase in peak demand According to Bescom General Manager (Customer Relations) Jayanti, another problem is that the peak demand of electricity has increased from 10,242 MW in 2017 to 10,777 MN in 2018. “We have only 10,200 MW availability and that’s why we resort to low voltage transmission of power. In some areas, the feeders have tripped due to the wind and it is being rectified. It generally takes about 4 to 6 hours for a complaint to be addressed. In case of drastic damage like transformers bursting and trees falling on electric lines, it may take longer,” she added. Fault in feeders Assistant General Manager (Load Shedding) of BESCOM, Shivashankar, said that feeder faults are the main reasons for the rampant power cuts in the city and said that there was no load shedding being carried out. He said that there were constraints faced by the Karnataka Power Transmission Corporation Limited (KPTCL), the agency responsible for power transmission in Karnataka. “There are not enough transformers and some of the existing ones are so old that they burst every time it rains. These have been repaired time and again and that is also one of the reasons for power cuts. We have have told them (KPTCL) about these issues and they have agreed to solve it,” he added.   

Disgruntled Cong, JD(S) MLAs ready to defect and join BJP, says BS Yeddyurappa

Just a fortnight after the JD(S)-Congress combine formed a government in Karnataka, BJP state President BS Yeddyurappa has stated that disgruntled leaders are ready to defect. Speaking to the media, Yeddyurappa said, “Several youth leaders and other leaders of Congress-JD(S) are on the verge of joining BJP. By inducting these leaders into the BJP, we will be able to strengthen every Vidhana Sabha assembly constituency. If 104 leaders (BJP MLAs) in the Assembly stand up against them, the Congress-JD(S) power will melt away. The BJP has the ability to fight back and everyone knows it. Let’s work together for better governance. We (BJP) have never been after the chair, and we will fight as the Opposition.” Dissent is already brewing in both the parties, especially after cabinet berths were announced. Senior leaders like MB Patil and Satish Jarkiholi have openly voiced their opposition to those who were given berths.   Sources in the JD(S) said on Saturday that Minister for Higher Education, GT Deve Gowda, the man who defeated the seemingly invincible Siddaramaiah in Mysuru’s Chamundeshwari, is upset. JD(S) insiders said that GT Deve Gowda has approached Chief Minister HD Kumaraswamy and asked for a reallocation of ministry and has threatened to launch a non-cooperation protest against the JD(S). “GT Deve Gowda has said that if he is not given the portfolio he wants, he will not execute works as the Minister for Higher Education. He also held talks with the CM today (Saturday) and has expressed his concerns. Also, CS Putaraju, the MLA from Melukote, feels he has been sidelined by being made the Minor Irrigation Minister. He too wants a better portfolio,” the source said. Followers of CS Puttaraju have launched a protest in Melukote and have said that they would continue to fight until he gets his due. Meanwhile, the Congress high command has communicated to state leaders that the ministerial berths would be on a rotational basis and after two years, those who missed out, would be offered portfolios. “Mallikarjun Kharge and Deputy CM Dr Parameshwara held MB Patil, the former Water Resources Minister, responsible for the party’s loss in over 20 segments due to his movement to spearhead the call for a separate Lingayat religion. Although, at the time, the Congress leaders had agreed that it would be a strategic move to divide the BJP’s voter base, it eventually backfired and now Patil has been made the scapegoat. The high command is now trying to pacify these leaders so they don’t quit,” the source added.

S Mubarak The heavy winds and rains in south Karnataka and parts of coastal Karnataka has claimed the life of a 68-year-old vintage car owner Ahmed Kutty Haji, on Saturday, According to police officials at Siddhapura police station in Kodagu district,  Ahmed was doing rounds at his coffee estate 'Mubarak' at Nellihudikeri when at around 11 am, a tree branch fell over his head and killed him instantly. Police sources added that while the plantation workers tried to rush Ahmed to Siddapur Primary health care, he was pronounced dead on arrival. According to sources close to the family, Ahmed's body will be taken to his native at Kanhirode in Kannur and the burial will take place by tonight. A mechanic both by passion and profession, Ahmed is known to have a collection of over 100 vintage cars dating back to the British era, majority of which he inherited from his father who had a passion for motor-cars. "Austin-Martin, Ford, Morris, Mercury and Standard Herald, all the cars were in mint and running condition. Besides, He also had a unique collection of bikes, Royal-bullock-carts, projector, clocks," Prasad, a local resident says. While initially, Ahmed used to encourage educational tours from students of local schools and college, his popularity later drew visitors from all over the globe. "Ahmed curated a museum at Nellihudikeri. Car enthusiasts, film actors, politicians and foreign delegates would make make it a point to drop in at the museum to see these rare cars," Prasad adds. However, despite his fame, Ahmed was know to be a grounded person and a loyal Congress worker who carried out social service.  He is the brother of PC Asainar Haji - the Vice President of Karnataka Congress Minority Committee. Ahmed was an active Congress worker and worked as Vice President of Siddapura Muslim Jamath Committee for several years. Ahmed is survived by his wife and son Ahraf. Meanwhile, heavy rains continued to lash Kodagu district and parts of coastal Karnataka for the second day in a row. Schools and colleges in neighboring Dakshina Kannada and Udupi districts remained shut on Friday and Saturday as a precautionary measure. The decision was taken by district authorities after the onset of monsoon brought life in Mangaluru to a grinding halt last week. Heavy rains inundated parts of the city while three persons were confirmed dead and extensive damage was reported as trees and electric poles were uprooted in several areas, damaging parked vehicles. The BJP nominated Kumar's younger brother B.N. Prahlad as its candidate. Withdrawal of Janata Dal-Secular (JD-S) contestant Kalegowda from the fray on June 5 in support of the Congress nominee Sowmya Reddy has made the electoral battle a straight contest between the two national parties. Sowmya is the daughter of former state Home Minister Ramalinga Reddy. The Congress, which won from the RR Nagar Assembly segment on May 31, hopes to wrest the Jayanagar seat from the BJP, aiming to take its tally to 79. Thought the coalition partner won 78 seats in the May 12 election, death of its re-elected legislator Siddu Bhimappa Nyamgoud from Jamakhandi on May 28 has kept its strength at the same number even after the RR Nagar win. In all, 19 candidates, including nine Independents, are in the fray. The other woman candidate in the contest in Nayeema Khanum of the Praja Raita Raajya Paksha. Polling will be held from 7 am to 6 pm across 216 polling booths. There are a total of 312,252 registered voters in the Assembly segment. Meanwhile, the JD-S-Congress coalition government plans to start working from Monday, as most of the cabinet ministers went to their constituencies for the weekend."As government offices are closed on second Saturday and the support staff were also on leave at the state secretariat in Bengaluru, the 25 new cabinet ministers will work from Monday," a senior official told IANS, preferring anonymity.  Of the 25 ministers, 14 are from Congress and 9 from Janata Dal-Secular (JD-S) and one each from Bahujan Samaj Party (BSP) and Karnataka Pragnyavanta Janata Paksha (KPJP), which are allies of both the coalition partners. Amid rebellion in Karnataka Congress over Cabinet formation, former Minister M.B. Patil and working president of party's state unit Dinesh Gundu Rao, who were denied ministerial berths, on Saturday met Congress chief Rahul Gandhi. According to sources, Patil met Gandhi and then had a meeting with party's senior leader Ahmed Patel. The central leadership had called the disgruntled leaders for talks in order to resolve the matter after state Congress leadership could not placate them.  Considering the seniority of Patil in the party, he could be given a ministerial berth in the Karnataka Cabinet. Patil was very upset on being denied a ministerial post and he had told reporters that "his self-respect was hurt". Earlier, there were reports that the party would rotate ministers to placate disgruntled MLAs and that non-performers could be dropped after six months. On the situation in Karnataka over distribution of portfolios, Congress spokesperson Pawan Khera said: "We are all here to serve the people to honour our manifesto, to honour the commitments we made to the people during our campaign, to the farmers, to the poor, to the unemployed youth and so on and so forth."These are processes and it is a very vibrant democracy which is full of sound and light. We are here to honour our commitments. These processes have to be lived through, gone through and then we come out with it." As per the agreement between the alliance partners, the cabinet posts and portfolios are shared in the ratio of 21:11, with the Congress getting 21, including the Deputy Chief Minister rank, as it has 78 legislators in the hung assembly, and the Janata Dal-Secular (JD-) 11, including Chief Minister rank, as it has 36 lawmakers. JD-S leader H.D. Kumaraswamy and Congress state unit president G. Parameshwara were sworn-in as Chief Minister and Deputy Chief Minister on May 23. Of the 25 ministers, 14 are from Congress and 9 from Janata Dal-Secular (JD-S) and one each from Bahujan Samaj Party (BSP) and Karnataka Pragnyavanta Janata Paksha (KPJP), which are allies of both the coalition partners.  

The dreaded underpasses of B'luru: Will BBMP find solutions to check waterlogging?

Bengaluru, often known as the traffic city, has struggled with waterlogged underpasses during the monsoons. Although these structures were built to ease traffic, they end up adding to the problem when it rains. This year, the Bruhat Bengaluru Mahanagara Palike woken up to the problem and has asked its zonal officers to conduct a survey and submit a report on the underpasses in the jurisdiction. However, many see the move as only a band-aid solution. For instance, take one of the city’s oldest underpasses situated near Anand Rao Circle. The height to which the water collects can submerge cars. It also begins to resemble a sewage-filled river. This underpass, located on Subedar Chatram Road near the circle, does not allow any vehicle to pass when it rains. Similarly, the underpasses located in Sheshadripuram, Cauvery Theatre in North Bengaluru and the one near Cunningham Road leading up to Bellary Road all face similar problems. Underpasses located near Whitefield, Outer Ring Road (Ramamurthy Nagar) and Okalipuram junction also get terribly waterlogged, with water stagnating till up to 6ft. Worse off, this occurs even with the slightest rainfall, says Ramprasad from Friends of Lakes. Why do the underpasses get waterlogged? According to Ramprasad, the biggest failure in planning these underpasses is that BBMP engineers do not study the contours of water flow while designing these stretches. A senior BBMP engineer with the Road Widening Department confirmed the same, stating that the biggest problem was the lack of outlets for rainwater on these stretches. “When these underpasses were built, the major problem was how to ease traffic. The engineers did not take into consideration the changes in land use pattern and study the flow of drainage lines or the water inflow calculations,” the engineer said. “Whenever it rains, the water flows down the underpass and gets logged there because it is the lowest point on the terrain. Every underpass has two roads at its ends which slope upwards, and where the underpass road slopes downward. The water flow from the upper roads also flows into the underpass. Without an outlet for the rainwater, people get stranded,” Ramprasad says. Has BBMP woken up to reality or is it an eyewash? According to KT Nagaraj, the Chief Engineer of the BBMP Road Widening Department, the civic body has informed its zonal officers to conduct a survey and submit a report on the underpasses in their jurisdiction. The Palike’s officials are looking to see whether choked drains are the reason for the flooding. “What do they mean by choked drains? The drains are located above the underpass, by the sides of the two ends. There are no clogged drains to begin with, as there are no outlets for water. This is just an eyewash. What needs to be done is that pumps have to be fixed, either during the monsoon or permanently, which can pump out the water to the primary stormwater drains,” says Ramprasad. Several civic activists also say that although the BBMP has taken up such remedial measures in the past, it was nothing but a band-aid solution. “In 2014, Ramalinga Reddy, who was the Bengaluru district in-charge, had announced a Rs 1.25-crore project to install 1200 mm pipes near the underpass and divert it to the stormwater drain. What happened is that the drains were found to be above the level of the underpass. Instead of spending Rs 1.25 crore for laying pipes, they could have installed heavy duty pumps which would have costed them somewhere between Rs 25-30 lakh,” Ramprasad says. Although the BBMP has not yet come up with a concrete plan to solve this problem yet, it remains to be seen whether the civic body will take temporary measures to prevent waterlogging this monsoon as well.

Sunday, the designated weekly holiday for most, has become a day for protests rather than leisure for many Bengalureans. Like other citizens-led protests, residents of TS Halli in Whitefield gathered to agitate against the local authorities— the BBMP and local gram panchayat— for the shoddy condition of Chikkatirupathi Road, the only road connecting the locality with Bengaluru city. While half of the problematic stretch is under BBMP limits, the other half is under the Gram Panchayat. So far, the response from the authorities have not positively responded to the situation. “There is a 2-2.5 km stretch of road from Hope Farm signal in Channasandra towards Bengaluru city centre. Close to 300 people gathered today (Sunday) and we are also planning follow up action. Both the MLA and corporator have acknowledged the problem. The police told us to send a representation to the PWD although government agencies should work without public intervention,” said Manoj, a local resident who was part of Sunday’s protest. What’s infuriating residents further is the fact that the road was dug up recently for the government’s ambitious project to distribute treated sewage water to Kolar. Residents were promised good roads once the project is completed, but two months since it wrapped up, the road remains in a deplorable condition       Although the Chikkatirpuathi road was freshly tarred, it got washed away with just one week of rains. Another protester, Amit, said, “The stretch of 2.5 kms has many schools like the Delhi Public School and has potholes as big as 10 feet and 2 feet deep. It takes around 45 minutes just to travel 2 kms due to the traffic pile up due to the bad condition of roads. It’s like roads are between the craters and it’s back breaking. This is the only route towards Bengaluru from Hoskote side.”

B’luru dog lovers unite to protest in Cubbon Park against BBMP’s new dog licensing rule

Angry with the Bruhat Bengaluru Mahanagara Palike’s (BBMP) newly approved pet licensing bylaws, Bengalureans took to protest on Sunday against the notification which has currently been put on hold. Hundreds gathered in Cubbon Park on Sunday morning with their pet dogs as a show of strength and to showcase their love for their four-legged friends as part of the ‘Not Without My Dog’ campaign. The aforementioned regulation mandated that apartment dwellers could only own one dog and those in independent houses could only own three. Further, the BBMP also put out an ‘approved’ list of breeds which could be reared in Bengaluru apartments. The list not only appeared to be heavily plagiarised from one published by the Singapore Housing and Development Board, but also did not include popular breeds such as Golden Retrievers, Cocker Spaniels, Beagles or Indian strays (Indie). Dogs have been living with humans for ages. Not only cows, we should take care of all animals and every animal has to be treated equally.” Speaking against the law, he said, “The government should not get to decide how many dogs I get to keep.” Dog lovers across the city have been protesting since Wednesday, against the move and some of them have even met the city’s mayor, Sampath Raj. “This is a show of solidarity for all dog lovers. We wanted to sit down and address our concerns. The good news is that the BBMP has confirmed that they will not implement the law until further public consultation. There are so many people who are worried and today’s gathering shows that we are  a demographic which needs to be counted,” said Priya Chetty-Rajagopal, an activist, on a Facebook Live video with Vijay Nishnath. Many people have adopted multiple dogs which had been abandoned or were critically ill due to an accident or disease, the new regulations would potentially mean premature deaths to these dogs which need medical attention. Speaking to TNM, one veterinary surgeon said, ““It appears that there has been no homework, no conversation with those who have pets to understand their feelings towards their furry companions. It seems like a shoddy copy paste job from a foreign law.”

Three BBMP officials booked for allegedly botching up birth control in stray dogs

The Bruhat Bengaluru Mahanagara Palike (BBMP) landed in controversy last week after its pet licensing byelaws were approved. While public pressure has forced the civic body to not enforce them and maintain status quo, BBMP has come under fire yet again - this time, for three of its officials being booked for botching up the Animal Birth Control (ABC) programme. PTI reported that Joint Director of Animal Husbandry Department G Anand, Assistant Director Basavaraj and Animal Birth Control Centre in-charge Abhilash Maddur were charged under section 11 (1) of the Prevention of Cruelty to Animal Act-1960 (mutilation or killing any animal in a cruel manner) and Section 428 (committing mischief of killing animal) and 34 (criminal act by several people) of the Indian Penal Code. This came after an NGO, Civil and Green Warriors, complained to the Cottonpet police alleging irregularities in log sheet entries, dirty kennels, and even nipping a small portion of dogs’ ears – done to mark a dog as neutered – without actually operating on them. Geetha Mishra, an animal activist who filed the complaint, also said that dogs were being relocated to Kanakpura forest area so as to avoid detection of the BBMP officials’ lapses by locals. According to Animal Birth Control (Dogs) Rules 2001, it is illegal to relocate or kill stray dogs. Those picked up for neutering are mandated to be released in the same location. Geetha said in the complaint that this illegal relocation was “attracting wild animals like Cheetah and tiger into the city limits, thus creating a dangerous unnatural animal-human conflict.” Read: Victory for Bengaluru pet owners? BBMP’s plans to limit number of pet dogs put on hold However, ABC Centre-in-charge Abhilash Maddur denied these allegations. He told PTI that they have photographic and video evidence to prove Geetha’s claims wrong. Meanwhile, BBMP Commissioner Maheshwar Rao told TNM that the BBMP has not taken any action against the officials named in the complaint yet. “Somebody has filed the FIR and we do not know the details yet. Why should I take action now? We will wait for the police report and then take an appropriate action. I do not know the details,” Rao said. BBMP’s poor record on ABC This is not the first time that BBMP has come under fire on the ABC issue. In December 2016 for instance, five Animal Birth Control (ABC) centres were in the city had to shut down because the BBMP failed to pay them over a year’s dues for running the ABC programme. In fact, the Supreme Court observed in March 2017 that stray dogs have the right to live and that rather than culling, they have to be neutered to bring down the population in a humane and compassionate way.    Despite these mandates, Mili Gandhi, an ABC volunteer working with NGO Compassion Unlimited Plus Action (CUPA), pointed out that there is lack of intent from the BBMP in solving the problem. “It is not difficult for the qualified BBMP vets to implement the simple guidelines laid down by the Animal Welfare Board of India (AWBI). We are simply asking them to do their job ethically and with compassion,” she said. Mandya cops initiate dialogue between trans women and village heads who evicted them

In a heartening move, the Mandya police initiated a peacekeeping meeting on Monday between transgender women who were forcefully evicted from three villages in the district, the heads of the said villages. The meeting was held to discuss the forceful eviction, and the way forward, and officials promised that more such meetings will be held until the women find a stable roof over their heads. The meeting comes three days after TNM reported on how un-elected headmen had pressurised house owners into evicting transgender persons from three villages – Induvala, Thoobinakere and Raagimuddanahalli – in Mandya. Mandya Superintendent of Police (SP) G Radhika initiated the meeting after TNM published the report, and her team independently investigated the transgender women’s narratives. She admitted that a group of village elders took decisions there, and said, “There is a system in Induvalu by which nine village heads come together to take care of temple and festival activities. They are tasked with taking decisions on religious activities – and should not interfere as far as legal situations are concerned.” “We planned a meeting with both village heads and members of the transgender community and also included district officials. We listened to the issues on both sides and then made them aware of their legal provisions," G Radhika told TNM. The peacekeeping meeting was mediated by police officials at Mandya Rural Police Station, and was attended by members of the transgender community in Mandya, village heads of Induvala, Thoobinakere, Raagimuddanahalli and Karaswadi, and L Nagesh, the Tehsildar of Mandya.     In the meeting, members of the transgender community questioned village heads of Induvalu and district authorities about the decision taken to evict them from the village. In response, Chandrashekhar Gowda, one of the village heads of Induvala, stated that the decision was taken after complaints were raised by residents of the village. He also suggested that hostels should be constructed for members of the transgender community – a suggestion that wasn’t acceptable to the community, who have insisted that they want to be part of the society, and not relegated to a corner. Ramya* and other members of the community who attended the meeting said that they prefer to take up residence in the houses they previously lived in, at Induvala and Thoobinakere. Ramya,a trans woman and activist, confirmed that eight members of the transgender community attended the meeting and submitted a letter to the SP, DC and Tehsildar of Mandya, requesting a speedy resolution to the issue of accommodating transgender persons who were forcibly evicted from these villages over the last two years. "We have submitted a letter and also questioned the village head of Induvala about why all transgender persons were evicted from the village. However, the drive to evict transgender persons from Thoobinakere and Raagimuddanahalli were not discussed," Ramya said. She however said that the dialogue between village heads and members of the transgender community in Induvala was the first of its kind in the district, and expressed hope that members of the transgender community will find it easier to arrange a place to stay in the future."This was a step in the right direction. We hope that there is a resolution by which members of our community can co-exist and live with other residents in Induvala. Retired IAS officer SN Jamdaar told TNM that feelers have been sent by Veerashaiva groups but no decision has been taken about having meetings.
The Karnataka election may be over but the Lingayat issue is back on the table once again. Lingayat and Veerashaiva groups are now looking to hold talks over making a joint bid for separate religion status.  This was confirmed by SN Jamdaar, the retired IAS officer who spearheaded the Lingayat movement for separate religion status. The latest development comes at a time when the Centre is yet to confirm whether it has accepted or rejected the proposal sent by the previous Siddaramaiah government for according separate minority religion status for Lingayats and Veerashaivas, who follow Basava Tatva. A few unconfirmed reports aired on news channels had claimed that the Lingayat bid for separate religion had been rejected."We do not have a confirmation yet on the Centre rejecting the proposal. What we do know is that some feelers have been sent to us (by Veerashaiva groups) but no concrete decision has been taken about having meetings," said Jamdaar speaking to TNM. Jamdaar, however, added that both the Lingayat and Veerashaiva factions are in agreement over two key issues. "Except for one small issue, there isn’t much of a difference of opinion. The two issues on which Veerashaiva Mahasabha have already agreed are crucial. They (Veerashaivas) have claimed that we are not Hindus, just as we have also done. Their (Veerashaivas) request of being considered a separate, independent minority religion is also identical to our request," he said.  According to him, the difference of opinion was in relation to naming the new religion. "Only when it comes to the point about whether it should be Veerashaiva or Lingayat-Veerashaiva, there was a difference of opinion. They are adamant that it should be Veerashaiva and we didn't agree with them because history, philosophy says that Veerashaiva has been one of the sub-groups under the larger umbrella of the religion following Basavanna. Let them continue like that," he added.   The movement for a separate religion tag, which was started as far back as 1942, was resurrected in 2017 after then Karnataka Chief Minister Siddaramaiah’s promise to look into the demand for a separate religion status for Lingayats and Veerashaivas.  While both groups earlier stood united in their demand for separate religion status, divisions emerged between the leaders spearheading the Lingayat movement and the Akhila Bharata Veerashaiva Mahasabha, which represents the Veerashaiva-Lingayat sect. After negotiations broke down, both groups submitted separate proposals, which were studied by an expert committee formed by the government in December 2017. The committee recommended a ‘religious minority tag’ for Lingayats. It concluded that there is enough evidence to differentiate Lingayat from Hindu religion, and also added that Veerashaivas, who were followers of Basavanna, too can be part of the larger umbrella of ‘Lingayat religion’. The recommendation was sent to the Union government on March 19 putting the ball in the Centre’s court.  Jamdaar confirmed that there was no question of toning down the Lingayat demand for separate religion. "They (Veerashaivas) have initiated contact and we have not yet rejected it because initially we had offered to negotiate with them. They did not agree even after four months of continued efforts to engage with them," explained Jamdaar.  "They didn't want to hear because the truth is bitter for them. If they come along, we will welcome it. If we tone down our demand, the whole movement loses importance," he added.  Meanwhile, former Water Resources Minister MB Patil, who was also a vocal advocate of the Lingayat bid for separate religion denied suggestions that the talks between Lingayat and Veerashaiva groups were engineered after Lingayat leaders were ignored for cabinet berths by the JD(S)-Congress coalition government. Two days after the ministerial portfolios of the Congress-JD(S) coalition government in Karnataka were announced, polling was held in Bengaluru’s Jayanagar assembly constituency across 216 booths on Monday without reports of any untoward incidents. At the close of polling at 6 pm, the Election Commission pegged the voting percentage to be 55% compared to 53% in the recently conducted RR Nagar polls.  Steady polling was observed throughout the day in the seat with 10% of the constituents casting their vote by 9 am. Subsequently, at 11 am, 1 pm and 3 pm, the voter turnout percentages stood at 22.2%, 34.05% and 43% respectively. Results for the seat will be declared on June 13. Polling in Jayanagar constituency was deferred by the Election Commission after the sitting BJP MLA BN Vijaya Kumar, who was seeking re-election, passed away after elections were notified. Read: Jayanagar BJP MLA BN Vijaya Kumar dies due to cardiac arrest Unlike the RR Nagar election, which was also held after the formation of the coalition government, the JD(S) and Congress had agreed to field a single candidate in Jayanagar. The Congress-JD(S) combine is backing Congress’ Sowmya Reddy, first-time contestant and daughter of party heavyweight Ramalinga Reddy. JD(S) had previously fielded Kalegowda, but he withdrew on the insistence of party higher-ups.  The BJP has gone with BN Prahlad (also making his electoral debut), brother of Vijaya Kumar, in what looks like a straight contest between the BJP and the Congress. Other than the BJP and the Congress, independent candidate Ravikrishna Reddy, a social worker, is slated to be a dark horse to win the constituency. The seat has been retained by the BJP since 2008. Read: Are people of Bengaluru really not getting out to vote? In RR Nagar, both the parties failed to reach an agreement over the choice of candidate but Congress’ incumbent MLA Munirathna Naidu emerged victorious with a significant margin even though he was embroiled in the voter ID card seizure case and other controversies.  Elections in that seat were deferred after close to 10,000 legitimate voter ID cards were recovered from a flat and Munirathna was named as an accused in the case. With this, for the 224-seat Karnataka Assembly, by-polls have to be held in Ramanagara which has been vacated by CM HD Kumaraswamy. The CM had also won from Channapatna and had decided to vacate the seat at the JD(S) stronghold.
